EXECUTIVE ORDER -2022


ESTABLISHMENT OF VIOLENCE AGAINST WOMEN AND THEIR CHILDREN (VAWC) DESK AND
DESIGNATING VAWC DESK OFFICER IN BARANGAY ROSARIO.

WHEREAS, the state condemns discrimination against women in all forms and pursue by all
appropriate means and without delay of eliminating discrimination against women. The state
shall accord women and children protection, rights and opportunities available to every
member society.

WHEREAS, Chapter IV, Section 9, Protection from the violence of the same Act. Provides for the
establishment of a Violence Against Women and their Children (VAWC) Desk in every barangay
to ensure that violence against women and children cases are fully addressed.

WHEREAS, Joint Memorandum Circular No. 2010-2 of DILG, DepEd, DOH and Philippine
Commission on Women provides the guidelines and procedures pursuant to provision of the
implementing Rules and Regulation RA 9710 that there is a need to establish VAWC Desk in
every local government unit and designating officer thereat.

NOW, THEREFORE, I ERIC T. JACINTO, a Punong Barangay of Barangay Local Government of


Rosario, Rodriguez, Rizal, by the virtue of power vested in me, by law, do hereby order:

Section I. Establishment of Violence Against Women and their Children (VAWC) DESK in
the Barangay of Rosario and designating MARY GRACE DELA ROCA as VAWC Desk Officer.

Section II. Function of Barangay VAWC Desk Officer:


Functions of the Barangay VAW Desk
 Assist VAW victims in securing Barangay Protection Order (BPO) and accessing necessary
services.
 Respond to gender-based violence cases brought to the barangay.
 Record the number of gender-based violence cases handled by the barangay and submit
a quarterly report on all VAW cases to the DILG City/Municipal Field Office and the
City/Municipal Social Welfare Development Office (C/MSWDO).
 Keep VAW case records confidential and secured, and ensure that only authorized
personnel can access it
 Develop the barangay’s gender-responsive plan in addressing gender-based violence,
including support services, capacity building, and referral system;
 Coordinate with and refer cases to government agencies, nongovernment organizations
(NGOs), institutions, and other service providers as necessary;
 Address other forms of abuse committed against women, especially senior citizens,
women with disabilities, and other marginalized groups;

 Lead advocacies on the elimination of VAW in the community and perform other related
functions as may be assigned.

Section III. Effectivity

This Executive Order shall take effect immediately and any other prior issuances is hereby
repealed, modified and amended accordingly.
