I) INTRODUCTION
Over 30 years, the Vietnamese economy has significantly developed and achieved many
remarkable objectives. Since the reformation in Economic and political in1986 occurred,
Vietnam had rapidly transformed from one of the poorest countries into a low-middle-income
country. According to Vietnamese Statistic Department, from 2002 to 2018, GDP per capita
increased 2.7 times, reaching over US$2,700 in 2019 with more than 45 million people
escaping poverty. The poverty rate dropped sharply from more than 70% to less than 6%
($3.2/day at purchasing power parity).
Due to extensive economic globalization, Vietnam's economy was heavily affected by the
COVID-19 pandemic, however, the GDP growth is estimated at 2.9% in 2020 and forecasted
to grow by 6.6% in 2022 if Vietnam well controls the spread of the virus. Currently, Vietnam
is one of the few countries in the world have positive economic growth rate, but the pandemic
has left long-term impacts on households. The income of 45% of surveyed households
decreased in January 2021 compared to January 2020.
According to the Labor and Employment department report, COVID-19 pandemic has affected
the momentum of job restoration as well as income of workers in the second quarter of 2021.
Accordingly, in the second quarter of 2021, there were 12.8 million people aged 15 years and
older who were negatively affected by the COVID-19 epidemic, including those who lost their
jobs, had to take rest/rotational leave and reduced working hours- reduce income … More
specifically, the labor force from 15 years old to 65 years old was estimated at 51.1 million
people, while the amount of labor force in the second quarter of 2021 was 49.9 million, down
1.2 million people from the previous quarter. The unemployment rate of working age, in
addition, in the second quarter of 2021 was 2.62% increase of 0.2% compared to the first
quarter of 2021 and a decrease of 0.23% over the same period in 2020.
These statistics has not only clarified that the employment situation in the first and second
quarter of 2021 (period of “inside and outside” of the Covid-19 pandemic) but also have
reflected the difficulties and fluctuations of the Vietnam's labor market. These difficulties are
a great challenge for any entrepreneurship or any company to accomplish both two objectives:
the Vietnamese economic development and the gradually successful recovering from
pandemic.

psychology and needs of employees and especially new graduates who are at a disadvantage
in the process of working experience. We have created an app that can reduce the anxiety of
candidates, through this app we want to give more opportunities for candidates to be able to
choose exactly where they belong to. In addition, the application will allow businesses access
to upload their requirements for the participants. On top of that, our services are extended to a
variety of industries and bring real value to users.
With slogan: “Your success- Our happiness”, our service commit to find a job quickly –
suitably- Fast and neat procedures to help people receive their work as soon as possible.
a) Objectives
+ Our company wishes to bring positive values to the community through a job search support
application. With fact-based integration, we believe the app can understand the needs of users.
Evidence shows that jobs will be guaranteed to the candidates as quickly as possible through a
few simple registration steps done directly on the application.
+ With selected experiences, we want to create a tool that is overcome from offline recruitment
projects of companies in the market.
+ The application will help candidates present themselves well but still ensure competence and
quality.
+ Promoting competition from users increases application usage, which increases profits for
the company.

Our company is known as a connection tool between businesses and candidates. Therefore, our
services focus on serving two main customer segments including job seekers and recruitment
companies. Our application allows users including businesses and candidates to post the
information they want to show on recruitment forums. In addition, we also provide support
services to organize interviews according to a suitable schedule from two partners.

After discussing the types of businesses, we have made the decision to choose 2+ limited
liability company as the main business form. Our company will be operated with three co-
founders and one official head office, this form of operation is suitable for our members as it

We are known as IU WORKS and have a representative office at Ground 10, Landmark 81,
Ho Chi Minh City, Vietnam. Coming to IU WORKS' office, customers can be assured of all
aspects. The evidence shows that the IU WORKS office is located in the center of a city directly
under the country with easy access to customers. The office is fully functional to serve to
consult customers with two main reception halls, including the first one, which is an office to
prioritize receiving candidates who want to find job opportunities. The second lobby where IU
WORKS wants to receive guests from business partners to find employees.
In addition, our office has three main meeting rooms with a capacity of up to 20 people each,
meeting room equipment is fully arranged such as projectors and computers to serve meetings.
The purpose of these meeting rooms is not only to use for our meetings with employees in the
company but also to serve the needs of partner companies to hold meetings and interviews with
candidates.

To become the country's top provider of human resource services, satisfying the demand for
high-quality workforce and expanding services to other nations in the area, we will have some
key marketing campaign on our service:
+ Training course- We are aimed at those who really need it with a cheap price to consider as
a separate source of income. Moreover, for the first register of the accounts, we will provide
them with the free training course and will organize the forum connecting the VNU’s alumni
and employers with the students for sharing experience purpose. In addition, if VNU students
use their academic account provided by VNU’s members university (for example, VNUHCM
International University, VNUHCM University of Social Sciences and Humanities, VNUHCM
University of Information Technology, etc), we will provide a discount with 10% for regular
account and 15% for premium account.
+ Free talk show on our Fanpage and website with 2 main types:
• 2 weeks/ with small topic (we are inspired that anyone can become a speaker. Our
company will filter the form to choose the most suitable speaker - we're more about
sharing than talking sessions formal affairs)
• Monthly talk show with big seminars – concentrating on hot and trendy topics. Speakers
will also be people with better experience (we will take advantage of the existing
relationships with businesses to work and cooperate)
+ Ambassador agency: Our company have interviewed 300 VNU’s alumni represent for the
whole university from various major: Economy, Business management, Industrial Engineering,
Law and Finance, … After critically analysing, we realize that 72% of them cannot find the
most suitable jobs with their majors within 2 years, and 62% of them feel that the dissatisfaction
has been increased during their work because of the lack of experience and the knowledge
application. Hence, our company decide to establish the ambassador network for IU WORKS.
We will persuade the VNU’s alumni (or even the current students in the university) to become
our company’s ambassador. This action is not only expected to gain the popularity for our
company (for example, WOM from experienced person) but also improve the probability that
students can actively find the most suitable jobs for their future within 1 year.

to obtain the service of our business. We expect this strategy will have the competitive and
suitable prices for our customers.
Our budget is $20.000, which include $10.000 from the start-up budget and $10.000 from
borrowing the Start-up financial loans budget from BIDV (with annual interest =8.5%)

normal account and 7 times with premium account (this is an account for 2 people). Our
company will assist candidates from transferring resumes to recruiters, assisting them to
arrange the schedule and completing all the procedures to help applicants quickly interview
and be recruited.
+ Business accounts are similar to regular accounts, however, the function is that they will be
free to upload jobs to the floor, are provided with access to a private database of candidates,
... with other value added specifically for business accounts.
Besides, those who use our account will also receive some accompanying services such as 1-
on-1 private consultation during working hours (30 minutes/meeting with a regular account

Malware can cause serious problems such as: stealing user accounts, administrative accounts,
transaction information, data destruction, extortion... The ransomware often encrypts files on
computers, servers storing database, … that make the users inaccessible to the files and forced
to pay a ransom.
* Security risks from human factors
“Humans are the weakest link in an organization's cybersecurity chain, and many attacks are
artificial”. Many information systems have suffered from the data lost when the employees are
tricked into visiting fake websites and installing malware. Moreover, malware can penetrate
enterprise infrastructure when strangers connect their phones, laptops, and storage devices to
the network or computers. In addition, as a start-up company, we may have to provide network
access and administration for many people such as freelancers, remote employees, etc. A lot of
risks can happen if there is no mechanism because the decentralization, strict access control,
these can be the risks that can steal important business information or spread the malware.
b) Risks related to the contracts, terms and condition when users register their
accounts
A contract is an agreement between parties on the establishment, performance, and
termination of the rights and obligations of the parties in order to create a basis for the
performance of a specific transaction in business.
For many reasons, for example, not legally strict or has not been given due attention, there
still exist some shortcomings during the drafting of contracts process. It has led to the risk of
making the contract void or making it difficult to enforce the contract. Our company has
evaluated two basic risks often encountered in the process of drafting a contract, namely: the
risk of the contract's validity and the risk of drafting unclear, unclear terms.
In order to protect the benefits of the weaker opponent in transactions as well as ensure the
legality in transactions, the law stipulates that the conditions on the form of the contract for
the contract to be legally valid. Specifically, in some cases, contracts must be made in writing
and must be notarized or authenticated. If the formality conditions are not complied, the
contract may be invalidated, which can lead to the invalidity of the entire contract.

Full- qualified applicants often set a set of critical criteria on remuneration policy, job content
as well as reasonable salary when seeking for a new job. Meanwhile, with startups, it is difficult
to meet the most suitable candidates for their entrepreneurs because of the limited budget, lack
of management experience, shortage of reputation and relationship, etc. For that reason, start-
up company usually recruit interns and fresh graduates instead of looking for qualified human
resources. Although it will save their cost, however, because the quality is not guaranteed
enough, staff is not loyal and the business cannot gain the sustainability. Moreover, start-up
will face with the fact that students will stop collaborating after their internship and fresh
graduates will quit after a few months to a year of learning experience.
Another risk that start-up usually face with is the “timing” factor. Investors often want
businesses to quickly generate profits, therefore, many startups today always aim to make a
profit within 2-3 months after operating. The time pressure is extremely large for startups,
which can lead to an inaccurate decision because they have to face with stress and fatigue. In
addition, the longer the preparation and operation but not creating profit, the greater the number
of capital losses. If the business constantly has to make up for losses, it will be difficult for
them to maintain their system and attract other venture capital.
