RESOLUTION NO. 2023-03

A RESOLUTION ADOPTING THE INTERNAL RULES OF PROCEDURE OF THE

SANGGUNIANG KABATAAN OF BARANGAY LIAS, MARILAO, BULACAN

WHEREAS, we, the duly-elected Sangguniang Kabataan Officials of Barangay LIAS,

MARILAO, BULACAN adhere to the principle that sincere and meaningful unity among the
members of the Sangguniang Kabataan in order to uplift the general welfare of the youth;
WHEREAS, in order to cope up with these challenges, we have to have a Constitution and By-
laws that is responsive to the demands of the present times;
NOW THEREFORE, on motion of SK Kagawad John Rafael A. Borja, duly seconded by SK
James C. Candalera, this resolution unanimous approved by this majority body present in the
session.
RESOLVED, as it is hereby resolved, A RESOLUTION ADOPTING THE INTERNAL RULES
OF PROCEDURE OF THE SANGGUNIANG KABATAAN OF BARANGAY LIAS,
MARILAO, BULACAN

Article I
COMPOSITION
Section 1. The Sangguniang Kabataan of Barangay Lias, the youth governing body of this
barangay, shall be composed of a Chairman and seven (7) Members including the Secretary and
the Treasurer.
Section 2. All these officials of the Sangguniang Kabataan shall be elected by the Sangguniang
Kabataan registered voters.

Section 3. The secretary and the treasurer shall be appointed by the chairman from among the
members of the Katipunan ng Kabataan, subject to their concurrence.

Article II
NAME AND DOMICILE
Section 1. The organization shall be known as Sangguniang Kabataan of Lias, herein referred to
as SK – Lias.
Section 2. The principal office of the SK – Lias shall be located within the area of Barangay
Lias.

Article III
POWERS AND FUNCTIONS OF THE SK – Lias
Section 1. The SK – Lias should have the following powers and functions:
a. Promulgate resolutions necessary to carry out the objectives of the youth in the barangay, in
accordance with the applicable provisions of the Sangguniang Kabataan Reform Act of 2015 or
RA 10742
b. b. Initiate programs designed to enhance the social, political, economic, cultural, intellectual,
moral, spiritual and physical development of the members;
c. Hold fun-raising activities, the proceeds of which shall be tax exempt and shall accrue to the
general fund of Sangguniang Kabataan. Provided, however, that in the appropriation thereof, the
special purpose for which such activity has been held shall be first satisfied;
d. Create such bodies or committees as it may deem necessary to effectively carry out its
programs and activities;
e. Submit annual and end of term reports to the Sangguniang Barangay and Municipal Youth
Development Council (Marilao Youth Development Office) on their respective projects and
activities for the survival and development of the youth in the barangay;
f. Consult and coordinate with all youth organizations in the barangay for policy formation and
program implementation;
g. Coordinate with the appropriate National Agency for the implementation of youth
development projects and programs at the National level;
h. Exercise such other powers and perform such other duties and functions at the Sangguniang
Barangay may determine or delegate; and
i. Exercise such other powers and perform such other functions as maybe prescribed by law or
ordinance.

Article VI
POWERS AND FUNCTIONS OF THE OFFICIALS OF THE SK – Lias
Section 1. The Sangguniang Kabataan Chairmanperson shall:
a. In addition to the duties which may be assigned to her by the Sangguniang Barangay upon
assumption of office, he shall exercise the same powers, discharge the same duties and functions
and enjoy the same privileges as the regular Sangguniang Barangay members, and shall be the
Chairman of the Committee on Youth and Sports Development;
b. Serve as member of the Barangay Development Council (BDC);
c. Represent the Sangguniang Kabataan in the Pederasyon ng mga Sangguniang Kabataan;
d. Implement policies, programs and projects within her jurisdiction in coordination with the
Sangguniang Barangay;
e. Exercise general supervision over the affairs and activities of the Sangguniang Kabataan and
the official conduct of its members and the Sangguniang Kabataan Officials within his
jurisdiction;
f. Appoint with the concurrence of the Sangguniang Kabataan among the members of the
Katipunan ng Kabataan, the Secretary and the Treasurer, and such other Officials as may be
deemed necessary; and
g. Exercise such other powers and perform such other duties and functions as may be prescribed
by law or ordinance.
Section 2. The Sangguniang Kabataan secretary shall:
a. Keep all records of the Sangguniang Kabataan;
b. Prepare and keep the minutes of all meetings of the Sangguniang Kabataan;
c. Prepare all forms necessary for the conduct of resignation, elections, initiatives, referenda,
plebiscites, in coordination with the Barangay secretary and the COMELEC; and
d. Perform such other duties and discharge such other functions as the Sangguniang Kabataan
Chairman may prescribe or direct.
Section 3. The Sangguniang Kabataan Treasurer shall:
a. Take custody of all Sangguniang Kabataan property and funds not otherwise deposited with
the Municipal Treasurer;
b. Collect and receive contributions, moneys, materials and all other resources intended for the
Sangguniang Kabataan;

c. Disburse funds in accordance with the approved budget of the Sangguniang Kabataan;
d. Certify the availability of fund whenever necessary;
e. Submit to the Sangguniang Kabataan and to the Sangguniang Barangay certified and detailed
statements of actual income and expenditures at the end of every month; and
f. Perform such other duties and functions as the Sangguniang Kabataan Chairman may direct.

Article VI
MEETINGS, ORDER OF BUSINESS AND QUORUM
Section 1. The regular meeting of the SK – Lias shall be every Holiday of the Month, 9 o’clock
in the morning at the SK Office Hall.
Section 2. Order of Business in Regular meeting shall be as follows:
a. Call to Order
b. Invocation
c. National Anthem and Marilao Hymn
d. Roll Call
e. Reading and Consideration of the Previous Minutes
f. Agenda
– Unfinished Business
– Business for the Day
– Others
g. Announcement
h. Adjournment
Section 3. Special meetings maybe called by the SK Chairman or any three (3) of the Members
by giving written notice to all members of the date, time, place, agenda of the meeting at least
one (1) day in advance.
Section 4. Notices of regular or special meetings shall be furnished the Punong Barangay, the
Sangguniang Barangay, and Municipal Youth Development Office for their information.
Section 5. A majority of all the SK – Lias officials shall constitute a quorum in order to transact
official business.

Article VII
DECORUM AND PENALTIES AND FINES
Section 1. Conduct during meetings, during every regular and/or special meeting, the SK – Lias
Members should observe the following rules and policies:
a. The meeting will start at 9:00 in the morning and five minutes before the start of the meeting;

b. Early quitting during regular meeting is not allowed except for emergency cases as permit by
the majority of the members present;
c. Tardiness is not allowed with some provisions of fifteen (15) minutes is the grace period
d. Absent without justifiable reason during regular and/or special meeting, and SK - Lias Project,
Program, & Activities will be punish;
e. Attendance is a must during SK - Lias Projects, Programs, & Activities that shall have
attendance sheet to be signed by SK Officials one (1) in the morning & one (1) surprise in the
afternoon.

Article VIII
GROUNDS FOR DISCIPLINARY ACTION
Section 1. Any SK – Lias Official may be disciplined, suspended, or removed from office on any
of the following grounds:
a. Disloyalty to the Republic of the Philippines;
b. Culpable violation of the Constitution of the Republic of the Philippines and By-law;
c. Dishonesty, oppression, misconduct in office, gross negligence, or dereliction of duty;
d. Abuse of authority; and
e. Such other grounds as may be provided in the Sangguniang Kabataan Reform act of 2015 or
also known as RA 10742, this Constitution and By-laws, their respective Internal Rules of
Procedures, and other laws.

Article IX
AMENDMENTS
Section 1. Any portion of this Constitution and By-laws may be amended by a majority of all the
SK – Lias Members.
Article X
EFFECTIVITY
Section 1. This Constitution and By-laws shall take effect on the date of adoption of this
Sangguniang Kabataan of Barangay Lias.
