The Problem and Its Setting

Introduction

Discrimination against disabilities in schools has been a longstanding issue. Discrimination

against disabilities in schools is a critical issue in the Philippines, where many students with

disabilities face barriers that hinder their access to quality education and equal opportunities.

Despite efforts to promote inclusive education, students with disabilities continue to encounter

challenges such as lack of accessibility, social stigma, inadequate support services, low

expectations, and inaccessible curriculum. Addressing these issues is essential to create a more

inclusive and equitable learning environment where all students, regardless of their abilities, can

thrive and reach their full potential.

Statement of the Problem

the researchers would like to seek the answers of the following:

1. What is Discrimination?

2. What are some examples of Disabilities discrimination in school?

3. How to prevent discrimination against people with disabilities

Scope and Delimitation

Researchers might limit their study of discrimination against people with disabilities by focusing

on specific dimensions or contexts, such as employment, education, healthcare, or societal

attitudes. This approach allows for a more in-depth analysis and understanding of the particular

challenges and barriers faced by individuals with disabilities in those areas, leading to targeted

interventions and policy recommendations for preventing discrimination and promoting

inclusion.

Significance of the Study

The results of studying discrimination against people with disabilities in schools will be

beneficial to:

1. Students with disabilities: Understanding the extent and nature of discrimination can lead to

interventions and support systems that enhance their educational experience and outcomes.

2. Educators: Insights from the study can inform teacher training programs and professional

development to foster a more inclusive learning environment.

3. School administrators: Identifying and addressing discriminatory practices can

help in creating policies and procedures that promote equity and inclusion within schools.

4. Parents and families: Awareness of discrimination can empower parents to advocate for their

children's rights and access to quality education.

2
5. Policy makers: Findings can guide the development of legislation and regulations aimed at

ensuring equal opportunities and protections for students with disabilities in the education

system.

6. Advocacy groups and organizations: Research outcomes can support their efforts to raise

awareness, provide resources, and advocate for the rights of individuals with disabilities in

education.

Definition of Term Used

Intervention. the action of becoming intentionally involved in a difficult situation, in order to

improve it or prevent it from getting worse

Inclusion. the act or practice of including and accommodating people who have historically been

excluded (because of their race, gender, sexuality, or ability).

Equity. justice according to natural law or rightfreedom from bias or favoritism something that
is equitable
Chapter 2
Review of Related Literature

The reality of discrimination against those with disabilities is not new, of course.

Previous research has found that people with disabilities face significant obstacles in the labor

market—they earn less than their nondisabled counterparts and are under-employed based on

their credentials. Rivera and Tilcsik’s new study shows these challenges begin long before people

enter the workforce. “It’s not just that disability discrimination hurts people in the labor market,”

Rivera says. “Disability discrimination begins much earlier, and it actually affects the

educational opportunities and options available to students, especially in a context of school

choice.”

Such barriers include the teachers’ lack of knowledge or proficiency in sign language,

inappropriate student group size, poor classroom management manifested through inadequate

pacing, inadequate use of materials, lack of instructional dialogue, absence of safe learning

environments for children with disabilities, and insufficient budget for inclusive education.

(Paraan, 2019)

In the United States, the rights of disabled children are protected not only under the

Americans with Disabilities Act, but also under the Individuals with Disabilities Education Act

(IDEA). IDEA states that school districts must provide a “free and appropriate public education”

to students with disabilities, with the specific supports needed for each child outlined in a legally

binding document called an Individualized Education Program (IEP). (Rivera, 2023)

Definition of Discrimination

Discrimination is the unfair or prejudicial treatment of people and groups based on

characteristics such as race, gender, age, or sexual orientation. That’s the simple answer. But

explaining why it happens is more complicated.

The human brain naturally puts things in categories to make sense of the world. Very

young children quickly learn the difference between boys and girls, for instance. But the values

we place on different categories are learned—from our parents, our peers, and the observations

we make about how the world works. Often, discrimination stems from fear and

misunderstanding.

Examples of Disabilities discrimination in school

• A student places classroom furniture or other objects in the path of classmates who use
wheelchairs,impeding the classmates’ mobility

• denying a student with a disability access to lunch field trips, assemblies, and extracurricular

activities as punishment for taking time off from school for required services related to a
student’s disability

• Belittling and criticizing a student for using accommodations in class

•Taunting and belittling a student with special needs by mocking and intimidation.

 A primary school has a ‘forest school’ program of outdoor learning activities including

off-site visits to nature reserves. A wheelchair user finds it difficult to negotiate rough

ground. The school has limited resources so it would not be a reasonable adjustment to
buy an all-terrain wheelchair. They look instead at adapting some of the activities and

trying to ensure that any trips are to accessible venues.

The reasonable adjustment duty is anticipatory. This means that schools should look ahead to

what disabled pupils may need in the future.

 A primary school has a yearly residential trip for all year 6 pupils. The school decides to

change the venue in the future to one that is more accessible and has a wider range of

activities at different levels

Ways to can prevent discrimination against people with disabilities

Any act of discrimination against people with disabilities can be prevented by

raising awareness to other individuals how these acts can affect the people with disabilities

different forms of harm, physically or mentally. Schools can also prevent the discrimination by

being inclusive when it comes to education. Moderating the students and their ways of learning

according to their capabilities and teaching the children the essence of respect to one another can

surely help in preventing these problems.

Chapter 4

Summary and Conclusion

Summary

Discrimination against people with disabilities encompasses various forms such as employment

bias, accessibility challenges, social stigma, educational barriers, healthcare disparities, and legal/policy

issues. It includes unfair treatment in hiring and promotion, inaccessible environments, negative

stereotypes, limited educational support, healthcare access problems, and inadequate legal protections.

Efforts to address this discrimination involve advocating for inclusive policies, promoting accessibility,

raising awareness, and challenging biases.

Conclusion

Discrimination against individuals with disabilities is a multifaceted issue that spans various

aspects of life, including employment, accessibility, social attitudes, education, healthcare, and

legal frameworks. Addressing this discrimination requires comprehensive efforts such as

advocating for inclusive policies, promoting accessibility and awareness, challenging

stereotypes, and enhancing legal protections to ensure equal opportunities and rights for people

with disabilities.
