Flagship program - Wadhwani Initiative for Sustainable Healthcare (WISH)

CAPABILITY STATEMENT
Lords Education & Health Society (LEHS), is a non-profit organization registered in India, since 2003. Our
flagship program, Wadhwani Initiative for Sustainable Healthcare (WISH) launched in 2014, works to
transform India's universal primary healthcare system, and make high quality healthcare services
accessible and affordable to all, by adopting digital, AI and innovative solutions.

LEHS|WISH spearheaded digital health change in India, revolutionizing 1000 Digital Health & Wellness
Centres (dHWCs) in Assam, Delhi, Madhya Pradesh, Rajasthan, and Maharashtra (Mumbai). Our programs
institutionalized digital primary healthcare models in Delhi's Mohalla Clinics, Sanjeevani Clinics in Madhya
Pradesh, and in the HBT-Apla Davakhana clinics with the BMC, in Mumbai. Furthermore, our work further
expands across Meghalaya, Manipur, Arunachal Pradesh, Bihar, Chennai, Puducherry, Uttar Pradesh, and
Uttarakhand State governments. We have also established an Innovation Unit at the National Health
Authority (NHA) of India to provide 15+ digital health innovations, by piloting and testing solutions,
generating institutional linkages, and data intelligence. Currently the organization has a strength of 500+
staff, spread across India and our expansion plans involve forging partnerships with other States, Union
Territories, UN Agencies, and Development Partners.

In pursuing our mission to make quality primary healthcare accessible and available to all, our focus is
centered on addressing various critical facets within the healthcare landscape while aligning with the
State’s specific requirements of Maternal and Child Health (MCH), Non-Communicable Diseases, Digital
Health, Tribal Health, Urban Health, Health System Strengthening and any other broader domains related
to comprehensive primary healthcare. It has also become critical to support the government's flagship
comprehensive primary healthcare program, through Health and Wellness Centres (Ayushman Arogya
Mandir) and we recognize that solving these challenges will require important collaborations, and promote
quality primary health care nationwide.

Over the years, our programs have partnered with the government’s public health initiatives to serve over 21
million patients.

Our vision is to provide quality healthcare for all and our mission is to improve primary healthcare
systems through innovation.

Our goal is to facilitate access to affordable & high-quality healthcare in India by 2030.

Our CEO
Dr. Rakesh Kumar, (formerly IAS, 1992), with formal training in Medicine, Global Health, Public
Administration, and Management. With over three decades of experience, He has been involved in policy
design, implementation, and monitoring of large-scale development programs. Throughout his career, he
held significant positions in government and international agencies, contributing significantly to the field
of public health since 1992.

During his tenure as Joint Secretary in the Ministry of Health and Family Welfare, Government of India, he
played a pivotal role in establishing six new AIIMS (All India Institutes of Medical Sciences) and introduced
six new vaccines. He also oversaw the implementation of an extensive portfolio encompassing
reproductive, maternal, newborn, child, and adolescent health (RMNCAH) initiatives, including vaccines,
gender, and nutrition. His contributions to the Polio eradication program in 2014 and the elimination of
maternal and neonatal tetanus in 2015 were substantial. He has also been recognized for his role as the
key architect of Mission Indradhanush, a flagship immunization program of the Government of India, and
the electronic vaccine intelligence network (eVIN). These initiatives have become widely acknowledged as
global best practices in the field of immunization.

Dr. Kumar has extensive experience of working with UN organizations, serving as Additional Country
Director & Chief Advisor at UNDP India, Health & Nutrition Specialist at UNICEF India, in addition to
implementing and collaborating with the projects supported by WHO, UNFPA, UN-Women, World Bank, ADB,
USAID and BMGF in India.

As the CEO of WISH, he is honored to enable quality healthcare at the last-mile, by accelerating the
government's digital healthcare mission, along with adopting predictive and preventive AI technologies in
the universal primary healthcare ecosystem.

WHY Primary Health?


An individual’s life journey begins at a primary healthcare level at the start of their life cycle, and continues
here throughout their life course.

• Non-communicable diseases (NCDs) account for 72% of deaths globally, [1] and 65% in India, [2],
leading to premature deaths and require an enormous treatment cost.
• Every second woman of reproductive age in India is anemic.
• Furthermore, the tribal population are the most marginalized and the under-five deaths have
widened to 48% from 21%.

Therefore, the Government’s flagship program - Comprehensive Primary Healthcare (CPHC) through Health
& Wellness Centres has brought in a sharper focus on non-communicable diseases (NCDs), while
continuing efforts on communicable diseases (CDs) and reproductive, maternal, new born, child,
adolescent health (RMNCAH).

LEHS|WISH HEALTHCARE MODELS

1. HEALTH SYSTEM STRENGTHENING


• Public, private and social sectors have together accelerated addressing the health
needs in India, enabling improvements in life expectancy and decline in infant
mortality. However, ensuring equitable and quality healthcare services continues to
be a challenge, especially for the underserved communities.

• LEHS|WISH is working to build an equitable healthcare ecosystem, and redefine the


healthcare delivery paradigm using innovation and technology as its vehicle for
transformational change.

• The health systems at the Health and Wellness Centers or Ayushman Aarogya
Mandirs (AAMs) will be strengthened to cater to patients with all kinds of medical
conditions, by adopting the government identified healthcare basket of twelve
mandated comprehensive primary healthcare services.

2. dHWC
• LEHS|WISH Digital Health and Wellness Centers (dHWC) are envisaged to bring
preventive, promotive, basic curative and rehabilitative healthcare solutions closer to
the communities. With increased focus on health promotion and wellness, these
centers help deliver all twelve essential primary care services to the last mile.

• Electronic Health Records (EHR) are becoming a critical requirement for the health
system. With the DPDP Act 2023 it is imperative for organizations to be ABDM
compliant. EHR solutions will enable optimal patient care, reduce potential medical
errors and administrative burdens.

3. CAPACITY BUILDING OF HEALTH WORKERS


• Capacity building is integral to the healthcare sector, LEHS|WISH will work to enhance
the efficiency and efficacy of healthcare providers, medical professionals and
frontline workers (FLWs) along with the health system to keep themselves updated
on new procedures and processes.

• Information Technology, and future technologies, like Artificial Intelligence (AI), and
Machine Learning (ML) are transforming the healthcare landscape at an
unprecedented rate. It is important to have skilled healthcare providers (HCPs) to
adopt these technologies and tech-based solutions for healthcare management,
disease detection, diagnosis, and treatment. LEHS|WISH has tailored program design
models to create a responsive system of healthcare, to enhance skills and
competencies of the HCPs and improve healthcare delivery at the grassroots.

4. TECHNICAL SUPPORT UNIT


• Our Technical Support team has quality experts, enabling the piloting and scaling
customized, innovative, comprehensive, replicable, and sustainable healthcare
solutions, across different remote geographies. We have partnerships with the States
of Assam, Meghalaya, Uttarakhand, Uttar Pradesh Delhi, Madhya Pradesh, Rajasthan,
and Mumbai for direct technical support, implementation support, and knowledge
management.

• In Delhi we have institutionalized digital primary healthcare models at the Mohalla


Clinics, in Madhya Pradesh at the Sanjeevani Clinics and in Mumbai with a technical
support partnership with the BMC (Brihanmumbai Municipal Council) for the HBT-
Apla Davakhana clinics.

• LEHS|WISH is expanding fast by forging partnerships with additional States, Union


Territories, UN agencies, and other Development Partners to enhance outreach and
provide accessibility at the last mile.
