enable Integrated Online Building Permission Management System in
Urban Development Authorities (UDAs) - Permission to adopt rates
towards Customization charges, Manpower cost, Training Cost and
O&M Cost for implementation of APDPMS – Orders - Issued.

Dt.31.08.2017 and Dt.07.09.2017.

ORDER:

In order to streamline the online Building Permissions in Urban


areas all over the State, Government have decided to implement
Information and Communication Technology (ICT) enable Integrated
Online Building Permission Management System. Accordingly, orders
were issued in the references 1st and 2nd read above, for
implementation of ICT enable Integrated Online Building Permission
System in 110 Urban Local Bodies and Andhra Pradesh Capital Region
Development Authority (APCRDA), Visakhapatnam Urban
Development Authority (VUDA), Tirupati Urban Development
Authority (TUDA) and Puttaparthi Urban Development Authority
(PUDA) with the assistance of M/s. Soft Tech Engineers Pvt. Ltd.

2. In the reference 2nd read above, Government accorded


permission to APCRDA, VUDA and TUDA to implement online DPMS in
the respective UDAs with an amount of Rs.18.00 lakhs each with the
assistance of M/s. Soft Tech Engineers Pvt. Ltd., Pune. Further, M/s.
Soft Tech Engineers Pvt. Ltd., Pune shall implement the DPMS system
in PUDA at free of cost as agreed by them.

3. In the reference 3rd read above, the Director of Town & Country
Planning, A.P., Guntur has submitted that, M/s. Soft-tech Engineers
Pvt., Ltd., Pune has quoted rates for Manpower and Training costs
towards implementation of APDPMS system in APCRDA, VUDA, TUDA
& PUDA apart from the customization charges already agreed in the
reference 2nd read above. During the negotiations held with the M/s.
Soft-Tech Pvt. Ltd., the following commercial were arrived towards
Manpower Cost, Training Cost and O&M Cost for Implementation of
Building permission system in CRDA, VUDA, TUDA and PUDA:

1. Customization Charges - Rs. 18.00 lakhs for


APCRDA, VUDA and TUDA
and for PUDA at free of
cost (as per G.O.2nd read above)

2.Manpower Cost - Rs.50,000/- per person per


month.
3.Training cost - Rs.25,000/- per batch.

4.O&M Cost - To be decided after go live.

4. The Director of Town & Country Planning, AP, Guntur has


therefore requested the Government to issue necessary orders in the
matter and to instruct all the Urban Development Authorities
accordingly.

5. Government after careful examination of the matter, hereby


approve the rates as mentioned at para (3) above towards Manpower
cost, Training Cost and O&M cost for implementation of ICT enable
Integrated Building Permission System in all the Urban Development
Authorities in the State.

6. The expenditure towards meeting the expenses mentioned at


para (5) above shall be met by the respective UDAs from their own
funds.

7. The Commissioner, AP Capital Region Development Authority,


the Vice-Chairmen of all Urban Development Authorities and the
Director of Town & Country Planning, A.P., Guntur are requested to
take further necessary action, accordingly.
