Building Codes, Regulations, Norms and Certificates


Code (Regulations) - Bouwbesluit
Bouwbesluit 2012
The 2012 Building Decree contains regulations for safety, health,
usability, energy efficiency and the environment. All structures must
comply with these requirements. The decision also contains Europe-
an regulations and commitments to the “Tweede Kamer”.

Energy requirements
The Bouwbesluit 2012 is a mandatory performance-based code that
requires an energy frame calculation to establish the maximum
allowed Energy Performance Coefficient (EPN) for residential and
non-residential buildings. The code addresses most thermal enve-
lope requirements and energy-using systems within the EPN calcu-
lation, including, HVAC, hot water, lighting, bioclimatic design and
renewable energy.

Since January 1, 2006 is the EPC 0,8 or less

Environment requirements
GPR- The GPR calculation (Municipality practice guidelines) is a
more complex calculation that demonstrates the total sustainability
of a building in terms of 5 themes, namely;
Energy (EPC calculation)
Environment (MPG calculation)
Health
Quality of use
Future value
The GPR calculation is not included in the building decree, but can
be required by a municipality by means of a municipal regulation for,
for example, the issuance of land, in order to test a complete neigh-
borhood or industrial site for sustainability. Furthermore, a GPR cal-
culation can serve as a basis for applying for an MIA (Environmental
Investment Allowance) or as a tender document required by the
client to demonstrate the sustainability of the building, for example
for corporate social responsibility.

MPG- The MPG calculation (Environmental Performance Building) is


a calculation that measures the environmental impact of a building
on the basis of the materials used. Since 2013, this calculation has
been included in the building decree (section 5.2 building decree
2012) and can therefore be required when submitting the environ-
mental permit (only for residential and office functions> 100 m2).
The calculation still has no requirement at the time of writing (11-
11-2015), which means that many municipalities do not yet require
the calculation.

1. Energy requirement
To determine the energy requirement, the energy requirement for heating
and cooling is added up. This looks at an optimal quality of the building
envelope, whereby the ratio of glass to closed facade, the degree of insula-
tion, the degree of crack sealing and the presence of thermal bridges play
a role. Not only insulation, but the interplay of the above factors, the shape
(geometry) and the location of a building are important to limit the energy
requirement of a building as much as possible. BENG 1 is about all these
factors. Calculations are made with an established ‘neutral’ ventilation sys-
tem. The energy requirement can be met with renewable or fossil energy.

2. Primary fossil energy use


The primary fossil energy consumption is the sum of the primary ener-
gy consumption for heating, cooling, hot water preparation and fans. For
non-residential buildings, the primary energy consumption for lighting and
for humidification (if present) also counts. For both residential and non-res-
idential buildings, if PV panels or other renewable energy sources are pres-
ent, the generated energy is deducted from primary energy consumption.

3. Share of renewable energy


The share of renewable energy is determined by dividing the amount of re-
newable energy by the total of renewable energy and primary fossil energy
use. Renewable energy comes from sun, biomass, outside air and soil and
increases the share of renewable energy.

Norms: NEN, BRL, NPR, NTA en ISO


NEN- NEderlandse Norm -Standards form an important basis for
safe, sustainable and healthy products and installations. In addi-
tion, standards ensure that the processes required for the creation
of products and installations run safely and efficiently. Because of
these goals, standards are important for employers, employees and
end users. When these parties know that products have been pro-
duced in accordance with the standards, it can be assumed that the
product has a certain quality and safety. This also applies to installa-
tions that have been installed in accordance with the standards.
BRL- Beoordelingsrichtlijnen - Assessment guidelines describe
the way in which certification bodies test whether an organization
meets the technical requirements for obtaining or maintaining a
certificate. A commonly used abbreviation for the word assessment
guideline is BRL. The BRL describes the technical and organizational
requirements that an organization / product must meet to be eligi-
ble for a certificate. These descriptions are worked out in protocols.
If available, NENs are used for this. Every BRL has a number (eg
BRL 2000). With the sub-numbering it is made clear which proto-
cols belong to this BRL (eg protocol 2002 belongs to BRL 2000).

ISO- International Organization for Standardization - an internation-
al organization that sets standards. The organization is a collabora-
tion of national standardization organizations in 156 countries.

Certificates KOMO, FSC, ISO, Breeam, BENG, KVT..


KOMO - Keuring en Onderzoek van Materialen voor Openbare
werken - The KOMO quality mark is a collective quality mark
that is used in Dutch construction and is man ed by the certifi-
cation body that are accredited for this. The KOMO foundation
tests whether products, processes and services meet the quality
requirements laid down in the assessment guideline. The KOMO
certificate thus indicates that the products or services in ques-
tion meet the relevant legislation and regulations in the con-
struction industry, such as the Building Decree, the Soil Quality
Decree and other requirements in the field of quality and safety.

Realization process
-The application, installation, assembly, process-
ing of products, building systems, building compo-
nents and installations in structures or infrastructure;
-The use and management of construction works;

Process
-The relevant realization process corresponds to
the requirements as included in the relevant as-
sessment guideline (does not apply to a service);
-It can be expected that the end result corresponds to
the performance as included in the process certificate

Bestemmingsplannen, Welstand en Beeldskwaliteitsplannen


Bestemmingsplan Zoning plan- The zoning plan is a le-
gally binding document for the government as well as
for citizens and companies. The use and construc-
tion options for an area are laid down in a zoning plan.
Welstand - relates to the extent to which a building plan fits ar-
chitecturally in its surroundings. Building plans are tested for
this by the welfare committee. The criteria on which the as-
sessment is based are laid down in the so-called welfare note.
Beeldkwaliteitsplan - A plan, drawn up as a supplement
to the spatial plan that usually focuses primarily on function-
al qualities, that describes the image quality to be pursued.
