Introduction
 The principal goal of the United Nation Human Rights Council in recent years has been
to protect the rights and well-being of numerous refugees and migrants. In particular, our
country, Argentina, has attempted to provide human rights to migrants and refugees in
other regions, such as the right to be free of discrimination, the right to safe asylum, and
so on.
 In Argentina, there are and have been cases of discrimination based on ethnic
characteristics or national origin. In turn, racial discrimination tends to be closely related
to discriminatory behavior for socio-economic and political reason (wikipedia) . If this
continues there is a high chance Argentina’s migration from certain countries will
decline. It has become a threat to world peace as it can cause religious chaos.
Specifically, Argentina is concerned with the possible revolts regarding religious feuds.

Migration Effects
 Past acts of migration have caused this, the prime reason for this “religious chaos” is that
during the time period 1850-1950, Argentina had mass migration of 7 million europeans
due to their long taken pride towards European heritage. The immigration of these
European mostly consists of Spanish and Italian people. This created a racial profile,
basically making Argentina exclusive towards a specific race. Argentina claims that they
aren’t racist as they are exclusive to one race, and not others, therefore describing how
Argentina is not diverse. Whatsoever this statement is incredibly false, as there is
discrimination towards people with darker skin, even if they have the same origins.

General Reason
 In the 1800s, European and North American cultures were fast progressing. Aspiring
nations, such as Argentina, utilized world achievements to try to replicate other
countries' achievements. Argentina’s desire to achieve a more "civilized" status created a
complex problem. They wanted to hide their indigenous population because it contrasted
with Europeans and those who had recently settled in North America. However,
Europeans appreciated the raw materials, such as prehistoric skulls, that the Argentines
displayed at the fairs (University of Idaho). The desire to achieve success or become
“civilized” lead them to copy major countries in Europe, therefore people would be
interested to migrate in Argentina, but this also caused a gap in races, creating the
religious chaos and protests that are faced now.

Situation
 The United Nation Human Rights expert on racism urged the Government of Argentina
to take urgent measures to address the exclusion of indigenous people in the country.
The statement issued by the Office of UN High Commissioner for Human Rights
reported that the forms of racial discrimination, xenophobia, and similar intolerance was
visible all throughout Argentina, the Commissioner stated that discriminatory practices
in the country have often targeted the poor and the most vulnerable people consisted of
minority groups, indigenous people, afro-argentines and migrant communities. Argentina
developed a legal framework for the elimination of racial discrimination, and to provide
equal enjoyment of rights for all migrants, afro-argentines, indigenous people, and
minority groups. It has been stated that the situation of indigenous people in certain areas
of the country is terrible, as they live in extreme poverty, hardly any access to basic
services, and socio-cultural isolation (absence of social interaction regarding culture).

Issues
 As Argentina has multiple cases of various discrimination or intolerance, migration has
been significantly effected, vast majority of people that live outside of Europe are treated
as outcasts, therefore migration from these countries have also taken a hit. People avoid
living in Argentina as they wont be able to fit in, and most likely will be exposed to
some sort of intolerance.

Action/Resolution
 The United Nation Human Rights Council stressed that access to justice for vulnerable
groups, starting with indigenous people, but also including migrants and afro-
descendants remains a significant challenge. The UNHCR discovered that the absence of
minority groups judicial system represents the significant challenge regarding groups
vulnerable to racial discrimination and similar intolerance. The council recommended
implementing affirmative action to enable the representation of minority groups in
position of influence such as in education including university level, judiciary,
legislatures and executive positions. This is particularly urgent for indigenous people as
their current rate of participation have failed to acheive them with voice and visibility
necessarily to be accepted in society.
