As an international cooperation enterprise for sustainable development with worldwide operations, the
federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the
German Government in achieving its development-policy objectives.
In your role as a Junior Advisor, you will support the project, “Conservation of biodiversity in wetlands
through Integrated Water Resources Management” (IKI Katuma). The project will be implemented from
January 2024 – May 2027 and is funded by the German Federal Ministry for Environment, Nature Con-
servation, Nuclear Safety, and Consumer Protection (BMUV) as part of the International Climate Initiative
(IKI).
You will support the project team, in particular the Implementation Manager and the Advisor in imple-
menting the four project output areas: 1) Institutional strengthening for improved integrated water re-
sources management in the upper Katuma Catchment; 2) Data collection for informed decision-making
on hydrological monitoring, land use, and biodiversity conservation in the upper Katuma Catchment and
Katavi National Park; 3) Improved water use efficiency for water users of upper Katuma Catchment; 4)
Dissemination of lessons learnt in biodiversity and wetland conservation through improved catchment
management.
Specifically, your tasks will include fulfilling project activities related to integrated water resources man-
agement, catchment planning, biodiversity conservation, water allocation planning, water use efficiency,
and collaboration with Water User Associations. This will involve collaboration and capacity building activ-
ities with Basin Water Boards, Water Catchment Committees, Water User Associations, Water Supply
and Sanitation Authorities, and local beneficiaries in the upper Katuma Catchment, as well as responsibil-
ities in overseeing and coordinating related activities of GIZ grantees. Based in Mpanda, you will be a key
liaison between IKI Katuma and the GIZ Water Programme headquarters in Dar es Salaam.
You will also support efforts in knowledge management, digitization, and communications both internally
for the programme and externally for the partners. Working with the programme team, you will be respon-
sible to resolve challenges that arise in the course of implementation and create innovated solutions. In
addition to knowledge in integrated water resources management and biodiversity conservation, skills in
diplomacy, writing, negotiation, networking, and communication are critical to your success.
• In coordination with the Advisor and Implementation Manager, managing project activities that
principally fall under Output 1, “Government institutions, the private sector, and civil society coop-
erate in the sustainable management of water and related resources in the Katuma catchment”
This includes supporting efforts to strengthen the Katuma Catchment Committee and improve the
capacities of the Lake Rukwa Basin Water Board, and increasing their capacity for multi-stake-
holder consultation. Key topics will be water abstraction, permitting, hydrological monitoring, and
stakeholder consultation.
• Supporting the Advisor and Implementation Manager in coordinating the activities of GIZ Grant-
ees who are primarily responsible for Outputs 2, 3 and 4 of the projects. This includes Monitoring
and Evaluation of GIZ Grantee deliverables, holding coordination meetings, and ensuring grant-
ees are effectively coordinating with local entities and government partners.
• assisting project initiatives to provide professional advisory services to and cooperate with the
Lake Rukwa Basin Water Board and Katuma Catchment Committee. Other advisory services to
relevant Water User Associations, Ministry of Water, Water Supply and Sanitation Authorities,
and local beneficiaries in the respective water catchment area and others that may be identified
by the programme.
• innovation and knowledge management
• assist and monitors the development and implementation of programme plans and activities in
close consultation with counterparts from the institutions.
• contributes to preparing and implementing work plans within Output 1 and supports coordination
and oversight of GIZ grantee work plans in Outputs 2, 3, and 4 of the projects.
• manages the design, preparation and implementation of meetings, workshops, seminars, writing
project reports and plans and other events on issues connected with project activities
• with the Advisor, provides technical advice to Lake Rukwa Basin Water Board, Katuma Catch-
ment Committee, and Upper Katuma Catchment Water User Associations. In particular about
water allocation planning, water use efficiency in agriculture, and hydrological monitoring.
• contributes on issues related to the development of a Joint Town Plan and a climate-resilient
Water Safety Plans for Mpanda Local Government Authority and Water Utility and supports im-
plementation of priority projects identified by the plans.
• Supports activities related to biodiversity monitoring in the upper Katuma Catchment and
Katavi National Park, upscaling the GIZ project model of connecting water resources manage-
ment and biodiversity conservation in coordination with GIZ Grantee IUCN
• Supports activities related to water use efficiency, hydrological monitoring, data-informed de-
cision-making, village land use planning, sustainable rice production in coordination with GIZ
Grantees Rikolto and SNV.
Knowledge management
• organizes, coordinates and moderates’ knowledge sharing events such as catchment fora, work-
shops, and conferences.
• ensures proper knowledge transfer from Lake Rukwa Basin Water Board to the Catchment Com-
mittee, as well as within and between GIZ and its grantees and government partners.
• prepares appropriate input for various programme reports including annual reports and contrib-
utes to other reports required by the programme manager and GIZ Head Office.
• assists with relevant research activities and studies.
Coordination
• coordinates relevant project output activities at local level in consultation with the Advisor, Imple-
mentation Manager, and in cooperation with the partners and GIZ Grantees.
• assists with general project planning and develops project concepts including preparation, organ-
isation and moderation of planning exercises and their implementation.
• jointly with the Lake Rukwa Basin Water Board, Katuma Catchment Committee, and GIZ Grant-
ees, monitors and regularly reports on progress against the programme’s objective indicators
framework.
• compiles the relevant information for joint activities and assignments.
• supports other operational activities within the GIZ Water Programme as required (e.g., offer
preparation, impact monitoring, project progress review, reporting, etc.)
Required Entry Qualifications and Competencies
Additional requirements
The workstation will be in Mpanda with occasional travels to other areas in Tanzania as will be required
by the project’s Implementation Manager. You will be part of the GIZ Water Programme, a dynamic team
with offices in Dar es Salaam, and Tanga, Mwanza, and Dodoma. Ability to work independently and using
I&CT Tools such as Microsoft Office and Microsoft Teams is necessary to work as a cohesive team
across Tanzania.
