RESOLUTION NO. 2024-01

RESOLUTION APPROVING THE 2024 ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM OF


BARANGAY MANGUNA CABATUAN, ILOILO

WHEREAS, Article 2 Section 12 of the 1986 Philippine Constitution states that “the state
recognizes the vital role of the youth in nation-building and shall promote and protect their
physical, moral, intellectual and social; well-being. It shall inculcate in the youth patriotism and
nationalism and encourage their involvement in public and civic affairs.”

WHEREAS, Implementing Rules and Regulations of Republic Act 10742 also known as
the Sangguniang Kabataan Reform Act of 2015 provides in Chapter II Section 8 paragraph (a)
states that “In consultation and with the concurrence of the Katipunan ng Kabataan, and within
three (3) months form the assumption of office, formulate a three (3)-year rolling plan, which
shall be known as the Comprehensive Barangay Youth Development Plan, which shall serve as
basis in preparation of Annual Barangay Youth Investment Program.”;

WHEREAS, the Sangguniang Kabataan, with the concurrence of the Katipunan Ng


Kabataan of Barangay Manguna Cabatuan, Iloilo drafted and approved a Comprehensive
Barangay Youth Development Plan for 2024-2026 last 11 -18-2023;
WHEREAS, the Sangguniang Kabataan of Barangay Manguna Cabatuan, Iloilo has
prepared the 2024 Annual Barangay Youth Investment Program in accordance with the
approved Comprehensive Barangay Youth Development Plan;

NOW, THEREFORE ON MOTION OF HON. DARYL A. DE LA CRUZ and duly seconded by HON.
ANGEL NICOLE N. ALTIMO;

BE IT RESOLVED, AS IT IS HERBY RESOLVED BY THE SANGGUNIANG KABATAAN OF BARANGAY


MANGUNA CABATUAN, ILOILO to approve it’s 2024 Annual Barangay Youth Investment
Program.

Adopted this 18th day of November 2023 at Barangay Manguna Multi-purpose Hall, Cabatuan,

Resolution No. 2024-01

A RESOLUTION APPROVING THE ANNUAL BUDGET OF THE SANGGUNIANG KABATAAN OF


BARANGAY MANGUNA, CABATUAN FOR CY 2023 WITH THE TOTAL AMOUNT FOR
APPROPRIATION OF THREE HUNDRED NINETY-SEVEN THOUSAND SEVEN HUNDRED THIRTY-
FOUR (397,734.00) PURSUANT TO THE REQUIREMENT OF THE RA 10742 (SK REFORM LAW),
ITS IMPLEMENTING RULES AND REGULATIONS AND THE JOINT MEMORANDUM CIRCULAR NO.
OF THE DBM-NYC-DILG

WHEREAS, RA 10742 otherwise known as the SK Reform Law provides that (10%) of the general
fund of the barangay shall be set aside for the SK;

WHEREAS, the Joint Memorandum Circular No. 1 issued by DBM, NYC & DILG states that the SK
shall deliberate on the propose annual/ supplemental budget and pass its approval through a
resolution before the beginning of the ensuing year;

WHEREAS, the preparation of the SK Annual Budget, priority should be given to youth
development and empowerment programs, projects and activities in accordance with the
Philippine Youth Development Plan (PYDP) and the Local Youth Development Plan (LYDP) as
embodied in the approved CBYDP & ABYIP;

WHEREAS, this is also consistent to Memorandum Circular 2019-151 of the DILG entitled
"Guidelines on the Local Youth Development Planning, CBYDP Planning and ABYIP Programming
of the National Youth Commission."

NOW THEREFORE, ON MOTION OF HON. MARY GRACE D. BORDON and duly seconded by
HON. JEANNY RETERACION;

BE IT RESOLVED AS IT IS HEREBY RESOLVED, TO APPROVE THE ANNUAL BUDGET OF THE


SANGGUNIANG KABATAAN OF BARANGAY MANGUNA, CABATUAN FOR CY 2023 WITH THE
TOTAL AMOUNT FOR APPROPRIATION OF THREE HUNDRED NINETY-SEVEN THOUSAND SEVEN
HUNDRED THIRTY-FOUR (397,734.00) PURSUANT TO THE REQUIREMENT OF THE RA 10742 (SK
REFORM LAW), ITS IMPLEMENTING RULES AND REGULATIONS AND THE JOINT MEMORANDUM

RESOLVED FURTHER, to furnish copies of this resolution to the Office of the Sangguniang Bayan

Operations Officer, Office of the Municipal Accountant, Office of the Municipal Mayor and Office
of the Local Youth Development for information guidance.

AN ORDINANCE APPROPRIATING FUNDS FOR SANGGUNIANG KABATAAN BUDGET OF


BARANGAY MANGUNA, CABATUAN, ILOILO.

Be it enacted by the Sangguniang Kabataan of Barangay Manguna, Cabatuan, Iloilo council


assemble.

Section 1. Source of Fund. The following as indicated hereof are hereby declared as source of
fund of Sangguniang Kabataan necessary to finance the delivery of priority projects and
develoment of Sangguniang Kabataan of Barangay Manguna, Cabatuan, Iloilo to this year Two
Thousand Twenty-two.

Section 3. The appropriated amount is aimed to produce the major final output (MFO) for the
Sangguniang Kabataan and be measured by performance or output indicators per MFO. This
services as rationale for the money spent for the various porpoerty projects and developments
of SK provided by the Local Government Code.

Section 4. The following policies are authorized for the fiscal year.

a. 10% income of the barangay will set aside for the Sangguniang Kabataan.
b. It shall follow the Budgetary Requirements provided by the IRR of RA No. 10631

Section 5. Effectivity. This Ordinance shall take immediately upon this approval.
