2 Executive Summary
Yarra Valley Water has a number of core Asset Management Systems SCADA, GIS, Maximo and
Engineering Drawing Management software (DocVu).
This Specification covers guidelines on the collection of digital Asset data and documentation at
commissioning phase on new, upgrade assets and during maintenance to support the operation of the
asset throughout the asset’s lifecycle.

• Maintenance Manuals
• Other Digital Asset data
For detailed data collection specifications for our other systems (Maximo and SCADA) please refer to
your Yarra Valley Water’s Superintendent.
Assets will not be permitted to become operational without a full set of ‘As Constructed’ documentation.
b) Table of Contents
The table of contents shall indicate the content and arrangement of the Maintenance Manual, which shall
include:
• Name of owner: Yarra Valley Water
• Details of contract:
• Contract Number:
• Equipment name (and number, if applicable);
• Equipment type, model number, serial number;
• Manufacturer's name;
• Equipment supplier's name, address and telephone number; and
• Service representative's name, address and telephone number.
List of individual items of equipment which are components of, or are associated with, the equipment
described;
• Reference drawing list;
• All other information necessary to fully specify the item of equipment;
• Equipment supplier's name, address and telephone number.
e) Operation Instructions
The operation instructions shall include:
• Theory of operation;
• Function of the equipment;
• Pre-start-up checks and adjustments;
• Start-up procedures;
f) Maintenance Instructions
The maintenance instructions shall include but not be limited to:
• Recommended preventative maintenance procedures to ensure that equipment and components
are adequately maintained;
• Frequency that each preventative maintenance procedure should be carried out;
• Lubrication points and recommended lubricants; and
• Details of any special tools, lubricants or cleaning agents necessary to implement the
preventative maintenance procedures.
g) Dismantling Instructions
• Dismantling instructions shall include step-by-step procedures to extract, fully dismantle, re-
assemble and re-install the equipment. The instructions shall include checks, tests, tolerances
on fitting and lining up components of the equipment and all procedures necessary to re-install
the equipment correctly.
• The instructions shall be supplemented by exploded view, drawings or photographs.
Include the results of all testing and commissioning trials and any amendments resulting there from.
5.2 Draft Submission
One draft electronic copy of the ‘As Constructed’ Maintenance Manuals shall be submitted to Yarra Valley
Water for it review four (4) weeks prior to the commissioning of the relevant works.
a) If the draft manual is accepted Yarra Valley Water’s Superintendent, it will be so endorsed by
Yarra Valley Water’s Asset Operator, and one (1) copy returned to the Contractor.
b) If the draft manual is accepted with notations, the Contractor shall make the required
amendments and resubmit one copy of the revised draft manual within a period of three (3)
weeks, ensuring that this submission is at least seven (7) days prior to the commissioning
date.
5.3 Final Submission
After the draft manuals have been accepted, the Contractor shall then submit to Yarra Valley Water’s
Superintendent the final agreed version of the maintenance manuals. It is expected that these manuals
will be provided at the time of final commissioning, or prior to the asset becoming operational.

references to other documents should be embedded within the document.

c) Each separate document is to be saved in pdf. In additional to pdf Autocad formats are to be
supplied where applicable.
d) One Final hard copy versions of the Maintenance Manuals are to be provided. This hard
copy is to be given to Yarra Valley Water Integration Team for storage.
e) Adhere to naming convention file name below section 5.5 Maintenance Manual File Naming
Convention
The third Section of the drawing number is a four-digit number that will be unique within each project.
This drawing number should be managed by the design consultant and if the consultant uses their own
drawing number system this number should be the same as their individual project drawing number to
avoid confusion. Where new drawings are required for an existing facility, the consultant will be issued
a series of numbers by Yarra Valley Water that will be used for the new drawings.

In Table 1, A represents a single letter character and X represents a single numeric character
d) Drawings should not appear in multiple "sheet" formats. That is drawing SPS123-E-0002 should not
have SPS123-E-0002 Sheet 1 of 2 and SPS123-E-0002 Sheet 2 of 2. Each drawing should have its
own number - in this example, the two "sheets" would be SPS123-E-0002 and SPS123-E-0003.
6.5.3 Drawing Issue Description
All drawings should be labelled in the bottom right hand corner with an issue description, which
describes the current stage of design. The following labels can be used:
The numbering format of final drawings shall follow the format in Standard Drawing Number Format
Clause 4.1 but the ID shall be 000. The following is an example in relation to sewage pumping stations:

6.10 Revisions Design Stage
Any revisions to an As-Constructed drawing shall be indicated using capital letters starting from A.
6.11 Miscellaneous Typical Drawings
Miscellaneous typical drawings (MTD) refer to those drawings which are not solely identified with a
particular asset type. Typical drawings for the following components (or secondary assets) fall under
this category:
• Davits and guard railings
• Flow meters
• Sewer siphons
• Where required, prepare a test point sketch A4 sizing in digital format based on the
Drawings, which includes nearby street boundaries, location of pipeline, location of test point
box and any relevant features that will assist with future location of the test point box or
cables. This shall be drawn on a Yarra Valley Water standard drawing sheet and include
offsets from key features.
• Include on the test point sketch the unique identifying location number supplied by the Yarra
Valley Water’s Superintendent.
• The sketch must be of a quality suitable for inclusion in Yarra Valley Water’s drawing files.
The sketch shall be provided in digital format.

11 Maximo
During construction Yarra Valley Water collects a vast amount of Asset Data which is stored in Maximo.
Your Yarra Valley Water’s Superintendent will provide you with the relevant upload templates to provide
the data to Yarra Valley Water.
The following list provides examples of mandatory data collection, but not limited to as additional
information may be required depending on the asset type.

14 Storage of Data
Storage of Operations Reference Manuals and Maintenance manuals is managed by Yarra Valley
Operations team.
15 Definitions
The various sections and paragraphs in the document are defined and numbered as follows:
Clearance The distance required between an asset and another object. Clearance is always
measured from the exterior surface of the asset
Damage Physical damage and interference to assets. Damage includes: coating or lining
damage, dents, scratches, chips, cracks, bending, displacement, perforation,
ruptures, joint opening, disturbance or settlement of backfill or fittings. Interference
includes: preventing or restricting access for operation and maintenance.
Drinking Water Mains The pipelines that convey drinking water to YVW customers. This includes the pipe
and its fittings. Typically these are buried pipelines.
Excavation The movement, removal or placement of soil or other ground materials by removing,
boring or forcing objects into the ground or earth surface.
Facilities YVW Sites associated with water, non-drinking water and sewer assets.
Fittings Isolating valves, air valves, scours, tees, bends, wyes, etc which form part of a water
main
Flow Meter YVW operational asset used to monitor flows in all types of mains
Ground disturbing work Any activity which penetrates or otherwise disturbs the ground. It includes activities,
which cause vibration, shock or application of excessive loads.
Large Mains Water Supply pipes of 225mm nominal diameter and larger.
Non-Drinking Water Mains The pipelines that convey non-drinking water to YVW customers. This includes the
pipe and its fittings. Typically these are buried pipelines.
Protection measure A measure that is used to eliminate or reduce risk of damage to assets.
Rising Main Also known as Pressure Main. Pipework associated with a sewage pumping station
through which sewage is pumped. Typically the pipe operates full and under
pressure.
Sewer Mains Also known as Gravity Sewer. The pipelines that convey sewage from YVW
customers. This includes buried pipes and structures. Typically the pipe operates
partially full.
Proponent Company or the person proposing works that will impact on YVW assets or require
modification of YVW assets.
Water Main The pipelines that convey drinking water and non-drinking water to YVW customers.
This includes the pipe and its fittings. Typically these are buried pipelines operated
full and under pressure.
Water Pump Station (WPS) A pump system used to maintain pressure in pipeline including supply to tanks and
the supply system servicing customers.
Yarra Valley Water Asset Also called works in the Water Industry Act. YVW owned property including
reservoirs, dams, bores, channels, sewers, drains, pipes, conduits, equipment and
apparatus on, above and under land, and fencing.
Superintendent The Yarra Valley Water employee who has executive oversight and responsible of
the work completed.
