A stable job is what everyone wants and dreams of in this world because it helps them

provide for their family’s everyday needs and wants. We cannot deny with the rapid growth of
inflation and capitalism still being practiced in numerous parts of the country, that finding this
kind of job is not easy, and not all are allowed to acquire this. Most corporations require their
candidates to have the highest degree of education and the skills needed in the company. With
the crisis of Philippine education and unfair treatment of those deemed inferior to others, not
everyone is privileged to finish their programs and pass the different licensure examinations. In
addition, this is also because the Philippines has been one of the countries known for its poverty
and the numerous families that are pushed into it, reaching 2.3 million between 2018-2021. The
pandemic may have played a factor during this period, but it was already at 16.7% during the
pre-pandemic years (Reuters, 2022).

Furthermore, thousands of college students graduate every year, adding to the number of
unemployed people seeking to find a job that will be enough to support them. Even if they land a
job, they are still faced with the problem of different document fees required to submit to the
company. These are not cheap because not only does an individual have to consider the
processing fee, but they also have to manage their time, transportation expenses, and effort to
acquire the said documents on time.

This is why Senator Joel Villanueva created and sponsored the Republic Act No. 11261,
also known as the “First Time Job Seekers Assistance Act.” This was signed and approved by
former president Mr. Rodrigo Roa Duterte last April 10, 2019. This law is about providing
financial aid to all those proven to be Filipino citizens classified as first-time job seekers to
acquire the necessary documents to start their employment journey. This will be certified by their
barangay as they hand the individual clearance and proof that they are within the parameters of
the law. This financial assistance covers the Police clearance certificate, National Bureau of
Investigation clearance, Barangay clearance, Medical certificate from a public hospital, Birth
Certificate, Marriage Certificate, Transcript of academic records issued by state colleges and
universities, Tax Identification Number (TIN), Unified Multi-Purpose ID (UMID) card, and
other documents required by employers from job applicants that can be issued by the government
(The LawPhil Project, n.d.). However, these exceptions are the application for the professional
licensure examination, application for a Philippine passport, authentication of documents from
the Department of Foreign affairs, application for the Career Service Examination, and
application for a driver’s license. According to Villanueva, this will benefit the 1.3 million first-
time jobseekers every year and cut their expenses even just a little to help ease their way into job
hunting (Esguerra, 2019).

Now to assess the chosen law that has been implemented since 2019. Senator Joel
Villanueva made this to help fresh graduates seek jobs that they have been dreaming of and have
been the source of their motivation to get through the grueling years of education. The accepted
proposal and its implementation are reasonable because, with today’s inflation rates and
uncontrollable events that affect the consumer’s buying power, first-time job seekers have to
shoulder more expenses to acquire the legal requirements to start their job. The prices to get
these documents are not cheap either because they can reach up to P2,000, which can also help
them buy food for a couple of days or provide for the family's other needs. This amount of
money is not easy to earn, and even with how little a consumer can buy, these give a big help,
especially to struggling families. This law was also created based on the facts and research they
have done because unemployment has been an ongoing problem here in the country. This also
promotes the common good because it benefits not only the fresh graduates but also those who
choose to find work while studying or stop entirely to help their families financially. They are
much more motivated to ace their interviews and have fewer worries about whether they have
enough to go home or how to travel from different offices. At present, any amount reduced from
the original prices is a huge blessing, which helps a lot in the budgeting of the money, which is
why families are also gaining benefits from this. They do not have to sacrifice other needs and
can only focus on the other expenses that will be incurred while job hunting, like transportation
and food. As stated earlier, Senator Joel Villanueva was the one who authored and sponsored
R.A. No. 11261. While in congress, he focused on creating more job opportunities and
increasing the take-home pay for workers while also advocating for a better education. He was
also known as TESDAMAN because of his considerable skills training in the different programs
offered in TESDA that generated 9 million jobs. The chairmanship of the Senate Committee on
Labor, Employment, and Human Resources Development and the Committee on Youth was
given to him because of his effectiveness and the numerous bills he has filed in the past (Senate
of the Philippines, 2016). Unsurprisingly, he has developed this law because of the number of
backup facts he has acquired throughout the years and thinking about what will benefit both
parties, the human resources, and the economic sectors.

The smooth implementation of this law was ensured by multiple government


organizations tasked to regularly update the roster for all the individuals who have acquired
documents under this program. These should be submitted to the Department of Information and
Communications Technology (DICT), which they are required to compile a database that can be
readily accessible by different agencies. Furthermore, an interagency committee was formed for
this law that is composed of the Secretary of the Department of Labor and Employment (DOLE)
as the chairperson and the one who will lead its members comprising of; the DICT, Department
of Education (DepEd), Technical Education and Skills Development Authority (TESDA), Civil
Service Commission (CSC), Department of Finance (DoF), Commission on Higher Education
(CHED), and National Youth Commission (NYC). The committee members must take specific
actions that will ensure the effective implementation of Republic Act No. 11261 (Disini & Disini
Law Office, 2020). This was promoted by numerous news articles when it was approved and
signed by the former president. Multiple pages on social media were also posted regarding the
law and its benefits to disseminate to different parts of the country.

To conclude this paper, the four elements of the law that St. Thomas Aquinas developed
are found in Republic Act No. 11261 because it possesses different requirements from its degree
of fair judgment, promotion of the common good, creation, and proposition by a competent
authority which also has a background aligned to the sector this Act belongs, and was
communicated effectively for there are many ways that citizens can read and know about the
different laws being implemented.
