MODULE: 1 Conceptualization of problems through systems thinking.

Description
The student will apply the principles of systems thinking by analysing complex
situations.
Objective
To conceptualize a problem under the principles of systems thinking and provide
proposes for solving.
Instructions
1. Keeping in mind what is systems thinking about, do a mental run-through
about different problems in your city in those its solution involves employing
this kind of thinking.

2. Identify at least three of these problems where the procedures that have
been employed for solving, didn’t consider the consequences; but rather got
worse the original problem and generated others. What solution would you
have proposed using systems thinking?
I. Air pollution: The city faces high levels of air pollution due to increased
vehicular traffic and industrial emissions. Previous solutions have focused
on palliative measures, such as temporary vehicle restrictions, which do not
address the root of the problem and can have unintended effects.
II. Water scarcity: Water availability is a critical problem in San Luis Potosí,
exacerbated by climate change and inefficient use of the resource. Previous
solutions have involved building new water infrastructure without
adequately considering the impact on local ecosystems and long-term
sustainability.

III. Uncontrolled urban development: Unplanned urban growth has led to


environmental degradation, loss of green areas and fragmentation of
natural habitat. Past responses have favored development without
considering the integration of solutions that promote a balance between
urban growth and environmental conservation.

3. Write a list with the reasons that justify the importance of systems thinking in
order to solve such problems.
 Interconnection of variables: The city's problems are the result of
complex interconnected systems, where a change in one variable can affect
others. Systems thinking allows us to understand these interrelationships
and foresee possible side effects.

 Long-term focus: Systems thinking encourages a long-term view by


considering the future repercussions of current actions, avoiding solutions
that may create additional problems in the future.

 Consideration of multiple perspectives: Addressing complex problems


requires taking into account different points of view and needs of various
actors involved. Systems thinking facilitates the integration of these
perspectives to find equitable and sustainable solutions.

4. In addition, share your information with a member of your family or a friend


in order to get his point of view and comment it shortly in a paragraph.

I believe that systems thinking is crucial to addressing the complex problems of our
city of San Luis Potosí effectively and sustainably. Considering the interconnections
between different aspects of urban problems allows us to find more holistic
solutions and avoid unwanted side effects that could worsen the situation in the
long term.

5. Finally, design a draft of an-interview that will be conducted with a person


who has participated in the definition or solution of a problem in your city.
You would ask him/her if the implemented solution caused unexpected
negative consequences, if that’s the case he/she must explain the main
reasons for implementing such solution.
Interviewer (Pablo Luna): Good morning, Mr. Governor. I really appreciate your
time for this interview.

Governor (Ricardo Gallardo): Good morning, it is a pleasure to be here.

Interviewer (Pablo Luna): As you know, drug trafficking is a persistent problem in


San Luis Potosí and throughout Mexico. Could you share your experience in
defining or solving this problem in our city?

Governor (Ricardo Gallardo): Of course. Drug trafficking is a multifaceted


challenge that requires a comprehensive response from the government and
society as a whole. In San Luis Potosí, we have worked closely with security
forces, federal and municipal authorities, as well as civil organizations, to address
this problem from various perspectives.

Interviewer (Pablo Luna):Could you mention if some of the solutions implemented


have caused unexpected negative consequences?

Governor: (Ricardo Gallardo): Yes, unfortunately, in some cases the safety


strategies implemented may have had unwanted side effects. For example, in our
attempt to dismantle drug trafficking networks, we have seen an increase in
violence in certain areas, as well as greater fragmentation and disputes between
criminal groups. This is something we are addressing with more balanced policies
and preventive actions to reduce violence and protect civilians.

Interviewer (Pablo Luna): What were the main reasons for implementing those
solutions?

Governor (Ricardo Gallardo): Our main motivation has always been to guarantee
the safety and well-being of the citizens of San Luis Potosí. However, we recognize
that in the past there may have been a more reactive than preventive approach to
our actions. We are learning from those experiences and adjusting our strategies to
address the underlying causes of drug trafficking and promote peace and stability
in our community.

Interviewer (Pablo Luna): Thank you very much for sharing your views and
experiences, Mr. Governor.

 Due to the increasing insecurity in the city, the mayor has decided to
carry out a project to improve the performance of the local police. Such
modernization included the purchase of police cars, special uniforms,
modern arms, and better salary. However, contrary to the mayor’s
expectations, the number of crimes hasn’t decreased and besides his
concern for insecurity, there were complaints by the citizens regarding
the policemen’s arrogance. Likewise, the mayor has received criticism
from the media because he has focused so much on security that he
didn’t worry about other important problems in the city

This situation should be analyzed using systems thinking because it involves
multiple interconnected elements and their relationships. Simply providing
resources and equipment to the police force did not lead to the expected decrease
in crime rates. Systems thinking can help identify the underlying systemic issues
that may be contributing to the problem.

2. What principles of systems thinking should be considered in the analysis of


the situation?
Principles of systems thinking that should be considered in the analysis of this
situation include:
i. Understanding feedback loops: Examining how actions taken by the
mayor (such as increasing police resources) may have unintended
consequences that feed back into the system (such as increased
complaints about police behavior).

ii. Considering interconnectedness: Recognizing that the effectiveness of


the police force is influenced by various factors beyond just equipment and
salary, such as community trust, socio-economic conditions, and systemic
issues within the criminal justice system.

iii. Emphasizing dynamic complexity: Acknowledging that the situation is


influenced by dynamic, nonlinear relationships between various elements,
and that changes in one part of the system can have ripple effects
throughout the entire system.

3. What factors should be considered for the solution of this situation?


Factors that should be considered for the solution of this situation include:

a. Community engagement and trust-building: Addressing the concerns


and complaints of citizens regarding the behavior of the police force through
community outreach programs and initiatives aimed at improving police-
community relations.

b. Comprehensive approach to crime prevention: Recognizing that


addressing insecurity requires more than just law enforcement measures,
and considering strategies such as investment in social programs,
addressing root causes of crime, and addressing systemic issues within the
criminal justice system.

c. Evaluation and adaptation: Implementing mechanisms for ongoing


monitoring and evaluation of the effectiveness of interventions, and being
willing to adapt strategies based on feedback and outcomes.

4. Identify the suprasystem, system and subsystems in case they are involved.
