Will Thorne is one of those who went in search of seasonal work, loading bricks and doing odd
jobs. He describes how job-seekers walked to London in search of work:
‘I had always wanted to go to London, and my desire … was stimulated by letters from an old
workmate … who was now working at the Old Kent Road Gas Works … I finally decided to go
… in November, 1881. With two friends I started out to walk the journey, filled with the hope
that we would be able to obtain employment, when we get there, with the kind assistance of my
friend … we had little money when we started, not enough to pay for our food and lodgings each
night until we arrived in London. Some days we walked as much as twenty miles, and other days

34. Power sharing arrangements can also be seen in the way political parties, pressure groups and movements
control or influence those in power. In a democracy, the citizens must have freedom to choose among various
contenders for power. In contemporary democracies, this takes the form of competition among different
parties. Such competition ensures that power does not remain in one hand.

35. Today, the world has been converted into a large village with the help of efficient and fast moving
transport. Transport has been able to achieve this with the help of equally developed communication system.

cultural plurality. Railways, airways, waterways, newspapers, radio, television, cinema and internet, etc. have
been contributing to its socio-economic progress in many ways.
The trades from local to international levels have added to the vitality of its economy. It has enriched our
life and added substantially to growing amenities and facilities for the comforts of life. In this chapter, you will
see how modern means of transport and communication serve as lifelines of our nation and its modern

economy. It is thus, evident that a dense and efficient network of transport and communication is a
prerequisite for local, national and global trade of today.

36. Manchester imports into India declined as the British mills were busy with war production to meet the needs
of the army paving the way for Indian mill to supply for the huge home market. As the war prolonged, Indian
factories were called upon to supply war needs. As a result, new factories were setup, new workers were
employed and everyone one was made to work longer hours. On 13th April 1919, a crowd of villagers who had
come to attend a Baisakhi fair, gathered in the enclosed ground of Jallinwala bagh. Being from outside the city
many were not aware about martial law that had been imposed as a repressive measure. General Dyer with
his British troops entered the park and closed the only exit point without giving any warning to the assembled
people and ordered the troops to fire at the crowds killing hundreds. Foreign goods were boycotted, liquor
shop was picketed and foreign cloth were burnt. The import of foreign cloth halved between 1921-22.Its
values dropped from rs. 102 core rs. 57 crores. Many merchants and traders refused to trade in foreign goods
or finance foreign trade. Use of khadi was popularised.

What does a political party do? Basically, political parties fill political offices andexercise political power.
Parties do so by performing a series of functions:
1. Parties contest elections. In most democracies, elections are fought mainly among the candidates put up
by political parties. Parties select their candidates in different ways. In some countries, such as the USA,
members and supporters of a party choose its candidates. Now more and more countries are following
this method. In other countries like India, top party leaders choose candidates for contesting elections.
2. Parties put forward different policies and programmes and the voters choose from them. Each of us may
have different opinions and views on what policies are suitable for the society. But no government can
handle such a large variety of views. In a democracy, a large number of similar opinions have to be
grouped together to provide a direction in which policies can be formulated by the governments. This is
what the parties do. A party reduces a vast multitude of opinions into a few basic positions which it
supports. A government is expected to base its policies on theline taken by the ruling party.
3. Parties play a decisive role in making laws for a country. Formally, laws are debated and passed in the
legislature. But since most of the members belong to a party, they go by the direction of the party
leadership, irrespective of their personal opinions.
4. Parties form and run governments. As we noted last year, the big policy decisions are taken by political
executive that comes from the political parties. Parties recruit leaders, train them and then make them
ministers to run the government in the way they want.
5. Those parties that lose in the elections play the role of opposition to the parties in power, by voicing
different views and criticising government for its failures or wrong policies. Opposition parties also
mobilise opposition to the government.
6. Parties shape public opinion. They raise and highlight issues. Parties have lakhs of members and activists
spread all over the country. Many of the pressure groups are the extensions of political parties among
different sections of society. Parties sometimes also launch movements for the resolution of problems
faced bypeople. Often opinions in the society crystallise on the lines parties take.
7. Parties provide people access to government machinery and welfare schemes implemented by
governments. For an ordinary citizen it is easy to approach a local party leader than a government officer.
That is why, they feel close to parties even when they do not fully trust them. Parties have to be
responsive to people’s needs and demands. Otherwise, people can reject those parties in the next
elections

The failure of the Cripps Mission and the effects of World War II created widespread discontentment in

India. This led Gandhiji to launch a movement calling for complete withdrawal of the British from India. The
Congress Working Committee, in its meeting in Wardha on 14 July, 1942, passed the historic ‘Quit India’
resolution demanding the immediate transfer of power to Indians and quit India. On 8 August, 1942, in
Bombay, the All India Congress Committee endorsed the resolution which called for a non- violent mass
struggle on the widest possible scale throughout the country. It was on this occasion that Gandhiji delivered
the famous ‘Do or Die’ speech. The call of ‘Quit India’ almost brought the state machinery to a standstill in
large parts of the country as people voluntarily threw themselves into the thick of the movement. People
observed hartals, and demonstrations and processions were accompanied by national songs and slogans. The
movement was truly a mass movement which brought into its ambit thousands of ordinary people, namely
students, workers and peasants. It also saw the active participation of leaders, namely, Jayprakash Narayan,
Aruna Asaf Ali and Ram Manohar Lohia and many women such as Matangini Hazra in Bengal, Kanaklata Barua
in Assam and Rama Devi in Odisha. The British responded with much force, yet it took more than a year to
suppress the movement.

We use different materials and services in our daily life. Some of these are available in our immediate
surroundings, while other requirements are met by bringing things from other places. Goods and services do not

1970 and 1993, they amended their constitution four times so as to work out an arrangement that would enable

Constitution prescribes that the number of Dutch and French-speaking ministers shall be equal in the central

Brussels has a separate government in which both the communities have equal representation. The French-

government’ is elected by people belonging to one language community – Dutch, French and German-speaking –

Frederic Sorrieu prepared a series of four prints visualizing his dream of a world made up of ‘democratic
and social Republics’, as he called them. The first print of the series shows the peoples of Europe and America –
men and women of all ages and social classes – marching in a long train, and offering homage to the Statue of
Liberty as they pass by it. Artists of the time of the French Revolution personified Liberty as a female figure. She

34. Today, dams are built not just for irrigation but for electricity generation, water supply for domestic and
industrial uses, flood control, recreation, inland navigation and fish breeding. Hence, dams are now referred to as
multi-purpose projects where the many uses of the impounded water are integrated with one another. For
example, in the Sutlej-Beas river basin, at the Bhakra – Nangal project water is being used both for hydel power
production and irrigation. Similarly, the Hirakud project in the Mahanadi basin integrates conservation of water
