REFLECTION PAPER on

KALIWA DAM PROJECT

The Kaliwa Dam project started in 2019, which is said to be a bulk water supply
project, a component of the New Centennial Water Source program of the Metropolitan
Waterworks and Sewerage System (MWSS). Based on the articles, it was part of the Duterte
administration’s “Build, Build, Build” program and was a China-funded project. Issues about
the construction of the dam was raised month of February last year by the Indigenous
People (Ips) demanding to stop or overturn the deal about the project and the suspension
happened October, 2022. These articles displayed an example of associated problem in the
natural resources that we have and its effect on people. The dam that is said to be
constructed was located in the Kaliwa River at Sitio Queborosa in Infanta Quezon. The place
will submerge part of the Sierra Madre if it continuous to build. Sierra Madre is known to be
the longest mountain range in the Philippines and stabilizes the water flow and soil to
prevent typhoon-related calamities. Whereas, it can be considered as containing forest and
water resources. The dam project can solve one of our problems encountered in water
resources but it will affect the forest resources and also there are people being affected by it.
The Kaliwa dam will solve water crisis for it is expected to supply 600 million liters of water
per day to Metro Manila. However, the construction can lead to environmental and societal
problems. By stopping the project, it can protect the Sierra Madre from possible damage and
the dam will be constructed within a zone of two active tectonic belts which is the Philippine
Fault Zone and the Valley Fault System. Furthermore, through the opposing of groups
including indigenous people they said that it will endanger more than 100,000 lives. It will
cause the indigenous communities a great destruction of ancestral land, resources, and
livelihoods. Because of these reasons, I certainly agree that the construction be relocated to
a place where there will be no one to be affected. Still, I also think about what will be the
purpose of these resources, if it will not be used to solve problems especially if it is a big
problem in society. We should put in mind, that not everyone who wants the resource can
get it without thinking what effect it will have to the overall environment. Not all the natural
resources are readily available for everyone even if it can be easily taken. We should always
think what effect it will have if we gain access in the natural resources around us.
