CASH OFFICER

JOB DETAILS
DIVISION: Operations TEAM: FES & Cash Group

LOCATION: Kiev, Ukraine CONTRACT TYPE: Fixed Term 6 months

GRADE: D 1 JOB FAMILY: Programme

SALARY: Choose an item. As per Oxfam scale HOURS: 40 Hr/week

DIVISION PURPOSE: Ukraine response Program Management Unit, generated for the management of Oxfam response to the Ukraine crisis.

TEAM PURPOSE: To effectively support, manage and drive the Oxfam response to the Ukraine crisis by working with other stakeholders across
Oxfam.

JOB PURPOSE: Under the supervision of the EFSVL and Cash Coordinator, support the delivery and management of cash and voucher
programming to meet the basic needs of people affected in Ukraine

KEY RESPONSIBILITIES

✓ Provide support in the design, implementation, monitoring and evaluation of the OXFAM cash activities.
✓ Support design and coordination of needs assessments, market assessments, feasibility studies, and post-distribution monitoring.
✓ Together with the other technical departments support the delivery of sectoral cash activities.
✓ Interact with partners to identify needs, support adapting the response plan and feedback on Oxfam response.
✓ Supporting proposal development and budget design processes for new and existing projects in accordance with the provided guidelines
and standards.
✓ Support coordination and communication with partners, other agencies and authorities, and support implementation, including
participating in field visits/missions where necessary.
✓ Provide support for other departments (Protection, MEAL, Partnership, etc.) to have a coordinated approach in the activities.
✓ Conducting desk research on recent trends and updates in CVA.
✓ Represent the organization in coordination meetings as needed.
✓ Manage data on cash-transfer platforms and databases, where necessary.
✓ Support monitoring the quality of Oxfam’s and partners’ cash programming and provide support where needed.
✓ Track and document activities and provide regular updates to FES and Cash Coordinator.
✓ Capture learning from cash interventions.
✓ Perform any other duties and responsibilities assigned by the supervisor or designate.

Experience, Knowledge & Competencies

Essential

• Knowledge of and demonstrated commitment to Oxfam’s values, mission and work


• Knowledge and understanding of global justice, social change, women’s rights and gender equality and commitment to delivering
humanitarian work through feminist principles.
• Significant experience of designing, setting up, planning and carrying out Cash Programmes in a humanitarian and/or development
context.
• Demonstrated experience and knowledge in providing training on Cash programs.
• Knowledge and experience of the opportunity presented by electronic cash transfer options.
• Proven ability to develop effective relationships and deliver high-quality remote management, guidance and support.
• Enhanced collaboration and networking skills; representational, diplomatic and advocacy skills to enable the post holder to operate
effectively within Oxfam and in external networks;
• Sensitivity to cultural differences, and the ability to work and communicate in a wide variety of cultural contexts.
• Excellent teamwork and communication skills and the ability to build good relations both internally and externally.
• Excellent command of written and spoken English and Polish language.
Desirable

• Good English and Ukrainian language knowledge


• Previous experience working in humanitarian programs mainly protection.
