ABSTRACT

The main objective of undergoing an industrial attachment is to expose the undergraduate students
in practical knowledge and expertise of the theoretical knowledge acquired in knowledge and
expertise of the theoretical knowledge acquired in class. The purpose of this report is to explain
what I did and learned during my attachment period with NG-CDF in Finance department. This
report is also a requirement for the partial fulfillment of the requirement for the award of degree in
Business Administration (Accounting option). The report focuses primarily on the general activities
undertaken in the organization and specific duties that I undertook during my attachment, what is
gained as profile skills, working environment success and shortcomings that I encountered when
handling various tasks assigned by supervisor. The report gives a number of observations analysis,
comments and recommendations on attachment with conclusion. It is hoped that this would serve as
stepping stone towards the improvement of the internship program .This illustrates what I learnt
during my three months of attachment period at NG-CDF in Finance office. Report is part of requirements
for partial fulfillment of the award of DIPLOMA In ACCOUNTANCY .This report stresses on the general
activities that takes place in this organization and some other specific tasks that I took part in during my
attachment. As usual, shortcomings were on my journey, that’s during my attachment period and some are
unfavorable weather condition, means of transport to place of work .This report shows some of the
analysed observations, comments and recommendations on attachment with conclusion. It’s my hope that
this would be a strait and right path way to a successful internship.
CHAPTER ONE

INTRODUCTION
Constituency Development Fund is a government that’s ran by ministry of national treasury. Was put in
place in 2003 by the late President Mwai Kibaki to ensure there’s equal distribution of national resources
in all Kenyan’s regions.210 is the number of constituencies it started with, later they increased in
number to 2013 to 290 constituencies .They are supported with government of Kenya. Year to year CDFs
are slowly growing in ways of developing constituencies like building schools,offering bursaries to those in
need. Due to its growth it has led to various offices i.e. accounts office, procurement office, registry office,
project office, parliamentary office, conference hall department and manager office, boardroom office.

The constituency development fund ensures all procedures are adhered to avoid conflicts, complaints from
clients who did not qualify.
To provide leadership and policy direction for effective and efficient management of the fund.

Who we are:
National Government Malava Constituency Development Fund (NG-CDF) is
established under Section 43(1) of the National Constituencies Development Fund
Act, 2015. It is charged with the responsibility at its discretion, determine quantum
of instalment to various projects in the constituency, taking into account the
disbursement received and the requirement of different projects.
CDF manager is the head of the firm He ensures all activities in his firm are carried out in a right manner
for the smooth progress of the Organization. He supervises every activity going on his firm i.e regulates
expenditures of constituency development fund, holds meetings and makes decision for the progress of
CDF. The management and administration of CDF resides in the office of administrator. Government of
Kenya is the overall commander and formulator of policies and general guidance in order to provide the
Supply Chain. Management smooth run of the CDF. All is done to due to the aim of the vision of 2030. The
board of managers are the advisor of various aspect of organization’s projects. Has finance office, registry
officer, administrative officer, project officer and other

This is the department that has the mandate to perform the following functions/activities;

Maintaining a cashbook analysis
Accounting for collections from the CDF cashiers/clerks, receiving collection report and
cash analysis.
Making of payment vouchers for payment of salaries, supplies, allowances and others.
Summing up of revenue collected to see if it tallies with the banked as revenue banked
directly
Record expenditure
The following were the duties that I was assigned and applied my skills &knowledge at the
department for the Human Resource Management smooth running of the CDF activities
Preparation of payroll
Bank reconciliation
Preparation of vouchers
Photocopying documents
Maintenance of cashbook
Mandate to procure quality goods, services and works at a competitive price and operates through
a procurement committee which manages the whole process of procurement of goods services
needed in the CDF. It deals with the purchase of goods and services.

Liaise with stakeholders, contractors and communities to ensure

projects to the NG-CDF Manager.
-It is important to note that the roles and responsibilities of key personnel in the NG-CDF office
may evolve over time, and there could be variations based on local arrangements and update to the
NG-CDF Act or related guidelines.

CHAPTER TWO

The procurement department serves as the purchasing unit of the region. The procurement function of the
CDF is wide as different goods, services and works need to be purchased for use in different user
departments.
The following are some of the functions of supply chain department in the CDF;
Filing of documents related to procurement process i.e. contracts, tender, prequalification and
qualification documents, delivery notes LPOs etc.
Maintaining any standing list of bidders or prequalified bidders required by the organization
Throughout my attachment period with CDF, I was able to develop competence and gain skills in various
fields, and are as follows
There was an opportunity to apply the principles and techniques theoretically learned in class into real
problems solving situations.
During my attachment I was able to be equipped with practical skills that might not be appreciated in
school, like dress code team work time management efficient on task problems management and able to
encounter and practice my communication skills taught in class
Mind transformed from school to the world of work in Human Resource Management office which smoothly
helped me to enhance my conduct for job placement.

Was able to join social worker in their training on how to use some machines and were part
beneficiaries in skills.

CHAPTER THREE
In respect to my objectives during the attachment period, the whole process was successful and I achieved
my target.
I learned a lot of things which added to my experience in purchasing and supplies as far as concerned. Apart
from knowledge acquired in my course, I was able to acquire new theoretical skills about my field of study
which are more importance to my knowledge and understanding about accounting field.
From assigned duties and responsibilities, I was able to perform and reduce work
load to my supervisor who is in judge to perform all duties.
On daily basis I was issuing items from stores to the user department all-round the
CDF
Inspections of goods received from the suppliers to ensure that quality items are
allowed in the system
I used update bin card hence ensuring that the department has a clear records of
items.
Verification of receipts from revenue this ensure if they tally with what is the bank
Cutting down of cost that could have been used to high extra man power
My training exercise has aided me in analyzing my options and situations. During the attachment I gained
skills in different axes.
Professionally, I had the opportunity to put into practice what I have been learning in class like the
procurement process tendering sending quotations, evolution process and evolution committee
proceedings and PPAD ACT.I have gained a greater level of confidence through my interaction with
different interaction with different classes of people and top officials .I have gained good interpersonal
skills.
Personally, my knowledge about procurement and its rules was expanded as I went through the public
procurement and disposal act in details; I have learned and acquired team work, efficient on task and
problems management skills

Though I faced draw backs it was easy to get the experience and skills I was taught, I acquired skills on how
to utilize the content and solving of problems and interact with different categories of peoples.
Though there was limited time cover all what learned in class but I worked tirelessly to see the
success in my training, I adopted time management skills which enabled me to catch up.
I accomplished assigned duties on time to ensure that I had time to cover what I need to capture.
My curiosity helped me for nothing new passed my attention, many questions I asked leading to
covering of my experience.
Visual utilization for some knowledge I acquired from seeing what my supervisor does in the
labeling in the stores
At times I had time reading, going through the PPAD and documents in procurement related.

resulted in better healthcare access and improved health outcomes for
residents.
Youth and Sports Development: NG-CDF has been involved in
supporting youth empowerment initiatives and sports development. It has
funded projects such as sports field, youth centers and vocational
training programs, helping young people acquire skills and engage in
productive activities.
Water and Sanitation Projects: The fund has played a crucial role in
providing access to clean water and improved sanitation facilities. It has
funded the drilling of boreholes, installation of water tanks and
construction of public toilets, addressing water scarcity and promoting
better hygiene practices.
Poverty Alleviation: NG-CDF has supported various income-generating
projects aimed at reducing poverty and empowering communities
economically. This includes funding for agricultural initiatives, small-
scale businesses and cooperatives that create job opportunities and
improved livelihoods.

may face challenges in implementing development projects due to
a lack of technical expertise and capacity. This can lead to delays
and suboptimal execution of projects.
Uneven distribution of funds- Disparities in the allocation of NG-
CDF funds have been reported, with some constituencies
receiving more funds than others. This can perpetuate
inequalities and hinder equitable development of different
regions.
Limited community involvement- In some instances, there has
been limited involvement of local communities in the decision-
making process regarding NG-CDF projects. This lack of
consultation can result in projects that do not address the specific
needs and priorities of the communities they are meant to serve.
-It’s important to note that efforts have been made by various stakeholders to address these
challenges and improve the effectiveness of NG-CDF in promoting local development and
empowering communities. However, the successful resolution of these issues largely depends on the
commitment of government officials, local leaders and citizens to ensure transparency,
accountability and community participation in the management of NG-CDF funds.
………………3.5CHALLENGES I encoumtered……………
My training experience has been quite good through the process I had some observations
During securing of a place to be attached was a problem as much organization would refuse to
answer letters and other fail just communicate back to the request.
I was able to note that during the period of searching the place it requires finance at times you
to travel to deliver your attachment requests. This led too much spending and finance is limited.
Limited period of training, I also observed that three month time is not enough to acquire all

that is covered in class. Leading for student to strain through limited time. During attachment time
you find that there is limited work in the department that can expose student to utilize and attain
knowledge.
Also ,during the attachment, there is neither provision to pay attachés nor any drafted allowances
so as to lease expenses during the training period thus catering for the daily expenses becomes a
burden to attaché.

CHAPTER FOUR
Adapting to the work environment: I was proactive in observing and learning from
experienced colleagues, asked questions and sought feedback regularly.
Managing time effectively: I created a schedule to prioritize tasks, set realistic goals and
avoided procrastination.
Dealing with new responsibilities: I sought guidance from the supervisor, took initiative to
learn new skills and stayed open to constructive feedback.
Handling conflicts with colleagues: I practiced effective communication, actively listened
to others and tried to resolve conflicts through open and honest conversations.
Balancing work and academic commitments: I planned and organized study time and I
found ways to integrate learning from both experiences.
Communication issues: I sought clarification when needed, asked for feedback on my
communication skills, and practiced active listening and clear expression.
Technical difficulties: I requested training or additional resources, sought help from
colleagues or supervisor and invested time in self-learning to improve technical skills.
Aligning academic knowledge with practical application: I reflected on my academic
knowledge and found ways to apply it to real-world tasks, discussed concepts with
colleagues and asked for guidance when needed.

Infrastructure is still a challenge as the CDF has no administration block, staff houses and casualty

In conclusion, the National Government Constituency Development Fund (NG-CDF) in Kenya has
faced several challenges that have impacted its effectiveness in promoting local development and
addressing community needs.
To overcome these challenges and enhance NG-CDF’s impact, a series of recommendations have
been proposed. Strengthening transparency and accountability, enhancing oversight and anti-
corruption measures, decentralizing decision-making, building capacity and technical expertise,

establishing clear guidelines for political involvement, promoting equitable fund distribution,
encouraging community involvement, fostering collaboration and partnerships, monitoring and
evaluating projects and promoting information dissemination are all crucial steps to address these
issues.
Implementing this recommendation will require a collective effort from government officials, local
leaders, citizen development partners. By doing so, NG-CDF can towards its intended purpose of
empowering communities, promoting sustainable, development, and reducing inequalities across
different constituencies in Kenya.
It’s important to recognize that progress in addressing these challenges may take time and
sustained commitment. Continuous monitoring evaluation and adaptation will be necessary to
ensure that NG-CDF operates efficiently and remains responsive to evolving needs of the
communities it serves.

The following recommendations can be considered to overcome the challenges experienced by the
organization;

Enhance oversight and anti-corruption measures: Establish independent auditing bodies to
regularly review NG-CDF operations and investigate any instances of misappropriation or
corruption. Strict penalties should be enforced for individuals found guilty of embezzlement
or diverting funds for personal gain.
Decentralize decision making: Involve local communities in the decision-making process
for project selection and implantation. Foster participatory planning and engage citizens in
identifying their community’s development priorities. This will ensure that the projects align
with the genuine needs of the people they are meant to benefit.
Build capacity and technical expertise: Invest in training and capacity-building programs
for NG-CDF management committees and local officials. This will enhance their ability to
effectively manage and execute development projects, leading to better outcomes and few
delays.
Establish clear guidelines for political involvement: Develop and enforce guidelines that
prohibit politicians from influencing the allocation of funds for personal or political gain.
Projects should be selected based on objective criteria and community needs rather than
political considerations.
Promote equitable fund distribution: Review the criteria for fund allocation to ensure a fair
and equitable distribution of resources across all constituencies. Consider factors such as
population size, poverty levels and infrastructure gaps to determine the alloction of funds.
Encourage community involvement and public awareness: Conduct regular public forums,
town hall meetings and awareness campaigns to educate citizens about the NG-CDF
process, their rights and how they can participate actively. This will encourage greater
community ownership and engagement in local development initiatives.
Foster collaboration and partnerships: Encourage collaboration between NG-CDF and
other development agencies, non-governmental organizations and private sector
stakeholders. Leveraging expertise and resources from various partners can enhance the
effectiveness and efficiency of NG-CDF projects.
Monitor and evaluate projects: Establish a robust monitoring and evaluation system to
inform future decision-making and improve project outcome.
Promote information dissemination: Ensure that information about NG-CDF, its projects
and financial reports are readily accessible to the public. Utilize digital platforms and
