IN ACCORDANCE with the instructions received from the West of England Insurance Services
(Luxembourg) S.A, the Undersigned surveyor did attend on board “CYGNUS” at 1100 LT on 30th
September 2020 whilst she was dropping anchor at Hon Phao anchorage, Quang Ninh Province,
Vietnam, in order to survey on under - performance of the vessel during her voyage number 90
(20025T) and survey on bunkers remaining on board.
1. GENERAL INFORMATION
Referring to the ship's information from Nippon Kaiji Kyokai (ClassNK), we noted that:
Reviewing the ship’s voyage memo and the last port clearance:
Type of sea passage: full away (Kribi through Singapore to Hai Phong port)
Destination main point: Hon Phao anchorage, Hon Gai Port, Ha Long City, Quang Ninh
Province of Vietnam.
Referring to the Final Draft Survey Report dated 14th August 2020 at the port of Kribi,
Cameroun, we noted that:

2. PREAMBLE
“CYGNUS” (IMO 9303388) is a bulk carrier, built in 2005 and presently registered in Valletta.
She loaded total 30,823 MT of timber logs at Douala port and Kribi port and bound for Hai
Phong port, Vietnam and ZhangJiaGang port, China.
3.2. ROB bunker survey at Hon Phao anchorage, Hai Phong, Vietnam
We carried out the bunker survey to ascertain the bunkers remaining on board at 1300 LT (UTC
+7) on 30th September 2020. Hereunder are our findings:
The quantities of bunkers remaining on board at Hon Phao anchorage, Quang Ninh province,
Vietnam at 1300 LT (UTC +7) on 30th September 2020 are as follows:
+ VLSFO: 221.238 MT
+ LSMGO: 53.870 MT
Before departure from Kribi port (dated 14th August 2020), the main engine and generators of
the vessel were in normal working condition
Reviewing the noon reports, we found the ship's speed and revolution decreased from 16th to 17th
August 2020 at sea. Comparing with the engine logbook, we found that during period time from
1300 LT and 1500 LT of those days, the ship maneuvered into the Congo anchorage for
bunkering operation.
From 16th to 17th August 2020: the vessel implemented “overhauling indicator valve for the spare
part ME”.
From 17th to 18th August 2020: the vessel implemented “overhauling fuel injection pump for
spare part of ME”.
From 18th to 19th August 2020: the vessel implemented “overhauling starting air valve for the
spare part”.
From 22nd to 23rd August 2020: the vessel implemented a “change cylinder cover and exhaust
valve No.6 of ME”.
From 23rd to 24th August 2020: the vessel implemented “overhauling and change exhaust valve
No.6 of ME”.
On 01st September 2020: As shown in the deck logbook that the vessel was drifting due to sea
swell with a height of 4m.
From 08th to 12th September 2020, the ship's speed reduced from 9.1 knots to 6.9 knots, in bad
weather conditions, winds force 7-8 and rough seas.
On 19th September 2020: As shown in the deck logbook that from 0400 LT to 2400 LT, the
vessel was drifting due to the effects of S and SSW wind force 6 Beaufort scale.

winds force of 6 to 8 Beaufort scale
From 1600 LT (UTC+4) to 2000 LT (UTC+4) on 05th September 2020: SSE wind force of 7 to
8 Beaufort scale
From 0400 LT (UTC+5) on 08th September to 0400 LT (UTC+5) on 12th September 2020: NE,
SE and E winds force of 7 to 8 Beaufort scale

4. CONCLUSION
According to our finding at time of our attendance, we are in the opinion that:
M/V “CYGNUS” was reduced speed on the route to Hai Phong, Vietnam due to upwind and
against the rough sea; Although the main engine revolution and rate of power not much changed
at sea and the output of the main engine was set about 74%. load
The vessel reduction in speed during her voyage from 17th to 20th August; 03rd September; from
08th to 12th September; and 09th September 2020 was contributed by weather factor; bunkering;
engine maintenance operations and/ or engine repairs.
5. SURVEYOR'S REMARKS
There was a difference about revolution and power of main engine between information we found
in ClassNK data and the ship's particulars
According to the Sea Protest issued by the shipmaster on 30th September 2020, we understood
that the shipmaster of the vessel had doubts about Log cargo overstowed on hatches nos 2,3 & 4
that may cause damage to hydraulic pipe system of the hatchcovers. On 01st October 2020, our
surveyors together with the ship crews examined the hydraulic pipe system and found that the
hydraulic pipe system of hatchcovers were in normal working condition. The hatches could be
opened/ closed normally.
