1.0 INTRODUCTION
Construction projects are among the most important tool for countries and
organizations, through which strategic visions and goals are transformed from mere written
plans into reality (Jawad, 2019). Construction projects plays a significant role in developing
and strengthen economic sector and the development of one’s country. According to Jawad A.
A. (2019), the performance of projects in a country is a measurement that reflects the efficiency
of the work of the country and its ability to achieve its development aspirations.
When carrying out construction projects, delays are among the obstacles that must be
overcome. The construction industry keeps suffering from efficiency and productivity losses
from these delays. (Lee,2018) stated that, for the employer and the contractor, a construction
delay will have a major impact or result in a loss of profit since it extends the time frame that
they had promised the customer or the government. The occurrence of a delay in the
construction projects is common and significantly affects by enormous ways which may
include time and cost overruns, litigation, and project abandonment. Shruthi S. (2017) studied
these delays are expensive and frequently result from arguments and claims, harm to the project
owners' viability, and development in the construction sector. According to (Papaliya,2020),
in construction industry delay can be defined as the time overrun is more than the
accomplishment time which has been declared in the agreement between different parties
related to that project.
(Subhav,2018) The most important factors that contribute to project delays in the
Malaysian construction industry have been identified and evaluated. These factors include
inadequate planning, poor site management, the contractor's lack of experience, the client's
inadequate funding and failure to pay for completed work, issues with subcontractors, a lack
of supplies and labour, equipment availability and failure, lack of communication between
parties, and mistakes made during the construction phase.
By identifying and evaluating the causes and effects of delay in construction projects,
this study aims to take an integral approach and close a significant knowledge gap. As a result,
frontline construction workers can concentrate their efforts on solving the most important
factors for the best and most efficient outcomes.

2.0 PROBLEM STATEMENT
A construction delay is a time overrun that occurs after the contract's stated completion
date or after the date on which the parties agreed to perform the project. One of the most
frequent problems in the construction sector is construction delays. It is tending to have a
negative impact on the time, cost, and quality. These criteria will that determine whether a
project will be successful or not. Due to a lack of construction output, rentable space, and
dependency on existing facilities, a delay for the client leads to profit loss. Due to longer
production durations, the material cost will increase from inflation and increasing the labour
cost. According to Ramli et al. (2017) out of 359 projects in Malaysia, 79.5 percent and 66.7
percent of the public and private projects, respectively, were not completed within the period
provided in the contracts.
The main challenge that the construction industry is suffering when construction
project delay, and the issue of construction project delay in the construction industry has
become a frequent issue in Malaysia since it keeps happening to the construction industry each
year.
The objective of this research is to investigate the cause and effects of construction
project delays in the construction industry. According to Shruthi et al. (2017) the reasons why
a construction project is delayed is due to a labour shortage on the job site, which will affect to
the company by slowing down construction output. Shruthi et al. (2017) stated that the since
building projects depend on the efficiency of site management, there is a chance that delays
will result from bad site management. This is supported by Tsegay et al. (2017) who have
mentioned that poor site management influence on the causes of delay of construction project.
The causes of delay in construction project could arise with the contractor’s improper
planning on the construction work that have dragged more time in accomplished the work.
(Jawad, A. A. 2019). According to Shruthi et al. (2017) the delay of construction project will
give effect on the period of completion construction project when the time over run than that
have planned. In addition, the payment for progress work that need to be claimed by the
contractor be extended since it is one of the effects of delay in construction works (Shruthi et
al. 2017).
Lastly, this research will also focus on how to overcome the causes that bring effects
on the delay of construction work.
