Standard Operating Procedure (SoP) for “MUKHYA MANTRI ANTYODHAY

PARIVAR UTHAAN YOJANA”

to be followed by LDMs/ Banks:

On 19.11.2021, a meeting was held under the Chairmanship of Hon’ble Chief Minister of
Haryana, Shri Manohar Lal Khattar, at Camp Office, CM Residence, Chandigarh to the
launch “Mukhya Mantri Antyodhaya Parivar Uthaan Yojana”. The meeting was attended
by Shri TVSN Prasad, IAS, Additional Chief Secretary, Finance & Planning, Govt. of
Haryana, Shri V Umashankar, IAS, PSCM and Madam Kiran Lekha Walia, Financial Advisor,
Govt. of Haryana. The meeting was also attended by the Controlling Heads of all Public
Sector Banks, HDFC bank, ICICI Bank, Axis Bank, Indusind Bank, Sarva Haryana Gramin
Bank and HARCO Bank.

Objective:-

The objective of the scheme is to uplift social and economic status (from BPL to APL) of
the families having annual income less than 1.00 lakh. Such 1.50 lakh families have been
identified Parviar Pehchan Patra which contains verified income and eligibility.

Standard Operating procedure to be followed by LDMs/ Banks:

1. 457 Camps will be scheduled at different places in the State of Haryana from
29.11.2021 to 22.12.2021 in the state of Haryana. The schedule is enclosed.
These Camps may also be attended by local MP/MLA/Public Representative.

2. LDMs will provide details of Branch Managers of all Banks to SLBC who shall
participate in the camps on specified dates for onward submission to State
Government.

3. As per instructions given by the Honorable Chief Minister of Haryana, various


Government Departments will also participate in these camps. Approximately
1000 beneficiaries will attend each camp.

4. LDMs to ensure the presence of Line Departments like KVIC, KVIB, DIC, HSRLM,
Urban Local Bodies, Animal Husbandry, HSCFDC, MSME, Women & Child
Development etc. for receiving of loan application from applicant eligible
under any of the Govt. sponsored schemes.

5. Bank will exhibit various schemes of their respective banks, as per the attached
annexure. Necessary pamphlets, application forms should be readily available
with them.

6. Persons eligible and interested in above Scheme will attend the camps, who
will be provided with a standardized form (to be prepared by State
Government) by a Committee(as decided by State Government) which will
determine the expertise/interest of the person. Beneficiary’s on-site counseling
will be done by the banks present so that the requirements of beneficiary can
be understood by the Committee.

7. In case, the beneficiary is interested in availing loan facility, he will be


referred to the respective branch head located at the same place.

8. Bank Manager of the respective branch after counseling the beneficiary, will get
the basic details of the applicant filled on a format (annexed)to know basic
financial needs of the beneficiary. He will give acknowledgement to the
beneficiary.

9. LDM/ Bank Manager will forward the application form to the concerned branch
and provide the customer with the details of the Branch Manager and the branch
which will process his request for loan application. LDM will ensure proper follow-
up with concerned bank branches and ensure that these cases are disposed of
maximum within a period of 10 days. The beneficiaries will be called again after a
gap of 15 days as per schedule enclosed after getting the verification done at the
branch level by the respective Branch Manager in order to sanction/reject his loan
after 15 days specifying reasons therein.

10. The LDM will ensure that these cases are disposed of subject to eligibility and
fulfillment of bank’s terms & conditions and at the same time will ensure that
these cases are not rejected on flimsy grounds. In case of rejection, reasons of
rejection be mentioned clearly.

11. If the beneficiary requires training in any specific field, he/she can be further
sent to concerned RSETIs for training which may be for 15-30 days. Then the
beneficiary can apply for loan through the RSETIs itself.

12. Bankers mentioning the name of the schemes under various sectors will be display
at the site of camp. LDMs to ensure pamphlets of all schemes should be provided
to the people attending the camps and also ensure that the Bank officials
attending the camps have application forms of all the various schemes.

All logistic support will be provided by the State Government.

Note:
a) This is only an acknowledgement of receipt of the application and should not be construed
as a sanction of the proposal. A decision regarding sanction of the application will be taken
only after due consideration of the proposal on its merit and / or on fulfillment of
conditions if any, that may be stipulated by the Bank, and as per the extant
guidelines/regulations issued by RBI.
b) The application will be taken up for consideration only after receipt of complete application
along with documents as per the Checklist.
c) The application will be disposed of within fifteen days from the date of receipt of the
complete application as stated.
d) Monthly Status of the proposal will be intimated by the bank branches to LDM. The LDM will
share the details with the District Magistrate and Nodal Officers for communicating the
status to the applicants.
