Structure 1 is used to show that someone (or something) has less of a positive quality than
is needed or wanted.
Structure 2 is used to show that someone (or something) has more of a negative quality than
is needed or wanted.

Both structures 3 and 4 are used to show that the first thing has less of a quality than
the second thing.
The phrase "nowhere near" (in structure 4) emphasises that there is a significant difference
between the two things.
