ACCOMPLISHMENT REPORT
As of 19 OCTOBER 2023

I. GENERAL STATEMENT:

The Municipality of Tupi is a town having a total land area of 31,150 Hectares.
The town was tagged as the Fruit, Vegetables, and Flower basket of the South; by
reason of its different climate than that of other municipalities in the region. It is
inhabited by more or less population of 71,459 individuals of different tribes from
across the country as of 31 December 2020 statistical data.

Few years ago, the Municipality was classified as a 1st Class Municipality due
to its economic development. In the early 90’s, this municipality depends its basic fire
services from adjacent towns of Koronadal and Polomolok; on which a few years later,
on September 1992, the municipality has acquired a brand-new Hino Forward Fire
truck from the BFP, but then, the new Firefighting Unit has no shelter of its own.

Together with the BFP Personnel, they were housed in a temporary shade, built
in a narrow space between the DSWD and PNP building, where the BFP first started
to function and served the constituents of Tupi.

Eventually by virtue of Sangguniang Bayan Resolution No. 121 Series of 1991,


approved on October 7, 1991, Declaring Malvar Street Closed and Donating the
portion of the said street to be used as the site of the Fire Station; in compliance to
Section 56 of Republic Act No. 6975; the P .4 million building that houses Tupi Fire
Station today, was erected at the Municipal Compound, along Sunico St., Brgy.
Poblacion, Tupi, South Cotabato. It was funded from the, Countryside Development
Fund (CDF) P 100,000.00, Brgy Assistance to Local Government Units P 150,000.00,
Provincial Government P100,000.00, and Tupi Municipal Government under the
administration of the late Municipal Mayor Hon. Roel I. Senador, M.D. shouldered the
rest and other later expenses until the completion of the project.

The building was formally turned-over by the Local Government to the BFP on
December 11, 1993. No less than the former South Cotabato 1st District
Congresswoman Lualhati R. Antonino leads the ribbon cutting and turn-over ceremony
of the Tupi Fire Office Building. She was assisted by Hon. Mayor Roel I. Senador.

The ceremonial key of the building was accepted by the BFP Region 12 Asst.
Regional Director SUPT VIRGILIO C TOBIAS, SR BFP, SFO1 Pedro V Simugan BFP,
the first Acting Municipal Fire Marshal of the Tupi Fire Station.

On the late 90’s, the garage of the Fire Office was extended (doubled its original
size), and undergone series of repainting of its building, and series of repair of its Fire
Truck, under the leadership of the former Municipal Fire Marshal.

Under the present leadership; mutual trust, partnership, and cooperation, with
the LGU, is always the paramount consideration; that there should be a better delivery
of basic Fire Services.

A. Administrative
Admin Officer of this station continues to update records of all personnel.

B. Financial Management (Local Updates)

The Local Government Unit of Tupi, thru the Municipal Mayor Romeo S
Tamayo, by virtue of the approved Supplemental Budget by the Sangguniang Bayan,
appropriated an amount for Job Order personnel; authorizes this Office to accept the

One (1) Job Order Administrative Aide, from this municipality; as part of the New
Administration’s plan, to help, Jobless constituents, to alleviate their status of living.

This is one among the Priority Programs and Plans of the former Municipal Fire
Marshal, SINSP MAYSAEL S WENCESLAO BFP, which the latter aimed for, when
he first step, in this office; in which, the mutual Cooperation and Partnership of works
in the Local setting, makes this programs and plans realized.

OPERATION
A. Fire Safety Inspectors of this office, SFO1 Joel L Lucenio, FO3 Aaron
Gene S Maldepeña, FO2 Rizaldy R Laxamana Jr., FO1 Ernie M Pacificar,
and FO1 Janette S Uybungco conducted inspection of Business
establishments applying for business permits and structures applying for
building permit and occupancy.

B. LOGISTICS (Local and Regional Updates)


This office is still monitoring the condition of the Fire trucks, which are now
serviceable.

V. MAJOR ACTIVITIES:
I. FSINSP NORE LEE L BORINAGA, Municipal Fire Marshal, happily received
the additional fourteen (14) pairs of ALTAMA Tactical Shoes for Tupi Fire
Station personnel on Thursday, October 5. These new tactical shoes were
humbly requested from Honorable Mayor Romeo S. Tamayo, who without
hesitation, granted the said request and thereby approved the Supplemental
Budget chargeable against the Office of the Mayor's account. Prior to this,
thirteen (13) pairs of ALTAMA tactical shoes were also given by the LGU-Tupi
through the Municipal Disaster Risk and Reduction Office and distributed the
same to Tupi FS personnel in 2021.

II. The Office of the Provincial Fire Marshal- South Cotabato headed by FSUPT
NESTOR D BADE conducted an Operational Readiness Site Inspection and
Troop Evaluation (ORSITE) at Tupi Fire Station on Thursday morning,
September 28. This is to determine and evaluate the administrative and
operational readiness of all BFP personnel and as well as the station's overall
capabilities. Apart from the station's relevant postings and publications, the
team led by FCINSP JULIO B GABUT, likewise checked the personnel's
grooming and proper wearing of uniform. Moreover, they also looked into the
proper filing and records compliances in Administrative, Morale and Welfare,
Operations, Fire Safety Enforcement, Intelligence and Investigation Unit and
EMS reports. The said activity paved way for feedback and avenue to raise
current issues and concerns for the improvement of the station's capabilities.

III. Tupi Fire Station personnel, under the leadership of FSINSP NORE LEE L
BORINAGA, Municipal Fire Marshal, conducted Fire Prevention and Safety
Seminar, and Fire Drill for the employees of Roxas Sigma Agriventures, Inc., at
Purok 10, Barangay Poblacion, on September 21. Lecturers from BFP-Tupi
reiterated the importance of fire safety and how fire safety awareness as an aid
in combating and preventing destructive fires in the workplace. Thus, their
knowledge on proper evacuation and exit drill were refreshed. Further, to also
equip them against emerging fires, they were also reminded of the proper
utilization of fire extinguishers as first-aid firefighting apparatus, and the
emergency fire hose in the company.

IV. The Bureau of Fire Protection Tupi Municipal Fire Marshal, FSINSP NORE LEE
L BORINAGA, along with the various partner agencies supporting the Balay
Silangan, attended the 3rd Quarter Meeting of the South Cotabato Balay
Silangan Reformatory Center on September 19 at SCBSRC, Barangay
Poblacion. Meanwhile, with continuous support for the programs and objectives
of Balay Silangan, FSINSP BORINAGA presented the services conducted for
its clients, such as fire drills and fire prevention and safety seminars. Further,
she also reiterated those services that are yet to be done by this station for
capacity building in order to sprout resilience in disasters, not limited to fire
incidents.
