I. GENERAL
1. Indian Institutes of Technology [IITs] offer several academic programs for
which admission is on the basis of JEE (Advanced) 2023.

National Institutes of Technology [NITs], Indian Institute of Engineering


Science and Technology [IIEST], Indian Institutes of Information
Technology [IIITs or Triple-I-Ts], Schools of Planning and Architecture
[SPAs] and a few other technical Institutes funded fully or partially by
Central or a State government [Other-GFTIs] (referred to as NIT+ or
NIT+System) offer academic programs for which admission is on the basis
of JEE (Main) 2023.

Qualifying in the examinations mentioned above does not guarantee
admission in any of the institutes. Each institute / academic program
may have additional eligibility requirements. Candidates have to meet
all the eligibility requirements to obtain admission.

The names of IITs, NITs, IIEST, IIITs (Triple-I-Ts) and Other-GFTIs are
listed in Annexure 1.

It is mandatory for the candidates to register through the official JoSAA


2023 online portal to obtain seats to be allocated through JoSAA 2023 in any
of the IITs, NITs, IIEST, IIITs (Triple-I-Ts) and Other-GFTIs. The academic
programs, along with the category-wise intake capacity known as seat
matrix, will be announced on the online portal, https://josaa.nic.in/.

The business rules stated herein will be strictly followed for allocating
seats for the above referenced academic programs for the academic year
2023-24, through joint seat allocation for the IITs and the NIT+ System.

There are various provisions contained in these Business Rules which may
not be reversible. The candidates are strongly advised to exercise their
options carefully within the stipulated timeframe and may seek guidance
through the grievance redressal mechanism provided in these rules [See
point 85 below].

The seat allocation process follows a strict timeline. The entire process is
on-line and computer operated. No exceptions are possible and
therefore, candidates are strongly advised to thoroughly acquaint
themselves with these Business Rules, be vigilant, keep their documents
handy and make arrangements for making the requisite payments and
completing the requisite formalities, well in advance. It will not be
possible to entertain requests for extension of time for completing any
activity.

2. A candidate chooses and applies to a series of academic programs in a


certain order of preference.

In the context of seat allocation, “academic program” refers to the


combination of academic program and institute. For example, a 4-year
B.Tech degree in Electronics and Electrical Engineering at IIT Guwahati is
referred to as an “academic program”. Another example of an academic
program is a 4-year B.Tech. in Mechanical Engineering at NIT Rourkela.

A seat to the highest possible choice of academic program is allocated to the


candidate considering the following factors:

(i) The category [GEN, GEN-EWS, OBC-NCL, SC, ST, GEN-PwD,
GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD, ST-PwD] of the
candidate.

(ii) The position of the candidate in respective rank list(s).


(iii) The order of preference of academic programs selected by the
candidate.
(iv) The availability of seats in different seat categories / seat quotas
for which the candidate is eligible.
(v) Other business rules as mentioned in this document.

II. ENTITIES
3. The Joint Admission Board, JEE (Advanced) 2023 [JAB 2023] conducts JEE
(Advanced) 2023, and frames the policies and norms for seat allocation to
IITs.

The JEE Apex Board conducts JEE (Main) 2023 and the Central Seat
Allocation Board [CSAB] 2023 frames the policies and norms for seat
allocation to NITs, IIEST, IIITs (Triple-I-Ts) and Other-GFTIs. CSAB 2023
also frames the rules and policies for seat allocation for CSAB special
vacant seat filling round(s) including CSAB supernumerary counseling and
CSAB NEUT counseling. The business rules and schedule for CSAB
activities will be announced by CSAB at https://csab.nic.in in due course of
time.

Joint Seat Allocation Authority [JoSAA] 2023 consists of representatives


from the JAB 2023 and CSAB 2023.

National Informatics Center (NIC) will extend its technical support and
expertise for providing the services of e-Counselling and Admission for the
above said activities carried out by JoSAA 2023 and CSAB 2023.

No agency other than JoSAA 2023 is responsible for joint seat allocation to
the seats at the IITs/NIT+System. Candidates seeking information / assistance
from any agency / agent other than JoSAA 2023 shall be doing so at their
own risk and cost. There is only ONE official JoSAA 2023 website, i.e.,
https://josaa.nic.in/

III. CANDIDATES WHO CAN PARTICIPATE IN THE JOINT


SEAT ALLOCATION PROCESS
4. Each and every candidate who satisfies one or more of the following
criteria is eligible for participation in joint seat allocation:

Criterion (i): Qualified in JEE (Advanced) 2023 for academic programs


[excluding the preparatory courses] at IITs.
AND
satisfies the “Performance in Class XII (or equivalent) examination*”
criteria as given in Annexure 2(a).
Criterion (ii): Qualified in JEE (Advanced) 2023 for preparatory courses at
IITs
AND
satisfies the “Performance in Class XII (or equivalent) examination*”
criteria as given in Annexure 2(a).
Criterion (iii): Secured a rank in JEE (Main) 2023 B.E./B.Tech. paper for
B.E./B.Tech. programs at NITs, IIEST, IIITs and Other-GFTIs
AND
satisfies the “Performance in Class XII (or equivalent) examination*”
criteria as given in Annexure 2(b).
Criterion (iv): Secured a rank in JEE (Main) 2023 B.Arch. Paper for
B.Arch. programs at NITs, IIEST, IIITs and Other-GFTIs.
AND
satisfies the “Performance in Class XII (or equivalent) examination*”
criteria as given in Annexure 2(b).

Criterion (v): Secured a rank in JEE (Main) 2023 B.Plan. Paper for B.Plan.
program at NITs, IIEST, IIITs and Other-GFTIs.
AND
satisfies the “Performance in Class XII (or equivalent) examination*”
criteria as given in Annexure 2(b).
*The schedule for JoSAA 2023 is given in Annexure 3. Class XII and equivalent
examination details are given in Annexure 4.

IV. CATEGORIZATION OF CANDIDATES


5. For the purpose of seat allocation, qualified candidates are categorized
based on the presence or absence of disability and nationality. On the basis
of such a categorization, each candidate is assigned a category tag as given
below.

(i) Category tag GEN: This is assigned to OCI/PIO candidates who have
secured OCI/PIO card before 04.03.2021 or Indian nationals of general
category who do NOT belong to GEN-EWS, OBC-NCL, SC or ST
category (or who fail to produce valid GEN-EWS, OBC-NCL, SC or
ST certificate) and are NOT PwD.
(ii) Category tag GEN-PwD: This is assigned to OCI/PIO candidates
who have secured OCI/PIO card before 04.03.2021 or Indian nationals
o f general category who do NOT belong to GEN-EWS, OBC-NCL,
SC or ST category (or who fail to produce valid GEN-EWS, OBC-
NCL, SC or ST certificate) and are Persons with Disabilities (PwD).
Candidates must produce a valid PwD certificate to be assigned this tag.
Thus, candidates belonging to the general category are divided into two
mutually exclusive categories and are assigned either one of the tags
GEN or GEN- PwD.

(iii) Category tag GEN-EWS: This is assigned to Indian nationals of general
category who belong to the Economically Weaker Section (EWS) and
are NOT Persons with Disabilities and are NOT Persons belonging to
OBC/SC/ST category. Candidates must produce a valid GEN-EWS
certificate to be assigned this tag.
(iv) Category tag GEN-EWS-PwD: This is assigned to Indian nationals of
general category who belong to the Economically Weaker Section
(EWS) and are Persons with Disabilities and are NOT Persons
belonging to OBC/SC/ST category. Candidates must produce valid
GEN-EWS and PwD certificates to be assigned this tag. Thus,
candidates belonging to the economically-weaker sections of the
general category are divided into two mutually exclusive categories and
are assigned either one of the tags GEN-EWS or GEN-EWS-PwD.
(v) Category tag OBC-NCL: This is assigned to Indian nationals who
belong to the Non-Creamy Layer of Other Backward Classes (OBC-
NCL) and are NOT Persons with Disabilities. Candidates must produce
a valid OBC-NCL certificate to be assigned this tag. The backward class
MUST be listed in the Central List of OBCs published by the National
Commission for Backward Classes, Government of India.
(vi) Category tag OBC-NCL-PwD: This is assigned to Indian nationals
who belong to the Non-Creamy Layer of Other Backward Classes and
are Persons with Disabilities. Candidates must produce valid OBC-
NCL and PwD certificates to be assigned this tag. The backward class
must be listed in the Central List of OBCs. Thus, candidates belonging
to the Non-Creamy Layer of Other Backward Classes are divided into
two mutually exclusive categories and are assigned either one of the
tags OBC-NCL or OBC-NCL-PwD.
(vii) Category tag SC: This is assigned to Indian nationals who belong to the
Scheduled Castes ( S C ) and are NOT Persons with Disabilities.
Candidates must produce a valid SC certificate to be assigned this tag.

The Scheduled Castes MUST be listed in the respective State-wise List
published by the Ministry of Social Justice & Empowerment,
Government of India.
(viii) Category tag SC-PwD: This is assigned to Indian nationals who
belong to Scheduled Castes and are Persons with Disabilities.
Candidates must produce valid SC and PwD certificates to be
assigned this tag. Thus, candidates belonging to the scheduled castes
are divided into two mutually exclusive categories and are assigned
either one of the tags SC or SC-PwD.
(ix) Category tag ST: This is assigned to Indian nationals who belong to
Scheduled Tribes (ST) and are NOT Persons with Disabilities.
Candidates must produce a valid ST certificate to be assigned this tag.
The Scheduled Tribes MUST be listed in the respective State-wise List
published by the Ministry of Tribal Affairs, Government of India.
(x) Category tag ST-PwD: This is assigned to Indian nationals who belong
to Scheduled Tribes and are Persons with Disabilities. Candidates must
produce valid ST and PwD certificates to be assigned this tag. Thus,
candidates belonging to the scheduled tribes are divided into two
mutually exclusive categories and are assigned either one of the tags ST
or ST-PwD.

(xi) For IITs: Candidates who are NOT Indian nationals (by birth or
naturalized) (but not OCI/PIO card holders who have secured OCI/PIO
card before 04.03.2021) are assigned Foreign tag for the purpose of
seat allocation to IITs. These candidates are not eligible for benefits of
any kind of reservation (e.g., GEN-EWS, OBC-NCL, SC, ST or PwD)
and the seats allocated to them are supernumerary. There are no separate
supernumerary seats or sub-category for females in the foreign national
supernumerary seats.

(xii) For NIT+System: Candidates who are NOT Indian Nationals (by birth
or naturalized) (but not OCI/PIO card holders who have secured
OCI/PIO card before 04.03.2021) are assigned Foreign tag. Such
candidates are not eligible for seat allocation through JoSAA to
NIT+System.

6. (A) For candidates who have qualified in JEE (Advanced) 2023 and have
registered/appeared in JEE (Main) 2023, the category of the candidate
as entered in the database provided by the JEE Apex Board 2023
[which conducted JEE (Main) 2023] will be considered, subject to
document verification.
(B) For OCI/PIO candidates who have not registered for JEE(Main) 2023
and qualified in JEE (Advanced) 2023, the category of the candidate as
entered during JEE (Advanced) 2023 registration will be considered,
subject to the fulfillment of eligibility criteria and document
verification.

7. For candidates including OCI/PIO card holders who have appeared in JEE
(Main) 2023 but have NOT registered for JEE (Advanced) 2023 or registered
but not qualified JEE (Advanced) 2023, category tag is assigned based on the
candidate’s declaration in the JEE (Main) 2023 registration portal and will be
subject to document verification in accordance with the rules announced by
CSAB.

8. For the purpose of allocating seats for NIT+System, candidates are also
assigned a state code of eligibility.
(i) State code of eligibility means the code of the state from where the
candidate has passed Class XII (or equivalent) examination. The codes
of the states are same as those given in the JEE (Main) 2023
Information Bulletin. It is important to note that the state code of

eligibility does NOT depend upon the native place or the place of
residence of the candidate.
For example, if a candidate appears for the Class XII examination in
Delhi and is a resident of NOIDA, Uttar Pradesh, the candidate’s state
code of eligibility will be that of Delhi State and NOT that of Uttar
Pradesh.

(ii) If a candidate has passed Class XII (or equivalent) examination from
one state but appeared for improvement from another state, the
candidate’s state code of eligibility will be from where the candidate
first passed the Class XII (or equivalent) examination and NOT the
state from where the candidate has appeared for improvement.

(iii) For Indian nationals passing the Class XII (or equivalent) examination
from an institution abroad (e.g., Nepal, Bhutan, Gulf countries, Sri
Lanka, UK, US, Canada, etc.), the state code of eligibility will be
determined on the basis of permanent address in India as given in the
passport of the candidate. Such candidate should upload the Indian
passport along with their Class XII (or equivalent) examination
certificate/transcript.

(iv) The state code of eligibility of OCI/PIO (who have secured OCI/PIO
card before 04.03.2021) passing Class XII (or equivalent) examination in
India is at par with Indian nationals. However, OCI/PIO passing the
Class XII (or equivalent) examination from an institution abroad are
eligible for Other State quota seats or All India quota seats (but NOT for
Home State quota seats) in all NITs, IIEST and Other-GFTIs.

V. DISTRIBUTION OF SEATS INTO PROGRAM SECTIONS


9. The total intake (i.e. number of seats) for an academic program is distributed
into different Program-Sections. These are OPEN, GEN-EWS, OBC-NCL,

SC, ST, OPEN-PwD, GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD, and ST-
PwD.

10. The category tags of candidates who are eligible for various Program-
Sections are as shown in the table below:

Candidates with category tag “Foreign” are eligible for supernumerary seats
in IITs without any other category tags (see Section X).

11. Distribution of Program seats in NIT+System

(i) In addition to the distribution of program seats (based on categories


of candidates) as described above, seats for academic programs
offered by NITs, IIEST Shibpur and PEC Chandigarh are distributed
into Home State quota and Other States quota.

“Home State quota” is ONLY for candidates whose Home State/UT, as


determined by the State Code of Eligibility, is the same as the state/UT
in which the institute is located.

“Other States Quota” includes all the States and Union Territories
EXCEPT the Home State [or Home Union Territory].

(ii) The Home State Quota for Ghani Khan Choudhary Institute of
Engineering and Technology Malda includes the candidates from the
states of Arunachal Pradesh, Assam, Nagaland, Manipur, Meghalaya,
Mizoram, Sikkim, and Tripura. Its Other States Quota is defined for
candidates other than the states of Arunachal Pradesh, Assam,
Nagaland, Manipur, Meghalaya, Mizoram, Sikkim, Tripura, and West
Bengal. Candidates having West Bengal as state code of eligibility are
not allocated seats through JoSAA/CSAB in Ghani Khan Choudhary
Institute of Engineering and Technology Malda.
(iii) Seats for academic programs offered by Assam University, Silchar,
Birla Institute of Technology, and Pondicherry Engineering College,
Puducherry are distributed into Home State quota and All India quota.
(iv) In all the Institutes not mentioned above, there is only one seat quota
i.e. All India quota.

Each of the above divisions of seats is also referred to as “Program-


Sections” henceforth.

12. (A) There are 50% Home State seats for NIT Goa which shall be
distributed in the following manner:
i. 80% of the Home State seats are reserved for candidates from Goa.

ii. The balance 20% of the Home State seats is shared by candidates
from Union Territories of Daman & Diu, Dadra & Nagar Haveli and
Lakshadweep.

(B) There are 50% Home State seats for NIT Srinagar (J&K) which shall be
distributed in the following manner:
i. 90% of the Home State seats is reserved for candidates from J&K.

ii. The remaining 10% of the Home State seats is reserved for the
eligible candidates of the union territory of Ladakh.

* For states and union territories without an NIT, Home State quota will be
considered in the NITs as shown below:

13. Supernumerary seats for the Union Territories of Andaman & Nicobar
Islands, Dadra & Nagar Haveli, Daman & Diu, and Lakshadweep islands
will be in the NITs shown below:

Andaman and Nicobar Islands NIT Durgapur

Lakshadweep NIT Calicut

Daman and Diu SVNIT Surat

Dadra and Nagar Haveli SVNIT Surat

Supernumerary seat allocation for these Union Territories will be done after
the joint seat allocation and seat acceptance under JoSAA and CSAB
Special round for NITs, IIEST, IIITs, and GFTIs. The business rules and
schedule for allocating these supernumerary seats will be announced
subsequently by CSAB at https://csab.nic.in.

14. The number of seats available for different candidate categories / quotas
(i.e. seat matrix) will be announced in the online portal https://josaa.nic.in.

15. JoSAA 2023 allocates seats as per the seat matrix data provided by the
participating Institutes. It is the sole responsibility of each participating
institute to provide the seat matrix data taking into consideration the
reservation and other policies applicable to them / decided by them.
JoSAA 2023 is NOT responsible for the seat matrix data.

VI. RANK LISTS


16. Seat allocation in IITs is based on JEE (Advanced) 2023 rank and seat
allocation in NIT+System is based on JEE (Main) 2023 rank. The following
TYPES of rank lists will be used:

(i) Common rank list (CRL): It includes candidates who are assigned the
tag GEN, GEN-PwD, GEN-EWS, GEN-EWS-PwD, OBC-NCL, OBC-
NCL-PwD, SC, SC-PwD, ST or ST-PwD.
Foreign tag candidates are also included in the CRL which is prepared based
on JEE (Advanced) 2023.
(ii) GEN-EWS rank list: It includes candidates who are assigned the tag
GEN-EWS or GEN-EWS-PwD.
(iii) OBC-NCL rank list: It includes candidates who are assigned the tag

17. [Only for IITs] Rank List for Preparatory Course: The following rank lists
will be used to include otherwise eligible candidates who have secured at
least 2.5% marks in each of the three subjects AND at least 8.75% aggregate
marks in JEE (Advanced) 2023 AND are NOT in any of the other rank lists
prepared on the basis of JEE (Advanced) 2023. The following rank lists will
be used for admission into the preparatory courses offered by IITs.
Additional information about the preparatory courses is given in Annexure 5.
(i) SC preparatory course rank list: This rank list includes candidates who
are assigned the SC or SC-PwD tag.
(ii) ST preparatory course rank list: This rank list includes candidates who
are assigned the ST or ST-PwD tag.
(iii) CRL-PwD preparatory course rank list: This rank list includes
candidates who are assigned the GEN-PwD, GEN-EWS-PwD, OBC-
NCL-PwD, SC- PwD, or ST-PwD tag.
(iv) GEN-EWS-PwD preparatory course rank list: This rank list includes
candidates who are assigned the GEN-EWS-PwD tag.
(v) OBC-NCL-PwD preparatory course rank list: This rank list includes
candidates who are assigned the OBC-NCL-PwD tag.
(vi) SC-PwD preparatory course rank list: This rank list includes candidates
who are assigned the SC-PwD tag.
(vii) ST-PwD preparatory course rank list: This rank list includes
candidates who are assigned the ST-PwD tag.

performance of candidates in JEE (Advanced) 2023.

preparing rank lists and are allowed to fill-in their choices. The rank lists

even if two or more candidates have the same rank; in other words,
JoSAA 2023 will NOT apply any tie-breaking norms / rules.

VIII. MULTIPLE STUDENT–SAME RANK RULE


22. In the event that there is fewer number of seats available under a particular
category in an academic program than the number of candidates with the
same category-wise rank seeking admission to the same program, then all
those candidates will be offered seats by creating requisite number of
supernumerary seats.

IX. [ONLY FOR IITs] SEAT ALLOCATION FOR DS


CANDIDATES
23. Two (2) supernumerary seats are preferentially allocated in every Institute for
candidates who qualify under the Defence Services (DS) category. In order to

avail the benefit of DS category, the candidate must submit the Form-DS
certificate.

A DS candidate must be in the CRL to be eligible for preferential allocation


under the DS category.

Candidates who are eligible for seat allocation under the DS category will
also be considered under their category [viz., GEN, GEN-EWS, OBC-
NCL, SC, ST, GEN-PwD, GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD,
and ST-PwD]. For example, if a candidate belongs to the OBC-NCL
category and is also eligible for admission under the DS category, then the
candidate will be considered for seat allocation in an academic program of
an IIT in the following order: first for OPEN seats, followed by OBC-NCL
category seats, and then for seats under DS category.

X. [ONLY FOR IITs] SEAT ALLOCATION FOR THE


CANDIDATE WITH FOREIGN TAG
24. For being considered for seat allocation, foreign tag candidates should be in
the CRL and satisfy all the eligibility requirements meant for a GEN
category candidate. Seat allocation to foreign tag candidates is carried out
after the seat allocation of all Indian national candidates is completed in each
round. A seat in an academic program will be allotted to a foreign tag
candidate if the candidate’s rank is the same or better than the closing rank
of the GEN category candidate in that academic program.

25. Seats to be allocated to foreign tag candidates will be supernumerary.

26. The total number of supernumerary seats allotted in each IIT for foreign
tag candidates, is limited to up to 10% of the total number of seats of the
respective IIT, Program-wise.

XI. [Only for NITs, IIEST, IIITs (Triple-I-Ts) and Other-GFTIs]
SEAT ALLOCATION FOR THE CANDIDATE WITH
FOREIGN TAG
27. Admission of foreign tag candidates to NITs, IIEST, IIITs, and Other-
GFTIs is not in the purview of CSAB and hence is not in the purview of
JoSAA 2023.

XII. [ONLY FOR IITs] SEAT ALLOCATION TO PREPARATORY


COURSES
28. The following business rules for seat allocation to preparatory courses will
be applicable for every round of seat allocation.
(A) Unfilled OPEN-PwD seats will be allocated to candidates appearing in
the CRL-PwD preparatory rank list provided no more candidates in the
CRL-PwD rank list have opted for it.
(B) Unfilled GEN-EWS-PwD seats will be allocated to candidates
appearing in the GEN-EWS-PwD preparatory rank list provided no
more candidates in the GEN-EWS-PwD rank list have opted for it.
(C) Unfilled OBC-NCL-PwD seats will be allocated to candidates
appearing in the OBC-NCL-PwD preparatory rank list provided no
more candidates in the OBC-NCL-PwD rank list have opted for it.
(D) Unfilled SC-PwD seats will be allocated to candidates appearing in
the SC-PwD preparatory rank list provided no more candidates in
the SC-PwD rank list have opted for it.
(E) Unfilled ST-PwD seats will be allocated to candidates appearing in
the ST- PwD preparatory rank list provided no more candidates in
the ST-PwD rank list have opted for it.
(F) Unfilled SC seats will be allocated to candidates appearing in the SC
preparatory rank list provided no more candidates in the SC rank list
have opted for it.

(G) Unfilled ST seats will be allocated to candidates appearing in the ST
preparatory rank list provided no more candidates in the ST rank list
have opted for it.

XIII. [ONLY FOR IITs] REALLOCATION OF UNFILLED SEATS


FOR AN ACADEMIC PROGRAM
29. The following rules for reallocation of seats will be applicable in every
round of seat allocation AFTER seat allocation for preparatory courses.
(A) Unfilled OPEN-PwD category seats for an academic program will
be reallocated and treated as OPEN category seats for allocation.
(B) Unfilled GEN-EWS-PwD category seats for an academic program
will be reallocated and treated as GEN-EWS category seats for
allocation.
(C) Unfilled OBC-NCL-PwD category seats for an academic program will
be reallocated and treated as OBC-NCL category seats for allocation.
(D) Unfilled SC-PwD category seats for an academic program will be
reallocated and treated as SC category seats for allocation.
(E) Unfilled ST-PwD category seats for an academic program will be
reallocated and treated as ST category seats for allocation.

XIV. CHANGE OF PERSONAL AND OTHER DETAILS


30. At the time of registration in the JoSAA website, candidates will NOT be
allowed to change their personal details such as name, father’s / mother’s /
guardian’s name, date of birth, Class XII (or equivalent) examination board,
and (birth) category. However, candidates can change their state code of
eligibility, nationality, year and place as well as status of passing class XII
(subject to conditions specified in point 72), and gender.

XV. SUPERNUMERARY SEATS FOR FEMALE CANDIDATES


31. The Ministry of Education (erstwhile Ministry of Human Resource
Development), Government of India, has taken a decision to improve the
gender balance in the undergraduate programs at IITs, NITs, IIEST Shibpur,

and some of the Triple-I-Ts to at least 20% by academic year 2020-21 by
creating supernumerary seats specifically for females (Reference: F.No.35-
8/2017-TS.III dated 30th October, 2017). In accordance with the directions
of the Ministry of Education, Government of India, supernumerary seats will
thus be created and offered to female candidates, in the undergraduate
programs of all IITs and NITs, IIEST and some of the IIITs in Joint Seat
Allocation process for 2023-24. Following the decision dated February 03,
2023 passed by the Hon'ble Supreme Court of India in Writ Petition (Civil)
891 / 2021, the OCI/PIO candidates who have secured OCI/PIO card before
04.03.2021 shall be considered for the seats in the OPEN category. The
OCI/PIO candidates who have secured OCI/PIO card before 04.03.2021shall
be included in the CRL, and/or CRL-PwD list as also for the Female
Supernumerary seats, as applicable. The OCI/PIO candidates MUST qualify
the JEE (Advanced) 2023 for IITs or JEE (Main) 2023 for NIT+System, as
applicable. Foreign tag candidates are not eligible for female supernumerary
seats.

32. The following rules will be followed while allocating supernumerary seats
for females.
(A) Cut-off [for IITs only]: The qualifying cut-off marks for each program
of every IIT will be computed in a gender-oblivious manner.
(B) Creation of seat matrices for 2023: Consider any program P (For
example, IIT Guwahati Chemical Engineering or NIT Rourkela
Mechanical Engineering). There will be two seat pools for P, namely,
Gender-Neutral (P) and Female-Only (P). The Female-Only (P) pool
includes supernumerary seats, if any.
(C) Every IIT must have at least 20% females altogether in its UG
program: Non-female candidates will be eligible only for seats from
Gender-Neutral (P) pool. Female candidates are eligible for both the
pools. However, a female candidate desirous of P, first competes for a

seat from Female-Only (P) pool. Only after she fails to get a seat from
this pool, she will compete for a seat from Gender-Neutral (P) pool.
(D) The seat allocation algorithm ensures the following:
a. No reduction in the number of available seats for non-female
candidates compared to the number of available seats for non-
female candidates in 2022: As stated in the point (B) above
(creation of seat matrices for 2023), the number of seats in
Gender-Neutral pool of an institute (e.g., IIT Guwahati) in 2023
will not be less than the number of seats in the Gender-Neutral
pool in that Institute in 2022.
b. No-adverse effect due to a separate seat pool for female
candidates: Female candidates are eligible for a seat from Female-
Only pool as well as Gender-Neutral pool of a program. A female
candidate will compete for a seat in Gender-Neutral pool only
after she fails to get a seat from Female-Only pool. As a result, it is
guaranteed that at least one of the following properties will hold.
i. All seats of a Program-Section of Gender-Neutral pool are
occupied by non-female candidates only.
ii. The allocation of all the seats of a Program-Section of
Gender-Neutral pool and its Female-Only counterpart
combined is done purely based on merit without any gender
bias/preference.
c. For IITs, undergraduate programs taken together in an institute
will have at least 20% females.
d. For NITs, IIEST Shibpur and some of Triple-I-Ts, individual
undergraduate programs will have at least 20% females.
e. Under no circumstances would a female candidate be denied a
seat in an academic program while allocating that seat to a non-
female candidate with (a) lower rank than her, and, (b) satisfying
the same eligibility criteria.

(E) Order of category and gender: While allocating a seat, the category is
considered first followed by the gender. For example, consider an
OBC-NCL female candidate with a valid GEN rank. Suppose she is
aspirant of a seat in an academic program P, she will be first considered
for a seat from the Female-Only pool of OPEN seats for program P
followed by Gender-Neutral pool of OPEN seats for program P.
Thereafter, she will be considered for a seat from Female-Only pool of
OBC-NCL seats for program P followed by Gender-Neutral pool of
OBC-NCL seats for program P. The justification for the above order is
the following:

The candidate is eligible for OPEN seats. Hence, OPEN seat will be
allocated to her if eligible based on merit, before her own category.

The reservation policy: The reservation policy as per the Government of


India norms as existing at present will be applicable to the two pools of seats
as well - Seats in Female-Only (P) pool of a program will be further split into
various Program-Sections based on the categories (GEN, GEN-EWS, OBC-
NCL, SC, ST, GEN-PwD, GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD, ST-
PwD) and state quotas (All India / Home State / Other State, as and where
applicable).

In a similar manner, Gender-Neutral (P) pool will be split into Program-


Sections based on the categories and state quotas (as and where applicable).
Once the numbers of seats for Female-Only (P) and Gender-Neutral (P) have
been computed for an academic program P as described above, they are
distributed among their Program-Sections according to the prevailing
business rules as follows:

 For IITs which have only All India quota, there are ten Program-
Sections according to respective categories - GEN, GEN-EWS, OBC-
NCL, SC, ST, and their PwD counterparts.

 For NIT+ System Institutes, there are either two types of state
quotas i.e. Home State and Other State (or All India and Home
State) or only one type of quota i.e. All India quota. Hence, there are
maximum 20 Program-Sections defined by the state quota and
candidate’s categories for these institutes.

Important Note: Creation and allocation of supernumerary seats for female


candidates is fundamentally different from reservation of seats for female
candidates AND should NOT be mistaken for any kind of reservation for
females. The following example illustrates this point:

 Suppose a program has 80 Gender-Neutral seats and 20 Female-Only


seats. Further, let us assume that the top 20 rankers opting for the
program are females and the next 80-rankers opting for the program
are non-females. In the current allocation scheme, the top ranking 20
females will first be allocated the 20 Female-Only seats. The non-
females will be allocated the 80 Gender-Neutral seats.
 On the contrary, if the Female-Only seats were following allocation
similar or equivalent to “reservations” then the top ranking 20 females
would first be allocated the top 20 Gender-Neutral seats first and
therefore the remaining 80-20 = 60 Gender-Neutral seats would be
allocated to non-females. The remaining 20 Female-Only seats would
be then allocated to lower ranked females, thereby not allowing
allocation of the program to the remaining (100-80 = 20) higher
ranked non-females.

33. Clear separation of Gender-Neutral and Female-Only verticals: Any


seat left vacant in Female-Only pool will not be allocated to any non-
female candidate. The justification for this rule is the following: In this case,
all seats from Gender-Neutral (P) will be occupied by non-female candidates
and hence the property (as given in 32.D.b.ii) above holds for them. Female-

Only (P) seats are meant for females only and include supernumerary seats
that are specifically created for improving gender ratio beyond the actual
intake/capacity in P. Thus, making any Female-Only seats available to non-
females is not possible by principle.

XVI. UPGRADATION OF PROGRAM-SECTION AFTER THE


FIRST ROUND OF SEAT ALLOCATION
34. As indicated in Section VI, candidates may become eligible for seat
allocation in more than one Program-Section depending upon their category
tag and rank lists in which they appear. If the allocated seat is not in the first
Program-Section, in subsequent rounds (if any) of seat allocation, candidates
will be automatically considered for upgradation of Program-Section.

Meaning of “upgradation of Program-Section”: Suppose a candidate with the


category tag SC has been allocated a seat under the Program-Section SC. Also,
suppose that this candidate appears in two rank lists: CRL and SC. The
candidate will be offered a seat in the Program-Section OPEN in subsequent
rounds (if any) if eligible by merit.

35. The academic program / Institute allocated to a candidate will NOT change
because of upgradation of Program-Section.

XVII. REGISTRATION AND FILLING-IN OF CHOICES OF


ACADEMIC PROGRAMS
36. For registration and filling-in of choices of academic programs in various
Institutes, candidates should login to the https://josaa.nic.in using one of
following credentials:
i. JEE (Main) 2023 Application Number and password for all candidates
who had registered for JEE (Main) 2023.
ii. JEE (Advanced) 2023 login-id and password for foreign nationals and
OCI/PIO card holders who have not registered for JEE (Main) 2023.

The detailed instructions will be provided on JoSAA 2023 portal.

37. Filling-in of choices on the online portal is free of cost, i.e. candidates are
NOT required to pay any fee.

38. A candidate may be eligible for seat allocation based on one, two, three or all
four examinations, viz., JEE (Advanced) 2023, JEE (Main) 2023 B.E. / B.
Tech. Paper, JEE (Main) 2023 B.Arch. Paper, and JEE (Main) 2023 B.Plan.
Paper. Even for candidates who are eligible to participate in the Joint Seat
Allocation based on any two, any three or all four of the above examinations,
only ONE seat from among the choices filled-in is made available. Hence, it
is important for candidates to carefully prioritize the academic programs
while filling-in the choices, while bearing in mind that only the choices filled
in would be made available for seat allocation.

39. Candidates are given a 10-day window to fill-in their choices which
includes 2 mock seat allocations [see the timeline in Annexure 3]. This
10-day window will NOT be extended under any circumstances. Requests
in this matter shall not be entertained. During this period, each candidate
must fill choices carefully – the candidate must select only those academic
programs in the choices which the candidate is willing to join and prioritize
them in order of preference of course/institute.
Candidates are advised to visit the Institute website for fee structure and fee
waiver related rules applicable for Individual Institutes. JoSAA 2023 and
CSAB 2023 shall not be responsible for fee structure and fee waiver related
rules applicable for Individual Institutions.
Candidates are advised to take advantage of the mock seat allocations and
choose ALL academic programs that they are willing to join in the order
of preference.

40. Candidates MUST “lock” their choices on/before the last day of choice
filling. If candidates do NOT lock their choices, last saved choices will be
locked automatically upon reaching the deadline for choice filling. Once
locked, the choices filled by a candidate cannot be edited. If a candidate
wishes to edit their choices after locking but before the choice filling
deadline, they can do so by first submitting a request to unlock in the
online JoSAA portal. An OTP will be sent to the registered mobile and
email, which can be used to validate the unlock request. Once validated,
candidate’s choices will be unlocked for editing.

Candidates will NOT be allowed to edit their choice list after the deadline for
choice filling, i.e. candidates CANNOT change the order of their choices OR
add any more course/s in OR delete any course/s from their choice list
after the deadline for choice filling.

Candidates are strongly discouraged from sharing their login


information with others.

XVIII.PROVISIONAL OFFER OF SEAT AND ITS


CONFIRMATION
41. It is the candidate’s responsibility to login to the JoSAA portal and check if a
seat is allocated in a given round of seat allocation. Schedule of JoSAA
activities is available in Annexure 3 of this document. If the candidate is
allocated a seat, steps of “Online Reporting” mentioned in point 42 MUST be
completed, in order to accept the allocated seat before the last date/time
specified for the given round, i.e. the round in which seat is allocated. Please
refer to Annexure 3 for the timeline. The allocated seat will then be either
confirmed / cancelled on completion of document verification. Failing to
complete ALL the steps of "Online Reporting", within the specified
timeline of the same round of JoSAA [see Annexure 3 for the round-wise

timelines], will lead to cancellation of allocated seat and the candidate
will be out of further JoSAA rounds, if any.

42. A candidate who has been allocated a seat needs to download the “Initial
Seat Allotment Intimation Slip” which has information regarding the Seat
Allotment and steps to be followed for seat confirmation by the candidate.

Step 1: Accept the Seat


The candidate needs to accept the seat allocated and opt for any one
of the options ‘Freeze’, ‘Slide’ or ‘Float’ for the choice of academic
program for subsequent round(s), if any, of joint seat allocation (see
section XX).
Step 2: Upload the documents
The candidate MUST upload all the required documents (as per
Annexure 3) on the JoSAA portal.
Step 3: Pay the Seat Acceptance Fee

The candidate MUST pay the seat acceptance fee for continuing with
the JoSAA process till the end to avail the seat in IITs or NIT+
System. The documents uploaded by the candidate cannot be verified
unless the candidate pays the seat acceptance fee. Admission fee
varies across the Institutes/category of candidates and is different
from seat acceptance fee. At the time of seat acceptance, candidates
have to remit the seat acceptance fee only in the round in which the
seat is allotted for the first time.

Non-payment of the seat acceptance fee is one of the ways to reject


the offered / allocated seat and will be treated as a rejection. In
such a situation, the candidate will no longer be able to participate
in the seat allocation process in the subsequent rounds. [See points
44 and 45 below]
Seat Acceptance Fee

Rs. 20,000 for candidates with the category tag SC, ST, GEN-
PwD, GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD or ST-
PwD and Rs. 40,000 for all other candidates (the fee includes
Rs. 4,000 JoSAA processing charges). The seat acceptance fee
excluding JoSAA processing charges of Rs. 4,000 will be
adjusted against the admission fee.

Candidates should remit seat acceptance fee using Debit card /


UPI / Credit card / Net Banking / E-Challan [See Chapter XXII
below].
Step 4: Respond to queries (if any)
At the time of document verification, if the document verification
officer raises any query, the candidate must respond in online mode
(through candidate portal) within the stipulated time. Failure to
respond to the query(ies) on time will lead to cancellation of the
allotted seat and the candidate will no longer be able to participate
in the JoSAA 2023 process. It is the responsibility of the candidate
to check the online portal at regular intervals of time and respond to
queries (if any) without fail within the stipulated time.

Candidates MUST complete all the above steps before their details are
forwarded to the reporting authorities for verification and provisional
allocation of the seat.

Document verification is done ONLY for those candidates who have


successfully paid the seat acceptance fee.

Failure to complete all the steps of “Online Reporting” for seat


acceptance will be considered as rejection of the offer and the candidate
would have forfeited the eligibility for admissions to any of the institutes
through JoSAA 2023 and will not be able to participate in the seat
allocation process in the subsequent rounds, if any.

43. Seat will be confirmed by IITs / NIT+ System Institutes only after
successful verification of the uploaded documents and ensuring that the
candidate meets all the eligibility criteria. If all the documents are found to
be valid and all the eligibility criteria are met by the candidate, the allocated
seat will be provisionally confirmed and the candidate will be notified on the
online JoSAA 2023 portal.

If all the documents are found to be valid and the eligibility criteria are met
by the candidate, a “Provisional Seat Allotment letter” will be available for
download on the online portal. Provisional Acceptance means that the
candidate has accepted the offer, but the final acceptance is contingent on
successful verification of certificates by, and on joining, the provisionally
allotted institute and payment of the balance institute fee, if any.

In case of any discrepancies in the uploaded documents, query(ies) may be


raised and will be notified to the candidate on the online portal. Candidate
must respond to the query(ies) (by uploading new/modified document(s), if
required) within the last date/time specified for the given round [see
Annexure 3 for the timeline]. The candidates are advised to check the online
portal regularly for queries, if any. Additional query(ies) may be raised in
case discrepancy(ies) still persist(s). In such cases, the candidate must
respond to the additional query(ies) within the last date/time specified for the
given round [see Annexure 3 for the timeline]. The allocated seat will be
confirmed or cancelled based on the validity of the document(s) uploaded in
response to the query(ies) and candidate meeting the eligibility criteria.

Failure to reply to the query(ies) raised would lead to seat cancellation


and will be considered as rejection of the offer and the candidate would
have forfeited the eligibility for admissions to any of the institutes
through JoSAA 2023.

Candidates are thus advised to pay the seat acceptance fee on the first
day of the respective round itself and not wait for the last day, so that
their documents may be verified, leaving sufficient time for the
candidate to properly respond to the queries / additional queries, if any,
of the reporting officer.

44. Seat will be cancelled if, at any time, any of the documents / certificates
is/are found to be invalid / fraudulent and/or the candidate does not meet all /
any of the eligibility norms.

45. Option to reject (or not accept) the allocated seat: Candidates who want to
reject the allocated seat can do so by NOT completing the steps for “Online
Reporting” (point 42) including not remitting the seat acceptance fee.

46. Candidates who reject allocated seat CANNOT participate any more in Joint
Seat Allocation for the ensuing academic year 2023-24.
If a candidate rejects a seat by not completing all the steps of “Online
Reporting” given in point 42, the allotted seat will be cancelled AND the
candidate shall be excluded from the JoSAA process, which means the
candidate shall not be considered for subsequent rounds (if any) of seat
allocation. Thus, the candidate would have forfeited the eligibility for
admissions to any of the institutes through JoSAA 2023.

XIX.VERIFICATION
47. A. Requirement of independent re-verification
If a candidate, who accepts a seat in NIT+ System by “Online Reporting” in
a particular round of seat allocation, is subsequently allocated a seat in an IIT
for the first time in further rounds of seat allocation (if any), then the
documents and the eligibility criteria of such candidates will be verified
AGAIN by the IITs. In such cases, candidate is advised to login on the
online JoSAA portal to check if any query(ies) has(ve) been raised.

Candidate is required to respond online against the queries raised within the
last date/time specified for the given round [see Annexure 3 for the timeline].
The candidate would be notified of the decision regarding the provisional
seat confirmation after successful verification of the uploaded documents
and meeting eligibility conditions and confirmation of the payment status for
seat acceptance fee.

Similarly, if a candidate, who accepts a seat in IITs by “Online Reporting” in


a particular round of seat allocation, is subsequently allocated a seat in the
NIT+System for the first time in further rounds of seat allocation (if any)
then the documents and the eligibility criteria of such candidates will be
verified AGAIN by the NIT+ System. In such cases, candidate is advised
to login on the online JoSAA portal to check if any query(ies) has(ve) been
raised. Candidate is required to respond online against the queries raised
within the last date/time specified for the given round [see Annexure 3 for
the timeline]. The candidate would be notified of the decision regarding
provisional seat confirmation after successful verification of the uploaded
documents and meeting the eligibility conditions and confirmation of the
payment status for seat acceptance fee.

It is the responsibility of the Candidate to regularly check the online portal


and respond online against the queries raised within the last date/time
specified for the given round [see Annexure 3 for the timeline]. Failure to
meaningfully and successfully respond to the query(ies) raised within
the stipulated timeline, will be treated as rejection of the allocated seat
and would lead to seat cancellation and the candidate will be excluded
from the JoSAA 2023 process. Thus, the candidate will forfeit the eligibility
for admissions to any of the institutes through JoSAA 2023. No further/extra
seat acceptance fee has to be paid in case of dual verification.

Seat allocation in an IIT in subsequent round(s) (if any) automatically
cancels the earlier accepted seat in an NIT+System. Similarly, Seat
allocation in NIT+System in subsequent round(s) (if any) automatically
cancels the earlier accepted seat in an IIT. Thus, in the above situation, the
candidate is NOT required to cancel the earlier seat; doing so would be
treated as a rejection of the seat and the candidate would be excluded
from the JoSAA 2023 process.

No independent re-verification is required for candidates who are allocated


seats ONLY in IITs in ALL rounds of seat allocation. Similarly, no re-
verification is required for candidates who are allocated seats ONLY in NIT+
System in ALL rounds of seat allocation.

B. Physical verification for PwD Candidates (only for IITs)

All JEE (Advanced) 2023 qualified PwD candidates, seeking to get a seat in
IITs through JoSAA, are required to visit any of the IITs for physical
verification along with a copy of the PwD certificate(s). Following
procedures will be adopted for physical verification of JEE (Advanced) 2023
qualified PwD candidates:
(i) Physical verification process starts from the first day of JoSAA 2023
choice filling, i.e. June 19, 2023, and continues through the counseling
rounds of JoSAA 2023.
(ii) All JEE (Advanced) 2023 qualified PwD candidates are required to
complete this process latest by the end of the counseling round in which
they are allocated a seat (if any). Failure to successfully complete this
process shall result in the allocated seat being cancelled.
(iii) Before candidates come for physical verification, they are required to
register on the JoSAA 2023 portal.
(iv) Candidates are required to choose any one IIT (for physical
verification), date, as well as time (FN/AN) using the link available on

the JoSAA 2023 portal two days before appearing for physical
verification.
(v) The verification can be done in one of the following two intervals:
a. Interval 1: During the Choice filling period (June 19 to 28, 2023).
b. Interval 2: During the actual counseling rounds: Each candidate
seeking to get the benefit of the PwD category is required to
complete this process latest by the end of the counseling round in
which they are allocated a seat (if any).
(vi) It is candidate’s responsibility to plan their travel such that the physical
verification is completed by the last day of the counseling round in
which they are allocated a seat (if any) [Please see Annexure 3 for
JoSAA 2023 Timeline]. No exceptions shall be made in this regard.
C. Physical Verification for PwD Candidates (only for NIT+System)

All those PwD candidates who did not qualify JEE (Advanced) 2023, but
have JEE (Main) 2023 ranks and seek to get a seat in NIT+System through
JoSAA, are required to visit one of the reporting centers of their choice for
physical verification along with a copy of the PwD certificate(s). Following
procedures will be adopted for physical verification of these PwD
candidates:
(i) Physical verification process starts from the first day of JoSAA 2023
choice filling, i.e. June 19, 2023, and continues through the counseling
rounds of JoSAA 2023.
(ii) All JEE (Main) 2023 qualified PwD candidates are required to complete
this process latest by the end of the counseling round in which they are
allocated a seat (if any). Failure to successfully complete this process
shall result in the allocated seat being cancelled.
(iii) Before candidates come for physical verification, they are required to
register two days before on the JoSAA 2023 portal.
(iv) Candidates are required to choose one reporting center in NIT+ System
(for physical verification), date, as well as time (FN/AN) using the link

available on the JoSAA 2023 portal before appearing for physical
verification.
(v) The verification can be done in one of the following two intervals:
a. Interval 1: During the Choice filling period (June 19 to 28, 2023).
b. Interval 2: During the actual counseling rounds: Each candidate
seeking to get the benefit of the PwD category is required to
complete this process latest by the end of the counseling round in
which they are allocated a seat (if any).
(vi) It is the candidate’s responsibility to plan their travel such that the
physical verification is completed by the last day of the counseling
round in which they are allocated a seat (if any) [Please see Annexure 3
for JoSAA 2023 Timeline]. No exceptions shall be made in this
regard.

D. Physical verification for Persons with less than 40% disability and
having difficulty in writing (only for IITs)

All JEE (Advanced) 2023 qualified Persons with less than 40% disability
and having difficulty in writing candidates, seeking to get a seat in IITs
through JoSAA, are required to visit any of the IITs for physical verification
along with a copy of the certificate required for DISABILITY AND
HAVING DIFFICULTY IN WRITING (Refer to the JEE (Advanced)
2023 Information Brochure, ANNEXURE II: Certificate for person
with specified disability covered under the definition of Section 2 (s) of
the RPwD Act, 2016 but not covered under the definition of Section 2(r)
of the said Act, i.e. persons having less than 40% disability and having
difficulty in writing). Following procedures will be adopted for physical
verification of JEE (Advanced) 2023 qualified Persons with less than 40%
disability and having difficulty in writing candidates:

(i) Physical verification process starts from the first day of JoSAA 2023
choice filling, i.e. June 19, 2023, and continues through the counseling
rounds of JoSAA 2023.
(ii) All JEE (Advanced) 2023 qualified Persons with less than 40%
disability and having difficulty in writing candidates are required to
complete this process latest by the end of the counseling round in which
they are allocated a seat (if any). Failure to successfully complete this
process shall result in the allocated seat being cancelled.
(iii) Before candidates come for physical verification, they are required to
register on the JoSAA 2023 portal.
(iv) Candidates are required to choose any one IIT (for physical
verification), date, as well as time (FN/AN) using the link available on
the JoSAA 2023 portal two days before appearing for physical
verification.
(v) The verification can be done in one of the following two intervals:
a. Interval 1: During the Choice filling period (June 19 to 28, 2023).
b. Interval 2: During the actual counseling rounds: Each Persons with
less than 40% disability and having difficulty in writing
candidate seeking to get the allotted seat is required to complete this
process latest by the end of the counseling round in which they are
allocated a seat (if any).
(vi) It is candidate’s responsibility to plan their travel such that the physical
verification is completed by the last day of the counseling round in
which they are allocated a seat (if any) [Please see Annexure 3 for
JoSAA 2023 Timeline]. No exceptions shall be made in this regard.

E. Physical Verification for Persons with less than 40% disability and
having difficulty in writing (only for NIT+ System)

All those Persons with less than 40% disability and having difficulty in
writing candidates who did not qualify JEE (Advanced) 2023, but have JEE

(Main) 2023 ranks and seek to get a seat in NIT+System through JoSAA, are
required to visit one of the reporting centers of their choice for physical
verification along with a copy of the certificate required for DISABILITY
AND HAVING DIFFICULTY IN WRITING (Refer to the JEE (Main) 2023
Information Bulletin and its ANNEXURE IV: Certificate for person

with a disability under RPwD Act, 2016 having less than 40% disability
and having difficulty in writing). Following procedures will be adopted for
physical verification of these Persons with less than 40% disability and
having difficulty in writing candidates:
(i) Physical verification process starts from the first day of JoSAA 2023
choice filling, i.e. June 19, 2023, and continues through the counseling
rounds of JoSAA 2023.
(ii) All JEE (Main) 2023 qualified Persons with less than 40% disability
and having difficulty in writing candidates are required to complete
this process latest by the end of the counseling round in which they are
allocated a seat (if any). Failure to successfully complete this process
shall result in the allocated seat being cancelled.
(iii) Before candidates come for physical verification, they are required to

register on the JoSAA 2023 portal. Candidates are required to choose


one reporting center in NIT+ System (for physical verification), date, as
well as time (FN/AN) using the link available on the JoSAA 2023
portal before appearing for physical verification.
(iv) The verification can be done in one of the following two intervals:

a. Interval 1: During the Choice filling period (June 19 to 28, 2023).


b. Interval 2: During the actual counseling rounds: Each Persons
with less than 40% disability and having difficulty in writing
candidate seeking to get the allotted seat is required to complete
this process latest by the end of the counseling round in which
they are allocated a seat (if any).

(v) It is the candidate’s responsibility to plan their travel such that the
physical verification is completed by the last day of the counseling
round in which they are allocated a seat (if any) [Please see Annexure 3
for JoSAA 2023 Timeline]. No exceptions shall be made in this
regard.

If it is found at any stage that a candidate has availed the services of a


scribe and / or availed the compensatory time, but does not possess the
requisite extent of disability, and/or does not have difficulty in writing,
that warrants the use of a scribe and / or grant of compensatory time,
the candidate will be excluded from the process of admission. In case
such a candidate has already been admitted to any IIT/NIT+System, the
admission of the candidate will be cancelled.

XX. FREEZE, FLOAT, AND SLIDE OPTIONS


48. At the time of accepting the seat online, a candidate has to opt for any one of
the options i.e. ‘Freeze’, ‘Float’ or ‘Slide’ for the choice of academic
program for subsequent round(s), if any, of joint seat allocation. In case the
candidate has been allocated seat as per the candidate’s first choice, above
option will not be available and the only option available will be Freeze. In
such a situation, the candidate may either accept, and Freeze the offered seat,
or may reject the offered seat. Non choosing of Freeze option in this case will
be considered as rejection of the offered seat and the candidate will not be
considered for seat allocation in the further rounds (if any).

(A) Freeze:
Choosing the option “Freeze” means that the candidate accepts the offered
seat and indicates that the candidate is content with the allocated academic
program and that the candidate does not want to participate in further

rounds of seat allocation while retaining the same seat. Such candidates
will NOT be considered in subsequent rounds of JoSAA 2023 (if any). Their
chosen seat shall remain allocated to them and shall be provisionally
confirmed, subject to successful completion of the steps mentioned in
Section XVIII above.

(B) Float:
Choosing the option “Float” means that the candidate accepts the offered
seat and indicates that, if admission to an academic program of higher
preference in any Institute is offered in subsequent rounds of seat allocation,
the candidate will accept it. Else, the candidate will continue with the
currently accepted academic program. Such candidates will be considered in
subsequent rounds of JoSAA 2023 (if any).
(C) Slide:
Choosing the option “Slide” means that the candidate accepts the offered
seat and indicates that, if admission to an academic program of higher
preference is offered within the same Institute in subsequent rounds of seat
allocation, the candidate will accept it. Such candidates will be considered in
subsequent rounds of JoSAA 2023 (if any).

For candidates who choose the float or slide option, allocation of a seat
in an academic program of the candidate’s higher preference would
automatically result in the forfeiture of the seat accepted by the candidate in
the earlier round. Such candidates are only required to accept or reject the
academic program of higher preference offered as a result of the float or
slide option. In case such candidate rejects or cancels the seat offered as a
result of float or slide, then the candidate would no longer be entitled to any
seat and would not be permitted to participate any further in JoSAA 2023.

(Candidates are thus advised to fill in their list of choices carefully and
exercise the options of Freeze, Float and Slide even more carefully).

49. Slide and float options will be available to only those candidates who are
NOT offered admission to their first choice in their choice-list.
50. Slide and float options are NOT available in the last round of JoSAA 2023.
51. A candidate can change from float to slide/freeze and slide to freeze in the
online portal during all rounds of Seat Allocation EXCEPT the last round.
52. If a candidate opts Freeze against a seat, the option cannot be changed in the
subsequent rounds under any circumstances. Communication on this matter
shall NOT be entertained.
53. During the seat allotment period of a particular round of seat allocation, if
there is a change in the credentials of a candidate due to failure in producing
valid certificate of category GEN-EWS/OBC-NCL/PwD/DS/OCI/PIO (OCI
certificate/PIO card issued before 04-03-2021 (Reference: Decision dated February

03, 2023 passed by the Hon’ble Supreme Court of India in Writ Petition (Civil) No. 891/2021) or
state code of eligibility or declaration of gender and the allotted seat gets
cancelled, then the candidate will be considered for seat allocation in
subsequent round(s) (if any) as per the updated credentials. In such cases,
the candidate must report again online for accepting the freshly allocated
seat, if any.
(For IITs Only): If a foreign candidate fails to produce a valid proof of
foreign nationality (i.e. foreign passport or citizenship certificate) any
seat allocated to them will be cancelled. However, if they have a valid 10+2
or equivalent passing certificate from India or from abroad, such candidates
will be considered for seat allocation in the subsequent round(s) under GEN
category of seat allocation (if any) for IITs based on updated credentials,
provided they meet the JEE (Main) 2023 cut-off marks for qualifying for
JEE (Advanced) 2023. Such candidate MUST submit a proof of Indian
Nationality failing which the candidate will be out of the seat allocation
process for IITs.

XXI.REPORTING AT THE ADMITTING INSTITUTE
54. [For IITs] At the conclusion of joint seat allocation and seat acceptance,
candidates will have to report at the admitting institute, complete all the
admission formalities of the Institute including payment of Institute fees, get
the admission confirmed and begin the academic session. At the time of the
reporting at the admitting institute, all the certificates will be re-checked by
the admitting Institute and the admission will be cancelled if these fail to
meet the requirements as per the prevailing norms. Such candidate having
already successfully accepted a seat in JoSAA 2023 would not be eligible for
appearing in JEE (Advanced) 2024.
[For NIT+ System] The physical reporting at admitting Institute will be done
after the completion of CSAB Special Rounds. Candidates allocated a seat in
the NIT+ System are advised to refer to the CSAB website
(https://csab.nic.in) for the schedule of Physical Reporting.

55. Additionally, (for IITs), at the time of reporting at the admitting institute,
biometric verification shall be done against the biometric data captured at the
time of the exam. The admission will be cancelled if any candidate fails the
biometric verification.

Reporting schedules and the mode of reporting at the admitting Institute will
be appropriately announced on the website https://josaa.nic.in.

XXII.REMITTANCE OF SEAT ACCEPTANCE FEE


56. For payment of seat acceptance fee, candidates should either use Net
Banking or Debit card or UPI or Credit card facilities available on JoSAA
portal or use e-challan of State Bank of India downloaded from the JoSAA
portal.

An e-challan is similar in purpose to a challan used in a bank to deposit


money. It will have all the details filled in by the online portal and will

have two identical parts (i.e. the challan will be in duplicate). One copy
will be retained by the bank. Candidate retains another copy for candidate’s
own record. Using e-challan, candidates can physically pay the seat
acceptance fee in any branch of State Bank of India.

Candidates are strongly advised to make the payment well within time,
as the seat may get cancelled due to non-payment of seat acceptance fee
within the stipulated time period. Such cancellation is not reversible and
no requests would be entertained, as the entire process is computerized.

57. Candidates have to remit seat acceptance fee only once. Thus, candidates
who are allocated another seat in subsequent rounds of JoSAA 2023 (if any)
[because they chose the float or slide option] do NOT have to pay seat
acceptance fee again.

58. Seat acceptance fee, once paid, is not refundable. However, if a candidate
later validly withdraws from the seat allocation process, then the seat
acceptance fee paid will be refunded after deducting the JoSAA withdrawal
processing charges of Rs. 7000. If a candidate’s seat is cancelled due to not
meeting the eligibility criteria or due to unresolved discrepancy(ies) in the
uploaded document(s), then the seat acceptance fee paid will be refunded
after deducting the JoSAA processing charges of Rs. 4000.

XXIII.REMITTANCE OF PARTIAL ADMISSION FEE [For NIT+


System only]
59. At the end of the 6th round of JoSAA 2023, candidates having a
provisionally allocated seat (allocated in any round of JoSAA 2023 and
which has not been cancelled or withdrawn) in NIT+System are required to
pay the Partial Admission Fee (PAF) from their JoSAA portal (Please see
Annexure 3 for the timeline), Non-payment of the partial admission fee
will be treated as a rejection of the offered / allocated seat. Candidates are

thus strongly advised to be vigilant and make the payment well within the
stipulated time.

60. Partial Admission Fee (PAF): Rs. 16,000 for candidates with the category
tag SC, ST, GEN-PwD, GEN- EWS-PwD, OBC-NCL-PwD, SC-PwD or
ST-PwD, and Rs. 36,000 for all other candidates. The partial admission fee
will be adjusted against the Institute admission fee. Partial Admission Fee,
once paid, is not refundable.

61. For payment of PAF, candidates should either use Debit card or UPI or
Credit card or Net Banking facilities available on JoSAA portal or e-
challan of State Bank of India downloaded from the JoSAA portal for
making physical payment.

62. If a candidate fails to pay PAF (Please see Annexure 3 for the timeline),
the candidate will forfeit the provisionally allotted seat. The vacant seat
thus created will be made available to the candidates in CSAB 2023
Special rounds. In such cases, the Seat Acceptance Fee paid shall be
refunded to these candidates, after deducting a processing fee of Rs. 7000.

XXIV.WITHDRAW OPTION
63. A candidate, who has already accepted a seat in one of the IITs allotted by
JoSAA 2023, can withdraw the seat by reporting online and following the
steps contained in point 66. This option is available starting from the 2nd
round and up to the second last round of seat allocation, i.e. before the last
round of seat allocation (i.e. if JoSAA conducts a total of six rounds of seat
allocation, candidates can withdraw up until fifth round of seat acceptance
period end, i.e. till July 24, 2023 (1700 Hrs. IST). Please see Annexure 3 for
the timeline) only for IIT seats. For NIT+ System, the candidate can
withdraw the seat by reporting online and following the steps contained in
point 66 up to the final round of online seat allocation.

64. If a candidate withdraws a seat, the candidate’s allotted seat will be cancelled
and offered to another candidate in a subsequent round of counselling. The
candidate withdrawing shall be excluded from the JoSAA process, which
means the candidate shall not be considered for subsequent rounds of seat
allocation (if any).

Seat acceptance fee will be refunded to these candidates after deducting


the withdrawal processing charges of Rs. 7000. Thus the candidate will
forfeit the eligibility for admissions to any of the institutes through JoSAA
2023.

65. There is no option of withdrawing an accepted/allotted seat after the


commencement of last round of seat allocation (for IITs only). Special
Rounds for vacant seats (if any) of NIT+System are not offered through
JoSAA 2023. Candidates are advised to visit the CSAB official website
(https://csab.nic.in) for information on the Special Rounds for the NIT+
System.

66. The following is the process for withdrawal of an accepted / allotted seat:
Step 1: The candidate must login to the JoSAA portal and submit a request
for withdrawal by submitting a duly signed declaration form
(Annexure 8).
Step 2: An OTP will be sent to the candidate’s mobile number and email
ID. The candidate shall use this OTP to confirm that the candidate
wants to withdraw from seat allocation process. The candidate also
confirms that this would result in cancellation of allocated seat and
will not be considered for subsequent rounds of seat allocation (if
any).
Step 3: The uploaded document in Step 1 will be verified by the reporting
officer. Based on the verification, one of the following scenarios will
happen:

1. Reporting officer will accept the request. The candidate’s
withdrawal request is accepted.
2. Reporting officer will reject the request based on the uploaded
documentation and/or query response (see below). The
candidate’s withdrawal request is rejected.
3. Reporting officer raises a query to obtain additional documentation
and/or to re-confirm that the candidate is interested to withdraw.
The candidate will be required to respond to the query before the
end of the query response period (see Annexure 3). Reporting
officer will either accept or reject based on the query response,
or raise another query, and the above process will be repeated.
 The candidate can see the approved/rejected status of the withdrawal
request on the JoSAA portal and download the approval/rejection letter. If
withdrawal application is rejected, the candidate can submit the request
again before the end of the fifth round of counseling with proper
documentation.
 The candidate will have the option to cancel a submitted withdrawal
request through the online JoSAA portal, if they wish to do so, but only
before the request is accepted by the reporting officer. An OTP will be sent
to the candidate’s mobile number and email ID, for cancelling the
withdrawal request. The candidate shall use this OTP to confirm that
she/he wants to cancel the withdrawal request from seat allocation process.

(Candidates are advised to keep their login credentials, i.e. login Id and
password, strictly confidential to avoid any misuse).

67. The CSAB 2023 special vacant seat filling round(s), (including CSAB
supernumerary counseling and CSAB NEUT counseling), will be conducted
after the end of JoSAA 2023 through CSAB 2023 website,
https://csab.nic.in and in accordance with the rules set out therein.

Candidates seeking information/assistance from any agency / agent other
than CSAB 2023 shall be doing so at their own risk and cost.

XXV.EXIT OPTION FROM SEAT ALLOCATION PROCESS


68. A candidate, who has NOT been allotted a seat in JoSAA 2023, can EXIT
from the seat allocation process through the JoSAA portal starting from the
nd
2 round and up to the second last round of seat allocation, i.e. before the
last round of seat allocation. Since JoSAA 2023 conducts a total of six
rounds of seat allocation, candidates can exit until during the fifth round of
seat acceptance period. Please see Annexure 3 for the timeline. Thus, the
candidate will forfeit the eligibility for admission to any of the institutes
through JoSAA 2023.

69. Candidates who have exercised exit option will NOT be considered for
subsequent rounds of seat allotment (if any). Thus, the candidate will forfeit
the eligibility for admissions to any of the institutes through JoSAA 2023.

70. There is no option of exit from seat allocation process after the
commencement of last round of seat allocation (for IITs only).

71. The following is the process for Exit option from the seat allocation process
of JoSAA 2023:
Step 1: The candidate must login to the JoSAA portal and create a request for
EXIT.
Step 2: An OTP will be sent to the candidate’s mobile number and email ID.
The candidate will have to enter this OTP to confirm that the
candidate wants to EXIT from the seat allocation process. The
candidate also confirms once the candidates has used the exit option
the candidate will be out of the JoSAA process and will not be
considered for subsequent rounds of seat allocation (if any).

Step3: On submitting the appropriate responses on the check boxes, and
clicking on Submit, the candidate confirms that he/she has exited
from the seat allocation process, which shall then be processed online
and the candidate shall then exit.

(Candidates are advised to keep their log-in credential, i.e. login Id and
password, strictly confidential to avoid any misuse).

XXVI.CHANGE OF CLASS XII PASSING STATUS FOR


REGISTERED CANDIDATES
72. It is possible that the Class XII passing status of a candidate is revised [due
to re-totaling, re-evaluation, etc.] by the Class XII examination board
AFTER the first round of joint seat allocation begins. The following
business rules apply consequent to such a revision of passing status only
during the seat allocation/ allotment:

(A) Due to revision of passing status, if a candidate becomes ineligible


because of not satisfying the “Performance in Class XII (or equivalent)
examination” requirement [Annexure 2(a) for IITs and Annexure 2(b)
for NITs/IIEST/Triple-I-Ts/Other-GFTIs], then the candidate will be
made ineligible at the time of seat acceptance / document verification,
or even at a later stage. Offered / confirmed seat of such candidates
shall accordingly stand cancelled.

(B) Due to revision of passing status, if a candidate satisfies the


“Performance in Class XII (or equivalent) examination” requirement
[Annexure 2(a) for IITs and Annexure 2(b) for
NITs/IIEST/IIITs/Other-GFTIs] and becomes eligible for admission,
then such a candidate has to approach the organizing institute (IIT
Guwahati) with the revised passing certificate. The candidate will be
considered for seat allocation only in subsequent rounds (if any). The

allocated seat (if any) shall be the same as what the candidate would
have got on the basis of revised passing status to begin with. To ensure
this, a supernumerary seat will be created, if needed.

(C) If a candidate, who was eligible, continues to be eligible even after


revision of Class XII passing status, there will not be any change in
seat allocation.

XXVII.DOCUMENT VALIDITY / VERIFICATION


73. During the process of document verification, if there is any mismatch
between the document uploaded earlier by the candidate [JEE (Main) 2023
registration site for NIT+System and JEE (Advanced) 2023 registration site
for IITs] and the document uploaded by the candidate on the JoSAA portal,
and the same is found to be due to willful forgery / act of cheating, the offer
of admission will be withdrawn and the candidate shall be debarred from
further rounds of seat allocation. Thus, the candidate will forfeit the
eligibility for admissions to any of the institutes through JoSAA 2023. The
decision of JoSAA on this issue shall be final and binding.

74. It is the responsibility of the candidate to keep the valid certificate or


document ready and upload the same at the time of application / registration.
All the certificates / documents will be verified at the time of online
reporting and thereafter physically, at the time of reporting at the admitting
Institute. For candidates whose category document is found to be invalid OR
who do not produce a (valid) category document [as per the format given on
JoSAA web portal], the category tag will be changed (for the purpose of seat
allocation) as shown below. Additionally, in the case of PwD candidates, the
admission under PwD category may be cancelled if the candidate's physical
examination is not successful, even though such candidate possesses a PwD
certificate.

(A) If the GEN-EWS, OBC-NCL, SC, ST, PwD or DS certificate is


found to be invalid or not produced AND the candidate satisfies all
other requirements AND the seat is allocated in the OPEN category,
then the offer of admission will be provisionally confirmed.

(B) If the OBC-NCL certificate is found to be invalid or not produced


during the reporting period of that particular round when a seat is
allocated AND the candidate satisfies all other requirements AND the
seat is allocated in OBC-NCL category, then
(i) Allocated seat will be cancelled.
(ii) The candidate will be considered for seat allocation as a GEN
candidate i n the subsequent round(s) of seat allocation (if any),

provided all other criteria are satisfied [e.g., present in the
respective rank list, etc.].

The rule as stated above in (B) for OBC-NCL will be applied similarly
if the GEN-EWS, DS, SC or ST certificate is found to be invalid or not
produced during the reporting period of that particular round. [Please
see XIV above].

(C) If the PwD certificate is found to be invalid or not produced during the
reporting period of that particular round when a seat is allocated
and/or the candidate did not appear for physical verification AND the
candidate satisfies all other requirements AND the seat is allocated
under the PwD category, then
(i) Allocated seat will be cancelled.
(ii) The candidate will be considered for seat allocation in the
subsequent round(s) of seat allocation (if any), in the candidate’s
respective (birth) category (viz., GEN, GEN-EWS, OBC-NCL, SC
or ST), provided the candidate has not availed Compensatory Time
and/or Scribe in JEE (Advanced) 2023 and all other criteria are
satisfied [e.g., present in the respective rank list, etc.]. If the
facility of scribe and/or compensatory time has been availed,
and/or the candidate does not satisfy other criteria, then such
candidate shall no longer be permitted to participate in JoSAA
2023.

(D) If a female candidate wrongly declares the gender as male and is


allotted a seat in an academic program where female candidates are
restricted, the allotted seat will be cancelled. Similarly, if a male
candidate wrongly declares the gender as female and is allotted a
Female-Only seat, the allotted seat will be cancelled. Such candidates

will be considered for seat allocation in the subsequent round(s) of seat
allocation (if any), by changing the gender.

(E) (For IITs Only): If a foreign candidate fails to produce valid proof of
foreign nationality (i.e., foreign passport or citizenship certificate),
any seat allocated to the candidate will be cancelled. Such candidate
will be considered for seat allocation in the subsequent round(s) of
seat allocation (if any) for IITs under OPEN category of seats,
provided they meet all other eligibility criteria for Indian
Nationals including satisfying the JEE (Main) 2023 cut-off marks
for qualifying for JEE (Advanced) 2023 in GEN category. Such
candidate MUST submit a proof of Indian Nationality failing which the
candidate will be out of the seat allocation process for IITs.

(F) (For IITs Only): If a foreign candidate who has declared that the
candidate has done class XII or equivalent abroad but fails to produce
a valid pass certificate of passing class XII or equivalent from abroad,
any seat allocated to the candidate will be cancelled. Such candidate
will be considered for seat allocation in the subsequent round(s) of
seat allocation (if any) provided they can produce a valid certificate of
passing class XII or equivalent in India and meet all other eligibility
criteria including satisfying the JEE (Main) 2023 cut-off marks for
qualifying for JEE (Advanced) 2023 in GEN category failing which the
candidate will be out of the seat allocation process for IITs.

(G) (For IITs Only): If a OCI/PIO candidate fails to produce valid


OCI/PIO card any seat allocated to the candidate will be cancelled.
Such candidate will be considered for seat allocation in the subsequent
round(s) of seat allocation (if any) for IITs under OPEN category of
seats, provided they meet all other eligibility criteria for Indian

Nationals including satisfying the JEE (Main) 2023 cut-off marks
for qualifying for JEE (Advanced) 2023 in GEN category.
76. [For NIT + System only] The following rules will be applied if there is an
error in the state code of eligibility:
(A) The state code of eligibility will be corrected in the JoSAA 2023
database.
(B) Retention / cancellation of seat will be as determined by the following

XXVIII. ELIGIBILITY TO APPEAR IN JEE (ADVANCED) IN


SUBSEQUENT YEARS [For IITs only]
77. Candidates who reject their seat during the first five (5) rounds or withdraw
from allocated seat, by completing all formalities specified herein, can
appear for JEE (Advanced) 2024 provided they meet all other eligibility
requirements for JEE (Advanced) 2024.

78. Candidates who


(A) accept the provisionally allocated seat during the first five (5) rounds in
any IIT by reporting online but later do not withdraw their seat become
ineligible for JEE (Advanced) in subsequent years or;
(B) accept the allocated seat by making the seat acceptance fee payment
and/or reporting at the admitting institute in case seat is allocated in the

last round, irrespective of whether they pay the fee of the admitting
institute, attend classes or not; become ineligible for JEE (Advanced) in
subsequent years.

79. The candidates whose admission is cancelled after being admitted to the
admitting institute, for any reason whatsoever, become ineligible to appear to
JEE (Advanced) in subsequent years.

80. The candidates who pay seat acceptance fee in 2023 but cancel their seat (for
whatever reason) before the last round of seat allotment for IITs, during the
joint seat allocation in 2023, will be eligible to appear in JEE (Advanced)
2024, provided the candidate also fulfills all other eligibility criteria as
would be laid down in eligibility conditions for JEE (Advanced) 2024.

81. Candidates who produce forged documents or indulge in acts of cheating


are debarred from appearing in JEE (Advanced) next [and subsequent]
year(s). These candidates if caught at any stage, would be deregistered from
the seat and the degree, if awarded, would be cancelled.

82. Candidates who are admitted to a preparatory course in any of the IITs in
the academic year 2023-24 for the first time can appear in JEE (Advanced)
2024 provided they meet all the other eligibility requirements for JEE
(Advanced) 2024.

XXIX.CHANGE OF NATIONALITY
83. At the Time of Registration for JoSAA
(A) During online registration to JoSAA, if a candidate modifies the
nationality from Indian to Foreign, the following business rules apply.
1. [For NIT+System] The candidate will not be able to apply for
NIT/Triple-I-Ts/IIEST/Other-GFTIs.
2. [For IIT]

a. The candidate will be able to apply for an IIT Seat provided the
candidate qualifies JEE (Advanced) 2023 AND appears in the
Common Rank List.
b. The candidate will have to produce passport/certificate of
nationality at the time of online reporting, failing which the
allotted seat will be cancelled.
c. The candidate will not get the benefit of birth-category even if
the candidate has declared one.
d. The candidate will be treated as GEN category candidate. If the
candidate’s category was PwD and she/he had availed of
compensatory time and/or the services of a scribe, the seat will be
cancelled. If such a candidate had not availed of the compensatory
time or the services of a scribe, then the candidate’s seat will not
be cancelled.
e. The female candidate will not get the benefit of female
supernumerary seats.

(B) During online registration, if a candidate modifies the nationality from


Indian to OCI/PIO at the time of registration to JoSAA the following
business rules apply.

1. The candidate will be able to apply for the seats in NIT+System


under GEN or GEN-PwD category only if the candidate has
qualified in JEE (Main) 2023.
2. The candidate will be able to apply for the seats in IITs under
GEN or GEN-PwD category only if the candidate has qualified in
JEE (Advanced) 2023.

3. The candidate shall be included in the CRL, and/or CRL-PwD list


as also for the Female Supernumerary seats, as applicable, subject
to qualifying JEE (Main) 2023 and/or JEE (Advanced) 2023, as
applicable.
59
4. The candidate has to produce proof of valid OCI/PIO card
(issued before 04.03.2021) at the time of reporting at the online
reporting center, on failing which, the allotted seat will be
cancelled.

(C) During online registration, if a candidate modifies the nationality from


Foreign to Indian at the time of registration to JoSAA the following
business rules apply.
1. The candidate will be able to apply for the seats in NIT+System if
the candidate meets all other eligibility criteria (for admissions) for
Indian Nationals under GEN category only, including qualifying
the JEE (Main) 2023.

2. The candidate will be able to apply for seats in IITs if the


candidate meets all other eligibility criteria (for admissions) for
Indian Nationals under GEN category only, including qualifying
JEE (Advanced) 2023 and satisfying the JEE (Main) 2023 cut-off
marks.

3. The female candidate will get the benefit of female supernumerary


seats.

(D) During online registration, if a candidate modifies the nationality from


Foreign to OCI/PIO at the time of registration to JoSAA the following
business rules apply:
1. The candidate will be able to apply for the seats in NIT+ System if
the candidate meets all other eligibility criteria (for admissions)
for OCI/PIO under GEN category only, including qualifying the
JEE (Main) 2023.
2. The candidate will be able to apply for seats in IITs if the

(E) During online registration, if a candidate modifies the nationality from


OCI/PIO to Foreign at the time of registration to JoSAA the following
business rules apply.

1. [For NIT+System] The candidate will not be able to apply for


NIT/Triple-I-Ts/IIEST/Other-GFTIs.

a. If the candidate is not present in the JEE (Advanced) CRL, then the
candidate will not be able to fill-in choices and / or participate in the
joint seat allocation further.
b. The candidate will have to produce passport/certificate of
nationality at the time of online reporting, failing which, the allotted
seat will be cancelled.
c. The candidate will be treated as GEN category candidate only. The
candidate will not get the benefit given to persons with disability
(PwD) even if the candidate’s category was PwD.
d. The female candidate will not get the benefit of female
supernumerary seats.

(F) During online registration, if a candidate modifies the nationality from


OCI/PIO to Indian at the time of registration to JoSAA the following
business rules apply.

1. The candidate will be able to apply for the seats in NIT+ System if
the candidate meets all other eligibility criteria (for admissions)

Performance in Class XII (or equivalent) examination


(Applicable only for candidates seeking admission to IITs)

 The Candidates must satisfy at least one of the following two criteria
with Physics, Chemistry and Mathematics as compulsory subjects in the
year of first appearance in the Class XII (or equivalent examination):
1. Must have secured at least 75% aggregate marks in the Class XII (or
equivalent) Board examination. The aggregate marks for SC, ST and
PwD candidates should be at least 65%.
2. Must be within the category-wise top 20 percentile of successful
candidates in their respective Class XII (or equivalent) board
examination.
The percentile calculation will be done for all the required subjects, in
a single academic year only. Therefore, candidates appearing for
improvement in Board examinations can EITHER appear in one or
more subjects and secure 75% aggregate marks (65% for SC, ST and
PwD) after improvement, OR, appear for improvement in ALL
subjects to be in top 20 percentile (see Section titled “Regarding the
cut-off marks for the top 20 percentile”) of the corresponding
academic year.
 The marks scored in the following five subjects will be considered for
calculating the aggregate marks and the cut-off marks for fulfilling the
top 20 percentile criterion.
i. Physics
ii. Chemistry
iii. Mathematics
iv. A language (if the candidate has taken more than one language, then
the language with the higher marks will be considered)

v. Any subject other than the above four (the subject with the highest
marks will be considered).
 For calculation of the total marks for five subjects, if the marks awarded
in a subject is NOT out of 100, then the marks will be scaled (up or
down) to 100 so that the total aggregate marks is out of 500.
 If a Board awards only letter grades without providing an equivalent
percentage of marks on the grade sheet, the candidate should obtain a
certificate from the Board specifying the equivalent marks and submit it
at the time of acceptance of the allocated seat. In case such a certificate
is not provided, the decision taken by the Joint Implementation
Committee of JEE (Advanced) 2023 will be final.
 For candidates who appeared in the Class XII (or equivalent) Board
examination for the first time in 2022 and reappeared in ALL subjects
(for whatsoever reason) in 2023, the best of the two performances will
be considered.
 If a Board gives aggregate marks considering both Class XI and Class
XII examinations (in the 10+2 system), then only Class XII marks will
be considered. If a Board gives aggregate marks considering the results
of all three years of a 3-year diploma or courses of equivalent duration,
then the marks scored only in the final year will be considered.
Similarly, for Boards which follow a semester system, the marks scored
in the final two semesters will be considered.
 In case any of the subjects Physics, Chemistry, Mathematics and
Language are not evaluated in the final year (e.g., in a 3-year diploma
course), then the marks for the same subject from the previous year/s
will be used for calculating percentage of aggregate marks.
 If a Board does not give marks scored in individual subjects but gives
only the aggregate marks, then the aggregate marks given by the Board
will be considered as such.

 The above will also apply correspondingly to those candidates who first
appeared for their Class XII examination in 2021 but the examination
Board of Class XII (or equivalent) declared the results for the academic
year 2020-21 on or after October 25, 2021.

1.1. Regarding the cut-off marks for the top 20 percentile

o The category-wise cut-off marks for the top 20 percentile are


calculated based on the marks scored by the successful candidates
who appeared in their respective boards for all the required
subjects, in the particular year.
o The cut-off marks for PwD candidates will be the same as the
lowest of the cut-off marks for GEN, GEN-EWS, OBC-NCL, SC
and ST categories.
o It is clarified that top 20 percentile cut-off for the academic year
2022–23 will be considered against the successful candidates who
appeared in the Class XII (or equivalent) examination in 2023.
o Similarly, top 20 percentile cut-off for the academic year 2021–22
will be considered against the successful candidates who appeared
in the Class XII (or equivalent) examination in 2022.
o Candidates who appeared in Class XII (or equivalent) examination
for the first time in 2022 and wish to (or have to) reappear in 2023
with the objective to qualify through top 20 percentile cut-off
criteria, must reappear in all the subjects. For such candidates, top
20 percentile cut-off for 2023 will be considered.
o In case a Board does not provide information about the cut-off for
the top 20 percentile, the candidate will have to produce a
certificate from the respective Board stating that he/she falls within

the top 20 percentile of successful candidates. If the candidate fails
to do so, then the cut-off marks, in the respective categories, for the
Central Board of Secondary Education will be used.
o The above will also apply correspondingly to those candidates who
first appeared for their Class XII examination in 2021 but the
examination Board of Class XII (or equivalent) declared the results
for the academic year 2020-21 on or after October 25, 2021.

1.2. Regarding the aggregate marks of 75% (or 65% for SC, ST and
PwD)

o The aggregate marks scored by the candidate in the 2023 Class XII
(or equivalent) Board examination will be considered for
candidates who will appear in the Class XII examination in 2023.
o The aggregate marks scored by the candidate in the 2022 Class XII
(or equivalent) Board examination will be considered provided the
candidate does not reappear in the Class XII (or equivalent)
examination in 2023 in any of the subjects.
o If a candidate had appeared in his/her Class XII (or equivalent) in
2022 and wishes to improve his/her aggregate marks to meet the
“aggregate marks of 75% (or 65% for SC, ST and PwD) criterion”,
he/she can reappear for any number of subjects he/she wishes for
improvement. The percentage marks in this situation will be
calculated by considering the marks obtained in 2022 or 2023,
whichever is higher, in the respective subjects, in his/her two
attempts in 2022 and 2023.
The above will also apply correspondingly for the candidates who first
appeared for their Class XII examination in 2021 but the examination
Board of Class XII (or equivalent) declared the results for the academic
year 2020 - 21 on or after October 25, 2021

 The category-wise cut-off marks for the top 20 percentile are calculated
based on the marks scored by the successful candidates who appeared in
their respective boards, in the particular year.
 The cut-off marks for PwD candidates will be the same as the lowest of the
cut-off marks for GEN, GEN-EWS, OBC-NCL, SC and ST categories.
 It is clarified that top 20 percentile cut-off for the academic year 2022–23
will be considered against the successful candidates who appeared in the
Class XII (or equivalent) examination in 2023.

 The aggregate marks scored by the candidate in the 2023 Class XII (or
equivalent) Board examination will be considered for candidates who will
appear in the Class XII examination in 2023.
 The aggregate marks scored by the candidate in the 2022 Class XII (or

Document verification and resolution of query responses by IITs/NIT+
Institutes will proceed in parallel in each round.
1. JoSAA 2023 Registration process is mandatory for any qualified candidate interested
in joining any of the IITs, NITs, IIITs (Triple-I-Ts) and Other-GFTIs (within the
purview of JoSAA 2023). The process of registration requires candidates to reconfirm
a few basic details, viz. gender, state code of eligibility and nationality, and provide
their contact details.
2. To accept allotted seats (and continue to be a part of JoSAA 2023 till the final round
of seat allocation), candidates must upload ALL required documents and MUST pay
seat acceptance fee as per the details and the schedule provided at http://josaa.nic.in.
3. The number of days and time available for document upload, query response and
verification for seat acceptance in various rounds will be strictly adhered to.
Candidates are advised to keep visiting http://josaa.nic.in for regular updates on
schedule of events in case of unexpected situations.
4. Candidate whose seat has been confirmed by JoSAA can Withdraw from the seat
allocation process starting from the 2nd round and up to the 5th round of seat allocation
before the last round of seat allocation (i.e. no Withdrawal will be allowed after July
24, 2023, 17:00 Hrs).
5. Candidates who have not been allocated any seat by JoSAA can Exit from the seat
allocation process starting from the 2nd round and up to the 5th round of seat allocation
before the last round of seat allocation (i.e. no Exit will be allowed after July 24,
2023, 17:00 Hrs).
6. Details regarding beginning of academic sessions at IITs, NITs, IIITs (Triple-I-Ts)
and Other-GFTIs will be available along with other Institutional information (e.g., fee
structure etc.) at https://josaa.nic.in.
7. Delays or disruptions in service due to breakdown of JoSAA computer servers shall
be rectified as early as possible and notified on the web (jeeadv.ac.in OR
https://josaa.nic.in). The decisions of JoSAA 2023 in this regard shall be final and
binding.

Class XII and equivalent examinations

1. The final examination of the 10+2 system, conducted by a Central or State


Board recognized by the Association of Indian Universities (AIU
https://www.aiu.ac.in/; https://aiu.ac.in/).
2. Intermediate or two-year Pre-University examination conducted by a
Board or University recognized by the Association of Indian Universities.
3. Final examination of the two-year course of the Joint Services Wing of the
National Defence Academy.
4. Senior Secondary School Examination conducted by the National Institute
of Open Schooling with a minimum of five subjects.
5. Any Public School, Board or University examination in India or in a
foreign country recognized as equivalent to the 10+2 system by the AIU.
6. H.S.C. vocational examination.
7. A Diploma recognized by the All India Council for Technical Education
(AICTE https://www.aicte-india.org/) or a State Board of Technical
Education of at least 3 years duration.
8. General Certificate Education (GCE) examination (London, Cambridge or
Sri Lanka) at the Advanced (A) level.
9. High School Certificate Examination of the Cambridge University or
International Baccalaureate Diploma of the International Baccalaureate
Office, Geneva.
10. Candidates who have completed Class XII (or equivalent) examination
outside India or from a Board not specified above should produce a
certificate from the AIU to the effect that the examination they have
passed is equivalent to the Class XII examination.

In case the Class XII examination is not a public examination, the candidate must

Additional business rules pertaining to preparatory courses


(Applicable only for IITs)

1. IITs conduct preparatory courses of one year duration for SC, ST and
PwD candidates. In case the seats reserved for SC, ST and PwD
candidates are not filled completely, a limited number of candidates are
admitted to a preparatory course of one-year duration on the basis of
further relaxation of admission criteria.
2. Admission is given to the candidates in the preparatory course provided
(i) the seats reserved for the respective category are vacant, (ii)
candidates satisfy the norms for preparatory courses, and (iii) the
candidate has NOT accepted offer of admission to preparatory course
earlier.
3. On successful completion of the course, the students will be offered
direct admission to the Academic Year 2024-25 to the already allocated
undergraduate course in the institute they are allotted a seat through
JoSAA 2023.
4. Candidates admitted to the preparatory course are also eligible to appear
for JEE (Advanced) 2023 subject to fulfilling other eligibility criteria.
5. Filling-in of choices for preparatory courses is also through the same
online portal and during the same schedule.
6. The institute at which one-year preparatory course is run for a candidate
may be different from the institute allocated to the candidate for their
academic program. The list of institutes where preparatory course will
be run for the academic year 2023-24 will be available on the JoSAA
website.

Additional business rules pertaining to rank lists


(Applicable only for JEE (Advanced) 2023 rank lists)

A. Only candidates who appeared for both Paper 1 and Paper 2 of JEE
(Advanced) 2023 will be considered for ranking.

B. The marks obtained by a candidate in Physics in JEE (Advanced) 2023


will be equal to the marks scored in Physics part of Paper 1 plus the marks
scored in Physics part of Paper 2. Marks obtained in Chemistry and
Mathematics will be calculated in the same way.

C. The aggregate marks obtained by a candidate in JEE (Advanced) 2023 is


the sum of the marks awarded in Physics, Chemistry and Mathematics.

D. Rank lists will be prepared based on the aggregate marks in JEE (Advanced)
2023.

E. If the aggregate marks scored by two or more candidates are the same, then
the following tie-break policy will be used for awarding ranks:

Step 1: Candidates having higher positive marks will be awarded higher


rank.

If the tie breaking criterion at Step 1 fails to break the tie, then the
following criterion at Step 2 will be followed.

Step 2: Higher rank will be assigned to the candidate who has obtained
higher marks in Mathematics. If this does not break the tie, higher
rank will be assigned to the candidate who has obtained higher
marks in Physics. If there is a tie even after this, candidates will be
assigned the same rank.
F. A candidate can appear in more than one rank list subject to the candidate
satisfying the minimum marks and category criteria.

G. There will be no waiting list for ranking.
