1. GENERAL

1.1 PURPOSE

This document is prepared for the SULFUR FACILITIES FOR THE NORTH FIELD EXPANSION
(NFXP) PROJECT and only applicable for ISBL of the EPC-4.

The Specification CSP-11-00-ME-TS-NA-808 Rev. 00 is adopted as the basis of design.

1.2 DEFINITION

COMPANY: QATARGAS OPERATING COMPANY LIMITED

PROJECT: Engineering, Procurement, Construction and Commissioning of


the Sulfur Facilities for the North Field Expansion (NFXP) Project
– EPC4).

CONTRACTOR: TÉCNICAS REUNIDAS S.A. & WISON ENGINEERING LTD. JV.

VENDOR: Any person, firm, partnership, company, corporation or


combination thereof with whom CONTRACTOR has sent the
REQUEST FOR QUOTATION or placed the PURCHASE
ORDER to provide materials or equipment.

1.3. INTRODUCTION

The Shiploader and Conveyor system shall each include a spill containment and washdown
system which will collect, contain, and direct all spillage to specific collection points. For the
Shiploader, the point shall be near the rear of the Shiploader. For the Conveyor system, the
points shall be at each transfer tower. The operation of the Shiploader will be located over ocean
water and contamination of the water with sulfur is unacceptable.

There will be zero tolerance for spillage. No spillage shall be allowed to escape the containment
system.

The Shiploader will be washed down after loading every ship.

2. CONTAINMENT SYSTEM

2.1. The spill containment system and the Shiploader washdown system shall include the
following features:

2.1.1. A system of catchment pans and spill trays arranged throughout the Shiploader to
enclose, collect and contain any product which may escape or be taken from the main
product stream carried by the conveying system, including any spillage and carry-
over generated during the operation of the Shiploader.

2.1.2. Wind guards along the conveyor to contain wind blown product.

2.1.3. A water spray washdown system to wash the accumulated product back into a
collection area on land at the tail end of the structure. Following the completion of
loading, the Shiploader will be oriented to maximize the ease of washdown flow
towards the rear of the machine.

2.1.4. Water sprays spaced along the spill trays to ensure complete washdown of all
accumulated product with no requirement for manual assistance.

2.1.5. For Shiploaders: Water sprays sequenced so that the tail end of the machine is
washed-down first and the head end of the boom last, so that the trays do not become
overwhelmed with the volume of washdown water and product slurry. The washdown
sequence shall be initiated from a central control station by the COMPANY.

2.1.6. For Shiploaders: A sensing system incorporated on the Shiploader to monitor the
amount of spilled product so that the Shiploader or spill tray structural systems do not
become overloaded. Safety measures for an automatic Shiploader shut-down shall
be provided should an overload be detected.

2.1.7. For Shiploaders: A supplemental manual washdown to be used if the water spray
system fails or all product is not removed. This shall be by the use of an on-board
water distribution system having 25 mm nominal diameter hose bibs at 15 m centers.
Easy access for this washdown through or around the wind guards shall be provided.

2.1.8. For Shiploaders: A single 200 mm diameter spout at the tail end of the Shiploader
down to grade level to direct the slurry into a sump pit (sump pit supplied by the
CONTRACTOR). The inlet of the spout to have cleanable screen. All spout joints and
sections to provide 100% gravity drainage.

3. CONSTRUCTION AND MATERIALS

3.1. Spill trays, sidewalls, and wind guards shall be constructed of 316 stainless steel to
maximize corrosion resistance and minimize weight. They must be of suitable thickness
to allow for the repeated abrasive wear of the washdown procedure for the life of the

Shiploader and accommodate spillage without permanent or excessive elastic


deformation. The thickness shall be designed to absorb impact loads from exchange of
idlers.

3.2. All washdown piping, components, water sprays, valves and fittings shall be 316 stainless
steel. Stainless steel brackets for mounting the washdown system components shall be
welded to the Shiploader structure prior to painting. Site welding of such brackets will not
be accepted.

3.3. Steel structures shall not interfere with the collection or washdown of spillage. All spillage
shall be contained within the spill tray system.

3.4. Trays shall be watertight. Both dry and wet product must be contained (i.e. pans shall be
adequately sealed pan to pan).

4. CAPACITY

4.1 As it is anticipated that the trays will be cleaned between shipments, the collection system
shall be designed to contain all spillage associated with the loading of a single 40,000
tonne shipment assuming expected deterioration of belt cleaning devices.

4.2 Localized accumulations of product will be allowed as long as the structural supports and
spill trays do not become overloaded.

4.3 The spill containment system shall be designed to contain all washdown water and sulfur
slurry required to clean the accumulated product.

4.4 Washdown of the complete Shiploader shall take no longer than two hours with a crew of
4 people.

5. SAFETY MEASURES

5.1. All overload conditions to the containment system or to the Shiploader structure shall be
monitored by load sensors placed as required throughout the Shiploader. The load
sensing system shall be interconnected to the Shiploader controls and shall shut down
conveyor belt operation when an overload occurs. The conveyor belt shall not restart until
the overload condition is rectified and the load sensors register a safe working level.

5.2. The washdown jet spray system shall be interlocked with the conveyor and Shiploader
emergency control system. In the event of a pull cord switch or emergency stop button
being activated, the jet spray system will also shut down.

6. CONTROL SYSTEM

6.1. The washdown system shall be controlled through a central control station located near
the tail end of the Shiploader. The washdown system controls shall be designed to operate
with COMPANY Plant Control System (PCS). Outputs to the PCS shall advise of
washdown in progress.

7. ACCESS

7.1. The containment system and wind guards shall be designed to protect the conveyors from
wind and sand. Sidewalls and wind guards shall be removable so that access to spill trays,
washdown system and conveyor belt is maintained.

7.2. A single wind guard panel shall be capable of being removed or installed by one person
only. The Operation Manual shall incorporate guidelines for safe storage of wind guards
when removed for conveyor maintenance activities.

7.3. Any maintenance access way shall be large enough for a person to easily and safely enter
and exit the spill tray area.

7.4. Small access doors, spaced at every 15 m, shall be incorporated into sidewalls to allow
visual inspection of the spill tray containment system and conveyor without the removal of
an entire panel.

8. WATER SYSTEM

8.1. Pressure

8.1.1. A water pressure of 10.3 Bar (150 psi) will be made available at the pivot point.
CONTRACTOR to incorporate a booster pump as required to maintain adequate
water pressure for cleaning.

8.2. Velocity

8.2.1. Maximum allowable velocity in the distribution piping: 2 m/sec.

8.3. Miscellaneous

8.3.1. Victaulic fittings and couplings shall be used.

8.3.2. Self-draining flexible pipe shall be used at boom pivot and slew pivot to account for
Shiploader movements. Hose access to the carriage shall be routed through an
approved festoon or take-up system.

8.3.3. Anchoring and pipe support shall be designed to eliminate undue stresses at joints
and to restrain unbalanced pressure thrusts.
