WORKING AND PROGRESS
Inspired by the lofty ideals for the betterment of the economic and material well being of the civic
employees, this institution was registered under the Maharashtra Co-operative Society Act in the year 1952. After
having obtained a licence from Reserve Bank of India it undertook Banking Business and opened number of
branches in Brihan Mumbai with and object to inculcate the habit of banking and thrift in the Municipal employees
as also to their credit needs & make all types of banking facilities available to its members and depositors, who are
not only Municipal Employees but are from general public as well since the Bank is open for all.
In the current financial year too Bank has maintained its tempo of progress and therefore
expected to register excellent growth on all fronts. With a view to provide efficient and satisfactory
services to the bank customers, bank has installed core banking software in all its offices i.e. Head
Office, 21 Branches which facilitates all our customers to avail anywhere banking facilities from all its
Branches.
ATM facility is enabled by the bank by installing ATM at 10 locations, Mulund, Sion, Byculla,
Bandra, Parel, Borivali, Nair Hospital, Chembur, Worli, Engineer Hub & Kapurbavdi (Thane).
Bank has installed SMS alert facility to our customers where customers receives SMS for any
transaction on his account and customers are intimated in advance about term deposits maturity.

INFORMATION ABOUT CIVIC GOVERNMENT
Statutory Authorities :
There are nine Municipal authorities that have been charged with the responsibility of carrying
out the provisions of the Mumbai Municipal Corporation Act 1888
(4) Brihanmumbai Electric Supply and Transport Committee (5) Education Committee
Apart from them, as per amendments made in Section 37 (I) of the Mumbai ‘Municipal
Corporation Act, 1888’, provides for the office of the Deputy Mayor in the Mumbai Municipal
Corporation. Section 37 - IA (1) of the ‘Mumbai Municipal Corporation Act, 1888’, respectively, for the
Leader of the Opposition and the Leader of the House, who also enjoy Statutory status. Apart from the
Statutory Committees, the Corporation has powers to appoint Special Committees including Women
and Child Welfare Committee, under Section 38A (1) of the ‘Mumbai Municipal Corporation Act, 1888’.
These committees consist of 36 members each. In addition, as required under Section 38 of the Said
Act, Consultative Committees have been appointed by the Corporation.
By virtue of the Indian Constitution and for the purpose of making Municipal Administration
more public oriented and decentralize powers, seventeen Ward Committees have been established.
Each Ward Committee consists of the councillors representing the electoral wards within the territorial
area of the wards committee, the ward office in-charge of the said wards committee and other
members not exceeding three, nominated from amongst the members of recognized non-government
organization and community based organisation engaged in social welfare activities working within
the area of the said Wards Committee. The main functions of Ward Committees are to dispose of
quickly the matters of local citizens relating to the water supply, cleanliness and other basic civic
amenities, etc; grant administrative approval and financial sanction to the plans for municipal works to
be carried out within the territorial area of the Wards Committee costing upto Rs. 5 Lakhs.
Tree Authority which is mainly concerned with protection and preservation of trees in Urban
area, consists fo Municipal Commissioner (Ex-Officio Chairman), 13 elected Councillors, Chairman,
of Markets and Gardens Committee (Ex-Officio Member) and 10 nominated members. It functions
under the Chairmanship of the Municipal Commissioner. General Manager of B.E.S.T. undertaking is
the Administrative need of the B.E.S.T. undertaking.

Capital Value Based Property Tax System
The Brihanmumbai Municipal Corporation has adopted capital value based property
tax system with effect from 01-04-2010, all buildings & lands within Mumbai Municipal limits are
assessed as per Capital Value System. As per section 154 (1C) of MMC Act, 1888 Capital Value based
u/s 154 (1A) can be revised after every five years. Accordingly, Capital Value was supposed to be
revised in the year 2020-2021.
However, considering the impact of Covid-19 pandemic on Social, Economical conditions, to
reduce the burden on tax payers, Property Tax bills for the period 2020-2021 have been issued same
as of 2020-2021 without any increase. Sub section 154 (1D) has been inserted in MMC Act, 1888 to
defer the revision by one year. Property Tax bills for the year 2022-23 have been issued same as for
the year 2021-22 i.e. without any increase in property tax, subject to amendment in section 154 of
MMC Act, 1888.
Recovery of Property Tax :
Property tax is payable half yearly in advance and property tax bill is served on the person
liable for payment of the same. Penalty is levied upon the unpaid bills & actions such as attachment of
property. Auction sale are initiated for recovery of property tax as laid down under the provisions of
M.M.C. Act. 1888. Capital value of Property and Payable Property Tax along with details of Property is
available on BMC website.
BMC has undertaken Integrated Property Validation Solution [IPVS], 360 Degree project
whereby the property related information has been collected from vendor company at initial survey,
has been validated with data available in Property Tax Department. On validation of the data, the
accepted deviations which were not in the Property tax Net, have been undertaken for further detailed
survey by the vendor company and on receipt of data from vendor company, assessment have been
undertaken with related corrections in Property Tax data of the department.
The capital value system has enabled citizens to calculate their property tax and to make
online payment of property tax. Similarly, the following facilities are available on the BMC. website.

2. Transfer of property in online mode : Available at Property Tax (New) Tab.
Repairs Cess :
The Repair Cess is Leviable on buildings in the city wards only. For this purpose the buildings
have been classified into three i.e.
Category A : The Buildings erected before 01.09.1940.
Category B : The Buildings erected between the period from 01.09.1940 to 31.12.1950 (Both
inclusive).
Category C : The Buildings erected between the period from 01.01.1951 to 31.12.1969 (Both
linclusive).
Note : No Repair Cess is levied on the buildings totally erected on or after 01.01.1970.

Government Tax on Larger Residential Premises (Maharashtra Tan on [Larger] Building ):
This tax is levied on residential premises having carpet area more than 125 Sq.Mtrs, and the
rateable value of more than Rs.1,500/- at the rate of 10% of the rateable value. The work of levy and
recovery of this tax is entrusted to Municipal Assessment and Collection Department. The
determination of rate for levy of M. T. O. B. on capital value is in process.
Theatre Tax :
Theatre tax is levied in respect of Cinema theatres, carnivals and other places of
entertainment per performance or show held there at and to which persons are admitted on payment.
This tax is payable in advance before commencement of each show.
Election Branch :
The Municipal Election Branch is a branch of Assessment & Collection Department and
Functioning for conducting Municipal General / Bye - Election of the Councillors under the powers
delegated by the State Election Commissioner to the Municipal Commissioner under Section 18 A of
the MMC Act.
The General / Bye-Election are conducted for electing directly 227 Nos. of Councillors, one
each from one Electoral Ward and for the particular electoral ward respectively and the tenure of the
corporation comprising of 227 elected Councillors is five years. The last general election was held in
February 2017 and the tenure of the Corporation will expire on 7 th of March 2022 a from 8th March,
2022 onwords, Hon. Municipal Commissioner oppointed as administrator for BMC. The preparation
and conduction election process is a periodical but continuous process of the Corporation.
Independent Departmental Tax Recovery Cell :
The Property Tax of Properties which comes under authorities like Central Government, State
Government, BEST, MHADA. Railway Authority, B. D. D. Chawl and Municipal Properties under S. W.
M. & Market Department, is recovery by this cell..
SEWERAGE OPERATIONS DEPARTMENT
Sewerage Operations Department operates and maintains the sewerage Network, Sewage
Pumping Station, Sewage Treatment Plants (STP) and Waste Water Treatment Facilities (WWTF)
brought in place by Sewerage Projects and Mumbai Sewage Disposal Projects departments in seven
Sewerage Zones of Mumbai City. The sewage is conveyed through existing underground Sewer
Network, collected at various Satellite Pumping Stations, treated at eight different Sewage Treatment
Plants and disposed into nearby Sea/Creaks.
The department is also responsible for repairs and rehabilitation of existing sewer lines. The
department has installed the sewage recycling plants of smaller capacity in the premises of sewage
pumping stations for the reuse of sewage water for non-potable purposes. The department also
provides transport services to various sections of Water Supply and Sewerage Disposal department.
The Department falls under the Budget 'G' of the B.M. C.
Sewerage Operation Department is mainly divided into following sections according to the nature of
work.
I) Main sewer and pipe sewer sections : Conveyance of sewage.
ii) Pumping sections : Collection, Treatment and Disposal of sewage.

iii) Transport sections : Transport section has 314 vehicals using which this section provides
transport service to various sections of W.S.S.D. department.
iv) Civil section: Repairs to sewer lines & civil structures of S. O. Dept.
v) Planning & Construction section : Rehabilitation of Sewer line, rising mains of pumping
stations.
There are seven zones in Mumbai viz. Colaba , Worli, Bandra, Versova, Malad, Ghatkopar, &
Bhandup. Each of seven zones has a terminal sewage pumping station and sewage treatment plant.
The sewage collected through the sewerage network spread all over Seven Zones is conveyed to the
terminal Pumping Station and treatment facilities through a network of sewers and satellite pumping
stations for treatment and disposal.
The sewage treatment plant at Colaba provides tertiary treatment, Worli & Bandra provides
preliminary treatment and then sewage discharged respectively 1.5 km., 3.5km. and 3.7 km. in
Arabian Sea through Marine Outfalls. Similarly, the sewage at Malad is discharged into Malad Creek
after preliminary treatment while from Charkop is discharged into Gorai Creek after tertiary treatment.
The Sewage treatment plants at Versova, Bhandup and Ghatkopar, provides secondary treatment
through aerated lagoons and treated sewage is discharged into Malad & Thane creek.
Mumbai Sewage Disposal Project is constructing new Waste Water Treatment Facilities for
complying revised discharge norms issued Maharashtra Pollution Control Board which are in line with
guidelines of Hon. National Green Tribunal. As a stop-gap arrangement till sewerage operation
department has proposed to treat sewage by bioremediation method.
The main sewer & pipe sewer section undertakes yearly programme for systematic de-silting
and cleaning of the sewer network of Mumbai City for smooth flow of Sewage thereby minimizing the
complaints of sewage overflow on the roads.
To keep the sewer lines in smooth working condition, the sewer lines are periodically
inspected, desilted and cleaned at pre-decided intervals under a systematic cleaning programme to
prevent direct contact with sewage, the cleaning work is mechanized for which various sewer cleaning
is mechanized fro which various sewer cleaning machines/ equipments as detailed below are used
with all safety norms.

The department has three centralized control rooms one each at City, Eastern and Western
Suburb equipped with Power Rodding Machines and other equipments. These control rooms work
round the clock, 24X7 to attend and redress all complaints received pertaining to the sewerage
system.
Any complaint about the non functioning of the sewerage system is registered either with the
concerned ward or with any of the three main sewer control rooms as stated above. The complaints
are also recorded through the M. C. G. M. website or on the central complaint number 1916. Most of
the complaints received are resolved within 24 hours.
The establiment schedule post of Sewage Operation Department has 08 Deputy Chief
Engineers, 22 Executive Engineers, 60 Assistant Engineers, 122 Sub Engineers, 112 Junior
Engineers / Oversears, 3,818 Skilled / Unskilled labour employees. Out of which, present, the above
mentioned works are carried out with the help of, 06 Deputy Chief Engineers, 17 Executive Engineers,
48 Assistant Engineers, 85 Sub Engineers, 66 Junior Engineers / Oversears, 2,076 Skilled / Unskilled
labour employees.

Conservancy Services:
Advance Locality Management (A. L. M.) :- The ALM concept envisages great involvement
and interaction of BMC with neighbourhood groups in the Wards. These groups co-ordinate with the
respective ward office for a better management of civic related issues e.g. garbage, street adoption
etc.
Under A. L. M. some small steps are to be taken as follows :-
1) REDUCE the waste generated and what is generated should be reused and recycled. This
step is more applicable to dry (packaging) wastes.
2) STORE the wet and dry wastes in containers of choice e.g.bins, bags, drums etc. prior to
disposal.
3) DISPOSE OFF the separately stored wet and dry wastes through separate channels of
convenience. Dry waste is disposed through scrap dealers rag pickers and local sweepers is done.
About 260 tonnes of biodegradable waste is composted per day. Monthly meeting are conducted at
ward level.
“Swachh Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana):
1) BMC’s Standing Committee has stop the Dattak Vasti Yojana and sanctioned new sheme
i.e. “Swachh Mumbai Prabhodhan Abhiyan”(Vasti Swachhata Yojana) on dt.16.01.2013 as per
Subject No.27 (dt.09.01.2013) Resolution No.965 and it has been started on 1st April 2013, as per this
the cleanliness of slum area of Mumbai city is started.
2) In view of cleanliness, in this scheme the eligible organization is guiding the local people of
slum areas to keep their area clean. So with the help of local people the organization will keep the slum
area of Mumbai City clean.
3) In this scheme the motto is that the organization which has been appointed from slum area

The second phase of SBM-Urban has been launched by Hon’ble Prime Minister on 1st
October 2021during India’s 75th anniversary of Independence, under Azadi ka Amrit Mahotsav. In the
second phase greater focus has been given on issues such as remediation of all legecy dumpsites,
setting up of Construction and Demolition (C & D) waste plants, procuring of mechanical sweepers,
setting up of material recovery facilities and waste processing plants B. M. C. being the prime
administrative organization responsible for maintaining cleanliness in the city, a concerted and joint
effort has been taken up along with the State and Central Govt. For achieving the desired level of
cleanliness and sanitation under this Mission, the efforts and programs of Solid Waste Management
department have been redesigned accordingly by B. M. C.
Third party evaluationof cleanliness of municipal & private hospitals, hotels, municipal and
private schools, market places and large-scale waste generating residential institutions was carried
out as per the criteria prepared for Swachh Survekshan 2022 by the Ministry of Housing and Urban
Development, Government of India.

Byelaws :- “Greater Mumbai Cleanliness & Sanitation Byelaws, 2006” are framed under
Section 461 (ee) of the Mumbai Municipal Corporation Act, 1888 for regulating all matters and things
connected with the collection, removal and disposal of solid waste. Maharashtra Government has
given approval to these byelaws and same are published under No. BMC/2326/4074/C.R.238/06/UD-21
dated the 14th December, 2006 through Gazette. Continuous efforts are being made by the
Corporation to keep the health of citizens unaffected by keeping the areas of Mumbai City and suburbs
clean. For the said purpose, people are convinced about importance of cleanliness through various
medias and by creating consciousness in them various measures, schemes are implemented. For
this, participation and co-operation of the people, Hon’ble individuals, councillors, various government
/ non-government organization is being taken. Appointment of Nuisance Detectors Squad and Clean-
up Marshal’s by security organizations is made to take penal action on the nuisance creator who
creates nuisance by creating uncleanliness at public places. To do this work more vigorously and
effectively, “Greater Mumbai Cleanliness & Sanitation Byelaws, 2006” are framed. It is necessary and
mandatory for each citizen to follow the rules of these byelaws. Any citizen who violates these rules
and will be eligible for punishment as per the schedule given below :-

Approximately 6500 - 6800 MT. Solid waste of Mumbai City and Suburbs is received at Deonar
and Kanjur Landfill site.
Deonar Dumping Ground –
Deonar Dumping ground is the oldest one, receiving approximately 12% of total waste. Waste
is deposed off at the Deonar Dumping site by conventional method of dumping and leveling. At present
Deonar Dumping Ground is receives about 600-800 M.T. garbage per day.
For prevention of environment of Deonar Dumping Ground and surround premises following
measures are taken-
(1) B. M. C. has provided facilities of spraying of herbal based deodorant regularly on the surface
of solid waste to control insecticides, flies etc. and provide water tankers for control of fire
smoke. In Public health point of view, herbal based deodorant is sprayed on vehicles which
transport garbage at check post.
(2) As well as pipes are installed in dome of garbage for flaring of gases which controls fire
incidents at dumping ground.

(3) In order to control the pollution in and around the Deonar Landfill, the Air Quality Monitoring
and Research Laboratory under the jurisdiction of the Mumbai Municipal Corporation
conducts a monthly survery of the surrounding air. The color, smell, etc. of the water is
surveyed. In addition, noise level surveys are conducted to control noise pollution.
(4) After the successful completion of the project by B. M. C. the pollution in the locality will
decrease and people of the nearby localities will benefit from the health point of view.
5) Tender for 600 M.T. Capacity Waste to Energy Project is awarded and preliminary works of the
same are in progress.
Kanjur MSW Processing Facility :-
As per order of Hon. High Court, Mumbai and Hon. Supreme Court the Government of
Maharashtra handed over a plot admeasuring 141.77 hectares area at Kanjur to B.M.C. on
24.10.2005 for developing MSW disposal site. Out of said 141.77 hectares area, mangroves area
admeasuring 23.36 hectares was retained by the Government of Maharashtra vide notification dtd.
02.04.2012. Hence total land available for kanjur site is 118.41 Ha.
Kanjur MSW Processing facility has received Environment Clearance from State
Environment Impact Assesment Authority Maharashtra (SEIAA) on 05.12.2014 for 65.96 hectares
non CRZ area.
Further, Kanjur MSW Processing facility has received Environment Clearance from State
Environment Impact Assesment Authority Maharashtra (SEIAA) on 29.10.2018 for Scientific
processing of MSW in 52.45 hectares CRZ-III area.
At present, processing of about 4500 TPD of MSW with bioreactor technology and about
1000 TPD of MSW with windrow composting technology is being carried out at Kanjur MSW
Processing facility.
The measures that are being taken at Kanjur MSW processing facility to control the
odour nuisance are as below :-
1. Operator of Kanjur MSW Processing facility is spraying Enzyme based deodorant round the
clock on the MSW received for processing. Due to spraying of Enzyme based deodorant
odour generation from MSW reduces drastically.
2. Operator of Kanjur MSW Processing facility has installed misting arrangement around Bio
reactor cell to reduce foul smell.
3. The gas is also being used for generation of power which is at this juncture utilized for part of
captive consumption. The flaring / utilization of landfill gas helps to reduce odour.
4. Inactive area of Bio reactor Cell is daily covered by the Operator of Kanjur MSW Processing
facility with the help of soil to reduce foul smell.
5. The operator has set up control room to redress the complaints regarding foul smell in the area.
The Ch. E. (SWM) New Project Department report regarding scientific processing on MSW generated
in Mumbai is as below :-
1. Development of Waste to Energy (WTE) Project at Deonar-
The tendering process for Waste to Energy project is completed and the work is awarded to the
contractor. About 600 TPD MSW will be processed scientifically and 4 MW energy will be
generated from this project. LOA is issued to the contractor on 24.12.2020. Feasibility &
capacity for the development of waste to energy (WIE) project at Deonar-Second Phase is
under discussion and Technical Expert Committee is constituted for the same.

2. Project of Dumpsite Reclamation at Mulund Dumping Ground (MDG) in Mumbai by
adopting suitable technology for existing garbage dump-
Work of Dumpsite Reclamation at Mulund Dumping Ground (MDG) has been awarded to the
contractor, commencement of the project is started from 01.10.2019. Contractor has
scientifically processed and disposed off avout 4,35,000 MT of legacy waste till Dt. 31.12.2021
and further work is under progress M/s. MITCON Consultancy & Engineering Services Ltd.
has been appointed as Project Management Consultant (PMC) for this project.
3. Collection, Transportation, Processing & Disposal of Construction & Demolition (C& D)
Waste in Mumbai
The B. M. C. is planning to process 1,200 TPD C & D Waste scientifically. The tender for
Collection, Transportation, Processing & Disposal of C & D Waste is invited on 30.06.2021. On
due date 10.12.2021, there bids are received Scrutiny of the received bids has been
completed and further bidding process is under progress.
4. Scientific processing and disposal of Waste at village Karavale , near Taloja -
Government of Maharashtra has alloted about 52.10 Ha land to BMC at village Karavale (Kh.),
Tal - Ambernath, Dist Thane for development of scientific waste processing facilities. Out of
which about 39.90 Ha Land is private land. Out of 39.90 Ha. government land, the physical
possession of about 12 Ha. Land has been given to B.M.C. on 16.02.2019. This land will be
used for Solid Waste Management Projects of B.M.C. Acquisition of remaining government
land and about 12 Ha. private land is being carried out through Collector, Thane. After
receiving physical possession of the said land, BMC will undertake works for development of
scientific waste processing facilities.
5. Scientific processing of waste at Mulund (E) Near Airoli Brigde -
Government of Maharashtra has allotted about 32.77 Ha. land to B.M.C. at Mulund (E) near
Airoli Bridge for development of scientific waste processing facilities. However, Physical
possession of the land is not yet given. After receiving the actual physical possession of the
said land, B.M.C. will undertake works of development of scientific waste processing facilities.

T. B. HOSPITAL (Sewree) :
The Tuberculosis Hospital Group of the Brihanmumbai Municipal Corporation is the largest
hospital in Asia. Patients with drug sensitive and drug resistant (MDRTB) diseases come to the said
hospital for examination, treatment and admission.
õ Pulmonary Rehabilitation Centre was inaugurated by Hon. Add. Municipal Commissioner
(W/S) Patients who are cured of T.B are given chest physiotherapy.

SETH ATMASINGH JESASINGH BAKEBIHARI MUNICIPAL EAR, NOSE AND THROAT
HOSPITAL, FORT:
Seth A.J.B. Municipal ENT Hospital is a 100 bedded "Specialized Hospital" established in
1964 for the treatment of Ear, Nose and Throat diseases.
The outpatient Department is conducted daily except Sunday and Public Holidays. All
Surgeries of Ear, Nose and Throat are undertaken here. Round the clock emergency treatment facilities
for Ear, Nose and Throat disease are also available here. Comprehensive Audiology and Neuro-Otology
tests are available in this hospital. The hospital also provides Pathology & Radiological services. The
hospital has an-in-house pharmacy which prepares various Ear, Nose drops & preparation.
In the year 2021-2022, 73,626 patients were treated in the outpatient department,911
patients were admitted in Indoor patient department. 738 Major surgeries and 137 minor surgeries
were performed in the operation theatre of Seth A.J.B. Municipal ENT Hospital.
Non-Communicable Diseases :
Objectives of Programmes:
The objectives of NCD program is screening of Diabetes, Hypertension & common cancers-
Oral, Breast, Cervical for early diagnosis and treatment at Primary Level of health care. Public Health
Department of BMC has started services for detection, Treatment and referral for non-communicable
diseases like diabetes & hypertension at all municipal dispensaries taking into consideration the
rising burden of these diseases.

The Mumbai District TB Control Society provides various diagnostic & treatment services

Organisers from Health Dept. of BMC & 492 contractual staff working in the National TB Elimination
Program (NTEP) under the Mumbai District TB Control Society.
Ø Measures taken by BMC for providing TB services:
Diagnosis -
õ Upfront CBNAAT testing - 40 CBNAAT machines at 29 CBNAAT sites & Five Truenat are
offering upfront diagnostic facility for TB.
õ Culture DST laboratory services will be started at Kasturba Hosppital, GTB Hospital Shivdi
and Cooper Hospital by September 2022 and KEM Hospital will be fully operational by July
end.
Treatment-
õ TB treatment is offered through186 Dispensaries & 212 Health Posts & 22 DRTB centres all
over Mumbai and two private DRTB centres. Treatment services are given uninterrupted
even during Covid pandemic.
õ Treatment facility for Paediatric patients started at Wadia & J.J. Hospital.
Appreciation of TB services by the Central TB Division -
The Central TB Division has felicitated Parel TB district with Silver medal and Ghatkopar,

Epidemiology Cell :
Under Public Health Department From 25th April 2007 Disease Control Room Kasturba
Hospital Ward no. 11 has been started here. A fully equipped Epidemic Control Room has been
planned to control communicable diseases like Dengue, Leptospirosis, Malaria, Gastro, Measles,
H1N1 (Swine Plague) etc.
Since Epidemic Control Room has been shifted to F/ South in the year 2020, the Epidemic
Room is collecting patient related information and analyzing the reports from this year to control the
Covid 19 disease.

Key Activities of Epid Cell :
õ Every year Control Room is activated during monsoon on 1st June at Epid Cell and
information of the patients admitted due to communicable diseases at Public Sector
Hospitals and select major Private Hospitals is collected. It is analyzed, complied and then
informed to local M.O.H. to take necessary steps to prevent further cases. Apart from
monsoon period the information about above mentioned diseases is also collected and after
analysis necessary containment measures are taken. This information is also communicated
to higher authorities and to Director Health Services, Maharashtra.
õ Preventive measures for control of Malaria and Dengue are implemented as per the
guidelines of N.V.B.D.C.P. (National Vector Borne Disease Control Programme) of
Government of India.
õ Inter and Intra sectoral coordination with Insecticide Officer and Municipal Analyst and other
stake holders is carried out for keeping the disease situation under control and to prevent
outbreak situations.
õ Along with surveillance of drinking water & hawker's water, surveillance of ice samples from
hawkers, trades & ice factories is undertaken in co-ordination with Municipal Analyst.
õ Prevention and control measures for leptospirosis are implemented with involvement of other
department such as Solid waste management (S.W.M.), pest control officer (P.C.O.), water
and veterinary department with joint action on stables as per the Comprehensive action plan.
õ House to house surveillance for chemoprophylaxis of leptospirosis as per the category of risk
exposure is undertaken by the outreach staff under the supervision of Medical Officer Health
following heavy rains or flood like situation.
õ H1N1 vaccination centers are initiated at all maternity homes, selected dispensaries and
Peripheral Hospitals for vaccination of High Risk Groups as per the guidelines of Government
of India.
õ Mobile Health Unit is attached to Epidemiology Cell which conducts the surveys to point out
prevalence of various communicable diseases from time to time and assist M.O.H. / H.P. Staff
during any outbreak.
õ With advent of Covid 19, EPID Cell played the role of central reporting and monitoring unit.
EPID Cell collects and analyses data pertaining to cases and deaths of COVID-19 in Mumbai
and prepares report about trends, facility availability as well as various field activities like
Contact Tracing, Containment Action etc. as per guidelines issued from time to time. EPID
Cell is responsible for further reporting to media and coordination with state and central
agencies.
Ambulance and Hearse Services :
The Municipal Ambulance services are available round the clock in major Hospitals. Also Ambulance
service under the control of Fire Brigade are provided on charge basis for carrying cases of maternity,
street accident and non - infectious medical patients to the hospitals. The Municipal Corporation
provides Ambulance Service free of charge for carrying infectious patients to the infectious disease

Expanded Programme of Immunization (E.P.I.) :-
Under the Universal Immunization Programme of G.O.I. all children under 05 years of age are
vaccinated against Vaccine Preventable Diseases namely Polio, Diptheria, Pertussis, Tetanus,
Tuberculosis, Measles, Rubella, Hepatitis, Haemophilus Influenza Type -B & Rota Virus,
Pneumococcal Pneumonia. Expectant mothers are also immunized against Td vaccine as a part of
Routine Immunization. Vaccination is done at Municipal Hospitals, Govt. Hospitals, Dispensaries,
Maternity Homes, and Health Posts, free of cost.
As per Guidelines of Central Government of India Pulse Polio Immunization Programme is
implemented in Mumbai for children under 5 years of age, in which one extra dose of polio besides
Immunization is given.
Since 2015, Mission Indradhanushya is being implemented in Mumbai as per the guidelines
of the Central Government to fully vaccinate children who are deprived of vaccination, partially
immunized. Measles Rubella vaccination campaign was successfully conducted in Mumbai from
November 2018 to March 2019 . In which 22 lakh 67 thousand 855 children were vaccinated with MR.
Also Rabies Vaccination is given In 147 Health Institutions, (Rabies Vaccination Centers) in
the Nation. Since, March 2014 all international travellers travelling to polio endemic countries are
given extra polio vaccine and certificate in 06 designated centres in Mumbai. Inoculation against
Yellow Fever is necessary to visit certain countries. The inoculation is available at the Sahar Air Port,
Airport Health Organization C.S.M.T. Airport. For registration Monday to Friday 10:00a.m. to 11:30a.m
and vaccination 12:00 p.m. to 1:00 p.m.
Covid-19 Vaccination programme was launched on 16 January 2021 in BMC jurisdiction, till
date 2,21,47,254 doses were given to the beneficiaries.
International Health Certificate :
Inoculation against Yellow Fever is necessary to visit certain countries. The registration and
vaccination is available at Airport Health Organization (APHO), Mumbai near terminal 2, CSMI Airport,
Next to Ambassador Sky Chef. Sahar, Andheri (E), Mumbai - 400099, on Wednesday and Friday
between 10.00am to 11.30 am.

Registration of Births and Deaths :
The Registration of Births & Deaths in the jurisdiction of the Brihanmumbai Municipal
Corporation is done as per the provision laid down under the Registration of Births & Deaths Act, 1969,
and the rules there under by the Government of Maharashtra. According to the Act, the system of
registration of births and deaths has been uniformly implemented throughout the country. Reporting
and registration of births and still births and deaths has been made compulsory. The Act lays down that
information about live births and still births and deaths should be given to the Registrar (Executive
Health Officer) in the respective forms prescribed for the purpose within 21 days from the date of
occurrence of the event.
Affidavits of two reliable persons along with documentary evidence are required to correct or
cancel wrong birth and death records. The name of a newly born child is entered free of charge within
12 months from the date of registration of the birth of the child. Otherwise it can be entered on payment
of late insertion fees & compounding charges upto 15 years of age.
At present, citizens can obtain Birth and Death certificates as per procedure by applying in
prescribed format and paying necessary charges at the Civic Facility Centres of BMC wards.
Registration of Nursing Homes under Bombay Nursing Home Registration Act 1949 :
Private Nursing Homes, including Maternity Homes etc. are required to be registered with the
Corporation, as per the Bombay Nursing Home Registration Act, 1949 and the Rules framed there
under.
Change of user is necessary from competent authority. For Registration / renewal of Nursing
Home, process is made online. And now Fire compliance certificate is mandatory for Nursing Home.
Licensing of Nurses Establishment :
Nurses establishments require License under the provisions of the Bombay Nurses,
Midwives and Health Visitors Act, 1954 and the Rules and Bye Laws framed thereunder. The license is
issued on application and payment of prescribed fees to the respective Ward M.O.H.
Marriage Registration :-
The work of Marriage Registration is carried out in A to T ward offices of Public Health
Department, B.M.C. since 5th March 2010. From March 2016 For marriage registration citizen has to
go Civic Facility Centre (CFC) of the respective ward office personally or he can avail facility of online
procedure by visiting website i.e. www.portal.mcgm.gov.in.
Regulation of the places for the disposal of the dead :
Cemetery :
õ Under section 61 (e) of the Mumbai Municipal Corporation Act, 1888, it is the binding duty of
the BMC to dispose of the bodies in Mumbai and to regulate the space for them.

õ Out of 52 Hindu cemeteries, 10 are composite cemeteries. Funeral services are available for
Hindus, Muslims and Christians in this cemetery. In Mumbai free firewoods are provided at
both BMC and Private cemeteries from 01.08.2008. Also, in municipal and private Muslim
cemeteries wood plates are supplied free of cost.
õ In order to avoid wastage and pollution of firewood, as a self-sufficient alternative to fuel,
traditional firewood pyres and electric furnaces are being converted into PNG gas cemeteries
at the Hindu Cemetery.
õ At present 10 crematoriums have Electric Crematorium & 13 Crematoria have gas
Crematorium.
õ Briquettes: -
14 cemeteries have been identified on a sponsored basis to use Briquettes Biomass-Agro /
Tree Waste Wood as an alternative fuel instead of wood for cremation. So that the
environment is not degraded. Air pollution can also be avoided.
Permission for removal of dead bodies outside city limits :
Permission for removal of dead bodies outside Greater Mumbai limits is issued at the office of
the Executive Health Officer between 10.30 a.m. to 5.30 p.m. on week days and first and third
Saturday and also in the office of Medical Officers of Health between 8.30 a.m. to 11.30 a.m. and 3.00
p.m. to 5.30 p.m. on week days (except Saturday afternoon).
In case of removal of dead bodies by motor vehicles to places which can be reached within 24
hours after death, permission is issued at the Municipal Hospitals in Greater Mumbai, if the death
occurred therein.
Such permission is also issued during non working hours and on Sundays and holidays by the
Medical Officers of Health and in the peripheral hospitals under the Health Department.
This hospital is authorised to grant permission for transit of dead bodies out of Mumbai by
motor vehicle to places which can be reached within 24 hours.
In addition to the Executive Health Officer, Deputy Executive Health Officer, Assistant Health
Officers, and Medical Officer of Health of Wards can give permission for re-opening of family graves
for fresh burials is granted by the Assistant Medical Officers on emergency duty in Kasturba, Bandra
Bhabha, Kurla Bhabha and Bhagwati Hospital.
Rashtriya Bal Swasthya Karyakram :-
National Child Health Program (RBSK) is being implemented in Brihanmumbai Municipal
Corporation from December 2017. For that purpose, 26 mobile teams are working at the departmental
level of the Municipal Corporation and their appointment has been made in Anganwadi and various
schools of the department. Under this program, medical health check-up for boys and girls in the age
group of 0-6 years is done twice a year and medical health check-up for boys and girls in the age group
of 6-18 years is done once a year for free. The objective of this program is to provide early diagnosis
and treatment of physical disabilities, physical nutritional deficiencies, physical developmental delays
and various diseases in children of the above age group.
Minor ailments of patients in the above age group are treated. Like in the preliminary
examination, weight, height, head circumference, waist circumference, BMI, Body Mass Index, eye
examination, nail examination, checking whether the heartbeat is working properly, parent
counselling etc. Medicines Paracetamol (syrup), T.PCM. Citrizine (tablets), Albendazole Tablets and
Zinc Syrup, O. R. S. Metrogyl tablets, folic acid (syrup) etc. Medicines are given.

Pediatric patients with major illnesses are referred to Brihanmumbai Municipal Corporation
and private hospitals as per MOU. Under it, various surgeries like heart surgery, eye surgery,
Orthopedic Surgery, Kleptlip, Kleptpalat etc. are done free of charge and all the related documents are
kept by the chief surgery department, Lo. T. are certified by the medical college and hospital and after
the surgery the charges of the said hospitals are paid as per the amount determined by RBSK Model
Costing.
Drug-de-addiction Centre :
Drug-De-addiction Centre is situated at Bhardawadi on 2nd Floor, Andheri (West) Mumbai-
400058 is 20 beds Hospital. The detox center provides detoxification treatment for various types of
addiction such as alcohol, opium, hashish, marijuana, sleeping pills, snuff, MD, amphetamine,
tobacco ect. The following services are available in this center.
1. Inpatient Department: in this centre only male patients above 18 years of age are admitted
for15 days for detoxification treatment on various types of addictions. During this period, free
tea, snacks, milk and meals are regularly provided to the patients. Sports like television,
carrom, chess etc. are available to entertain the patients.
2. Outpatient Department: Every day from 9 am to 12 noon (excluding Sundays and Public
holidays) patients with various types of addiction are regularly treated in the outpatient
department. Patients with brown sugar addiction are given free OPIOD SUBSTITUTION
THERAPY.
3. Counselling: outpatients as well as inpatients and their families are counselled from time to
time.
4. Blood test: different types of blood tests are done at reasonable rates of all the patients before
admission in the hospital.
5. Spiritual Meetings: Alcoholics Anonymous. Narcotics Anonymous meeting are held for the
patients admitted in the inpatient department. Also the families of the patients are guided to
participate in the Family Anonymous and AI- Anon meeting.
IMPLEMENTATION OF PRECONCEPTION & PRENATAL DIAGNOSTIC TECHNIQUE ACT :
PCPNDT Act is implemented by BMC since year 2001 as per instruction of Government of
Maharashtra, Government of India to stop female foeticide and improve female sex ratio. For
implementation of PCPNDT Act, M.O.H. appointed as appropriate authority in each ward. For Mumbai
District PCPNDT Advisory committee is appointed and meetings are conducted every month. Under
this act, registration of Genetic Counseling Centre / Genetic Laboratory / Genetic Clinic / Ultra
Sonography Clinic Imaging center and Infertility clinic is necessary.

Janani Suraksha Yojana (J.S.Y.) :
Janani Surksha Yojana (JSY) is a safe motherhood intervention under RCH-II programme
which is being implemented with an objective of reducing maternal and neonatal morbidity and
mortality by promoting 100 % institutional delivery among the pregnant woman. Under this scheme
monetary assistance of Rs.600/- is given through PFMS (Public Finance Management System) post
delivery. The Benefit of this scheme is given to pregnant woman whose age is 19 and above and
belongs to SC, ST and BPL Category.

Total number of patients taken benefit of Janani Surksha Yojana from April - 2021 to March
2022 is - 7,784.
Maternal Deaths :
Since the year 2010, as per the government orders of the Central Government, "District-Extra
Quality promise Committee" has been constituted to reduce the maternal mortality rate and provide
excellent quality services to pregnant women. Accordingly, all hospital deaths must be reported to the
office of the Special Officer, Family Welfare within 24 hours.
In hospitals were more than 1000 babies are born, a maternal mortality review meeting should
be held and the minutes of the meeting submitted to the Department of Special Officer, Family Welfare.
All maternal deaths are investigated every month by the "District Level Quality Assurance
Committee" and instructions and guidelines are prepared and sent to all according to the errors noticed
in the said committee meeting. So care can be taken that there is no negligence in such cases and no
repetition of such acts and necessary instructions are made by preparing guidelines in this regard.
District Level QAC will investigate all maternal deaths on a monthly basis.
Total maternal deaths reported in Mumbai from April 2021 to March 2022 -192.(Mumbai 97
and MMR 88 out of Mumbai 95 and MMR 78).
Family Welfare Programme :
The Family Welfare Programme is a national programme sponsored by Central Govt.
implemented by Brihanmumbai Mahanagarpalika through the office of Special Officer (FW). Under
this programme following services are provided free of cost.

is accredited as Training Centre for NSV (No Scalpel Vasectomy) Technique.
National Family Planning Compensation Scheme :-
In case of failure/complications/death after vasectomy surgery, compensation is paid to the
patients/ heirs as per the policy of Govt.

Dadar, The Chemical and Microbiological analysis of Food and Water samples is done in the
laboratory using advance analytical instruments and techniques.

are sent within 24 hours by E- mail to the related authority for taking further action on unsafe
water samples location.
õ As per the directives of Hon. Municipal Commissioner under special drive of surveillance
department to prevent water borne diseases, water samples and ice samples are collected
from Hawkers, street food vendors, Juice Center, ice factory etc. by Medical Officer of Health
(MOH) are daily sent for bacteriological analysis. The ice water is analyzed for potability. The
analysis reports are sent by E-mail to the related authority for taking further action on unsafe
samples.

increased among citizens.
B.M.C. implementing family welfare programs since 1964. The main objective of this program
is to counsel and give education to eligible couples about importance of small family norms and help to
control the population by decreasing birth rate. Various Health Program activities under Reproductive
& Child Health -II, like projects Janani Suraksha Yojana, Janani Shishu Suraksha Karyakram,
Expanded Program of Immunization, Vitamin A & De-worming drive, Rashtriya Kishor Swasthya
Karyakram, Family Planning & National Urban Health Mission are being implemented under Family
Welfare and Mother & Child Health services are made available. These program are implemented
through 03 Bureau Offices, 212 Health Posts, 04 Medical Colleges and Hospital, 05 Special Hospitals,
16 Peripheral Hospital, 29 Maternity Homes and 01 Mother & Child Hospital. Pradhan Mantri
Surakshit Matrutva Abhiyan, Pradhan Mantri Matru Vandana Yojana.
Public Health Department of BMC has established 212 health posts providing basic primary
health care services in the nearby vicinity of the H.P./U.P.H.C. Each Health posts caters to
approximately 50,000-60,000 Population were One Assistant Medical Officer, One Public Health
Nurse, Four Auxiliary Nurses and Midwifes (ANMs), Two Co-ordinator and Twenty CHVs (Community
Health Volunteers) / ASHA (Accredited Social Health Activists) is working.
Through these health posts 0 to 5 years of child vaccination is done by various health
services are being provided including immunization (P.P.I. & I.P.P.), Vitamin A and De-worming drive of
children between 09 months to 06 years, adolescent health services, antenatal health checkups with
promotion of institutional deliveries, postnatal follow up, providing family planning services to eligible
couples, motivation of eligible couples for permanent methods of sterilization who have completed
their family. Also, to conduct disease surveillance, epidemic survey and necessary control measures
for same. Every health post conducts baseline and follow up survey of the population allotted to
respective health posts and update the health profile of that area. All National Health Programs are
implemented through H.P./U.P.H.C.
Maternity Homes :-

Maternity homes provide pre-natal check-up, post-natal services for pregnant women. Also
family welfare and contraceptive services, newborn and pediatric check-up, gynecological check-up
and sonography etc. Facilities are provided. Under it, pregnant women are given the benefit of Janani
Suraksha Yojana, Janani Shishu Suraksha Program, Pradhan Mantri Surkshit Matrutva Abhiyan etc.

INSECTICIDE BRANCH
Vector Control
Mumbai is the pioneer city where Vector Control for prevention of Vector Borne diseases is dealt
with professionally since 1923. Main function of Insecticide Branch of Public Health Department is
control of Malaria vector Mosquitoes, Dengue and Chikungunya vector mosquitoes, Filaria vector
(nuisance) mosquitoes, Fly control & Rodent control.
Anopheles stephensi is the only vector which transmits Malaria in Mumbai. To control the malaria
vector (An. stephensi) under the anti-malaria campaign, source reduction i.e. removal of disused
containers / odd articles, filling up of depressions etc. Engineering methods i.e. mosquito proofing of
wells and tanks etc., Introduction of larvivorous fishes under biological control method & as a last
recourse use of insecticides and fumigation is done. Legislative (Legal) action is used to implement
the above mentioned strategies as a part of integrated vector management. Effective control
measures are carried out by early action to control the An. stephensi breeding places. ‘Mumbai
Mantra’ - a five point program is implemented in Mumbai since year 2011. This program is highly
successful and number of malaria cases in Mumbai has reduced considerably.
Dengue and Chikungunya vector, Aedes aegypti mosquitobreeds in domestic and peri-domestic
containers i.e. Drums, Tyres, Scrap Material, Tins, Cans, Flower Pots, Dishes kept below the Flower
Pots, Artificial Ornamental Fountains, Feng-shui Plants, Coconut Shells etc. Therefore, above
mentioned temporary domestic and peri-domestic containers are either removed destroyed or they
are emptied and refilled at least twice a week. General public is made aware of source reduction to
control dengue by above mentioned measures. Sensitisation of office bearers of Housing Societies,
Commercial Buildings, Schools and Industrial Estates is done through awareness programmes.
Massive awareness programs are also taken up in slums when anti-larva measures along with
fogging is done.
Nursance (Culex) mosquitoes are controlled by insecticied spraying in covered storm water
drains & nallahs and by means of fogging, if spraying of larvicides is not possible. Channelization of
nallahs and removal of water hyacinth are some of the measures adopted to control culex mosquitoes.
Rodent control and fly control programs are also carried out in all 24 wards of B. M. C.
Pest Control treatment like antilarval measures and fumigation, if demanded in private premises,
is given by the B. M. C. agaubst payment of charges by the owner.

Veermata Jijabai Bhosale Vanaspati Udyan & Zoo is kept open for the visitors from 9.30 a.m. to
6.00 p.m. The ticket window closes by 5.15 p.m.
The said Udyan-zoo is kept closed to public on every Wednesday for weekly off. However as
per the Corporation Resolution No. 1319 dated 30-11-2002, if there is a public holiday on any

situated at Chembur (East) adjacent to “M/West” Ward Office of Municipal Corporation of Greater
Mumbai. The said swimming pool is reopened for the members from 11.09.2018 after completion
of the renovation work. The said swimming pool is as per the Olympic size of 25 x 50 meters. Diving
pool size is 18.10 x 12 meters and Kids pool size is 16 x 8 meters. The Swimming pool is open for
members from Tuesday to Saturday in 8 batches daily (2 batches for ladies only), each batch for 45
minutes and on Sundays and Public holidays it is open for half day in 5 batches (1 batch fro ladies)
only. At present the pool has 5,500 members.” Online membership registration is started from

“Mahakavi Kalidas Natya Mandir” is situated in the Complex which is second biggest A/C
Auditorium having seating capacity of 1,313 seats meant mainly for Marathi dramas and other
programmes. Here also Lawn Tennis, Squash and Gymnastic sports activities were opened fro
the members. Open Space is used for marriages, conferences, satsang and other programmes.
Excellent food facilities are provided through canteen for the benefits of members and various
Artists who gathered at the time of programmes. In addition to that open ground and two big hall
with Air-condition facility are provided on rental basis.
In the year 2005-2006 the following main Sports / Programme / Seminar were held at

were feliciated in the progamme Savitrichya Leki held at Mahakavi Kalidas Natyamandir on
8.3.2006. Akhil Bhartiya Marathi Natya Sammelan was also held in Mahakavi Kalidas Natya
Mandir from 13th to 17th June 2018.
Kumari Vaishnavi Iyyer, Member Badminton Game received Runner up medal at All India
Badminton Junior Ranking Tournament (Girl Under18 yrs.). Kumari Rucha Kadlag, received
first prize in District Level Badminton Tournament (Girls under 18 yrs.). Kumari Purva
Kulkarni, stood second in the State Level School Badminton Tournament (Girl under 19 yrs.).
Kumar Hitansh Chauhan (Under 10 yrs. Boys) stood first in State Level Badminton
Tournament. Kumar Manpreet Talwar (Boys under 17 yrs) stood second in the District Level
Badminton Tournament. Free Library facility has been started for the Members of the Complex
and Senior Citizens.
Priyadarshini Indira Gandhi Kreeda Sankul has newly started facilities like artificial football turf,
lawn tennis, cricket, archiery, multipurpose games facilities also. Football facility newly started in
the Complex. Members of swimming pool, badminton, gymnastic has shown tremendous
performance in district, state and national level competitions.
(6) Shahaji Raje Bhosale Kreeda Sankul, J. P. Road, Andheri (West) : “Shahaji Raje Bhosale
Kreeda Sankul,” Andheri (W) was built by Mumbai Municipal Corporation in the year 1988, to
provide excellent sports and cultural facilities to the citizens residing in the Western Suburb of
Mumbai. Management and maintenance of the Sports Complex is entrusted by B.M.C. to
“Brihanmumbai Kreeda Ani Lalitkala Pratishtan” Trust. The Trust is managed by Board of Trustees
consisting of Mayor as Chairman, Municipal Commissioner as Dy. Chairman and V.I.P. dignitories
from various sports and cultural fields as members.
A) Sports Training Centre : We have an Olympic standard Indoor Games hall which provides
games like Badminton, Table Tennis etc. In Diwali and Summer vacations, sports and cultural
activities like Swimming, Karate, Yoga, Aerobics, Skating, Dance, Drawing etc. are provided to the
outstation students and other people. In the Sports Training Centre building various competitions
of the games like Chess, Carrom, Weight Lifting, Power Lifting, Badminton Etc. are conducted at
various levels like Inter-Schools, Inter-Collegiate, Inter State and an International. There is a
Lecture Hall providing about 225 chairs and a stage with a podium. There are 3 other halls which
are used for meeting, conferences and small functions, etc.
In addition to this, excellent lodging arrangement consisting of 56 rooms, of which 28 rooms
are fully furnished A/C. Residence facility provided to NDRF. Excellent food facilities are provided
through canteen for the benefits of members.
B) Swimming : We have an Olympic standard swimming pool, wherein thousands of people
have acquired expertise training in swimming, under the able guidance of trained coaches. We
have trained national as well as international Standard of players, Advanced training batches and
also diwali and summer camps are arranged for the members. Various levels of competitions like
District, State, National, International level and also for disables are conducted in the swimming
pool. Next to the swimming pool there is an Art Gallery named ‘Dinanath Dalal Kaladalan’ for
upcoming artist to demonstrate their art to the public in a very reasonable rate.

C) Open Air Stadium : In the Open Air Stadium there is a International Level Football ground
covered with natural grass provided with facilities like Players Changing Room, Medical Room,
Toilets, Office Refree Room, Anti Doping Room, Highmast, Store Room, Match Commissioner
Room, Press Conference Room etc. In the Open Air Stadium football matches will be held like
District, State, National and International levels. In Open Air Stadium is an articial turf football
ground connected with natural grass football ground. There is an independent space for jogging
members. In future there is a proposal for different activities in the stadium.
Open Space in the Tennis Ground is used for Marriages, Conferences, Satsang, Culture and other
small Programme.
Facilities which are conducted by pratishthan gives 50% rate concession to the Senior Citizens
and School students who cannot afford private clubs. Free library facility has been started for the
members of the Complex and Senior Citizens.
(7) Shri Murbalidevi Swimming Pool & Gymnasium : Dahisar was constructed by the Deputy
Chief Engineer (Building Construction) on dated 17.09.2016 and it has been inaugurated by
the then Hon’ble Chief Minister, State of Maharashtra and started to the for the citizens of the
area through membership registration. There is a 25x15 mts. long swimming pool and a well
equipped gymnasium. Approximately 1200 to 1300 members enjoy swimming and gymnasium
every year at this place. Office and operational work is done entirely by the contractor at this

2) Traffic Engineering
The work of Traffic Planning & Traffic Co-Ordination department is carried out under the control
of Dy. Chief Engineer (Traffic) who works under Chief Engineer (Roads & Traffic). This office also look
after the matters pertaining to prescription of regular line Road, design and construction of traffic
islands, Providing & Fixing Signage works. Also, this office scrutinized and approves parking layout
proposals received from Building proposals and Slum Rehabilitation Authority. This office also look
after the work of The signal maintenance along with new signal installation work.
This office prepares policy for providing street light on newly constructed roads as well as
improvement of existing street lighting & making co-ordination with all Ward offices to get the above
works done through three service provider electric companies viz. BEST, Adani Electricity & M.S.E.B.
Co. Ltd. The budget provision for the same is made by traffic department.

3) Parking Policy
In order to avoid traffic congestion due to unauthorized parking on roads tender procedure has
been initiated for execution of on-street and off-street parking schemes. Out of 69 pay & park schemes
on roads contractors have been appointed for 44 sites to start pay & park scheme. Similarly
contractors have been appointed to operate of 29 Public Parking Lot and out of 32 Public Parking Lot
which have been handed over Brihanmumbai Municipal Corporation under DC Regulation no. 33 (24)
of 1991 and Regulation No. 33 (18) of DCPR 2034. There are 29 nos. of amenity parking places
handed over to Brihanmumbai Municipal Corporation
4) Parking Authority
As per the recommendations in DP and provision in DCPR-2034, creation of Parking Authority
is initiated by B.M.C. for regulation and management of parking in Mumbai. This Parking Authority
shall decide the Parking Charges in various regions / zones in Mumbai. Accordingly, committee has
formed to create the Parking Authority.
M/s.Tata Institute of Social Science (TISS) is appointed to collect the information and GIS
mapping of various parking locations for this authority. Under MPA it is proposed to implement pilot
project in G South, D, K West and S Wards.
5) LED Lights
B. M. C. has started the implementation of fixing LED street lights in 2020-21. There are about
1,41,145 Sodium vapour lamps in Mumbai out of which 1,36,379 conventional lamps have been
replaced by LED. It is proposed to complete balance 4,766 LED lights in Mumbai for year 2022-23.
This causes more savings in energy bill. This savings in energy will go up as more lights will be
converted to LED. The budget provision for LED conversion is Rs. 05 crore for the year 2022-23.
6) Traffic Signages
B. M. C. has invited tender for modern signages with upgradation of signages for major road
networks for 200 km. Further B. M. C. is planning to invite zonewise tender for signage work in all
seven zones in the year 2022-23.
7) Initiative on Road Safety & Black Spots
There are 39 Black Spots in Mumbai, out of which 17 black spots are under B.M.C. jurisdiction.
For long term measures in road accident prone B.M.C. road area, this office has appointed consultant
M/s. Bloomberg Philanthropis for 11 Black Spot. Out of 11 Black Spots, M/s. Bloomberg has submitted
the report of 10 Black Spots. This report forwarded to concerned Dy. Ch. Eng. (Roads) Department to
take long term measures accordingly. Further the office Dy. Ch. Eng. (Roads) Planning department to
appoint the consultant for the remaining 7 black spots.
8) Area Traffic Control (ATC)
At present 258 Signals in Greater Mumbai has already been converted into fully adaptive
automated Signal System and they are working satisfactorily. The maintenance of remaining 395
conventional system and 208 flashing beckons are carried out properly.

According to rules & regulations of the corporation and as per section 479 of Mumbai
Municipal Corporation Act 1888, licences for trades and storages are granted. Under section 471 of
Mumbai Municipal Corporation Act, the person trading and storing unauthorizedly are fined. Further if
unauthorized trades and storages are dangerous to lives of citizens than after under section 394(4) of
Mumbai Municipal Corporation Act the goods will be seized. Legal action taken against unauthorised
production and storage of inflammable, dangerous & hazardous chemicals. Sometimes seizure
action against such production and storages taken under section 516 AA of Mumbai Municipal
Corporation Act with the help of Police.
“SAP SYSTEM” has been adopted by the Municipal Corporation of Greater Mumbai for
computerization with effect form 1st April 2007, to grant licences wherein licences are being issued
under section 394 as per checklist and renewed on yearly basis. Service to grant new licences &
renewal of licences under section 394 have been made online.
2) Control on projections :
Stall Boards, showcases, projections projecting on the Municipal Roads/ Footpaths are
being controlled under section 313 (1)(B) (C) of Municipal Corporation Act, 1888. In this regard if
shop owners produce documentary evidence of ownership of shop premises then permission granted
for showcases, over hanging awning, rolling shutter, box etc. and renewed on yearly basis. Online
services are provided to grant new licences and renewal of services to grant new licences and renewal
of licences under section 313 (1)(B) (C) have been made online.
3) Control on Squatters and Hawkers :
The Street Vendor’s (Protection of Livelihood and Regulation of Street Vending) Act, 2014
has been published by Central Government on 01.05.2014. As per Section 36 (1) of said act
Government of Maharashtra published rules viz. Maharashtra Street Vendors (Protection of
Livelihood and Regulation of Street Vending) (Maharashtra) rule on 3rd August,2016. Subsequently,
the scheme under section 38(1) has been published by State Govt. of Maharashtra on 09.01.2017.
Viz. Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme - 2017.
As per the direction given in the Maharashtra Street Vendors (protection of Livelihood and
Regulation of Street Vending) (Maharashtra) rule - 2016, and Street Vendors (Protection of Livelihood
and Regulation of Street Vending) Scheme 2017, Town Vending Committee has been constituted
under the chairmanship of Municipal Commissioner and necessary approval has been obtained from
State Government of Maharashtra, Considering huge area of Mumbai, 7 Zonal Town Vending
committees are also constituted at Zonal level under the Chairmanship of Zonal Deputy
Commissioner. The necessary steps have been taken by the Zonal Town Vending Commitees for
implementation of Street Vending Act, 2014.
Presently Encroachment Removal Action are being taken under section 314 (C) of
Mumbai Municipal Corporation Act 1888 against unauthorized hawkers squatting on more than 1mt x
1 mt. Area, obstructing pedestrian way and blocking the enterance of shops and Residences on
Municipal footpath / roads except Licensed Hawkers.
As per orders given by Hon’ble High Court in WP 652 of 2017 Dt. 01/11/2017, 150 meters from
railway stations are kept hawkers free.
As per the requisition of all wards, additional 76 vans are provided to all 24 wards for hawker’s
removal action.
4) Advertisements :
Municipal Corporation of Greater Mumbai has formulated revised Policy Guidelines on 10th
January, 2008 to enhance the aesthetic beauty of Mumbai City by modifying the earlier Policy
Guideline 2000 on the grant of permission for display of sky signs and advertisement under section

328 and 328A of Mumbai Act 1888. The aim is to improve the quality of advertisement at par with
international standard. Specific clauses in respect of size of hoarding; structure and distance
between two hoardings are included with a view to increase aesthetic beauty of Greater Mumbai
Taking into account the public safety, restrictions are imposed on erecting one upon one hoardings as
well as clubbing of hoardings and ordered removal of all projections of the hoarding on footpath/Road
or outside the building line.
Considering the various issues and opinion of the public as relating to mushrooming number
of advertisement and likely damage to buildings due to hoardings on its terrace / rooftops. etc. it is now
decided that no new hoardins will be permitted on rooftop and terraces and minimum distance between
two hoardings on poles shall now be 100 mtrs. instead of 20 mtrs. New hoarding shall not be permitted
on religious places, Structures / buildings in Heritage Precincts and heritage importance as per D.C.R.
Rule 48(3). In crematorium / burial grounds the hoardings permission if parallel to road. Considering
the interest of public safety, no new permission for hoarding shall be granted or renewed without proper
scrutiny of Structural Stability Certificate of building from Municipal Licensed Structural Engineer.
There is no permission for display of Political Banners, Birthday Greeting, Anniversary
Greetings, etc. on Mumbai Roads, and footpath hereafter as per Hon’ble High Court’s orders.
The, unauthorized Banners, Posters, Cut Out etc. displayed on Roads and Footpath in the city
of Mumbai are being immediatly removed by the Encroachment Removal section of Licences
Department with the help of Advertisement inspectors working at ward level.
As the tenure of Policy Guideline prepared in the year 2008 was for 10 year, a revised modified
Policy Guideline is prepared in the year 2018-19 and the said modified Policy Guideline of
Advertisement is sent to State Government for its approval.
COMPLAINTS AND EMERGENCIES
Lodging Civic Complaints : Citizens may lodge their complaints with the concerned Assistant
Commissioner or Complaints Officer of their respective ward.
An online complaint of emergency nature, such as severe drain chokes, dangerous
buildings, house collapse, citizens should contact the Central Control Room at Municipal Head Office
on helpline i. e. 1916 .
Complaints regarding shortage of water supply, broken service pipes, misuse of fire
hydrants may be communicated on the following Telephone Nos: for City : 23695835, 23678109
(Malbar Hill), for Eastern Suburbs : 25153258 ,25153272 and for Western Suburbs : 26146852,

A day & night Control Room has also been established at the Municipal Head Office. (Tel. Nos.

Fire Services :
All emergencies of the fire and also house collapses, train accidents, motor accidents etc.
where life is endangered are attended by the Fire Brigade Department, whose services are free in the
Municipal Limits of Brihan Mumbai. In case of emergencies, the services of the Fire Brigade can be
summoned on Tel. No. 101 and also on Telephone No. 23085991-4. The caller should particularly give
the details in respect of name of the street and the building, brief details of the incident and the
telephone number from where the call is made. Since the emergency, calls are attended to only after
varifying the call, it is advised that the caller should keep the telephone free for a short while and
remain nearby to enable the Fire Brigade Control Room to confirm the call by dialing back.

DISASTER MANAGEMENT & CENTRAL COMPLAINT REGISTRATION DEPARTMENT
The 'Disaster Management Department' (DMD) was setup in 1999 at the Municipal Head
Office to tackle disasters in Mumbai. Now department is upgraded with modern equipments situated
at second floor in BMC Head Office.
This Department works round the clock on all 365 days of the year and is provided with
the following facilities.
1) Five Direct Telephone Lines, 2) 55 M.T.N.L. Hotlines & PRI line, 3) assigned with short digit code
1916 for Civic complaints & Emergency Help, 4) Wireless set Installed at 53 various locations (VHF),
5) 60 Nos. Automatic Weather Stations (AWS) installed at various location in Mumbai City and
Suburbs, 6) Facility of Video Wall streaming live feed more than 50308 Nos. of CCTV cameras
installed by Mumbai Police, 7) Library : A library facility is available with the books related to Disaster
Management, Emergency Plans, SOPs, Case Studies etc., 8) Conference Hall : Conference hall
having seating capacity of 60 for media briefing and Disaster Management related meetings.
The following types of complaints are registered in this Disaster Management Department.
