SECTION III.

FILLING STATION REQUIREMENTS

Rule FS9 Dispensing of Fuel.

a. A Filling Station owner, employee, or agent shall not permit any person to dispense fuel unless an
Authorized Attendant is present at the Filling Station.

b. Filling of portable containers is permitted from Dispensing Stations only if the container is an
approved safety can of 5 gallon capacity or less, an approved metal can of 1 gallon or less, or an
approved can for marine outboard motor use of 6 gallon capacity or less.

Rule FS10 Authorized Attendant Requirements.

a. All Self-Service dispensing equipment shall be under the supervision and control of an Authorized
Attendant at all times the station is open to the public.

b. The Authorized Attendant shall turn off the Dispensing Station serving any person who refuses to
follow:

i. the requirements as set forth in these regulations;

ii. the instructions posted for operation of the Self-Service Dispensing Station; or iii. who appears
unable to dispense fuel safely.

Rule FS11 Assistance.

a. At Self-Service Stations and Split-Island Stations, the Authorized Attendant shall, upon request
and without additional charge, assist any person who:

i. Displays registration plates issued to a person with disabilities pursuant to Section 3-616 of the
Illinois Vehicle Code;

ii. Displays registration plates issued to a disabled veteran pursuant to Section 3-609 or 3-609.01 of
the Illinois Vehicle Code;

iii. Displays a special decal or device issued pursuant to Section 11- 1301.2 of the Illinois Vehicle
Code;

iv. Is over the age of 70; or v. Is unable to safely dispense motor fuel by him- or herself.

b. The Authorized Attendant shall at all times be able to communicate with persons in the dispensing
area using, at a minimum, a two-way voice communication system in which either the customer or
Authorized Attendant can initiate communication.

c. By January 1, 2014, each Filling Station must provide and display at least one ADA compliant
Dispensing Station. 10

d. Each Dispensing Station shall post signs indicating the availability of assistance and that are easily
visible to the consumer from all directional approaches. All such signs must meet the requirements
of sections 4.30.2 and 4.30.5 of the Americans with Disabilities Act. In addition, such signs shall
display the following information:
i. The international symbol of accessibility;

ii. The direct dial phone number of the Authorized Attendant on duty; iii. Any instructional
information for contacting the Authorized Attendant on duty. For guidance, a sample of an
assistance-available sign is attached at the end of these rules and regulations

- Communicate effectively with colleagues and management

- Report any issues or concerns to management promptly

Integrity and Ethics

- Conduct yourself with integrity and honesty at all times

- Refuse to participate in any illegal or unethical behavior

- Report any unethical behavior to management immediately

Compliance with Company Policies

- Familiarize yourself with company policies and procedures

- Adhere to all company policies and procedures

Disciplinary Action
- Failure to comply with this code of conduct may result in disciplinary action, up to and including
termination of employment.

Petrol Station Safety must be of key concern to motorists. There are 4 big things to watch: FIRE – HEALTH
– DRIVING SLOWLY – PEDESTRIAN SAFETY!

How to do it right:
AT FULL SERVICE STATIONS:

 Ignition: Turn off your vehicle’s engine when refueling.


 Park: Put your vehicle in park (automatic) or 1st gear (manual) and/or use the hand brake.
 Fire: Don’t smoke, light matches or use lighters while refueling (not even inside the car!)
 Fire: Don’t use Mobile Phones
 Fire: to avoid static electric charge, do not get in & out of your vehicle (good
video: www.youtube.com/watch?v=qJV0dg9jOYI). If you must get into the vehicle during refueling,
discharge any static electricity by touching metal.
 Health: Gasoline and it’s fumes are highly toxic – stay in your car and keep the windows closed
 Kids: Keep kids inside the car and never allow a child to pump gas.
AT SELF SERVICE STATIONS (some stations turn into self-service stations from 12am to 6am and the
authorities aim to expand the concept to more stations):

 Pay attention to what you’re doing – don’t engage in other activities.


 Use only the refueling latch on the gasoline dispenser nozzle, if there is one. Do not jam the latch
with an object to hold it open.
 To avoid spills, do not top off or overfill your vehicle.
 After pumping gasoline, leave the nozzle in the tank opening for a few seconds to avoid drips
when you remove it.
 If a fire starts while you’re refueling, don’t remove the nozzle from the vehicle or try to stop the flow
of gasoline. Leave the area immediately and call for help.
DRIVEWAY Safety:

 Start: only AFTER refueling, start your engine and move your vehicle.
 Slow: Service station are busy places! Drive super slowly and be aware of moving vehicles and
pedestrians
Other IMPORTANT POINTS:

 PEDESTRIANS: if you walk to the convenience store, car wash, garage or other shops at the filling
station, watch out for moving vehicles
 CONVENIENCE STORE / TOILETS: finish pumping the petrol first, then proceed to the dedicated
parking slots. It’s good etiquette to not wander off and leave your car at the pump – you block the
pump and other motorists who wait behind you to refuel.
 AIR & WATER: if you are outside your vehicle checking/filling Air & Water, be careful and pay
attention to moving vehicles
 TANKERS: Stay away in safe distance when tankers fill the station’s underground tanks
 TANKERS: are big vehicles – give them room to maneuver safely
Motorcycles:

 GET OFF: Always get off your motorcycle prior to and during refueling.
 STEADY BIKE: Keep your motorbike steady is crucial when refueling.
 DON’T OVERFILL: allow some space in the tank so that if the temperature increases the fuel can
expand without overflowing.
 FIRE: The fuel tank is close to the engine, so the risk of ignition is higher.
 ETIQUETTE: Remove your helmet before entering a store.
Portable containers:

 Use only approved portable containers for transporting or storing gasoline. Make sure the
container is in a stable position.
 Never fill a portable container when it is in or on the vehicle. Always place the container on the
ground first. Fires caused by static charges have occurred when people filled portable containers
in the back of pick-up trucks, particularly those with plastic bed liners. Removing the container will
also prevent a dangerous spill of gasoline.
 When filling a portable container, keep the nozzle in direct contact with the container. Fill it only
about 95 percent full to leave room for expansion.
Guidelines for fueling and refueling • Turn off your vehicle engine. • Put your vehicle in park and/or
set the emergency brake. • Disable or turn off any auxiliary sources of ignition such as a camper or
trailer heater, cooking units, or pilot lights. • Do not smoke, light matches or lighters while refueling
at the pump or when using gasoline anywhere else. • Use only the refueling latch provided on the
gasoline dispenser nozzle. Never jam the refueling latch on the nozzle open. • Do not re-enter your
vehicle during refueling. If you cannot avoid reentering your vehicle, discharge any static build-up
BEFORE reaching for the nozzle by touching something metal with a bare hand -- such as the vehicle
door -- away from the nozzle. • In the unlikely event a static-caused fire occurs when refueling, leave
the nozzle in the fill pipe and back away from the vehicle. Notify the station attendant immediately.
Dispensing gasoline into a portable container • When dispensing gasoline into a container: • Use
only an approved portable container and place it on the ground to avoid a possible static electricity
ignition of fuel vapors. • Containers should never be filled while inside a vehicle or its trunk, the bed
of a pickup truck or the floor of a trailer. • When filling a portable container, manually control the
nozzle valve throughout the filling process. • Fill a portable container slowly to decrease the chance
of static electricity buildup and minimize spilling or splattering. • Keep the nozzle in contact with the
rim of the container opening while refueling. • Fill container no more than 95 percent full to allow
for expansion. • Place cap tightly on the container after filling - do not use containers that do not
seal properly. • Only store gasoline in approved containers as required by federal or state
authorities. • Never store gasoline in glass or any other unapproved container. • If gasoline spills on
the container, make sure that it has evaporated before you place the container in your vehicle. •
Report spills to the attendant. • When transporting gasoline in a portable container make sure it is
secured against tipping and sliding, and never leave it in direct sunlight or in the trunk of a car.
Safety Guidelines for fuel handling • Do not over-fill or top-off your vehicle tank, which can cause
gasoline spillage. • Never allow children under licensed driving age to operate the pump. • Avoid
prolonged breathing of gasoline vapors. • Use gasoline only in open areas that get plenty of fresh air.
• Keep your face away from the nozzle or container opening. • Never siphon gasoline by mouth nor
put gasoline in your mouth for any reason. • Gasoline can be harmful or fatal if swallowed. • If
someone swallows gasoline, do not induce vomiting. • Contact a doctor or and emergency medical
service provider immediately. • Keep gasoline away from your eyes and skin; it may cause irritation.
• Remove gasoline-soaked clothing immediately. • Use gasoline as a motor fuel only. • Never use
gasoline to wash your hands or as a cleaning solvent.
