INTRODUCTION
This certification scheme covers the certification of competence for personnel engaged in
Electrical Services as per the Abu Dhabi Occupational Terms for Assistant Electrical Engineer
(ADOT 94).
The Assistant Electrical Engineer Certification Scheme was developed through consultation
with industry, government entities and regulators such as the National Qualification Centre, the
Abu Dhabi Distribution Company, and the Al Ain Distribution Company. It enables individuals
and firms offering electrical services to sectors such as Construction, Energy transmission,
Electrical Works (internal wiring) & Maintenance, to obtain voluntary certification of personnel
that meet the Abu Dhabi requirements.
The QCC in its capacity as a conformity assessment body provides third-party conformity
assessment to applicants for certification. This document is designed to provide comprehensive
information for users of the Certification Scheme.
Certification is dependent on the successful completion of formal examination at Examination
Centres designated by the QCC that fulfil the mentioned requirements of Appendix A. The
Certificate of Conformity enables service providers to present evidence of meeting the
standards appropriate for Abu Dhabi as specified for Abu Dhabi Occupational Terms (ADOT).
1. SCOPE
This document describes a process for the certification of personnel who perform the role of an
Assistant Electrical Engineer according to the requirements of relevant standards.
2. TERMS AND DEFINITIONS
For the purposes of this document, the definition is as below for better understanding:

Term Description
ADQCC Abu Dhabi Quality & Conformity Council; the body that administrates
procedures for certification of Assistant Electrical Engineer personnel in
accordance with this certification scheme, and fulfils the requirements of
ISO/IEC 17024.
Designated A third party, approved by ADQCC, where comptency examinations are
Examination conducted. The current list of ADQCC Designated Examination Centres
Centers can be accessed.
Candidate / The individual or Establishment that applies to the Council via the
Applicant Deisgnated Examination Center to obtain the Certificate of Conformity.

Certificate A document, issued by ADQCC under the provisions of the applicable


standard, indicating that the named person has demonstrated the
competence(s) defined on the certificate
Certification The procedure used by ADQCC to confirm that the qualification
requirements for a method, level and sector have been fulfilled, leading to
the issuance of a certificate

Examiner Person authorized by a Designated Examination Centers, competent to


conduct and score an examination, where the examination requires
professional judgement
Invigilator Person authorized by the certification body who administers or supervises
an examination, but does not evaluate the competence of the candidate.
Record of Document listing all certification information issued under the rules
Certification specified in this certification scheme and its antecedents, indicating that the
named individual has demonstrated proficiency in performing the role of
Assistant Electrical Engineer within the scope of the certification scheme.
Sector A particular section of industry or technology where specialized Assistant
Electrical Engineer practices are used, requiring specific product related
knowledge, skill, equipment or training.
Recertification Procedure used by ADQCC for re-validation of a certificate by examination.

4. DUTIES AND RESPONSIBILITIES


ADQCC (CB) fulfils the requirements of ISO/IEC 17024 and ensures that the Certification
Scheme(s) for competency and certification of personnel, are controlled and operated so as to
ensure, amongst other things, that they are impartial, and that decisions taken and implemented
at all levels, including management and committees, are free from commercial or other
pressures that may prevent the objective provision of certification services.
ADQCC ensures that information obtained during the certification process, or from sources
other than the applicant, candidate or certified person, is not disclosed to anyone without the
written consent of the individual concerned, except where the law of land requires such
information to be disclosed.
ADQCC attests to the validity of the personal information provided by the candidate, including
the declaration of education, training and experience required for eligibility.

The CB maintains documents to demonstrate that, in the development and review of the certifi-
cation scheme, the following are included:

▪ the involvement of appropriate experts;


▪ the use of an appropriate structure that fairly represents the interests of all parties sig-
nificantly concerned, without any interest predominating;
▪ the identification and alignment of prerequisites, if applicable, with the competence re-
quirements;
▪ the identification and alignment of the assessment mechanisms with the competence
requirements;
▪ a job or practice analysis that is conducted and updated to:
i. identify the tasks for successful performance;
ii. identify the required competence for each task;
iii. identify prerequisites (if applicable);
iv. confirm the assessment mechanisms and examination content;
v. identify the recertification requirements and interval.
NOTE: Where the certification scheme has been developed by an entity other than the certification body,
the job or practice analysis might already be available as part of that work. In this case, the certification
body can obtain details from the scheme documentation for verification.

Candidates for certification shall:


▪ Provide verifiable documentary evidence in a form acceptable to ADQCC (a correctly
completed form “Application form QCC-CCS-PRS-SCH-F-01” satisfies this require-
ment) that experience has been gained under the supervision of Appropriately Quali-
fied Personnel.

▪ Certificate holders shall undertake to abide by the Code of Conduct as described in-
clause 9.

5. JOB AND TASK DESCRIPTION


This certification scheme specifies the elements required for the occupation of an Assistant
Electrical Engineer involved in provision of electrical services, described as follows:
• Analyze and define the engineering requirements through inspection and theoretical
analysis
• prepare electrical drawings and diagrams considering the international standards and lo-
cal code and regulations.
• properly communicate all required information to the concerned project team members to
take the proper actions.
• Confirm the adherence to health and safety requirements by all project team members.
• Confirm the compliance with all project requirements and specifications from project initi-
ation and up to projection handing over.
6. ABILITIES
The individual applying for the Certificate of Conformity shall meet the following conditions and
requirements:

• His physical and mental capabilities shall be appropriate with the nature of the relevant
profession or craft.
NOTE: Abilities can include physical capabilities such as vision, hearing and mobility.
7. PREREQUISITES
The individual applying for the Certificate of Conformity shall meet the following conditions and
requirements:
7.1. Must be at least 18 years of age and not more than 60 years of age unless the re-
quirements of the conformity scheme state otherwise.
7.2. Be of good behaviors and conduct and have not been sentenced of any felony or mis-
demeanor against honor through providing of clear criminal record certificate
7.3. Identification
Identification is necessary for the verification of the identities of applicants and to en-
sure effective service to applicants
(I.) Within the UAE
Each person applying for certification must provide clear and legible copies of the UAE
government-issued Emirates ID.
(II.) International applicant
An application coming from international centres will only be processed once the appli-
cant submits a government-issued identification. The government-issued identification
in this case will be a passport copy. The certification of international applicants will be
tentative pending the submission of an Emirates ID.
7.4. Electrical Engineering Diploma certificate or equivalent qualification
Note (i) : Equivalent qualifications may include but not limited to the following areas: Electro
mechanical, Electronics, Control, Mechatronic, Power and Communication
Note (ii) : In case of doubt of the Equivalent qualifications, ADQCC will consult ADDC & AADC
7.5. Years of Experience: 5 years or 2 years of UAE Practical Experience in Electrical In-
stallation Work

8. REQUIRED COMPETENCIES
Criteria for initial certification and recertification;
8.1. Ability to help in all site reports preparation
PC 1.1:To be able giving the proper information to engineer.
PC 1.2: To coordinate with all site supervisors and Be able to collect progress in-
formation
8.2. Ability to follow and read all electrical drawings, diagrams, and understanding the interna-
tional standards and local code and regulations.
PC 2.1: Good knowledge of local internal wiring regulations (such as EWR) and
international practices is a requirement
PC 2.2: Be able to read all shop drawings and diagrams

8.3. Ability to properly communicate all required information to the concerned project team
members to take the proper actions.
PC 3.1: To have good communication skills
PC 3.2: To able to make proper decisions to make sure that work carried is ac-
cording to the planned schedules and at the same time meeting the require-
ments
8.4. Ability to help in all site requirements and issues
PC 4.1: Good knowledge in site requirements and internal wiring to meet plan
and project program
PC 4.2: Prepare list of site requirements
8.5. Verify/ Monitor the adherence to health and safety requirements by all project team mem-
bers and Applicable health and safety regulations and standards including OSHAD-SF, Re-
quirements about good knowledge of Emergency preparedness and Response require-
ments
PC 5.1:Good knowledge of health and safety requirements and Applicable
health and safety regulations and standards including OSHAD-SF
PC 5.2: To make sure that his team members are fulfilling the safety require-
ments
8.6. Confirm the compliance with all project requirements and specifications from project initia-
tion and up to projection handing over.
PC 6.1:To be able to identify project milestones and any constraints
PC 6.2:To make sure that all related project objectives and activities are carried
out according to the plan

9 CODE OF CONDUCT
A certified Assistant Electrical Engineer must comply with Code of Ethics during his certifica-
tion, set as below:
a) Free of bias with regard to religion, ethnicity, gender, age, national origin and dis-
ability.
b) To place the safety and welfare of workers associated with the electrical opera-
tion above all other consideration
c) To protect nearby general public property and the environment.
d) Make management aware if he / she has safely concerns relating to the electrical
operations that he is performing.
e) Not knowingly violate safety-related regulations, warnings, or instructions set forth
by the authority, recognized safety standards, the eelctrical equipment manufac-
turer, or relevant department.
f) Not misrepresent or knowingly deceive others concerning the experience or the
capabilities of himself or the electrical activities he / she is operating

10 Assessment methods
Assessment methods for initial certification and recertification
10.1. Preparation and conduct of examinations
All proficincy examinations shall be prepared, and supervised by authorised examiners,
and conducted at Designated Examination Centers and monitored by ADQCC.
• At the time of examination, the candidate shall have in his or her possession valid
proof of identification and an official notification of the examination, which shall be
shown to the examiner or invigilator upon demand.
• Any candidate who, during the course of the examination, does not abide by the
examination rules or who perpetrates, or is an accessory to, fraudulent conduct shall
be excluded from further participation.
• Candidates proved to have cheated in a qualification examination will not be
accepted as a candidate for any further examination for a period of 3 calendar
months from the date of the examination in which cheating was established to have
taken place. No examination results will be issued, and a letter will be sent by ADQCC
to all Designated Examination Centers notifying them of such incident.
• The Assistant Electrical Engineer assessment method will consist of two stages:
a. Theortical Examination
b. Practical Examination
▪ All candidates must register and take both examinations
▪ Candidate must pass both examinations, theoritical and practical, and comply
with all requirements to be certified.

10.1.1 Theortical Examination


a. The theoritical examination has multiple-choice questions.
b. The theoritical examination will NOT be an Open Book Exam.
c. Theoritical examination will be taken as a paper/pen or Computer
based exam.
d. Duration of the exam is one hour.

10.1.2 Practical Examination


a. Practical Examination will be a written exam format for all Assistant Elec-
trical Engineers (based on calculations, design drawing, etc.).
b. Practical scoring: The Examiner's task is primarily to record the perfor-
mance of the candidate. Scoring criteria is marked in the practical exam-
ination paper.

c. The practical exam will be conducted at the Designated Examination


Centers.
d. The Assistant Electrical Engineer Practical Examination demonstrates
the operational proficiency of this specified occupation.
e. The practical exam is structured in such a way, that it enables candidate
to demonstrate good knowledge of electrical engineering assistant re-
quirements including; electrical drawings and diagrams, calculations and
equations, etc.
f. Duration of the exam is 3 hours.

10.2 Results of examination


Grading the exams: carried by Designated Examination Centers (Examiners).
A candidate must pass both theoritical and Practical Examination to be certified for a
two Year Period and his score should not be less than 80 % in theoretical and 70 % in
practical examinations
Once all examination papers have been collected and counted by Examiner / Invigila-
tor, the examination is treated as closed. The examination papers set is kept with the
examiner for checking and gradings.

10.3 Re-examination
A candidate who fails to obtain a pass score for the exam in the theoretical and/or
practical part can retake the examination.
A candidate whose examination results have not been accepted for reason of fraud or
unethical behavior shall wait at least 3 months before re-applying for examination.

10.4 Examination Records


ADQCC will retain records of certification issued as a result of success in any
qualification examination for a minimum period of 3 years. An updated database of
certificated personnel, which includes (amongst other things) the name, unique
personal identification number and scope of certification held by each individual, is
maintained by ADQCC records office.
ADQCC will retain examination records of successful and unsuccessful candidates for
a period of 3 years from the date of the examination.
10.5 Assessment of Applications
The assessment is based on the submitted documents (Individual application, com-
plete exam results and identification documents), which are evaluated for compliance
to the requirements of the scheme.

11 DECISION ON CERTIFICATION
a) The Designated Examination Centers (Examiner) will submit all the candidate exam records
and other relevant documents to the ADQCC Head of Conformity Certification Services Sec-
tion for review and final approval of the exam result. Transfer of the examination material is
conducted either via email, through the ADQCC online portal or manually by handing over to
ADQCC.
b) The decision on certification of a candidate will be made solely by ADQCC Certification Ser-
vices on the basis of the information gathered during the certification process. Personnel
who make the decision on certification will not have participated in the examination of the
candidate
c) Decisions for granting, maintaining, recertifying, extending, reducing, suspending or with-
drawing certification will be done by ADQCC and shall not be outsourced.
12 ISSUING CERTIFICATE
a) A Conformity certificate will be issued by ADQCC and signed by the authorized signatory.
The Certificate shall include at least but not limited to:
i. Certificate No.
ii. The occupation
iii. Certificate Holder
iv. Certification Scheme
v. Certification Scheme No.
vi. Examination Date:
vii. Issued Date
viii. Expire Date
ix. QR code

Note: The expiration date of the certificate is linked to the expiration date of the examination report,
issued by the Designated Examination Centers registered with the Council and hence the duration of
the Certificate of Conformity is two years from the date of examination report unless the Conformity
scheme states otherwise, and it may be renewed according to the same terms and conditions, after
paying the approved fees and amounts.

b) A Conformity Document will be also issued along with the Certificate, which includes the fol-
lowing details, but not limited to:
i. Certificate No.
ii. Certification Scheme
iii. Certification Scheme No.
iv. This certificate is issued for the occupation
v. Name of the Licensee
vi. Certificate Holder

13 SURVEILLANCE METHODS AND CRITERIA


The certification issued by ADQCC is valid for two years. During this period, surveillance of
the candidate is not conducted. After the certificate has expired, the candidate is required to
undertake re-examination and recertification.

14 CRITERIA FOR WITHDRAWAL, CANCELLATION AND SUSPENSION OF THE CERTIF-


ICATE OF CONFORMITY
i. The Council withdraws, cancels or suspends the certificate of conformity of the individ-
ual if it is informed or has any doubts or obtains knowledge about documentation sub-
mitted by the individual or violations when performing the profession or craft for any of
the general requirements and conformity scheme requirement.
ii. The certified person shall be informed in writing of the decision to suspend, with the
reasons for this decision.
iii. During suspension, the applicant/licensee is not allowed to use the Certificate of Con-
formity with regard to any of their activities.
iv. The period of suspension shall not exceed 60 days, and the Council shall, before the
expiry of this period, take a decision to either lift the suspension of the Certificate of
Conformity or cancel it, as appropriate.
v. If the Certificate of Conformity is suspended or canceled, the certified person shall be
prohibited from doing any of the following:
a. Using the Certificate of Conformity.
b. Marketing services thereof with reference to the Certificate of Conformity.

15 CRITERIA FOR GRANTING, DURATION AND RENEWING THE CERTIFICATE OF CON-


FORMITY
i. The certificate of conformity is granted to the individual in accordance with the proce-
dures and provisions of the Council, and the certificate of conformity may include any
special restrictions, conditions or requirements for practicing the profession or craft.
ii. The duration of the Certificate of Conformity is two years unless the Conformity scheme
states otherwise, and it may be renewed according to the same terms and conditions,
after paying the approved fees and amounts. The expiration date of the certificate is
linked to the expiration date of the examination report, issued by the Designated Exami-
nation Centers.
iii. The Council may request the individual to submit any undertaking it deems appropriate
before issuing, renewing or not withdrawing the certificate of conformity.
iv. The Council may, at any time during the validity of the Certificate of Conformity, verify
that the individual's service is in compliance with any of the requirements for granting or
renewing the certificate of conformity.
v. The certificate of conformity may be renewed in accordance with the terms and condi-
tions of granting the certificate of conformity, however the Council may change these
terms and conditions when required.
vi. The Council may at any time during the validity of the Certificate of Conformity request
the certified person to comply with any additional technical requirements in order not to
withdraw or to renew the conformity certificate.

16 USE AND MISUSE OF CERTIFICATES


▪ The issue of a certificate indicates that the holder has demonstrated an acceptable level
of competence measured by means of the relevant examination conducted at Designated
Examination Centers in accordance with the prevailing requirements on the relevant
occupation. Certificate holders are not permitted to imply any further degree of
competence on the basis of the certificate.
▪ Certificate holders or their employers must not use or refer to ADQCC certificates, nor
ADQCC logo, in a manner that may be considered fraudulent or to bring the Certification
Scheme into disrepute. The conditions to use ADQCC logo or ADQCC certification, are
detailed in a separate document “Terms & Conditions on use of certificate, mark and logo
by certified person” (QCC-CCS-PRS-PO-04) which is published in below link.

▪ The penalty for misuse of certification in all cases is invalidation of the certificate. If the
misuse was in the public domain, publication of the transgression may also be

▪ Certificates are valuable documents which should be kept in a safe place. Any suspicion
of forgery or misrepresentation must be reported to ADQCC. Loss or theft of certificates

18. APPENDIX
The below instructions shall be fulfilled by the Desgnated Examination Centers.

i. Designated Examination centres (in UAE)


Examination centres designated by ADQCC
a. Exam material must cover the requirements outlined in section 8.
b. The Designated Examination Centres shall send the exam papers and report the
outcome of the candidate's exam to ADQCC for review and approval, within one
week from the date of the exam
c. The Designated Examination Centres shall inform the candidate of the exam result
within 3 working days from the date of approval of the exam result by ADQCC.
d. The Designated Examination Centres must analyze the exam results and send them
to ADQCC at the end of each month.
e. The assessor of the candidates must not be the same person that performed the
training
f. Centre must be licensed by KHDA or ACTIVET of the equivalent in other emirates if
applicable
g. Centre must have a UAE business license if the centre functions in a commercial ca-
pacity
h. Must fulfil the requirements of ISO 9001 or show proof of an effective quality man-
agement system

ii. Designated Examination Centres (overseas)


Testing centres certified by awarding bodies recognized by ADQCC
a. Test material must cover the requirements outlined in section 8.
b. The Designated Examination Centres shall send the exam papers and report the
outcome of the candidate's exam to ADQCC for review and approval, within one
week from the date of the exam
c. The Designated Examination Centres shall inform the candidate of the exam result
within 3 working days from the date of approval of the exam result by ADQCC.
d. The Designated Examination Centres must analyze the exam results and send them
to ADQCC at the end of each month.
e. The examinor of the candidates must not be the same person that performed the
training
f. The centre must have record of audits performed on it by the certifying awarding
body
g. The Centres must fulfil the requirements of ISO 9001 or show proof of an effective
quality management system

Note: Monitoring is in place by ADQCC to ensure that Designated Examination Centers comply with
the examination criteria set out in section 10 of this document and the acceptable performance levels
and shall cover the below:
i. The validity of designation of the Examination Center shall be required to be demonstrated;.
ii. Quality Management System (QMS) Audits— Designated Examination Centres
