ELECTRIC WORKS INSTRUCTION


General
1. Trainings will be given to all employees to remind how dangerous electricity is.
2. Specialist and competent electrician personnel will be employed and insulated personal protective
equipment will be provided.

3. Only authorized personnel will enter the places where the main electrical installation is located.
Personal Protective Equipment
4. Certified personnel working in electrical works will wear the following personal Protective
Equipment.

Electrical Equipment Markings and Warning Signs


5. Names and telephone numbers of authorized electricians will be hanged on equipment and boards
and in places such as dining halls, wards, etc.
6. Appropriate warning signs will be hung on all electrical panels and power supplies.
7. It should be ensured that the assistant is trained to cut off the energy during emergencies when
working.
8. The use of electrical installations that do not comply with its technique will not be allowed.

Grounding
9. All panels will be grounded.
10. Safety grounding will be done on all metal benches, panels, tables, poles, buildings with metal
parts, machine tools and devices.
11. Hand tools without grounding will not be used.
12. After connecting a new machine or device, the electrical grounding line must be connected.
13. Safety grounding will be checked on a quarterly basis by authorized electricians. Necessary
labeling will be done after checking. Controls will be recorded for each equipment, and signed.

Residual Current Relay


14. The panels will have residual current relays with 30 mA limit value.

The importance of having 30 mA

Electrical Panels
15. Except for the repair situations, the doors of electrical panels should be locked and their keys
should be held by the responsible for electrical works only. Electric current is dangerous. Voltages
above 25 Volts AC and 60 Volts DC can cause fatal accidents. Therefore, extreme care should be
taken in electrical works.

16. If it is necessary to work under voltage as a special case due to operating conditions, the employees
must be authorized and specially trained for this job.

17. Chemicals, flammable and combustible materials will not be stored near the electrical panels.

18. Material will not be stored in a way to prevent access to electrical panels, control boxes or
emergency switches.

19. Work should be done by placing a current-proof mat or stand in front of the electricity distribution
board to be worked.
20. When working at the high voltage switchyard, current-proof stands must be used and checked with
the High Voltage Control Bar before starting work.

Electric Failure and Response


21. When a dangerous situation related to electricity is detected, the electricity department will be
informed immediately and the area will be cordoned off.

22. Only electricians will conduct maintenance and repair on electrical equipment and circuits.
23. People who are not electricians will never do electrical repairs and maintenance.

Tagging and Locking


24. No repair will be carried out on an equipment or system without disconnecting its electricity.
25. In electrical work, the circuit's energy must be cut off completely and in all directions, and the
static electric charge must be discharged by grounding. Adequate safety measures must be taken
against reopening.
26. The absence of voltage will be checked in the equipment whose electricity is cut off and the system
will be provided to be grounded against the opening of the switches accidentally, reverse voltage
or induction currents.
27. The panel or circuit breaker where the electricity is cut will be locked and a warning sign
indicating that work is being done on will be hung.

28. In addition to closing and locking the switches, fuses should be removed where possible.
29. It should be checked periodically whether there is voltage or not, and make sure that the system is
connected to the ground line.
30. When working on interconnected systems under voltage, uncontrolled current flow from one of
these systems to another should be prevented.
31. After all necessary precautions have been taken, the system must be rechecked if there is no
electricity in the system, then work must be started, and only safe hand tools and devices must be
used during working.

Underground and Overhead Lines


32. Before starting any digging or repair work, contact the electrical department and find out if there
are any live electrical cables in the area.
33. Whenever a cable needs to be drawn in the construction site, the cables will be passed through the
air or buried with precaution, if possible. Cable will never be in water.

34. Warning signs will be placed to determine their locations at certain intervals for all lines passing
under the ground.

35. In the works close to the Electric Overhead Lines, "Working Instructions Near the Electricity
Transmission Lines" will be applied.
36. Warning signs and poles will be placed in front of and behind all low voltage, medium and high
voltage lines passing through the working area.
37. Strictly, while working and / or in stationary equipment, the maximum approach distance accepted
for conductors under voltage will not be exceeded according to Article 5 of TEIAS
OCCUPATIONAL SAFETY REGULATION.

Upper values are used for the high voltage equipment operated at voltages outside the ranges given

Electrical Sockets and Cables
38. To disconnect the electricity of the electrical equipment, unplug it by holding the plug, not the
cable. It is strictly forbidden to try to unplug it from the socket by pulling the cable.

39. Do not run cables through hot surfaces and sharp edges.

40. Do not use faulty, defective and damaged plugs and sockets as well as cables.

41. Where the use of long cable is required, reel system should be preferred.

42. Single piece cable will be used. Attached cables which the attachment is not done properly by
expert electricians will not be used and will not be allowed to use.
43. All sockets used outside will be rubber, lidded and grounded. The plugs will also be rubber and
grounded in the same way.

44. A serial or hand lamp should never be used to control voltage.


45. All plugs and mobile cables drawn must be checked regularly, considering the oily and wet
working conditions at the production site.
46. Faulty plugs, sockets and cables with damaged insulation must be replaced immediately.
47. The work area will be kept clean. No work will be done in a dangerous environment.
Electric and Non-Electric Hand-Held Power Tools
48. Before starting work, the protection elements and hand tools should be checked visually, and any
malfunctions and incompatibilities should be reported immediately to the relevant supervisor.
49. Power tools without grounding shall not be used.

50. Pliers, needle pliers, screwdrivers and similar hand tools used in electrical works should be
suitably insulated and the handles of lubricators, brooms, brushes and other cleaning tools should
be made of current-proof material.

51. If there is insulation damage on the insulations in the handles of power tools, such tools will not be
used.
52. The cord of the power tools will not be collected until the plug is unplugged.
53. Personal protective equipment will be used when working with hand held tools.
54. Do not try to reach somewhere while working with hand tools. Get your feet balanced and firm on
the ground.
55. When not using, block the trigger of the device and unplug it.
56. Take measures to prevent accidental starting of the hand tools. When carrying electrical appliances
connected to network, take off your finger from the trigger.

57. Replace defective or unsafe power tools with new ones and immediately send defective ones to the
appropriate department for repairing.
58. It is dangerous for electrical maintenance personnel to carry materials such as screwdrivers and
pliers in their pockets. When working on the places where it is necessary to work with ladders,
precautions should be taken to prevent hand tools and materials from falling.
59. In order to prevent slipping from hand, tools will be kept clean and contamination of grease and oil
will not be allowed.
60. The cord of power tools will not be used for hanging or pulling the tool from one place.
61. When using power tools, do not stand on wet or damp floors.
62. Before starting to work on the electrical installations or devices, hand tools should be calibrated
and the value of the voltage should be measured with a measuring instrument.
Lighting Devices
63. All lighting devices and projectors will be with covered glass and, if necessary, protected. They
will definitely be hung in high appropriate places in working areas.

64. Stands or hand-held places of the projectors will be insulated with PVC pipes or hoses and will be
equipped with residual current relay.
Electric Welding
65. The places where electric welding is made will be separated with light-proof screens of at least 2 m
height from the places where other workers are working, the welding machines equipment will be
insulated, grounded, the welding electrode holder will be handled and the outer surfaces isolated,
their switches will be located on or very close to the machine, and the cable will be so protected
that it will not be damaged if any vehicle passes over the cable.
66. There will be provided a fire extinguisher in the place where electric welding is made.
Electric Fires
67. Electric motors and welding machines, which generate ark or spark, shall not be used in places
where flammable and combustible gases and liquids such as gasoline are present.

68. Fire extinguishers will be located at suitable places against electrical fire and in hot works such as
welding.
69. At least 6 kg fire extinguisher will be placed near all panels against possibility of fire.
70. Electric fires will never be interfered with water.

Electric Shock
71. Never try to save by contacting the person who is hit in electric shocks, otherwise you will also be
chocked electrically. Cut the energy immediately and notify the authorities.

72. Be sure to follow the construction site rules, instructions as well as work health and safety rules
described in the training.

73. The above-mentioned equipment will be checked quarterly by the "Control Officers" consisting of
an electrical engineer or an electrician, and a certified competent electrician, and marked with the
appropriate color code according to the table below.
74. In projects without electrical engineer or technician, a certified competent electrician will be able
to do this control alone.

75. "Color Code Application Instructions (On Energy and Lifting Equipment)" related to the
controls will be applied.

AT CONSTRUCTION SITES
Determining Needs
76. The construction site, which will be established based on the "Layout Plan" which has been
designed and approved by the administration, the additional units associated with it and production
area is surveyed. Taking into account the construction phases, a requirement plan is drawn up by
the construction group. This requirement plan includes what non-manufacturing electrical works
are on the basis of that site and how they should be done, and is approved by the Site Manager.

77. Temporary electrical system establishment plan is issued through the "Layout Plan", which has
been designed and approved by the administration. Construction is done by taking into
consideration the high voltage overhead lines or high voltage underground lines, that exist while

WORKING INSTRUCTIONS NEAR ELECTRIC POWER TRANSMISSION


LINES
Setup
1- Take necessary security measures in energy transmission lines near the building area.
2- Make sure that the voltage of the electric line passing through the area of use of the equipment is cut. If this is not
possible, ensure that equipment is kept away from the power line with barriers or warning signs.

3- Protect the energy transmission lines in the building area by taking them under protection from external damage or
by suspending them.
4- Equip electrical lines with audible and / or illuminated warning signs so that everyone can see and recognise.
5- Work near free power lines only if the safety distance is not exceeded.
6- Take into consideration the shaking of the transmission line wires in the wind when determining the safety
distance.
7- Absolutely, the maximum approach distance accepted for conductors under voltage shall not be exceeded according
to Article 5 of TEIAS OCCUPATIONAL SAFETY REGULATION when working and / or in stationary
equipment.
If the voltage on the line is unknown, stay at least 4.5 meters away.
