1. Scope
The document defines the minimum requirements for the supply of a PABX. The number of
technical points specific to each project will be listed in the particular specifications of the
project.

2. Reference documents
The table below lists references from international organizations such as the ITU and others
from national organizations such as the French National Telecommunication Research Centre
CNET.
As a rule, the PABX must at least be approved by the competent authorities of the country
concerned, or in case of lake of this approval, just approval by France Telecom, even if the
country of installation is not France. There follows an non-exhaustive list of norms and
standards by which the PABX must comply. However, exceptions will be accepted according to
the characteristics specific to each country.
Where national regulations exist, their provisions and those of the standards and codes to which
they refer shall apply, supplementing or amending the provisions of this document.
If there are no national regulations covering all or part of the subject of this document, the
reference documents shall be strictly applied, as supplemented by the provisions of this
document.
Only the main reference documents are mentioned; the CONTRACTOR shall be responsible for
complying with all secondary reference documents dealing with the subject of this document.
Unless otherwise indicated in the detailed contractual conditions, all the reference documents to
be used, as well as their supplements shall be the latest editions.

3. Functional definition
A PABX is a set of one or more machines capable of handling telephone and in some cases
data traffic. The number and capacity of the machines depends essentially on the number and
nature of the terminals to be connected (telephone or data, analogue or digital terminals), and
their geographic distribution. The processing capacity of the PABX must be calculated to allow
for a 20 % expansion over the initial load capacity.

4. Technical specifications
4.1 Distributed intelligence architecture
In the case of a PABX consisting of several machines, each machine must be capable of
operating independently of the others, on both the telephone distribution and network sides. To
facilitate this, the network ports shall preferably be distributed over several machines. Similarly,
certain entities (defined by the customer as strategic) shall have their terminals connected to
different units in order to avoid affecting a whole sector (geographic or functional) in the event of
failure of an access unit.
The PABX must consist of identifiable, extendible and interchangeable subsystems. The
hardware configuration must consist of electronic circuit boards in one or more dedicated
subracks. "Fully integrated" products in the form of a single cased unit should therefore be
avoided.

4.2 Central processor unit


The central processor unit, in the form of processor boards, can be unique or duplicated,
according to the size and configuration of the system. The CPU must be capable of processing
and backing up the switching software and databases on an interchangeable hard disk.
Switching must be digital time division (as opposed to analogue space division). Voice encoding
must be in accordance with the A-law defined by ITU-T in the G.711 PCM standard.

4.3 Network access interfaces


The PABX must be capable of accepting the following network connections:
• Analogue and digital public networks (for example in France: TRANSPAC, TRANSFIX,
ISDN, COLISEE, PSTN).
• TELFA private network: on analogue or digital leased lines.
• Virtual private network: two numbering formats over the same circuit group.
In general, the following signalling systems must be supported by the PABX: 4-wire E&M,
pseudo L1, winkstart, channel-associated signalling, common channel signalling.
The media for accessing these networks may be wire cable, optical cable, microwave or
satellite. The interfaces shall be proposed according to the media used in the project.

4.4 Networking PABXs


In the case of networking PABXs, the main objective is the transparency of the networks used
for end-to-end user-to-user messages. Maximum transparency must be provided, even if the
PABXs are of different makes. The three typical media for PABX tielines are: analogue or PCM
leased lines associated with a common channel signalling link (for example X.25), satellite link
or access to the ISDN network. The signalling systems to be adopted are: QSIG on T0 and T2,
or failing this one of the following signal systems: CEPT L1, CCITT R2 international, DC5A
(decadic, Q.23).

4.5 Circuit and traffic routing


The PABX must be capable of providing at least the following features: direct dialling-in, direct
seizure (with direct seizure class of service), automatic tieline seizure class of service, incoming
class of service, preferential dynamic routing (least cost) between several operators, alternative
routing, day/night routing, call forwarding.
The PABX must be able to adapt to existing numbering plans on our private networks and on
the public networks of the country concerned. There must be total independence between a
subscriber's number and the physical location of the subscriber's access interface to the PABX;
a user must be able to retain his telephone number if he or she moves locations on the same
site, and even in the event of a change of site, if the networking is "multi-site" with integrated
services. The PABX must incorporate (or be capable of incorporating) easily upgrades that are
foreseeable and known today: for example, the year 2000 transition, announcement by public
operators of an international dialling code common to the whole of Europe "388", etc.
Optionally, a proposal shall be made for DISA (Direct Inward System Access).

4.6 Facilities offered to users


Here is a list of the main user facilities requested: hold, broker's call, consultation call, transfer,
three party conference, follow-me call forwarding, call forwarding-all calls, call forwarding- busy,
call forwarding–no reply (forwarding to another extension or a voice mailbox), automatic
callback on busy extension, last number re-dial, manager/secretary facility, extension locking,
group telephony (intercom function), closed user groups, individual call intercept, group call
intercept, individual short code dialling lists, group short code dialling lists, internal directory,
access to voice guidance. The SUPPLIER may propose other facilities or options not listed
above.

4.7 Operation and administration


The main functions listed below must be accessible to the PABX manager. These functions
must be accessible via a hierarchical password. The computer terminal must be standardized
so that it can be incorporated if necessary into the site's computer network (for example, a TCP-
IP Ethernet network). There must also be an asynchronous terminal, connected directly to the
PABX, for entering commands in native mode. It must be possible to back up subscriber
databases and software on different external media such as floppy disks, CD-ROM, external
PC, excluding electronic memory (RAM, EPROM, etc.).
Functions: Create, add, modify, delete, list, display.
These functions must relate to the following fields:
• Configuration: general system settings, telephone access settings, network access
settings, voicemail settings, internal directory settings.
• Maintenance: alarm management (different definable levels, forwarding of alarm
messages to an internal or external destination), log operations (automation, search
filters, output filters), tests on the different access ports, operations on the voice guidance
announcement messages. A telemaintenance option shall be proposed.
• Statistics: operations on traffic observations, charging operations (database criterion by
criterion, filters, output reports: periodic, selective, exceptions, etc.).

4.7.1 Call accounting


The call accounting system proposed must provide at least outgoing call records. For large
systems, here is a non-exhaustive list of the listing and call accounting commands:
• Listing commands: the listing commands shall incorporate the following criteria:
COMPANY name, entity account number, department number, department name,
directory number, listing between two directory numbers. It shall also be possible to
introduce secondary search criteria: lower record date limit, upper record date limit, lower
call accounting limit, upper call accounting limit, lower call time limit, upper call time limit,
called party number.
• Call accounting commands: It shall be possible to have global or detailed call
accountingor, global call accounting by directory call number. Call accounting must be
possible using different access keys: department, entity, entity number, directory number,
etc. It must be possible for the operator or manager to program an automatic call
accounting file backup.
The call accounting database must be compatible with the format used locally.

4.7.2 Directory
The "directory" function shall be provided by software internal to the PABX or by an external
server. Directory entries shall consist of fields programmable by the operator (add or delete a
field, modify field link, etc.).
It must be possible to update this directory manually. Nevertheless, the normal method will be
by automatic transfer of databases from PABX to server. The automatic directory server transfer
function must accept a change made from the administrator's console or from the asynchronous
console. In the case of an existing directory, the SUPPLIER shall propose a means of
transferring the existing database to the new directory server.
It shall be possible to consult this directory from switchboard terminals, and if necessary by
users themselves from desktop computer terminals.

4.8 Switchboard, operator stations


The telephone switchboard shall handle both external calls (incoming calls) and internal calls
("enquiry" function).
• One or more Operator Positions (OP) shall be proposed according to the capacity of the
site. The OPs shall receive their power from the PABX. The OP shall be a terminal
dedicated to this function and shall have at least the following facilities: a readout or
screen, a keyboard, an interface for remote access to the PABX. The readout (or screen)
and the keyboard can be either on the same terminal (telephone type) or in the form of a
computer station: in the case of operator positions assisted by an operator helpdesk (to be
proposed as an option). An "earpiece plus micro" headset shall be proposed as an option.
The following information shall be presented clearly on the readout or screen: states of
call queues (external incoming, internal, ringing, etc.); identifying the calling party, the
called party, the state of the internal called party (forwarded, busy, etc.). In addition to the
normal functionalities, the following facilities are required: access to short code dialling,
routing a call to another terminal (even external) from an internal extension, automatic
switchover of the OP to another OP must be programmable in timebands, switchover to a
predefined extension, in the event of deactivation of OPs. An option shall be proposed for
direct access to consult the PABX's internal directory.
• An optional proposal shall be made for an OP designed for the visually handicapped.

4.9 Telephone terminals


These terminals shall be exclusively pushbutton (ITU Q.23 pulse or tone dialling). A number of
options shall be proposed concerning direct access memory keys, hands-free operation,
adjustable ringing, facilities for locking the terminal, etc. Telephone terminals shall be supplied
with leads equipped with connectors suitable for the cabling.
Several classes of telephone terminal shall be proposed complying with limitations linked to the
existing installed base: analogue or digital telephones, "proprietary" digital telephones.
Fax terminals shall be group 3 (standard access on analogue telephone jack).

4.10 Data transmission


A proposal shall be made for connecting the PABX to computer terminals. The ports supplied
shall be: synchronous up to 64 kbit/s, asynchronous in PAD mode up to 19.2 kbit/s. At least
three types of interface are required: V.24, V.35 and X.21. The terminals must be able to
communicate locally and remotely via public or private networks. If the PABX supports the TCP-
IP Ethernet Interface the bid must state this.

4.11 Cabling
The SUPPLIER shall be responsible for connecting the PABX to the distribution frames
concerned, identified by the customer. Mechanical parts, modules and terminal blocks must
comply with the homogeneity of existing distribution frames. The same applies for wiring rules.
Cables must comply with existing paths (cable runs, raised floors, suspended ceilings, etc.). The
details are explained in specification reference GS TEL 180.

4.12 Equipment and power system rooms


The SUPPLIER must specify any constraints relating to the area required for installing the
PABX, air conditioning conditions (permitted temperature range, relative humidity, heat
dissipated by the PABX), lighting constraints, and floor loading. Most of our equipment runs are
protected against fire by a gas system. The SUPPLIER shall specify any contra-indications of

the gases employed (Inergen, FM200). Use of FM200 gas is allowed by regulations. Concerning
the power system room the SUPPLIER must specify the type of power supply required, the
power needed to provide six hours independent operation and the protection arrangements
required.

4.13 Peripheral devices


The PABX must optionally be able to provide access to the peripheral devices listed below.
These devices may be incorporated in the PABX in the form of an internal subsystem or
separate from the PABX itself, or in independent external systems interconnected with the
PABX.

4.13.1 Voicemail server


This server may be internal to the PABX or external. The main functions accessible to each user
must be: recording a personal greeting message by each user, management of an access code,
consultation of the voice mailbox from any internal or external terminal, and access to standard
commands (time-stamping of messages, listening to a message, replaying a message, going to
the next message, going to the previous message, archiving a message, deleting a message,
facility for leaving the voice mailbox to obtain a human operator, etc.). Voice guidance shall be
proposed as an option.

4.13.2 Recorded announcements


An option shall be provided to allow the operator to customize the installation with voice
guidance, assistance announcements, greeting messages and music on hold. It must be
possible for the customer to record these messages. It must be possible to disable music on
hold for certain directions.

4.13.3 Wireless telephony


An option shall be proposed for a local wireless telephone system. The radio standard shall be
DECT. The system must be proposed in the form of modules (as opposed to fully integrated)
clearly separating the radio controller from the transceivers. It shall be possible to connect the
radio terminals to the radio controller by ordinary telephone pairs. It shall be possible to use the
terminals in offices and outside, within the boundaries of the site. The bid shall indicate whether
the handover function is transparent. Services accessible from radio terminals must be similar to
those from fixed telephone terminals (DDI, forwarding, transfer, etc.). A personalised telephone
directory is desirable on each terminal. Finally, high capacity batteries (for example NiMh) shall
be proposed as an option in addition to conventional batteries (NiCd).

5. Maintenance
A maintenance agreement shall be proposed at the same time as the response to the call for
bids. This maintenance agreement shall not replace the normal warranty, but must be
negotiated before the actual purchase order is issued. In addition to the normal points, it must
specify in particular the limits of the SUPPLIER's services: the equipment involved in quantity
and quality, the agreement application procedures (hotline number where applicable, working
hours and callout times, etc.), penalties in the event of failure to comply with the agreement
conditions, and its cost. An onsite maintenance kit shall be proposed according to the final
configuration adopted. The proposal shall be backed up by statistical failure data relating to the
different system elements (MTBF, etc.).

6. Quality control
6.1 Acceptance testing
There shall be two acceptance test procedures: a factory acceptance test and a site acceptance
test, included as part of the contract. In both cases, an acceptance test booklet must be
provided by the service provider at least one month before the date of acceptance, for approval.

6.2 Documents to be supplied


The documentation shall be supplied by the bidder and must comprise at least the following
items. Installation diagrams indicating the installed capacities, wired capacities and extension
capabilities, equipment layout drawings, wiring drawings and cross-connect plan, electrical and
logical diagrams of units with explanatory manuals, a manual defining the signalling codes
used, a user manual for removable items, in particular telephone terminals, operator positions,
craft terminals and any peripheral devices. Concerning the software, the man-machine dialogue
operator guide must be provided together with a manual on the management, traffic observation
and charging software. All of this documentation shall be supplied in one or more final copies
delivered at the time of commissioning, with the "As built" drawings.
