BARANGAY OF COMON, TABACO CITY HELD ON AUGUST 4, 2019 AT THE
BARANGAY SESSION HALL.

AN ORDINANCE TO CONDUCT AN INTENSIFIED TWICE A MONTH CLEAN-UP DRIVE


IN THEIR RESPECTIVE TERRITORIAL JURISDICTIONS AGAINST DENGUE FEVER OF
BARANGAY COMON, TABACO CITY

WHEREAS, Barangay Comon is one of the participating barangays of the City of Tabaco towards
health programs being implemented by the Department of Health (DOH) together with the City Health
Unit, Tabaco City.
WHEREAS, due to occurrence of Dengue Fever eradicating in the Bicol Region, an awareness
campaign against Dengue Fever was conducted.
WHEREAS, the Barangay’s initiative to prevent this disease brought out by vector borne mosquito so-
called Aedes Aegypti, a clean and dengue-free community has implemented.
WHEREAS, the Barangay Local Governance Unit (BLGU) together with the Barangay Health
Governance Body (BHGB) had decided to expand the clean and green program in the barangay.
WHEREAS, the barangay has mandated constituents to conduct clean-up drive activities as scheduled.
Section 1. Short Title. — This Ordinance shall be known as the “An Intensified Twice a Month
Clean-Up Drive against Dengue Fever in Barangay Comon, Tabaco City.”
Section 2. Mandate. – All constituents of barangay Comon Tabaco City are hereby required to
conduct an intensified clean up drive in their respective territorial jurisdictions; The Punong Barangay
shall initiate such barangay/community based clean up drive making it as a regular activity to be done
every 1st Saturday and 3rd Saturday of the month or twenty – four (24) times a year.
Section 3. Conduct of Intensified Clean Up Drive. — The clean-up drive shall be conducted
thoroughly in the community and neighbourhoods comprising every individual of the barangay, thus,
the Punong Barangay shall lead, with the active participation of all Barangay Kagawad, SK council,
Barangay Health Workers and Purok leaders in the implementation of the following:

a. dredging/cleaning of clogged canals and other waterways;


b. pruning/cutting of overgrown/thick bushes, plant/vegetation and tree branches;
c. removal of water-collecting receptacles like old tires, tin cans, plastic containers, etc., which
cause stagnant water;
d. Massive conduct/reiteration of information drive on how to control and eliminate the breeding
sites of mosquitoes;
e. Massive conduct of public information dissemination regarding 4S Strategy of DOH on Dengue
Awareness Campagin (Search and Destroy, Self-protection measures against dengue, i.e. use of
mosquito nets and repellants, wearing of long-sleeved shirts and pants, Seek early consultation ,
and Support fogging/ Spraying);
f. Submission of monthly compliance report, complete with facts and figures, and photos; a copy
of which shall be furnished to the City Mayor, City Vice Mayor, the Chairperson of the SP
Committee on Health and Sanitation, City Health Office (CHO), City Disaster Risk Reduction
and Management Council (CDRRMC) and Department of the Interior and Local Government
(DILG), in order to ensure active participation of all concerned, and assess the effectiveness of
the intensified clean up drive strategy against dengue.
g. Constant monitoring and comprehensive updating on the knowledge regarding dengue, thru
educational research, seminars, or /lakbay-aral/, particularly on the recent developments,
medical findings and other important methods towards the total eradication of dengue in the
barangay, if not, lessen its prevalence.

Section 4. Action for Non-Compliance. — Failure of any household to participate on the said
activity will be caught the attention to the office of the barangay captain and will be rendering
community service.

Section 5. Budget/Funding. — The Barangay Local Government Unit shall allocate/appropriate


funds for the implementation of this Ordinance, subject to availability of funds, to be incorporated in
the General Fund or Supplemental Budget.

Section 6. Repealing Clause. – All previous ordinances, rules and regulations inconsistent with
this Ordinance shall be deemed repealed or modified accordingly.
Section 7. Separability Clause. If for any reason any part or provision of this Ordinance shall be
held unconstitutional or invalid, other parts of provisions thereof which are not affected thereby shall
continue to be in full force and effect.
Section 8. Effectivity. This order shall take effect immediately.
