1. INTRODUCTION

1.1 General
The fire-fighting system is composed of firewater tank, firewater pumps, firewater distribution network,
water-based fire-fighting system, foam system, gas suppression system and portable fire aid system
including fire extinguishers.

The basic objectives of fire fighting system are to limit or prevent the escalation of a fire, to avoid risk to
life, to protect the environment, and to minimize material damage until the source of hazard has been
isolated or consumed. To achieve these aims, active fire protection facilities as well as fire and gas
detection shall be provided by means of automatic and manual operation of fixed fire fighting system, in
conjunction with portable and mobile fire-fighting equipment.

Firewater will be fed from tie-in point from geographical network and stored in firewater tank to ensure
reliable firewater service against any fire events. The total water storage capacity shall be capable of
supplying the firewater system for a minimum period of Three hours at the maximum firewater demand.
Firewater shall be delivered to the distribution system by dedicated firewater pumps. Totally two main
firewater pumps shall be installed and one jockey pump shall be installed for maintain the pressure in
firewater ring at 10-12 kg/cm2g.

Foam systems, gas suppression system as well as portable fire aid systems are also included in overall
fire protection system and it will be provided together with fire and gas detection system to achieve the
basic objectives of fire-fighting system.

All firefighting equipment shall be UL listed, FM approved or equivalent, as applicable, for firefighting
application. Whereas, portable fire extinguishers shall be BS EN3 certified.

3. UNIT CAPACITY

3.1 Firewater Requirement


Design capacity for the plant firewater system shall be established on basis of the largest/worst fire
scenario. However, firewater application rates for each specific type of equipment are address therein.
3.1.1 Process Area
Fire fighting facilities in the process area consist mainly of fixed water monitors, fixed water spray
system and supplemental coverage from hydrant hose streams. Firewater demand will be based on the
approaches covered in API 2030 for recommended flowrates of each application.
3.1.2 Storage Facilities
Firewater demand for fixed-roof tanks and floating-roof tanks (if available) holding class I or class II at a
temperature above its flash point at a capacity above 190m3 shall be based on the firewater requirement
of the two (2) consideration below.
A. Liquid surface fire or rim-seal fire for tank on fire
Storage tanks shall be fitted with foam chamber at the tank shell to discharge foam to the liquid
surface of fixed-roof tank and into the annular ring space between the tank shell and the floating
roof. Additional fire water demand will come from water spray system and firewater monitors or
hydrants/hose streams for cooling the shell of the involved tank. Cooling water shall calculate using
4.1 lpm/m2 applied to the shell area above the normal liquid level.
B. Fully Involved Tank Fire
Cooling water shall be provided to protect tanks as per API 2030 & IP 19. Any tank should be
considered to require cooling if it is within one tank diameter distance from the burning tank, or two
diameters downwind, or 30m whichever is the greater. Water for cooling by water spray shall be
provided for tanks based on 4.1 lpm/m2 for major exposed surface.

3.1.3 Buildings
Fire water demand shall be estimated based on the required water rates for the indoor protection of the
building plus two (2) outside hydrant hose streams.

3.2 Estimated Firewater Demand for the plant Firewater Supply System

3.2.1 Largest/Worst Firewater Requirement (Fire Water Demand)

Firewater will be used for monitors, hydrants, water spray, hose reels, foam system and fire tender. The
maximum firewater demand shall be based on simultaneous operation of the largest fixed firewater
system in a process or storage tank area with the operation of adjacent fire systems for exposure
protection. The maximum firewater demand is estimated in the firewater demand study. Only one largest
fire case is considered for firewater demand study.

Based on the above considerations and with reference to the plant plot plan drawing # COOP-2021-15-D-
1-AR-00001 and prevailing wind direction, it is estimated that the largest firewater demand would be
based on burning of “Process Pumps Shed” located beside the tankage area Accordingly the following
systems were included for protection:

A. Process Pumps Shed Area :


Fixed Foam Water Spray system for spillage fire of Process Pumps Shed: 624 m3/h
Cooling water for using one fire monitor: 111 m3/h
One Fire Hydrant Nozzle: 57 m3/h
Total Firewater Demand Requirement: 792 m3/h
Note: “Fire Water Hydraulic Calculation Report” # COOP-2021-15-D-3-FF-HR-01 will include each zone/area
water demand calculations for each equipment and type of protection used for it.

3.3 Fixed Foam Protection


A fixed foam protection system will be installed on all fixed roof tanks and open floating roof tanks
storing large Class I and Class II liquids. Each system will have a manifold that terminate at roadside
near the protected tank. Fixed foam systems shall be designed as per NFPA 11 and NFPA 16.

3.4 Gaseous Suppression Systems


Gaseous Suppression systems shall be FM200 or Carbon Dioxide system. Other agents may be used
when specified by Owner's Engineer. Clean agent systems shall be designed as per NFPA 2001 or NFPA
12.

Note 1, In case of pistol grip type hydrant nozzles, there is no limitation practically but the recommended pressure
is less than 10 kg/cm2g in case of normal water gun.
Note 2, To protect the storage tanks, the medium velocity type nozzle having pressure deflector is recommend to
minimize the waste caused by water mist in case of high pressure.
Note 3, To protect the pumps and compressors, the high velocity and narrow angle type nozzle is recommend to
spray the water against jet fire.
Note 4, For pressure control of water spray and foam system, restriction orifices on the discharge line of deluge
valve or pressure control system on deluge valve are recommended.
6. SYSTEM DESCRIPTION
The fire protection design philosophy (Doc. No. COOP-2021-15-D-3-FF-FP-01) provides the basis for
the design and installation of active fire protection system. Specific design requirement listed hereafter
should be read in conjunction with the fire protection philosophy.

6.1 Firewater Source


The primary source of firewater for initial fire-fighting shall be the main firewater tank. The main
firewater tank shall be sized to an approximate volume of 2,010 m3 in addition to another auxiliary 600
m3 firewater tank that is connected to the main firewater tank through a centrifugal pump of capacity
150 m3/hr which shall operate after 30 minutes of main fire pumps startup (Note: Fire water tank’s LLL
Level Transmitter to be connected with the auxiliary filling pump to operate it once LLL Level
Transmitter is triggered ) to support at least 3 hours (Client Recommendation) of continuous firefighting
operation.

6.2 Firewater Pumps


The firewater pumps, drivers and controllers, including inspection and testing, shall meet the minimum
requirements of NFPA 20. Since the largest water demand in the plant becomes approximately 795 m3/h,
the firewater design capacity will be supplied by (1) centrifugal pump with diesel driven pump. In
addition, stand-by capacity equal to 100% of the design basis shall be provided by another (1) diesel-
driven pump. Refer to summary below.

Firewater pumps shall be of centrifugal-type and solely used for fire protection only. Pumps shall be
capable of producing 150 % of rated capacity at a total head of not less than 65% of rated head. Shut-off
head shall not exceed 140% of rated head and NPSH(R) will not exceed 90% of NPSH (A).

Note: The discharge pressure for main pumps and jockey pump is a preliminary value that will be revised on “Fire
Water Hydraulic Calculation Report” #COOP-2021-15-D-3-FF-HR-01.

6.3 Jockey Pump


Jockey pump shall be installed to maintain fire main pressure at 12.0 kg/cm2(g).
One (1) jockey pump rated at 34 m3/h at 12 kg/cm2(g) will be provided to maintain firewater system.
Jockey pump will maintain the firewater main pressure by recycling firewater from the pump discharge
header back to the firewater tank. Shut-off head shall not exceed 140% of rated head.
Jockey pump will be provided with manual start-stop switches at local position and DCS.

6.4 Firewater distribution system


The firewater distribution system shall consist of a closed-loop design. It encompasses all piping, fittings
and valves extending from the supply source to the isolation valves for fixed fire equipment and entry
points into a building. Firewater mains shall satisfy NFPA 24 requirements.

Considerations for the fire main piping are as follows:

 150LB galvanized seamless carbon steel pipe A106 Gr. B (or Black Steel) will be used for above-
ground dry firewater piping to resist any possible corrosion or rust formation during system testing
and commissioning of the dry pipe section.

 150LB seamless carbon steel pipe A106 Gr. B (or Black Steel) will be used for above-ground wet
firewater piping

 150LB external PP coated carbon steel pipe will be used for underground firewater piping.

6.5 System Pressure Control


Firewater pressure shall be controlled by recycling firewater from the pump discharge header back to the
suction source (firewater storage tank). The firewater pressure control system shall consist of a dedicated
pressure transmitter, a pressure controller with adjustable set point, and a set of pressure control valves
installed on the recycle manifold.

6.6 Operation Sequence


Proper sequencing to start the pumps is important in order to minimize the hydraulic surge of pumps
starting simultaneously. In the event of low firewater main system header pressure, the operating
sequence of the pumps shall be:
 Firewater main network pressure shall be maintained continuously at 12 kg/cm2(g) by jockey pump.
 When the system pressure drops to 11.0 kg/cm2(g), the firewater pump (Main diesel pump) will start
automatically without time delay.
 If after the main diesel pump is activated and fire water system still drops to 10.5 kg/cm2(g), the
secondary diesel engine-driven pump shall be started. The pump will be arranged to be manually shut
down.
 All firewater pumps will start on an automatic sequential mode with pressure drop set values. Failure
of any one pump to start shall not prevent subsequent starting of other pumps.
 All pressure switches shall be field adjustable.
 Sequence of Operation attached will be revised by Pump Vendor.

6.7 Firewater main Sizing


Firewater main distribution piping shall be sized to a minimum of 250 mm (10 in.) in process area and
other areas.

The maximum allowable velocity in the fire main system (no isolation) shall be 3 to 4 m/s. The velocity
may be increased in branch connections where hydraulic analysis indicates sufficient pressure is
available up to 6m/s.

Minimum velocity for water service inside pipe shall be 1.0 m/s

Firewater distribution piping sizes shall be calculated based on the design flow rates at a minimum
pressure (residual) of 10 kg/cm2(g) at the farthest hydrant or monitor. The firewater main system should
be designed to provide at least 50% of the required flow and pressure to the protected area upon isolation
of the failed component.

Within or near plant process areas, fire mains shall be installed underground. Depth cover for fire
exposure protection shall be minimum of 150mm (6in.).

No firewater main distribution piping shall be terminated in a dead-end and firewater main distribution
piping shall be laid out in closed loop.

The firewater ring main shall be buried as far as practicable to protect it from mechanical damage. Where
the ring main cannot be buried it shall be suitably protected from vehicle impacts and the effects of fires
and explosions. At road crossings the main shall be buried to a depth of at least 1m (Top of Pipe) unless
protective sleeving is provided.

Hydraulic calculation relative to firewater main/branch sizing shall be accordance with NFPA 24.

6.8 Isolation Valve


In case of Emergency & upon client confirmation, Gate type post indicator valves with valve pits as the
isolation valves shall be provided on the firewater ring mains. Generally, in all cases as well as where
area is not enough to install valve pit for Post indicator valve, OS&Y type gate valve on aboveground can
be used as the isolation valve. And on each of the branches to fixed fire fighting equipment and systems,
manual gate valves as the block valves shall be provided on aboveground. This will permit sections to be
isolated for maintenance or repair without significantly impairing the fire fighting capability of the
installed systems. The isolation valves shall be installed at maximum intervals of 300 m or at every 4
(four) firewater users as maximum and at firewater ring main junctions in valve boxes/pits (where
buried). In locating isolation valves, it shall be ensured that isolation of any section of the ring main does
not excessively reduce the fire-fighting capability in any area of the plant due to simultaneous isolation
of hydrants, monitors and water spray systems. The location of ring main isolation valves shall ensure a
residual fire-fighting capability is retained in all areas. Valves shall be operable from above grade by an
extended spindle with open/shut position indicator. The isolation valves shall be locked in the open
position.

6.9 Firewater Hydrants


Fire hydrants shall be spaced at 50m around process area and for other areas like utility, tankage, and off-
site plant area. Fire hydrant shall be installed in strategic locations, accessible from roadway/access ways.
Space between hydrants and protected structures shall be a minimum of 15 m (50 ft).

Four way fire hydrant with Isolation Valve between Main Network and Hydrant shall be used in process
areas, storage and utility facilities & shall be rated at a minimum of 114 m³/h. It shall be a wet barrel-type
with no internal valves or integral foot (internal sub-grade shutoff) valves.

Fire hydrant outlet shall have:


 Four (4) 2-1/2” hose connections (with BS336 female instantaneous couplings)
 One (1) 4” pumper connection.
 Hydrant riser shall be flanged and piping connection to fire water main shall be a minimum of 4”.
All fire hydrants subject to vehicular damage shall be provided with a guard post.

6.10 Firewater Monitor


Water monitors shall be provided throughout high fire-risk process and tankage areas. Water monitors
shall be provided as required for the equipment to be protected. Monitors shall be located at a minimum
distance of 15 m and maximum of 50m from the protected equipment.

Firewater monitor shall have a minimum rated capacity of 114m³/h where two (Qty. 2) Firewater
Monitors to be used for 3 hours for spillage protection of dike S-10 tank while only one (Qty. 1) will be
used for 2 hours for spillage protection of dike K-1 or K-2 tank with 3% AFFF foam concentrate with
application rate 6.5 Liter/min/m2.

For General exposure protection, monitors will be used with application rate of 4.1 Liter/min/m2 for 30
min only as per NFPA 11.

6.11 Fire Hose Reel


Fire hose reels shall be provided in principal non-process buildings fed from the firewater ring main. Fire
hose reels shall be provided per floor in enclosed cabinets and located at the entry points to the building
or floor.
Hoses shall be braided rubber fitted with a gun-metal nozzle and on-off lever. Hoses shall be 2.5”
diameter (UL/FM) and 30 m in length, with a pressure control device (restriction orifice) set at 3.5 Barg.

6.12 Fixed Spray Systems


Spray system shall be provided to protect equipment as follows;
 Pumps handling principally C4 and lighter products or handling products close to or above their auto-
ignition temperature.
 Large pumps (75 HP) that handle flammable liquids at (5 ℃ above their flash point)
 Vessels, columns and exchangers having a liquid inventory in normal operation of more than 10 m3,
holding flammable liquids or combustible liquids operating over its flash point.
 Wall & roof of atmospheric fixed roof storage tanks and wall only of floating roof tanks holding
combustible or flammable products.
 Other process equipment handling flammable or combustible liquid or combustible gas when it cannot
be adequately protected by monitor.

Design of the spray system shall follow requirements of NFPA 15. Spray systems may be utilized to
provide protection for more than one vessel and/or piece of equipment provided all protected
equipment/vessels are within the same fire risk area.

The water spray application rates for the specific types of equipment to be protected shall be as follows,
based on API 2030, NFPA 11 and IP part 19 criteria:

Note1 Firewater demand estimation shall include a minimum 25 % allowance to offset the effects of
hydraulic imbalance in the system, wind losses and overspray

6.13 Foam System


6.13.1 Foam System for tankage area

For fixed roof tank handling flammable liquids, foam system shall be provided for liquid surface fire
protection. Each protected tank will have permanently installed foam chambers to discharge (FP 6%)
foam directly into tank. The design application rate is 4.1 liter/min/m2 of liquid surface area.

For floating-roof tanks (if any) handling flammable liquids, (FP 6%) foam system shall be provided for
rim-seal fire protection. Foam system shall be capable of controlling and extinguishing the largest single
rim-seal fire. Each protected tank will have permanently installed foam pourers specifically designed for
rim-seal application for floating roof storage tank. The design application rate is 12.2 liter/min/m2 of rim
seal area. In addition, self-oscillating (AFFF 3%) foam monitor shall be provided for tankage dike areas
with application rate 6.5 Liters/min/m2

The foam system will comprise the piping, fittings, valves and a foam station that provides foam to
specific storage tank(s) located by zone and notification of plant personnel of such an event. The purpose
of a foam system will be to extinguish fires on liquid surface area of fixed roof tank and in the rim-seal
area of a floating roof storage tank located in the tankage area.

The foam station consists of a foam concentrate storage tank and an electrical/ diesel motor for foam
proportioning system as illustrated by NFPA 11, Annex A, Figures A.3.3.25.2(c). The foam station shall

be sized for largest foam demand within the hazard group. The stored volume of foam concentrate for the
foam system shall be sufficient to operate the system in addition 100 % reserve capacity shall be
provided

These devices will be designed per NFPA 11. The system will be activated manually or automatically by
fire detection.

Foam Skid calculations will be included and detailed in “Foam System Hydraulic Calculation Report-
(COOP-2021-15-D-3- FF-HR-02) with the following aspects:
1. 3% AFFF foam will be used as the design basis for all process areas and fire monitors except for
storage tanks foam chambers which will use 6% FP foam
2. Hazard Warehouse, Process Pump Area, Loading Pump Area, Oil Tanks will be protected by
Foam/Water System.

6.14 Gaseous Extinguishing System


Automatic Gaseous extinguishing system (FM200) shall be provided to extinguish fire in manned rooms
like as Control Room, IES Rooms, Electrical room & Battery room in control building including False
Floor/ False Ceiling for these Rooms.
Automatic total flooding carbon dioxide extinguishing system shall be considered for protection of
unmanned rooms like as closed cable cellar, battery room and switchgear room in substations. And
automatic local application carbon dioxide extinguishing system shall be considered for large oil filled
transformers located outside of substations.
All systems shall comprise a 100% primary supply and 100% reserve supply which is connected to the
gas extinguishing system header with permanent piping.
The system shall be designed and installed in accordance with NFPA 2001 and NFPA12.
These fixed gaseous extinguishing systems shall be automatically activated by fire detection system. The
fire detection system, after confirmation by a voting system, shall provide the signal to discharge the
extinguishing agent and after adjustable time delay release the agent. Visual and audible alarms shall be
activated inside the concerned building before discharging the extinguishing agent.

6.15 Portable & Mobile Fire Fighting Equipment

6.15.1 Fire extinguishers


1. Portable BC dry chemical extinguishers
Hand-held nominal 9.0kg BC dry chemical fire extinguishers shall be located throughout the process
areas where flammable or combustible liquids or flammable gases are handled, and electrical
equipment are installed. They shall be placed along pipe racks and also at other strategic location
within the maximum travel distance of 15 m from any potential hazards. Nominal 9 kg dry chemical
extinguishers shall be mounted in cabinets and fixed on column less than 1.5 m above the ground.

2. Wheeled BC dry chemical extinguishers


One nominal 50kg wheeled BC dry chemical extinguisher shall be provided per five portable BC dry
chemical extinguishers at locations where hydrocarbon spill fires can occur such a way that the travel
distance shall be between 30m to 50m. Wheeled dry chemical extinguishers shall be located on
pavement area to facilitate mobility, use by one operator and shall be protected by sheet cover.
3. Portable CO2 extinguishers
Nominal 5.0kg of CO2 hand and portable fire extinguishers shall be located where fires of electrical
origin are likely to occur such as substations, computer rooms, control room, analyser houses,
laboratories buildings and where food is handled. Travel distance from any hazard to an extinguisher
shall not exceed 15 m. Portable extinguishers shall be mounted by wall hooks and top of the
extinguisher shall be less than 1.5 m above floor.
4. Portable ABC dry chemical extinguishers
Hand-held nominal 9.0kg ABC dry chemical fire extinguishers shall be located in all common areas
such as conference rooms, dining room and office rooms. Travel distance from any hazard to an
extinguisher shall not exceed 15 m. Portable extinguishers shall be mounted by wall hooks and top of
the extinguisher shall be mounted at a height 1 to 1.2 m above floor.
Number of extinguishers, location and type shall be in accordance with NFPA 10.

6.15.2 Mobile wheeled foam trolley

Two (2) numbers of mobile wheeled foam trolley shall be provided for tankage area to provide a foam
blanket over any spillage around the bulk liquid storage area.

6.15.3 Mobile water/foam monitor

One (1) mobile water/foam monitor without foam tank shall be provided for each process area and
tankage area. The capacity of monitor shall be over 2000 lpm.

6.16 Safety & Emergency Facilities

6.16.1 Fire blankets

A Wall mounted fire blankets shall be located in kitchen galley areas for ‘Main Control Building’,
‘Administration Building’, and ‘Substations’.

6.16.2 First aid kit

A first aid kit (20 units containing type) shall be provided per process unit or normally manned building
and substation buildings.

For process area, first aid kit shall be contained in Safety Equipment Cabinet. For buildings, first aid kit
shall be installed on the wall with its own cabinet.

6.16.3 Breathing Apparatus

NFPA 1981 compliant Self-contained air breathing apparatus (SCBA) having a working capacity of 60
minutes including 10 minutes escape in a cabinet shall be provided for following area.
 Normally manned building (Control building, Administration building): 1 set per story
 Process Unit: 2(two) sets per unit segmented by road.

6.16.4 Safety Equipment Cabinet

Each process unit segmented by road shall have a safety cabinet with following contents;
 Chemical Coverall: 2sets
 Safety Goggle (ANSI compliant): 2 sets
 Chemical Rubber Gloves with rough surface: 2 pairs
 Face Shields: 2 sets
 Rubber Boots: 2 sets
 Electronic Megaphone: 1 set
 Emergency Lamp: 1 set
 Gas Mask (organic vapor & H2S): 2 sets
 Stretcher: 1 set
 First Aid Kit: 1 set
