The full infinitive (with to) is used:

 1- To express purpose He went to meet his girlfriend


 2.- After would love/like/prefer. I’d love to eat a sandwich
 3.- After adjectives She was glad to see her parents.
 4.- With TO, ENOUGH He’s too young to drive

 5.- After certain verbs
 (advice, agree, appear, decide, expect, hope, manage, offer, promise,
refuse, seem, want, …) I agree to send the letter
 6.- After question words I didn’t know what to do.

The bare infinitive (without to) is used:

The –ing form is used:
