In 2019, the Center for Local and Constitutional Reform (CLCR) formerly Center for
Federalism and Constitutional Reform (CFCR) conducted a nationwide advocacy campaign
on Constitutional Reform (CORE). The regional activities involved Youth Convention wherein
young people from each region where able to participate in discussions, workshops, and
various competitions that enabled them to know more of the proposed amendments and share
their knowledge with others in their locality.
This has been sustained in the following years, however due to the limitations brought by the
Covid-19 pandemic, the CLCR was compelled to adjust the activity and migrate into online
platforms. Despite the challenges in 2020-2022, the CLCR was still able to successfully
conduct online regional orientations and competitions such as Song Writing, Short Film, Digital
Poster Making, Essay Writing, Debate, and Tiktok challenge. Through these activities, an
increased number of young people were able to know more about the proposed amendments
and other advocacy and projects of the Department which also led to more digital presence of
the campaign.
Currently, the CLCR-PMO focuses on Local Governance Reform which includes, but not
limited to Decentralization, implementation of the Supreme Court-ruling on the Mandanas-
Garcia cases (Full Devolution), Futures Thinking/Strategic Foresight, local government and
economic reform, and review of the Local Government Code of 1991 (LGC) and other related
laws.
As such, the CLCR-PMO is planning to conduct once again an orientation on the role of the
youth in the development of our society and nation, underlining ways on how they can support
their respective Local Government Units (LGUs) in the implementation of Optimal Devolution
and other government projects towards Bagong Pilipinas where we will have a better,
sustainable and a future-ready local governance. This year, the CLCR-PMO envisions the
conduct of competitions on Song Writing, Short Film, Essay Writing, Digital Poster Making and
Tiktok Challenge with the theme “Bida ka Kabataan para sa Bagong Pilipinas”.
In the previous years, these various competitions garnered a nationwide youth participation
and involvement despite the challenges brought by the Covid-19 Pandemic. These
competitions showed the enthusiasm of the Filipino youth in showcasing their craft while
actively engaging with the government and the Department’s campaign for regional
empowerment. Furthermore, these competitions are anticipated, especially in the Regions,
since the youth tends to engage more on active and lively activities whether physical or virtual.
The output of this activity will be of great use for the campaign, both national and regional as
the CLCR proposes that the outputs be used as materials for the campaign, giving credit to
the active youth participation in the process. Moreover, winners will be announced during the
awarding ceremony in San Fernando, La Union (venue to be announced) and will be posted
on the DILG’s online platforms.
1. The Supreme Court (SC) ruling on the Mandanas-Garcia petition is another decentralization
milestone in the continuing journey towards genuine local autonomy and empowerment. The
ruling clarifies the just share of LGUs from all national taxes to ensure fiscal decentralization.
3. The National Government is committed to improve the Local Government through various
studies focusing on amending the Local Governent Code of 1991 in order to have a
sustainable and optimal local governance.
This activity will highlight the involvement of the youth in bringing forth change and gear them
to be future-ready individuals towards strategic action. Through this activity, youth will be
enlightened on the efforts of the Government on empowering local government and to have a
sustainable and future-ready governance. This will also provide the youth with an avenue to
showcase their craft and imaginations, which will ignite more of their commitment in public
service.
Objectives:
1. To engage the youth and tap their creativity on the topic of Local Governance Reforms
and Futures Thinking;
2. To involve the youth to be part of the Government’s effort to empower local government
through Devolution, LGC amendments, and other projects and activities;
3. To encourage the youth to be a future-ready and to be involved on LGU projects and
activities which involves the general welfare; and
4. To collate outputs to be used as information dissemination materials

• Virtual Orientation and Competition: All Filipino Youth ages 18-30 years old (based on
Republic Act No. 8044) including Youth Organization Leaders, Students, and SK
Leaders and Members.
• Awarding Ceremony: 150 participants including guest speakers, DILG
production/technical team, Youth Organization Leaders, Students, and SK Leaders
and Members within Ilocos Region

The Essay Writing Contest encourages and enhances critical thinking, helps to
organized a well-rounded thought for the youth participants. This activity also improves
arguments with accuracy and bereft of fallacies about the topic of Constitutional Reform and
other related matters, which may be discussed in the conduct of this activity.
Guidelines in the component of the essay, which shall be observed, but not necessarily
to be followed in this competition: Introduction, three (3) body-paragraphs, and conclusion.
a. Introduction
The introduction is usually the base of the essay. It is built up of three (3) major parts.
First, the introduction contains an opening statement, which can sometimes be a question.
This is what most writers refer to as an essay hook. Its purpose is to determine if the reader
wants to continue reading the entire essay until the end or not. Therefore, it should be able to
grab their attention quickly. In addition, it needs to be fresh as well as creative.
Secondly, the introduction part of an essay should have a supporting sentence. Such
sentence often connects to the opening statement. Sometimes, writers call it the essay bridge.
This is because it attempts to explain the hook of the sentence and make the essay topic more
relevant to discuss.
The last part of the introduction is the thesis statement. This is simply an argument
or claim, which you select either to argue for or against when writing the essay. Therefore, an
excellent thesis statement should be short and price at the same time.
By taking into consideration all the parts of the introduction, you can be certain to draft
an outstanding essay. Make sure that you structure well your introduction question, the
supporting sentence, as well as the thesis statement. Remember that all the information
should fit in just a single paragraph. So, try to be concise, direct, and avoid too much
information.
After the introduction, the next part of an essay is the first body paragraph. The
contestants, therefore, have to write the strongest point in order to prove the thesis statement.
The sentence that the participants start with should match with the transitional sentence of the
introduction. The next sentence should present a description of some examples relating to
point of argument in the paragraph. Finally, the last statement of this part needs to be
transitional. The purpose of this is to connect into the claim you intend to present in the second
body paragraph.
The second body paragraph of the 5 parts of an essay should give the second
strongest and compelling argument supporting the thesis statement. The sentence you begin
with should connect to the transitional sentence of the first paragraph. You also need to clearly
present the argument as you begin the paragraph. Consider the use of examples to give
enough support to the argument. As you end the paragraph, write a transition sentence to
connect the third and the conclusive paragraph.
This is the last paragraph of the 5 parts of an essay. It is thus a paragraph in which
you should write the weakest argument to support the thesis statement. Despite being the
weakest argument, you do not have to mention that in the essay. Also, avoid over-
compensating this paragraph with a lot of examples. Instead, structure it just like the first and
the second body paragraphs. As you end it, give a conclusive sentence to make it sound
obvious that it is the last main point you present to the readers.
e. Conclusion
The conclusion is the last paragraph of the 5 parts of an essay. It should, therefore,
restate the essay thesis statement. However, your restatement should be exactly the same as
the thesis statement in the introductory part. On the other hand, the conclusion sums up all
the three key points of all the body paragraphs. The last sentence of this part must give a clear
and accurate signal that it is the end of the essay.

1. The Essay must be original and must expound embracing the THEME;
2. The output must highlight existing and future government services that helped and will
help empower the youth within the locality in their respective fiscal and local autonomy.
3. All essays should be written in English and shall consist of not less than 500 words nor
more than 750 words.
5. By joining the contest and submitting entry/entries, all participants grant the DILG-
CLCR rights over the entry/entries including but not limited to use, alter, without
material or territorial limitations. Any entry selected will include proper attribution to the
participant.

1. May work as an individual or group – will use only digital platforms for the creation
of digital poster.
3. Entries must be aligned to the theme; the copyright holders represent and warrant that
submission of the material does not breach any law, and further that no third party can
hold any claims or any objections regarding the rights granted to the DILG-CLCR.
4. Each entry must be original work of the participants and encouraged to put watermarks
on their respective entries. Upon submission, the participants should include a brief
description of their entry. By joining the contest and submitting entry/entries, all
participants grant the DILG-CLCR rights over the entry/entries including but not limited
to use, alter, without material or territorial limitations. Any entry selected will include
proper attribution to the participant.

• Open to all young people ages 15-30 living within the Philippines except those who
already won last year’s competition.
• Can be a student, Out of School Youth (OSY), or Working Professional as long as
within the age limit
6. By joining the contest, all participants grant the DILG-CLCR the right to use their output
in the website or to other IEC related materials. Any winning outputs selected to be
used in that way would be done so with proper attribution to the owner.

All interested participants MUST submit the following documents along with their entry:
1. 2 valid IDs;
2. Picture of their ATM card; front and back (kindly cover the CVV number at the back for
security purposes);
3. 3 signatures (blank paper); and
4. Email scanned copies to cfcrpmo.ops@gmail.com stating their name, which category
they are joining, bank and account number
NOTE: Failure to submit the abovementioned documents entails disqualification of the entry
and the participant.
