MEMORANDUM

SUBJECT : SitRep No. 8 re Super Typhoon (ST) “Odette”

I. SITUATION OVERVIEW

• On 16 December 2021, Tropical Cyclone Wind Signal No. 4 was hoisted for Surigao
City due to ST Odette. It made landfall at 2:00 PM bringing severe winds and torrential
rainfall causing widespread devastation in the entire city.

• Extensive relief operations via land, water and air modalities are currently ongoing in
the mainland and island barangays in coordination with various agencies.

• As of 05 January 2022:

A. A total of 1,344 families (IDPs) were recorded based on the data gathered from
the City Social Welfare and Development from 24 evacuation centers within
Surigao City.

B. Reconstruction and rehabilitation efforts have started in partnership with


TESDA for skills training and various donors for provision of construction
materials.

C. Lifelines such as water, power and communication lines are partially restored.
There is currently an extensive restoration activity for power supply.

II. EFFECTS AND DAMAGES

A. NUMBER OF AFFECTED POPULATION

a. Number of Evacuees (pre-landfall)

• As of 16 December 2021, a total of 26,648 evacuees were recorded based on the data
gathered from the Punong Barangays and Barangay Secretaries who evacuated to
their respective evacuation centers prior to landfall on ST Odette. Data includes
unaccounted evacuees from the initial report.

Note: Prior reported death of an unidentified badjao has been removed as the main cause of death was

B. STATUS OF LIFELINES

a. Telecommunications

• Signal was partially restored as of 21 December 2021. As of writing,


telecommunications signal is still intermittent.

• As of 16 December 2021, at 4:30 PM, telecommunications signal was totally lost which
persisted until 20 December 2021.

b. Seaports

• Eva Macapagal Port is now operational as of press time while restoration of Lipata Port
is still ongoing.

• As of 16 December 2021, 10:00 AM, a total of 298 passengers and 143 cargo trucks
were stranded at Lipata Port.

The Philippine Coast Guard (PCG) – Surigao del Norte through CGSSND-2021-034 issued
suspension on sea travel and voyaging.

c. Roads

• Thru the intensive efforts of BFP, PNP, CDRRMO, and other attached
agencies, all primary and secondary road networks ae now passable as of
press time.

• The City Government and other attached agencies are now focusing on “road
cleaning” as garbage and other debris have accumulated on sidewalks.

• As of January 3, 2021, 1:00 PM, the Clearing Operations Teams commenced


their activity starting with the National Highway Roads. Clearing operations are
ongoing as of press time. (Attached hereto is the Updated Clearing and Clean-
up Operation after Typhoon Odette)

d. Bridges/Flood Control/Culvert

• Most of the reported damaged bridges are wooden footbridges from the different
mainland and island barangays. Reconstruction of said footbridges are being planned.

• Due to loss of communication and roads being non-passable, no reports were provided
regarding bridges/flood control/culvert damage.

e. Electric Power

• According to SURNECO’s latest Power Restoration Update as of 25 January 2022,


11.11 % of the total 54 barangays have their power restored which is equivalent to
19.06 % of total households.

• As of December 16, 2021, 1:30 PM, power outage in the entire city started.

f. Water Supply

• Water supply has been partially restored in several barangays.

g. Government Infrastructure

• As of December 20, 2021, the City Hall, including all facilities and infrastructures within
the City Hall compound, were reported as partially and totally damaged. The following
were reported as damaged by Punong Barangays and Barangay Officials which
include, but not limited to:

h. Declaration of State of Calamity

• Owing to the widespread devastation caused by ST Odette, Surigao City was declared
under State of Calamity by virtue of Sangguniang Panlungsod Resolution No. 343-
2021 dated 18 December 2021. Attached as Annex A.

III. DISASTER PREPAREDNESS

A. CDRRMC Emergency Meeting

On 14 December 2021 at 2:00 PM, the CDRRMC Chairman, Hon. Ernesto U. Matugas, Jr.,
convened an Emergency Meeting to discuss things regarding the ST Odette. It was tackled
on that day the preparations and expectations for the typhoon.

B. Pre-emptive Evacuation

On 15 December 2021, the City Mayor advised all the Punong Barangays through Hon. Rico
Nagas, ABC President, to implement Pre-emptive Evacuation to barangays considered as
high-risk areas including island barangays. As of 5:45 PM, there were a total of 5,609
evacuees reported during the pre-emptive evacuation period.

C. Recorida

On 15 December 2021, same day with the pre-emptive evacuation, a rekorida was also
conducted by the BFP and REACT Miners Group. This is a process of informing evacuees
that they must evacuate should they think that their area is no longer safe. Likewise, those
who are situated at medium and low risk areas were also advised to evacuate, if needed.

D. Activation of EOC / Command Center

On 15 December 2021, the city has activated its Emergency Operation Center / Command
Center to constantly receive and update data coming from the different barangays in
preparation for ST Odette.

IV. DISASTER RESPONSE

participating response clusters regarding the response plan and activities post ST
Odette.

c. Evacuation Center Operations

• Evacuation Center Operations are currently ongoing as these facilities are now utilized
as temporary shelters primarily by families whose houses were totally damaged. The
operations are supported by NGOs and the City Government. Various teams from the
public and private sectors have conducted rounds and assessment in various
evacuation centers.
B. Damage Report per Agency

• Given the magnitude of impact of ST Odette to the entire population of Surigao City
including those who are working in the public sector, the City Government of Surigao
is still conducting comprehensive damage assessment in mainland and island
barangays.
• Several NGOs were able to conduct RDANA especially in island barangays.
• The following are the rapid damage assessments conducted by local offices relative to
the nature of their operations. Summary of their findings as follows:

• The following table is the tally of diseases recorded by the City Health Office from 22
December 2021 to 17 January 2022.

4. Livestock and Poultry

• Livestock and poultry was also one of those affected sectors in Surigao City.
Based on the Partial Damage Assessment Report for Livestock and Poultry of
City Veterinary Office as of 20 January 2022, the total amount of damage for
amounts to Php 4,462,400.00.

4. Environment and Natural Resources

• As of the latest report from the City Environment and Natural Resources, the
Estimated Total Damage Cost for Surigao City Sanitary and Landfill Facility is
Php 4,800,000.00.

C. Relief Operations

• The City Government is continuously conducting extensive relief operations round-the-


clock to address the urgent need for basic necessities by the entire affected population
via land, water and air modalities.

• The LGU has received immense assistance from numerous government and
humanitarian organizations to provide a holistic response effort to the affected
communities.

• Logistics operations is currently the focal point of relief operations. Efficient and
immediate distribution of relief goods thru barangays and evacuation centers is the
main priority of the entire logistics operations and resource management of the City
Government.

• Other partner government agencies such as PNP, BFP, Coast Guard, and other
agencies are continuously conducting clearing operations on primary and secondary
road networks while also providing relief activities such as, but not limited to, water
rationing, security assistance, resource mobilization, and other response-related
activities.
