Nepal Engineers’ Association (NEA)

Introduction
Nepal Engineers’ Association is a nonprofit organization of Nepalese engineers, registered
under the Social Service Act of Nepal. It was established in 1962 and currently holds around
26840 engineers belonging to various engineering disciplines coming from public as well as
private sectors. NEA’s mandates include promoting fellowship goodwill and cooperation
assistance among the Nepalese engineers, safeguarding their rights and interests and
promoting the development of science and technology.
NEA facilitates and coordinates the professional activities of the independent subject-specific
professional societies namely that of Agricultural Engineers (NSAE), Architects (SONA),
Arbitrators (NEPA), Computer Engineers (ACEN), Electrical and Communication Engineers
(SECEN), Electrical Engineers (SEEN), Irrigation Engineers (SIREN), Mechanical Engineers
(SOMEN), Public Health Engineers (SOPHEN), Structural Engineers (SEANep), Technical
Auditors (SOTAN), Regional & Urban Planners (RUPSON), Rural Development Engineers
(SERDEN), Value Engineers (NVA) and Society of Consulting Engineers and Architectural
Firms (SCAEF).

Objectives
 To promote development of the engineering science and technology in Nepal.
 To promote fellowship goodwill and cooperation assistance among the Nepalese
engineers and safeguard their rights and interests.
 By utilizing, to the highest extent possible, the participation of the national
engineering manpower of the country in the national development activities of Nepal,
make effort towards ending foreign dependency in this regard.
 To continuously enhance the highest professional ideals among the members and
widen it.
 To develop relations, fellowship and goodwill with international engineering
associations and institutions.

Organizational Structure
NEA has divided its organizational structure into Executive, Business and Secretary
committees. NEA is governed by an elected executive council of 25 members, led by the
President of the association for a tenure of two years. Current executive committee consists
of following members led by president Hon. Er. Prof. Dr. Tri Ratna Bajracharya.
The business committee constitutes of 22 sub committees each with 1 chair person, 3 co-
chairpersons, a member secretary and 5 members of corresponding professions. The
central secretary committee includes 5 members namely: Madhav Adhikari, Arjun Subedi,
Tilak Ram Ghimire, Ujjwal Karki and Bhairab KC.

Regional committees
On national level, NEA has separate committee in each of seven provinces named as:
1. Province No. 1
2. Province No. 2
3. Bagmati
4. Gandaki
5. Province No. 5
6. Karnali
7. Sudurpaschim
NEA also looks in foreign matters of corresponding profession via international centers
located in Australia, Qatar, Bangkok, UK and Japan. The association claims that it has been
at the forefront of developing fellowship and goodwill with international engineering
associations and institutions. Presently, NEA is a member of the World Federation of
Engineering Organizations (WFEO) and was instrumental in the establishment of the
Federation of Engineering Institute of South and Central Asia (FEISCA). NEA has recently
joined the Asian Civil Engineering Coordinating Council (ACECC) and have functional
bilateral relations with Institution of Engineers Bangladesh, India, Malaysia, Pakistan, Sri
Lanka, Institution of Civil Engineers (ICE-UK), American Society of Civil Engineers (ASCE),
Japanese Society of Civil Engineers (JSCE) and the Korean Society of Civil Engineers
(KSCE).

Membership Registration

Recently NEA has started online registration. Significant amount is gathered from
registration alone (36.51 lacs on Asoj 2077) which is then utilized in performing various
events to enhance the productivity of professional engineers working as expertise in different
fields within country as well as abroad.

Recent Notable Works


NEA has established centers for Continuous Engineering Education (NEA CCEE) and the
Business Incubation Center (NEA BIC) to address respectively the CPD requirements for
professional enhancements and to promote entrepreneurship capabilities among the young
engineers. In the aftermath of the disastrous 7.8 magnitude earthquake of April 25, 2015,
NEA had been instrumental in massive mobilization of around 3,500 engineers to conduct
Rapid Visual Damage Assessment of more than 65,000 affected buildings free of cost.
Through the partnership with the Government of Nepal, UNDP and other academic
institutions and professional societies, the NEA CCEE has been contributing towards
enhancing the professional skills of engineers for undertaking post-seismic assessment,
repair, and strengthening of damaged buildings. NEA is also engaged in supporting the
reconstruction efforts by engaging in mason training on earthquake-resistant construction
and design competition for suitable model housing designs.
Nepal Engineering Council
Introduction
Nepal Engineering Council is an autonomous body formed under NEC act 2055 BS with the purpose
of regulating engineering profession effectively and scientifically and also undertaking licensing of
Engineers in accordance with their qualification. Engineering Council was formed under the Nepal
Engineering Council Act, 2055 proclaimed by His Majesty the King on B.S. 2055/11/27 (eleventh
March, 1999 A.D.). According to the Act, NEC has been vested with the legal expert for the planning,
coordinated development and monitoring of engineering profession and education in the country.
NEC Act 2055 gives a framework on the formation of the Council, its tenture and the jobs and duties
of the Chairman, Vice Chairman and the Registrar.

NEC Rules 2057 additionally sets out the professional rules for engineers enlisted with the Council.
The primary Executive Council was framed on Magh 2056 under the chairmanship of Er. Ram Babu
Sharma and finished its tenture on Magh 2060.

Objectives of NEC
The objective of Nepal Engineering Council is to make the engineering profession effective
by mobilizing it in a more systematic and scientific and also to register the engineers as per
their qualifications. Its duties and responsibilities are:
1) To prepare policies, plans and programs for the smooth functioning of the engineering
profession and to execute them
2) To set norms and standards for engineering education in Nepal
3) To grant permission and approval to carry out engineering education to those engineering
colleges and institutions that meet the required norms and standards and to honor their
degrees and certificates
4) To monitor and inspect the quality of engineering education provided by the engineering
colleges and institutions
5) To fix the qualification necessary in order to practice engineering profession and to
register their name in the Council
6) To remove their name from the registration of the engineering council if found to violate
the code of ethics.
Formation of organization
The members in the council consists of:
1. An engineer nominated by Government of Nepal from amongst the engineers who
have at least 15 yrs of experience in engineering profession after having obtained a
bachelors degree in engineering – Chairperson,
2. An engineer nominated by Government of Nepal from amongst the engineers who
have at least 10 yrs of experience in engineering profession after having obtained a
bachelors degree in engineering – Vice Chairperson,
3. 5 engineers nominated by government from amongst the engineers engaged in the
engineering profession – Members,
4. President, NEA – Member,
5. 5 engineers elected by NEA – Members,
6. One Campus Chief nominated by Government of Nepal from amongst the campus
Chiefs of the engineering colleges – members,
7. Representative, IOE, TU – Member,
8. 2 engineers nominated by the council- Member,
9. Registrar - Member secretary.
The tenure, roles and responsibility and other selection criteria of the members are mentioned
in NEC Act, 2055.

Activities of NEC
In addition to registering new engineering professional and providing approval to engineering
college to provide engineering education, it performs following activities:
1. It prepares professional code of conduct to be followed by every engineering
professional.
2. It fixes the qualification necessary to get registered and practice engineering profession.
3. It takes necessary action to punish the engineer if he/she violates the professional code
of conduct.

Types of membership and requirements


Registration of engineers is done in three different category:
a) General Registered Engineer (Category – A)
b) Professional Engineer (Category – B)
c) Foreign Registered Engineer (Category – C)
To register in NEC, all the documents mentioned below need to be submitted at NEC office:
1. Attested copies of Academic Certificates
 SLC marksheet and Character Certificate.
 Intermediate level or 10+2 Transcript and Character Certificate.
 B.E. Degree/provisional certificate.
 B.E. Transcript and Character Certificate.
2. Attested copy of Citizenship.

Professional Code of Conduct by NEC


The professional code of conduct to be followed by the registered Engineers of the Council:
1. Discipline and Honesty,
2. Politeness and Confidentiality,
3. Non - discrimination,
4. Professional Work,
5. Deeds which may cause harm to the engineering profession,
6. Personal responsibility,
7. State name, designation and registration number and
8. No publicity or advertisement must be made which may cause unnecessary effect.

 It sets norms and standards for engineering education in Nepal
 It monitors and inspects the quality of engineering education provided by the
engineering colleges and institutions.
 It prepares policies, plans and programs for the smooth functioning of the engineering
profession and to execute them.
 It helps to maintain the code of ethics and bound the engineers to perform qualitative
work.
 It helps in selection of the quality engineer who works in the development of the
nation.

Conclusion
NEC helps to know why this body is necessary in the country for quality engineering
education and integrated engineering profession. NEC is a regulatory government
organizations which prepares acts and codes and guidelines for engineers to follow and take
appropriate actions when breached. This report highlights the works of NEC, general
procedure for registration in council and required documents, how the executive members are
selected and their requirements for selection, governing act and rules of NEC and
professional code of conduct to be followed by Engineering Practitioners.
