Terms of Reference for Consultants in NCRMP

1. Background

The National Disaster Management Authority (NDMA) is the apex-level institution for disaster
management in India. The Disaster Management Act, 2005 provides for setting up the NDMA
along with a host of other institutions at the national, state and district levels. Chaired by the
Prime Minister, the NDMA is mandated to lay down the policies, plans and guidelines for disaster
management, and implement various programmes related to various aspects of disaster
management. Since its inception, NDMA has taken several initiatives and programmes in
strengthening disaster preparedness and mitigation, improving disaster response and recovery,
and supporting capacity-building activities in the country.

National Cyclone Risk Mitigation Project (NCRMP) has been formulated by the Government of
India to address cyclone risks in the country as a Centrally Sponsored Scheme. The overall
objective of the Project is to reduce risk from cyclones and other hydro-meteorological hazards in
the coastal areas of target states, and increase the capacity of entities from national to local level
to manage emergencies and risks. Next phase of NCRMP is being implemented in coordination
with the States of Goa, Gujarat, Karnataka, Kerala, Maharashtra and West Bengal. The scheme is
being funded by the World Bank. The Project Management Unit (PMU), NCRMP, NDMA is
entrusted with overseeing implementation, monitoring and evaluation of this project in
coordination with the participating State Governments.

2. Overall Objective

The overall objective of appointing the Social Management Specialist is to assist the Project
Management Unit in ensuring that all the actions needed for complying with the social safeguards
in the ESMF are complied.

3. Duties and Responsibilities of the Social Management Specialist:

(i) Assist the Project Director in preparing various ESF documents required for the project

Assist the Project Director in the review and approval of various screening and social safeguard
reports.

(ii) Responsible for overseeing and coordinating the implementation of social development
activities such as land acquisition, resettlement, NGO coordination, gender and citizen
engagement activities related to the project.
(iii) Responsible for ensuring compliance with ESMF with respect to preparation and
implementation of plans related to social impacts.

(iv) Manage the Social Assessment studies including the benefit monitoring and evaluation
and coordinate preparation of relevant action plans to implement the outcomes of Social
Assessment process.

(v) Coordinate with PIUs of states for overseeing the implementation and monitoring of land
acquisition and involuntary resettlement mitigation actions and other social development
activities.

(vi) Preparation of periodical progress reports on social impacts for PMU's review and action.

(vii) Maintain and upgrade the computerized data base related to the delivery of land
acquisition compensation as well as resettlement entitlements and generation of periodical
progress reports.

(viii) Undertake field visits to impact areas as appropriate to monitor the implementation of
social dimensions of the project and submit periodic reports.

(ix) Assist the PMU in the monitoring of the Grievance Redress System incorporated in the
project as part of the Governance and Accountability Action Plan.

(x) Shall diligently perform/implement/execute other work given by the Project Director or
his authorized nominee.

(xi) Capacity Building and training activities.

4. Qualifications and Experience:

(a) Essential:

Master’s Degree in Social sciences/ Social Work.

(b) Desirable:

Persons with Ph. D., additional qualifications, Research experience, published papers and post
qualification experience in the relevant field would be preferred. Ph. D. from reputed university
shall be given additional weightage.

Post-Qualification Experience:

(a) Essential:

(i) Should have 3-10 years of professional experience in the areas of land acquisition,
involuntary resettlement, consultation and participation, socio-economic surveys, livelihoods/
social capital restoration monitoring and evaluation of social development activities, and also
preferably disaster management and experience in conducting capacity building/shelter
level/community level training.
(ii) Experience of working in similar or related projects financed by the external/multilateral
agencies is an added advantage.

(iii) Working knowledge of MS Office (Excel/Word/Power point)

(b) Desirable:

(i) Familiarity with World Bank's/other multi lateral agencies Procurement Regulations,
Familiarity with Environment and Social Framework of the Word Bank/multi lateral agencies.

(ii) Experience in conducting ESIA.

5. Age and Remuneration

*The annual increase is given on satisfactory performance. For outstanding performance, a


two-step increase may be given to the consultant. In any case the remuneration of a
Consultant will not increase beyond the highest range of the corresponding remuneration
band.
**Remuneration, Allowances, Leave entitlements, maximum term of appointments in respect
of Retired Central Government employees engaged as Consultant on contract basis in
NDMA shall be regulated as per MoF, DoE OM No. 3-25/2020-E.III.A dated 09/ 12/2020.
***3 years will be added towards work experience in case of candidates having Ph D.

6. Duty Station: New Delhi, India

7. Status (Full time/Part Time/Short term or Long-term): Full Time. It is a full-time


engagement and Consultant shall not take up any other assignment during the period of
consultancy with NDMA.

9. Language proficiency: Fluency in written and spoken English is required for this position.

10. Reporting Mechanism: The Consultant/Specialist will report to and be guided by the
Project Director or his authorized nominee.
11. Deliverables and Time Frame

a) Inception report within two weeks of contract signing detailing their intended work plan,
an annotated outline of their work schedule.
b) A Monthly Action Plan is to be approved by the Project Director.
c) A Monthly Progress Report documenting the work carried out each month. This should
encompass the analytic presentation of content and outcomes of discussions at all levels.
d) Facilitate the conduct of workshops and various meetings with the World Bank, States and
other stakeholders.

12. Support/inputs to be provided by NDMA: During the consultancy, no additional support


other than office equipment i.e. Desktop, Printers, Internet etc. would be provided by
NDMA. However, allowances such as TA/DA, Lodging & Boarding expenses, etc. for
official tours, visit, etc. will be provided as per the rules/regulations of Govt. of
India/NDMA.

13. Termination of the Contract: The engagement of consultants at NDMA is of a temporary


nature and NDMA can terminate the contract at any time without prior notice and without
providing any reason for it. However, in the normal course, it will provide one month's
notice to an Individual Consultant. The Individual Consultant can also seek the termination
of the contract upon giving one month notice to NDMA.

14. Additional Remarks: Individual Consultants will be engaged for a fixed period but not
exceeding 5 years, 3 years plus 2 years (2 years by extension of 6 months at a time) for
providing high quality and timely services on assigned projects and tasks as per requirement
of the Divisions. However, the continuation in respective positions beyond the first and
second year would be contingent on a satisfactory Annual Performance Review based on
clearly defined Key Performance Indicators. After completion of 3 years, the tenure may be
extended, based on requirements, upto a maximum period of 2 years, each extension not
exceeding 6 months at a time. However, no extension will be given beyond the age of 65
years.
