Constitution and By-laws of the Organization

ARTICLE I. NAME AND PURPOSE

Section 1. This organization shall be called the “TANGHALANG HIRAYA.”

Section 2. Logo of the Tanghalang Hiraya represented by the portrayal of the two masks
used to describe theatre, the crying face and the laughing face. This logo symbolizes
comedy and tragedy – the two basic genres of theater which art form the organization
aligns itself with and the sun where it symbolizes the light we will give to the people.

Section 3. Purpose of the organization

4.1 To develop the artistic mind of OC’seros peninsulares

4.2 To hone the acting skills of OC’seros peninsulares
4.3 To promote a good and healthy relationship among the students of Bataan
Peninsula State University - Orani Campus.
4.4 To present slices of life through theater and to capture the elusive Filipino
soul

ARTICLE II. MISSION AND VISION

MISSION . Tanghalang Hiraya aims to provide knowledge to our fellow OC'seros

peninsulares by creating beautiful performances, offering theater arts training, and
more. We are motivated to foster innovation by pushing ourselves beyond our limits to
achieve our mission, which is to deliver quality and excellent performances.

VISION . The primary goal of Tanghalang Hiraya is to share knowledge with our fellow
OC'seros peninsulares through the creation of captivating shows, offering theater arts
training, and various other activities. We are driven by the desire to encourage
innovation by pushing our boundaries to accomplish our mission, which is to deliver
exceptional and high-quality performances.

ARTICLE III. MEMBERSHIP

Section 1. Recruitment. Tanghalang Hiraya will carry out its recruitment in

accordance with the schedule provided by the OSA for university-wide groups or
Campus Organization. Students who are successfully recruited (referred to as
'Aspirants') The aspirants will undergo an audition , three days workshop and will
conduct a culminating activity which will be facilitated by the organization's current
leaders. Not meeting these requirements will lead to an extension of their
apprenticeship.

Section 2. Qualifications

2.1 Bona fide students of the Bataan Peninsula State University - Orani Campus
2.2 Can commit to the organization
2.3 Must undergo to the audition
2.4 Must commit in the Three days workshop of the Organization

ARTICLE IV. DUTIES AND RESPONSIBILITIES OF THE MEMBERS OF THE

ORGANIZATION

Section 1. The member organization is responsible for upholding, adhering to, and
showing due respect to these Articles of Association.

1.1 Every member should understand their obligations and account for the
outcomes of their behaviour. If a member breaches the rules, the officers have the
authority to take disciplinary measures at their discretion.

Section 2. Member organizations are encouraged to participate in activities organized

by Tanghalang Hiraya

Section 3. Duly informed member organizations are required to attend meetings called
by Tanghalang Hiraya.

3. 1 All members are required to attend all Tanghalang Hiraya general assemblies and all
Tanghalang Hiraya Meetings.

3.2 Members who failed to attend three (3) consecutive general assemblies without a
valid reason would mean forfeiture of membership.

Section 5. Only bona fide student members are eligible to participate in voting and
candidacy conducted within the organization. Other membership categories do not
possess this privilege.

Section 6. All romantic relationships between members are tolerated but not accepted.
Public display of affection or any form of vulgarity will cause a subject for termination,
which will be decided by the Director and Administrative Officer.

ARTICLE V – EXECUTIVE BOARD

Section 1. The Executive Board of the organization consists of a minimum of six (6)
positions, including President, Vice-President, Secretary, Treasurer, Auditor, and Public
Relations Officer (PRO). If the organization has purposes beyond administration,
additional positions may be created as needed.

In the case of Tanghalang Hiraya, its Executive Board comprises eleven (11) positions,
with nine (9) elected roles, such as Artistic Director, Administrative Officer, Technical
Director, Production Designer, Secretary, Treasurer, Auditor, Public Relations Officer for
External Affairs, and Public Relations Officer for Internal Affairs. Two (2) of these
positions, the Go-Between Officers, are appointed by the elected officers.

Section 2. Qualifications. It shall be necessary that all those who shall form part of the
Executive Board be at least:
2.1 A bona fide student of the Bataan Peninsula State University - Orani Campus
2.2 A student of good standing.
2.3 A member of the organization for at least one (1) academic year prior to being
elected.

Section 3. All Executive Board members must fulfill the duties and
responsibilities assigned to them by the Articles of Organization

3.1 ARTISTIC DIRECTOR

● He/she shall oversee all matters pertinent to his/her position as
head/president of the organization.
● He/she shall see to it that the goals and objectives set forth for the growth and
development of the organization are carried out as properly and effectively as
possible.
● He/she shall take charge of the artistic aspect of the organization.
● He/she shall draw up the kinds of productions to be staged for a particular
season during his/her term.
● He/she shall decide who will compose the artistic staff of the organization’s
productions.
● He/she shall be responsible in nurturing the artistic potential and abilities of the
organization’s members.
● He/she shall have the power to direct assignments, duties, and responsibilities
to his/her fellow officers if deemed necessary.
● He/she shall have the power to suspend and terminate any officer or member
found guilty of violating the rules and regulations of the organization.
● He/she shall be the only one who will call the general assembly and officer’s
meetings.

3.2 Co- Director

● He/she shall work in close coordination with the Artistic Director and shall
perform other duties the Artistic Director may direct.
● He/she shall take the place of the Artistic Director upon his/her absence or
incapacity.
● He/she shall be responsible for drawing up the organization’s non-artistic
activities, events, and projects.
● He/she shall head the production pool and is entitled to call production
meetings if deemed necessary.

● He/she shall decide who will compose the administrative staff of the
organization’s productions.
● He/she shall be responsible in tapping the capabilities and potentials of the
members concerning administrative functions.
● He/she shall have the power to suspend and terminate any officer or member of
the administrative and/or production staff guilty of violating the rules and
regulations of the organization

3.3 Technical Director

● He/she shall oversee the functions of the Production Designer.
● He/she shall assist the Artistic Director and shall perform such other duties as
may be assigned to him by the Artistic Director.
● He/she shall be held accountable for the maintenance of the technical
equipment of the organization.
● He/she shall be responsible for the technical growth of the members of the
organization.
● He/she shall oversee the technical direction of every production.

3.4 Production Designer

● He/she shall be responsible for designing and carrying out the production
design of the organization’s activities.
● He/she shall be responsible for the approval of the production design of every
production.
● He/she shall maintain and protect the set, costumes, and props used in the
organizational productions.
● He/she shall be responsible for tapping the capabilities and potentials of the
members in terms of production design.
● He/she shall perform other duties as the Artistic Director and Co- Director may
direct.

3.5 Secretary
a. He/she shall record the minutes of all the meetings by the Executive Board and of
General Assemblies;

b. He/she shall keep all the records of the organization which include, but are not
limited to, the following:
● Attendance sheets
● Recognition papers
● Production papers
● Progress reports
● Constitution and by-laws
● Accomplishment reports
● Tanghalang Hiraya’s’ directory
● Production notes
● Leave of absence letters
c. He/she shall perform such other duties as may be delegated to him/her by the
Artistic Director and Administrative Officer and may render services to the other
officers if deemed necessary.

3.6 Treasurer
● He/she shall keep full and accurate accounts of receipts and disbursements in
the records of the organization;
● He/she shall have custody of, and be responsible for, all the funds of the
organization;
● He/she shall render annual statements showing the financial condition of the
organization;
● He/she shall perform such other duties as may be assigned to him by the
president.

3.7 Auditor
● He/she shall liquidate all used funds by the organization;
● He/she shall provide a regular periodic audit of the books of account of the
organization;
● He/she shall attest to the veracity of any correctness of such reports; d. He/she
shall monitor all logistics Artistang Artlets alongside with the Technical Director
and Production Designer
● He/she shall perform such other duties as may be assigned to him by the
president;

3.8 Public Relations Officer for External Affairs

● He/she shall function as an information officer with regard to the external affairs
of the organization.
● He/she shall take charge of disseminating information to the Artlets community
through the use of different strategies.
● He/she shall establish healthy working relationships with other organizations
both inside and outside the university.
● He/she shall file a record of contact persons regarding external affairs.
● He/she shall take charge of public announcements, press releases, posters,
teasers, etc.
● He/she, together with the P.R.O. Internal, shall be responsible for the publicity
and promotions of the organization’s production and activity.
● He/she shall perform such other duties as the Artistic Director and
Administrative Officer may direct

3.9 Public Relations Officer for Internal Affairs

● He/she shall function as an information officer with regard to the internal affairs
of the organization.
● He/she shall file a record containing an updated and accurate directory of all
members and alumni of the organization.
● He/she shall be responsible for informing all members of the different activities
of the organization.
● He/she shall establish a harmonious atmosphere within the organization.
● He/she shall perform such other duties as the Artistic Director and
Administrative Officer may direct.

3.10 Go-Between Officers

● He/she shall follow‐up important letters and documents.
● He/she shall perform such other duties as the Artistic Director and
Administrative Officer may direct.

Section 4. Terms of office shall be valid only for one (1) academic year. However,
reelection is permissible.

ARTICLE VI. ELECTION PROCEDURES

Section 1. Elections must be held exclusively in the month of July and should not
overlap with the University's or any related entity's events or activities.

Section 2. The organization will provide advance notification to its members at least
one (1) week before the planned election. Members with the longest tenure shall
conduct an orientation on the election process for all members. For the election to
proceed, a minimum of 85% of the organization's members must be in attendance.

Section 3. The election will be supervised by the current Artistic Director and
Secretary of the organization. However, The absence of the Artistic Director and the
Secretary the adviser will be the one who will supervise the election of the new officers.

Section 4. Only active members of the organization who are in good standing are
eligible to both vote and be nominated during the scheduled election.

Section 5. Nominations for the Executive Board will be conducted using secret ballots.
The names of the nominees will be publicly disclosed three (3) days before the Executive
Board election. Any objections or concerns about a candidate must be raised before the
election date.

Section 6. In case less than two-thirds (2/3) or 85% of the eligible voters participate in
an election for any reason, a failure of elections will be declared by the Current Artistic
Director, Co-Director, and the adviser.

Section 7. Every elected officer should take on their responsibilities no later than the
first week of September, and in the case of re-election, they must do so by the final
week of September.

ARTICLE VII. RESIGNATION

Section 1. Any member, including Executive Board members, can choose to resign at
any time. To confirm their decision to leave the organization or step down from a
position, they must submit a formal resignation letter to the Executive Board.

ARTICLE VIII. REMOVAL FROM OFFICE / IMPEACHMENT

Section 1. Any member of the Executive Board may be removed from office by
1.1. Vote of no confidence
1.2. Impeachment

Section 2. The grounds for removal from office/impeachment are the following,
and not limited to:
● Culpable violation of the constitution/articles of organization
● Violation of the Student Handbook Code of Conduct

ARTICLE IX. VACANCIES

Section 1. If an Executive Board member resigns or is removed from their position, the
remaining term for that position is considered vacant. Nevertheless, it can be filled by a
majority vote of at least two-thirds of the organization's members.

Section 2. The Artistic Director and Secretary are responsible for organizing an
election to fill the vacant position. But if the Artistic Director and Secretary resigns, the
Adviser will take on the duty of arranging the election for the vacant position.

ARTICLE X. GENERAL ASSEMBLIES/MEETINGS

Section 1. A schedule is required for organizations to convene their members at least

once per academic year for a general assembly or in response to a majority request
from the Executive Board. An officer's meeting must be held at least three (3) days

before the assembly. The agenda for the general assembly must be fully and
comprehensively deliberated during the officer's meeting.

1.1 Production meetings should be distinct from the general assembly and officers'
meeting agendas and should serve as separate gatherings specifically focused on
discussing the organization's productions.

Section 2. Elections. The General Assembly shall convene within the Month of July of
each academic year to elect their EB in the manner as herein provided.

Section 3. Quorum. The presence of at least seventy five (75) percent of this
organization shall constitute a quorum.

Section 4. Power. The general assembly shall have the power to ratify amendments,
revision of the Articles of Organization, elect an officer.

ARTICLE XI – ADVISER

Section 1. University-wide Student Organization Adviser shall be appointed by the

Executive Board of the Oranization.

ARTICLE XII – AMENDMENTS

Section 1. The Executive Board may draft the proposed amendment or revision of these
Articles.

Section 2. Any suggested change or modification to this Articles of Association must be

presented to the Office for Student Affairs Director (OSA Director) for their approval.

Section 3. Once the OSA Director approves the proposed amendments or revisions,
they will be presented to the General Assembly for ratification, requiring a majority vote
from all General Assembly members.

ARTICLE XV – EFFECTIVITY

Section 1. This Constitution and bylaws shall take effect immediately upon ratification.
