1.0 Introduction
1.1 The site of the proposed works is the existing Lant Street Tower providing apartment
accommodation and commercial offices, located at 52-56 Lant Street, London, SE1 1RB.
1.2 The Lant Street is an 8 storey building (7 levels from ground to the uppermost level) and basement
car parking. The building is a combination of commercial offices and residential apartments. The
commercial offices are located on 5no floor levels (1st to 5th floor levels).
1.3 The building is a modern looking, cladded with ACM, render, masonry, and timber.
1.4 The scope of works is to replace the combustible elements of the external façade with suitable
non-combustible materials. The works include but are not limited to the replacement of ACM,
timber and render cladding, insulation elements and fire barriers. A Specification for the
replacement cladding and associated works has been developed by AEW Architects in conjunction
with site investigations undertaken by Thomasons and fire compliance advice from Design Fire
Consultants (DFC).
1.5 Planning consent has not been obtained yet however a Building Regulations submission will be
required and all requirements complied with. In this respect Thomasons have submitted for Part B
Building Regulations Approval and will forward all required further information supplied by the
contractor on receipt. The Contractor will be responsible for notifying the Building Control office,
copying in Thomasons in relation to required inspections, complying with their requirements and
providing the certificate of approval upon completion.
1.6 Funding for the recladding works is being obtained through the Government fund. In this respect
various Government guidelines will need to be complied with and warranties executed, details for
which are provided within Appendices D, E and F.
1.7 The building will remain in occupation throughout the duration of the works and the appointed
contractor will be required to liaise with the nominated representative from the management
company (RMG Ltd) with regards to all aspects concerning the existing occupants of the building.
Nuisance from noise, dust and the like shall be kept to a minimum at all times.
1.8 The tendering contractors shall submit their proposals for temporary access systems, siting of
welfare facilities and material laydown areas, within their tender as part of the Method Statement
which will form part of the tender analysis process. An indicative site operations/constraints plan
to be developed by the Contractor and become their responsibility is included in Appendix H.
1.9 The Form of Contract to be utilised is the JCT Standard Form of Contract 2016 without Quantities.
1.10 The contractor will be responsible for the design of a number of elements of the works as detailed
within the tender documents. In this respect these will form the “Contractor Designed Portion” and
the tendering contractors shall submit with their tender Contractor’s Proposals for these works.

2.1 Tenderers are to submit one copy of their tender, including a fully priced Schedule of Works and
completed Form of Tender together with their Programme, Method Statement and Cashflow
Forecast proposals for the works. Tenderers shall also submit details of their Contractor’s
Proposals for the Contractor Designed Portion of the works.
2.2 The Contract for the works will be a fixed price contract. The tender price shall be open for
acceptance for 3 months from the date of tender. The tender price must allow for any item or
section of work to be varied or deleted without affecting other items.
2.3 The Contractor is to price the works as indicated on the drawings, specification and schedule of
works listed in the invitation to tender and allow for all associated works necessary for the proper
execution of the works. It is important that the materials and specification requirements are strictly
complied and in this respect any queries shall be referred to Thomasons in writing for clarification
prior to submission of the Tender.
2.4 Contractors tendering should visit the site in order to ascertain the nature and extent of the work,
access and any other matters which may affect their tenders and claims arising from any failure to
do this will not be accepted. Arrangements for access to the site shall be subject to prior
authorisation via L. Harbour or E. Gobonwamang at Thomasons.
2.5 The Tendering Contractors shall submit a programme with their tender setting out the sequencing
of the works and indicate the dates for commencement and completion. The programme shall
include for all provisional sums and provisional items together with all activities required to
complete the works.
2.6 The Schedule of Works provided is indicative only and has not been prepared in accordance with
SMM or NRM. The Tendering Contractors shall assess their own quantities and the works will not
be subject to re-measurement except where provisional items are indicated. Any quantities
included are approximate only and the Tendering Contractors are to allow for all the works
necessary for the completion of the works referred to in the tender documents and dictated by the
layout and composition of the existing building and site. Provisional Sums and the Contingency
shall be expended in full or part as instructed by the Contract Administrator.
2.7 Tenderers are responsible for obtaining all information necessary for the preparation of their
tender. The Employer will not be liable for any costs, expenses or liabilities which Tenderers incur
in connection with the preparation and submission of a tender.

195 PLANNING
Planners have been consulted in respect of the Proposed Works. Whilst a Planning
Application is not expected to be required, the Contractor shall conform with any
requirements stipulated including the provision of sample panels and the like and liaise
with the Local Planning Authority as required.

The Contractor is to note that a Practical Completion Certificate will not be issued until all
of the above documents are complete and have been issued to the Employer and are to
the satisfaction of the Employer.

210 PARKING
• Parking of the Contractor’s and Employees’ vehicles will not be allowed on site except
where prior authorisation has been obtained from the Employer or CA.

150 RESPONSIBILITY The Contractor will be fully responsible for the design of the Contractor
designed parts of parts of works subject to the standard or reasonable skill and care set
out in the Building Contract. Design responsibility for the following:
- The configuration of the cladding finishes including the coordination with existing site
dimensions
- Proprietary support systems
- Development of drawings and specifications encompassing the above to finalise a
detailed design package
- Temporary works including access systems.

- Planning and mobilisation by the Contractor.
- Earliest and latest start and finish dates for each activity and identification of all critical
activities.
- Running in, adjustment, commissioning and testing of all engineering services and
installations.
- Work resulting from instructions issued in regard to the expenditure of provisional sums

The nature and scope of which, the relationship with preceding and following work and

submitting the programme.

250 MONITORING
• Progress: Record on a copy of the programme kept on site.

submit proposals or take other action as appropriate to minimise any delay and to recover
any lost time.

The Contractor is to include for high quality painted hoardings with lockable gates as
required to facilitate the works. The Contractor shall allow for any fencing within the site
boundary to segregate construction vehicles from workpeople together with the existing
use of the building and surroundings.
ACCOMMODATION
410 LIGHTING
• Finishing work and inspection: Provide temporary lighting, the intensity and direction of
which closely resembles that delivered by the permanent installation.
430A WATER
• Supply: The Employer's mains may be used for the Works as follows:
- Metering: the Contractor shall be responsible for meeting the costs associated with the
electric usage throughout the contract. Meter readings to be taken and recorded with

• Provide for the sole use of those acting on behalf of the Employer in sizes to be specified:
- 10 Nr safety helmets
- 10 Nr high visibility jackets, goggles/eye protectors and gloves

We appreciate that failure to comply with the Conditions of the foregoing paragraph will invalidate our offer.
We undertake in the event of your acceptance to consider this document as a formal contract embodying all
the terms and conditions contained in this offer. We understand that you are not bound to accept the lowest
or any Tender you may receive. We agree that should obvious errors in pricing or errors in arithmetic be
discovered before acceptance of this offer, we shall be given the opportunity to either confirm our tender or
to amend the relevant items to correct the error. If we wish to maintain the tender price unchanged, this may
be done by adjusting other items in the schedule of rates but only if all items are adjusted equally pro rata.
This tender remains open for acceptance for 3 months from the date stipulated for return.
