cooling solutions and propose best applicable options including possibility for applying
nearly zero energy building (NZEB) approach for four target categories of buildings:
school, preschool institution, hospital, and commercial buildings.

Project: Uzbekistan Intersectoral Energy Saving Fund

Main project features: The GoU has passed a resolution to establish the Intersectoral
Energy Saving Fund (the Fund). The main purpose of the Fund is to attract and finance

investments in the implementation of EE projects in the economy and social spheres, as
well as in the households. The Fund is expected to use a wide range of financing
mechanisms and provide technical assistance to scale up the implementation of EE
projects. The scope of work includes:
 Assessment of a number of local industries to focus on financing EE measures;
 Assessment of public funds flow for energy bills;
 Development of payback mechanism based on energy cost savings.

framework for small-scale renewable energy projects in Uzbekistan
Year: 2021 – ongoing; Location: Uzbekistan
Client: EBRD
Main project features: As part of the EBRD coronavirus Solidarity Package, the Bank
hired the Consultant to provide short-term support to the Ministry of Energy (MoE) of
Uzbekistan in developing a mechanism regulatory framework to establish tariffs for
small-scale RE generators, which is part of the GoU’s efforts to accelerate the economic
recovery from the effects of the pandemic. Overall scope of work:
 Phase 1: New tariffs for small scale of RES
o High-level review of existing legislation and relevant materials;
o Development of a new tariff methodology.
 Phase 2: Broader regulatory framework
o Draft of the legislative framework of secondary legislation to implement the tariff
model chosen for small-scale RE technologies;
o Roadmap for expanding the roll-out of small-scale RE technologies;
o Summary of the key outcomes of the assignment in a short policy paper to be
published by EBRD.

Wind Farms
Year: 2021 – ongoing; Location: Uzbekistan; Client: ACWA Power Global Services Ltd
Main project features: ACWA Power signed an investment agreement with the MoE to
design, finance, build and operate two wind farms - Bash WPP and Dzhankeldy WPP - in
the Bukhara region, Uzbekistan with a total installed capacity of ca.1,000 MW.
Juru’s scope included:

 Identify feasible corridors - minimum of three for each line route;
 High level estimation of tower quantities for the proposed option, OHL route length
with conductor, OPGW and shield wire lengths. Tower weight and foundation volumes
will be addressed in the next stages of the project;
 Filter identified options against risks associated with populated areas, environmentally
protected zones etc. Propose the option which fulfils the environmental and social
criteria and is most technically favourable solution (in terms of construction, materials
etc.);
 Preparation of Pre-feasibility Study Report, including approvals from local
stakeholders.

 Basic cost estimates for three major discrete segments;
 Cost estimation for compensation packages under environmental and social
assessment;

Project: Feasibility Study and Tender Documents for SCADA/EMS/RTU and


Telecommunications for National Dispatch Centre of Uzbekistan;
Year: Oct 2020 – ongoing; Location: Uzbekistan; Client: Uzbekistan National Power
Networks (NES) JSC;
Main project features: GoU recently adopted “Comprehensive program of digitalization
of electric energy sector of Uzbekistan”. As part of this initiative, JSC National Power
Networks of Uzbekistan (NES) plans to introduce new SCADA/EMS for NES’ central and
regional control centres (NDC/RDC) and install RTUs in key transmission substations and
power plants. The assignment involves undertaking needs assessment, completion of
conceptual design, development of international and national feasibility studies (FS),
development of tender documents for SCADA/EMS/RTU and Telecommunications
systems as well as assistance in vendors’ bid evaluation process. As part of the project,
NES also plans to relocate National Dispatch Centre to a new location.
Position: Financial and Economical Analyst
Activities performed:
 Contribute in analysing recent financial reports of Uzbekistan National Power
Networks (NES) JSC;
 Provide input in development of Economic and Financial Analysis section of Feasibility

buildings (PBs) using sustainable financing mechanisms.

Main project features: JSC National Electricity Networks is increasing transmission
voltage from 220kV to the 500kV to improve the grid in the Navoi region. Consultant was
hired by EBRD to carry out a technical due diligence of the Project and confirm its
technical viability. Project comprises: (i) construction of a 177km 500kV transmission line
from the Navoi power plant to the “Besopan” switching point, along with the necessary
additional equipment at “Besopan”; (ii) construction of 500kV open switchgear at the
Navoi gas-fired power plant; (iii) construction of 500/200kV substation at Muruntau.
Position: Cost Engineer
Activities performed:
 Reviewed the existing technical studies including the FS prepared by local design
institute;
 Perform the DD of the project investment costs and propose necessary changes;
 Undertake permitting and licensing assessment as per Uzbekistan laws;
 Assess procurement strategy of the project as per EBRD guidelines and prepare
implementation plan.

Project: Modernization of Regional Dispatch Center (CDC “Energiya”) - Energy Data


Management (EDM) system design and integration
Year: 2019 – ongoing; Location: Uzbekistan; Client: ADB/CDC “Energiya”
Main project features: Introducing the EDM system to CDC to enable a safe increase of
energy flow within CAPS. EDM System, which is a high-level technology, will be deployed
to replace all Soviet era equipment and processes at CDC to increase its effectiveness.
Introduction of modern systems with greatly increased volumes of telemetry
information collected by CDC will allow centralization of CAPS emergency automation.
Position: Procurement Expert
Activities performed:
 Assist in preparing the modular procurement plan and technical specifications for the
ensuing EDM system;
 Support bid docs preparation in accordance with ADB procurement guidelines;
 Support tendering of the phase-1 systems until contract signing.

Project: Technical and Commercial Advisory Services for the Development of a Utility
Scale Solar PV Park in Cambodia
Year: 12/2017 – 12/2019; Location: Cambodia; Client: ADB
Main project features: ADB is working with Cambodia’s national electric utility, EDC, to
develop a National Solar Park Project. The project is expected to be up to 100 MW
capacity and be procured from the private sector through a competitive tendering
process. Advisor’s scope of work: (a) Pre-development studies; (b) Detailed Feasibility
Study for a 100 MW solar park; (c) Feasibility Study for 40 km new double circuit 230 kV
transmission line, a new 22/115 kV solar park substation, and an upgrade/expansion of
existing 230/115 kV substation; and (d) Feasibility Study for substation-level 10 MVA/7.5
MWh and 10 MVA/20 MWh battery storage options for output smoothing; (e)
Transaction and procurement advisory for the following packages:
 IPP/PPP of the first PV plant of 60 MW
 EPC of solar park infrastructure including transmission line, substations and energy
storage

Development (POISED)

Client: Ministry of Finance and Treasury, Government of Maldives / ADB (financing)
Main project features: POISED project envisages design and installation of hybrid
systems totalling ca. 25.1 MW of solar PV plants, 7.6 MWh of energy storage, and 43.9
MW diesel generator sets for up to 166 islands, to be implemented in four phases over 5
years. The Project also envisages upgrade of distribution grids in these islands. Scope:
preparation of feasibility studies for each island, design review, site supervision,
commissioning support, and O&M capacity building.

 Support preparation of EPC / DBO bidding documents and bid evaluation reports for a
number of procurement packages.

Project: TA-8808 AFG: Renewable Energy Development

Main project features: FS for a 20 MW Naghlu solar PV plant and bid docs for a DBO
contractor.

Year: 07/2015 – 03/2018; Location: Uzbekistan; Client: Uzbekenergo / ADB (financing)
Main project features: The Assignment has three main components: (i) project
management and supervision services for the construction of a 100 MWe grid-connected
crystalline silicon PV power plant with fixed tilt assembly including 110 kV transmission
and support facilities in Samarkand, Uzbekistan; (ii) institutional capacity development
for the state-owned electricity monopoly Uzbekenergo, and, (iii) institutional capacity
development for solar energy stakeholders in Uzbekistan. Due to the change of priorities
of GoU, the project was cancelled/put on hold. Therefore, Consultant’s services were
fulfilled only partially vs the original TOR.

 Assistance in developing a detailed work plan and implementation schedule;

Main project features: Promote the familiarization with selected renewable energy and
energy efficiency technologies of relevance to agribusinesses and farms; and (ii)
strengthen capacity of the farms for improving degraded irrigated land and water
conservation in the project area. Project budget – USD 12.7 mln.

Jushkinbek Energy Jushkinbek Ismailov, Chief Operating Officer at Juru Energy
Ismailov Economist and a principal consultant, is a highly qualified energy
