**Please note that only the players who take part in this State Championship will be permitted
torepresent Tamil Nadu as selected/special entries in the forthcoming National U-15 Chess
Championship. Hence participation in this State Championship is COMPULSORY**
Note to District Chess Associations: Advise all your U-15 players to take part in this
StateChampionships.
All entries, be it regular or special, should be routed through the respective district chess association
on or before 11.05.2024. No entry will be entertained after 11.05.2024.

Entry fee can be remitted by Demand Draft / Cheque favouring “Pudukkottai District Chess
Association” payable atPudukkottai only by the District Chess Associations. The entries can be
sent by email topudukkottaidca2022@gmail.com.

Eligibility: Subject to Age Stipulation


1 Only Indian nationals are eligible to participate
2 Every affiliated District Chess Association / Special Unit of TNSCA is entitled
to field four entries in each category.
3 The TNSCA General Secretary can nominate one entry.
4 The top four rankers from TN State Under – 15 Open & Girls Chess
Championship 2023 held at Dindigul.
5 The top two rankers from TN State Under 13 Open & Girls Chess
Championship 2023 held at Karaikkudi.
6 The host PDU DCA (Pudukkottai District Chess Association) is entitled to field
one additional entries in open & girls sections respectively.
7 Any players who pay the prescribed entry fee: Open & Girls - Rs.1200/- may be
considered for participation with recommendation of the respective District
Chess Association.
8 In the event of odd entry, the host Pudukkottai DCA is entitled add one more
entry to make total number as even in each category.
9 Those who have qualified to represent the country in official FIDE events.
10 Any Current National Champion in any category is to be seeded to All State
Championships subject to age stipulation.
11 Any current National No.2 and 3 are to be seeded to the same category State
Championship subject to age stipulation
12 Any current World Champion in any category is to be seeded to All State
Championships.
13 Any current World No.2 and 3 are to be seeded to the same + one step higher
State championships.
14 Any Current Asian Champion is to be seeded to the same plus one step higher
state championship.
15 Any Current Asian No.2 and 3 are to be seeded to the same category.
16 In addition to above the following Districts can field additional entries by
virtue of three medal winners (Gold, Silver and Bronze) secured by their
players in the last TN State Under-15 Open & Girls Chess Championship 2023
held at Dindigul
Boys: Gold (3) – Madurai, Silver (2)– Chennai and Bronze (1) – Coimbatore
Girls: Gold(3) + Silver (2) + Bronze (1)– Chennai
17 All GMs, WGMs, IMs and WIMs are eligible to play as seeded players in the
eligible category

Rules and Regulations:


Age Eligibility Those born on or after 01.01.2009 are eligible to participate. Age
proof is required. Certificate should be from the
Panchayat/Municipality or corporation obtained soon after birth.
Players without the date of birth certificate will not be allowed to
participate. As per the rules of AICF, only players whose dates of
birth are registered within one year of their birth are permitted to
take part in respective age group State/ Nationals. Other country
passport holders shall not be allowed to participate in the State
Chess Championship.
Boarding &Lodging: Unfurnished dormitory type of lodging will be provided will be to
seeded/selected players and one manager per team at college
hostel campus as first preference. Players are requested to bring
their own beddings.

For special entry players unfurnished dormitory type of lodging will be


provided for 100players only (First come first basis) With cost of
Rs.500per head for 5days. Only one accompanying person is allowed.
(with common rest room). Players are requested to bring their own
beddings.

Players are requested to confirm the accommodation while


sending entry. Male & female will be provided a separate
accommodation irrespective of age.
Canteen facilities are available on payment basis at the college
premises itself.
AICF Player AICF player registration is compulsory for all players. AICF Player
Registration: Registration fee is Rs.300/- for the year 2024-2025. AICF player
registrations will be accepted only through online. Players / Arbiters
registration should be done well before the start of event
(Championship). For renewing AICF registration of existing players,
please click http://aicf.in/players/ and click extend membership. For
(New) Fresh AICF registration please click http://aicf.in/online-player
-registration/
For fresh AICF registration, players are requested to keep their
scanned passport size photograph and birth certificate and a valid
email address(unique) not used by any other person/ player for AICF,
ready before the registration process.
Note: Only passport size (less than 1 MB) photographs in jpeg format
should be uploaded.
TNSCA player registration is compulsory for all players. TNSCA
TNSCA Player player registration fee is Rs.150/- for the year 2024 – 2025. Players
registering with TNSCA should submit duly filled and signed TNSCA
Registration Players Registration form along with a copy of their Date of Birth
certificate and one passport size photograph.
Pudukkottai District Pudukkottai DCA Registration fee is Rs.75/- for the year 2024 – 2025
Player Registration (for Pudukkottai district players only)
Default Time Default time is 15 minutes. Players have to be at the boards within 15
minutes from thestart of the round.
Rules: FIDE rules in force shall apply.
System of play: The Tournament shall be conducted on a nine rounds Swiss System.
Time Control: 90 minutes each plus 30 seconds increment from the move one.
Tie-break Buchholz Cut 1, Buchholz, Sonneborn Berger, Direct encounter and
number of wins (forfeit included) &Number of wins with Black pieces
tie-break rules will be applied. In case of tie, prizes will not be shared.
Chess Clocks: Each association is requested to provide at least two chess clocks for
every four players.
Wrist Watches AICF has banned the wrist watches while playing in FIDE Rated events.
Players are instructed not to wear wrist watches while playing. It will
lead to loss of the game.
Appeals Committee: An Appeals Committee comprising five members plus two reserves
will be formed at the managers meeting. All the members and
reserves shall be from different districts. No member of the
committee can vote on dispute in which a player from his own district
is involved and in such case(s), the reserve member takes his/her
place. The decision of the appeals committee is final and binding on
all players concerned.
Tournament The tournament committee consisting of the General Secretary,
Committee: TNSCA or his representative, the host Pudukkottai DCA Secretary or
his representative and representative from another district to be
nominated by the TNSCA shall decide on all emergency matters.
Protest: Protest, if any against the decision of the Chief arbiter shall be made
in writing with a protest fee of Rs.500/- within 15 minutes of the
incident. The decisions of the appeals committee shall be final and
binding on all concerned. The protest fee is a refundable one if the
protest is upheld.
Withdrawals: A player may withdraw from the tournament at any stage after
informing the Chief Arbiter in writing.
Arrears: The players belonging to Districts which are in arrears to TNSCA will
not be allowed to take part.
Rights of Admission: The TNSCA/organizer PDU DCA reserves the rights of admission to
the venue and lodging place.
Silence in the Strict silence must be observed in the Tournament Hall. Players who
Tournament Hall have finished their games shall not remain in the tournament hall.
Players shall not analyze the game in the tournament hall.

Instruction to the While sending the entries, District Chess Associations should certify that the
District Chess players have been duly selected from the selection/District Chess
Associations: Championship giving details of venue and date. If such a certificate is not
sent, all their entries will be treated as special entries.
