Ministry of Commerce and Industry

Cabinet approves Uttar Poorva Transformative Industrialization


Scheme (UNNATI- 2024)
• Total Outlay: Rs.10,037 crore.
• It is a Central Sector Scheme.
• Objective: It is for the development of Industries and generation of employment in
the states of North East Region. It will create productive economic activity in the
manufacturing and service sectors and will lead to socio-economic development.
• The scheme is proposed to be divided into two parts.
- Part A caters to the incentives to the eligible units (Rs. 9737 crores)
- Part B, is for implementation and institutional arrangements for the scheme.
(Rs. 300 Crore).
• Targets: The proposed scheme envisages approximately 2180 applications, and it
is anticipated that direct employment opportunities of about 83,000 will be
generated during the scheme period.
• Salient features of the scheme:

i. Scheme period: The scheme will be effective from the date of Notification and
up to 31.03.2034 (10 years) along with 8 years of committed liabilities.
ii. Application period for registration: Industrial unit will be allowed to apply
for registration from the date of notification up to 31.03.2026.
iii. Grant of registration: All applications for registration shall have to be
disposed of by 31.03.2027.
iv. Commencement of Production or operation: All eligible Industrial Units to
commence their production or operation within 4 years from the grant of
registration.
v. Districts are categorized in two zones: Zone A (Industrially Advanced
Districts) & Zone B (Industrially Backward Districts).
vi. Earmarking of funds: 60% of the outlay of Part A has been earmarked to 8
North-Eastern states and 40% on First-In-First-Out (FIFO) basis.
vii. For Micro industries (defined as per MSME industry norms), the P&M
calculation will include the building construction and P&M costs for Capital
Investment Incentive.
viii. All new Industrial units and Expanding units would be eligible for the
respective incentives.
• The following incentives would be available under the scheme to investors for
setting up new units or undertaking significant expansion of the existing units.

Maximum Eligible benefits to one unit from all components of the scheme: Rs. 250

Implementation strategy:
• DPIIT will implement the scheme in cooperation with the states.
Implementation will be overseen by following committees at the national and state
levels.
I. The Steering Committee, headed by the Secretary, DPIIT (SIIT), will decide
upon any interpretation of the scheme within its overall financial outlay and issue
detailed guidelines for execution.
II. State Level Committee, headed by the state's Chief Secretary, will monitor
implementation, checks and balances, ensuring transparency and efficiency.

III. Secretary Level Committee, headed by the senior Secretary of the state
(Industries), will be responsible for implementing the scheme, including the
recommendation of registration and incentives claims.

Pradhan Mantri Ujjwala Yojana (PMUY): Subsidy Continuation
• Approval and Continuation:
- Subsidy of Rs.300 per 14.2 kg cylinder (proportionately pro-rated for 5 kg
cylinder) for up to 12 refills per year.
• Beneficiaries and Scale:
- As of March 1, 2024, there are over 10.27 crore PMUY beneficiaries.
- Subsidy directly credited to the bank accounts of eligible beneficiaries.
• Financial Allocation:
- Total expenditure for FY 2024-25: Rs.12,000 crore.
• Subsidy History:
- To shield PMUY beneficiaries from international price fluctuations, a targeted
subsidy of Rs.200/cylinder started in May 2022.
- Increased to Rs.300/cylinder in October 2023.
• Consumption:
- Average LPG consumption of PMUY consumers increased by 29% (from 3.01 refills
in 2019-20 to 3.87 refills till January 2024 prorated for 2023-24).

Background - Pradhan Mantri Ujjwala Yojana (PMUY):


- Launched in May 2016 to provide deposit-free LPG connections to adult women in
poor households.
- Aim: Make Liquified Petroleum Gas (LPG) accessible to rural and deprived poor
households.

Revamped Soil health card portal & mobile application

School Soil Health Programme


• Pilot project
- It was launched in collaboration with Department of School Education and
Literacy.
- 20 soil labs were set up in 20 schools of Kendriya and Navodaya Vidyalaya
schools in rural areas.
• Project expansion:
- Now, this programme has been scaled up in 1000 schools.

- Now, it includes Kendriya Vidyalya, Navodaya Vidyalya and Eklavya Model
Schools have been taken under this programme.
- DA&FW through National Bank for Agriculture and Rural Development
(NABARD) will setup soil labs in these schools.
• School students will collect soil samples, test in the labs set up in schools and
generate Soil health Card. After generating Soil Health Card, they will go to the
farmers and educate them about recommendation of Soil health Card.

Krishi Sakhi Training Programme


• It is a joint initiative of Ministry of Agriculture and Famers Welfare and
Ministry of Rural Development.
• It is to certify 70,000 Krishi Sakhis as “Para-Extension Workers”
• Krishi Sakhis play a pivotal role in implementing schemes like National Mission of
Natural Farming (NMNF), Bio Resource Centres, Prdhan Mantri Fasal Bima Yojana
(PMFBY), etc.
• Certified Krishi Sakhis become para-extension workers, community resource
persons for creating awareness and building capacity of farmers and also acts as a
link between farmers, KVKs, Agriculture and Allied Departments.
• Till date close to 3500 Krishi Sakhis have already been trained and the program is
being simultaneously implemented in 13 states.

Central Fertilizer Quality Control and Training Institutes’ (CFQCTI’s)

• Introduction of OTP/SMS Application:
- In FQCS portal, OTP/SMS application facility introduced for sample collection at
Ports and testing.

• OTP for Sample Verification:


- System generates OTP sent to the mobile number of authorized persons of the
Importer.
- OTP used to verify details filled by the Fertilizer Inspector in Form-J (FCO,1985).

• Verification Process:
- Authorized person can refuse to confirm OTP in case of anomalies.

• Automated Sample Allotment:


- System automatically allots samples to concerned labs on a randomized basis.

• Analysis Report Distribution:


- Analysis report issued through the system sent to the email-id of the authorized
person of the Importer.

- In second phase, the Portal can be updated for indigenously manufactured
fertilizers sampling including live sampling at ports/dealer sale point etc.

• The Department of Agriculture and Farmers’ Welfare has released the Final
Estimates of 2022-23 and First Advance Estimates of 2023-24 of Area and
Production of various Horticultural Crops:

• Production of vegetables has increased from 209.14 Million Tonnes in 2021-22 to


212.55 Million Tonnes in 2022-23 (Final Estimates).

- This is mainly contributed by increase registered in all vegetables except Chillies


(Green), Onion, Radish, Tapioca and Tomato.

Financial assistance under ‘Tea Development & Promotion Scheme’


has increased

• It has increased by 82% from Rs.290 crores to Rs.528 crore for 2024-25 and
2025-26.
• It aims to set up 800 SHGs and 330 FPOs in the next two years with an increased
assistance of Rs 105.5 crore.
• This will increase coverage of small tea growers from 1000 to more than
30,000 in the next two years.
• A new sub component for research on blends and value-added products in
international markets has been included for enhancing and diversifying exports.

• A new separate sub component of Quality Assurance has been included in the
scheme with an outlay of Rs 39.9 Crore, Out of this Rs 20 Crore has been provided
for setting up / upgradation of Tea testing laboratories.
• A new component of Technological Intervention for tea Plantation has been
included for carrying out activities such as Precision farming, Drone Surveillance,
traceability & blockchain etc. This will also cover digitization of the Tea Board.

Ministry of Education

National Workshop on National Means-cum-Merit Scholarship


• Venue: Mirza Ghalib Hall, Scope Complex, New Delhi.
• Presided by: Economic Adviser, Department of School Education & Literacy,
Ministry of Education.
• Appreciation certificates were awarded to the 7 Best Performing States and UTs
during the event.
• New features of the National Scholarship Portal from 2024-25 are added:
- Aadhaar Payment Bridge being introduced.
- Features for registration and verification to be introduced during 2025-25.
- Bio-authentication of Heads of Institutes and Institute Nodal Officers.
National Means-cum Merit Scholarship

• Launch: 2008
• Time period: FY 2021-22 to FY 2025-26
• Total Allocation: Rs.1827 crores.
• It is a Central Sector Scheme.
• ‘National Means-cum-Merit Scholarship Scheme’ scholarships are awarded to
meritorious students of economically weaker sections to arrest their drop
out at class VIII and encourage them to continue their education up to the
secondary stage.
• One lakh fresh scholarships are awarded to selected students from class IX every
year and their continuation/renewal in classes X to XII for students studying in
State Government, Government-aided and local body schools.
- The awardees should get minimum of 60% marks in Class X for continuation of
scholarship (relaxable by 5% for SC/ST candidates) in next higher classes. For
continuing the scholarship in class X and XII, the awardees should get clear
promotion form class IX to class X and from class XI to class XII in the first
attempt.
• Eligibility criteria:
- Students whose parental income from all sources is not more than Rs.
3,50,000 per annum.
- The students must have a minimum of 55% marks or equivalent grade in the
Class VII examination to appear in the selection test for the award of a
scholarship (relaxable by 5% for SC/ST students).
- The students should be studying as regular student in a Government,
Government-aided and local body school.

- Students of NVS, KVS and residential schools are not entitled for the
scholarship.
• The amount of the scholarship is Rs. 12000 per annum.
• The National Means-cum-Merit Scholarship Scheme (NMMSS) is fully on
boarded on the National Scholarship Portal (NSP) from 2018-19 - a one-stop
platform for scholarship schemes given to students.
• NMMSS scholarships are disbursed directly into the bank accounts of selected
students by electronic transfer through
- Public Financial Management System (PFMS) following DBT mode.
Ministry of Social Justice and Empowerment

NAMASTE SCHEME

• 2,367 ULB’s attended the online training sessions on profiling process and
demonstration of NAMASTE Mobile App.
• 805 urban local bodies attended the state level NAMASTE profiling to resolve
technical queries.
• Profiling of Septic tank workers (SSWs) aims to create a national database for the
identification of SSWs and to provide them a unique NAMASTE ID.
• Till March 6, 2024, total 28,732 SSWs surveyed and 21,760 SSWs validated in 28
States.
• Training of Trainers on the Usage of NAMASTE Mobile Application:
- It is conducted in 4 states including Uttar Pradesh, Karnataka, Andhra Pradesh
and Telangana and 1 UT that is Delhi.

National Action for Mechanized Sanitation Ecosystem (NAMASTE)

• Time Period: FY 2023-24 TO FY 2025-26 (Three years)


• Jointly initiated by: Ministry of Social Justice and Empowerment and Ministry
of Housing and Urban Affairs.
• Total Allocation: Rs.349 crores.
• Implementing agency: National Safai Karamcharis Finance and Development
Corporation (NSKFDC)
• The components of the scheme include:
1. Profiling of SSWs in ULBs through digital tools (~ 1 lakh SSW to be identified
across 4800 ULBs).
2. Health Insurance of SSW under PM-JAY.
3. Occupational safety training of SSWs and Sanitation Response Units for
NAMASTE.
4. Capital Subsidy up to Rs. 5.00 lakh for procurement of Sanitation Related
Vehicles/ Equipment.
5. Distribution of PPE to SSWs.

6. Distribution of safety devices to Emergency Response Sanitation Unit


(ERSU).

7. IEC Campaign for awareness on SSW safety and dignity.

Minimum Support Price for Raw Jute for 2024-25 Season


• Cabinet Committee on Economic Affairs approved the MSP for Raw Jute at
Rs.5,335/- per quintal for 2024-25 season, it is an increase of Rs.285/-per
quintal.
• It is in line with the principle of fixing the MSP at a level of at least 1.5 times all
India weighted average cost of production as announced by the Government in the
Budget 2018-19.
• The decision is based on recommendations of the Commission for Agricultural
Costs and Prices (CACP).
• MSP for Raw Jute registered 122 per cent growth in last 10 years.

Ministry of Cooperation: National Cooperative Database and National


Cooperative Database 2023: A Report
• Collaborating with State Governments, National Federations, and stakeholders, a
National Cooperative Database has been developed to foster a cooperative-centric
economic model.
• National Cooperative Database is a web-based digital dashboard wherein data of
cooperative societies including National/State Federations have been captured.
• Data is entered and validated by States/ UTs nodal officials at RCS/ DRCS offices
• The National Database has collected/mapped information of about 8 lakh
cooperatives with collective membership of more than 29 crores spread across
various sectors in the country.
• The information collected from cooperative societies are on various parameters such
as their registered name, date, location, number of members, sectoral information,
area of operation, economic activities, financial statements, status of audit etc.
• The data of cooperatives was collected on the National Cooperative Database in a
phased manner from the various stakeholders.
- In the first phase, mapping of about 2.64 lakh primary cooperative societies of
three sectors i.e. Primary Agriculture Credit Societies (PACS), Dairy and
Fisheries was completed.
- In the second phase, data of various National Federations, State Federations,
State cooperative banks (StCB), District Central Cooperative Banks (DCCBs),
Urban Cooperative Banks (UCBs), State Cooperative Agriculture and Rural
Development Bank (SCARDB), Primary Cooperative Agriculture and Rural
Development Bank (PCARDB), Sugar Cooperative Mills, District Unions and
Multi State Cooperative Societies (MSCS) were collected/mapped.
- In the third phase, data of more than 5.3 lakh primary cooperative societies
was mapped from all the remaining other sectors through the office of
State/UTs RCS/DRCS offices.
• National Cooperative Database offers a myriad of benefits that contribute to the
efficiency and effectiveness of the cooperative sector like:
- Single point access
- comprehensive and updated data
- user-friendly interface
- vertical and horizontal linkages
- query-based reports and graphs
- Management Information System (MIS) reports
- data analytics and Geographical Mapping.

Semicon India futureDESIGN Roadshow
• It held at Vikram Sarabhai Space Centre in Kerala.
• The ChipIN Centre has been setup at C-DAC as one-stop centre for providing the
centralized access to chip design and fabrication services to domestic start-ups
and academia across the country.

• ChipIN Centre aims to provide access of state-of-the-art EDA Tools to 85,000


students at B. Tech, MTech and PhD level to design semiconductor chips. During
the FutureDESIGN roadshow, semiconductor industries like Keysight Technologies,
Synopsys and Cadence Design Systems and Siemens EDA extended support to
ChipIN Centre.
