    BADAC, COMMITTEE ON OPERATIONS, COMMITTEE ON ADVOCACY,
    BADAC AUXILLIARY TEAM , HOUSE CLUSTERS, AND BARANGAY DUTY
    OFFICERS OF BARANGAY MABUHAY, MAHAPLAG LEYTE.

    Pursuant to DILG Memorandum Circulars Nos. 98-227,99,226,2001-90,2003-131,2004-


    07,2012094,2015-63, DILG-DDB Joint Memorandum Circular No. 2018-01, and DDB
    Board Regulation No.3, Series of 2017 all pertaining to the creation, reorganization ,
    strengthening and revitalization of local anti-drug abuse council in all levels of the
    government, the Barangay Anti-Drug Abuse Council BADAC of Barangay Mabuhay
    Mahaplag Leyte, is hereby constituted as follows:
    Section 1. Composition of BADAC. The Barangay Drug Abuse Council shall be
    composed of the following:

    Section 2. Powers and Functions of BADAC. The BADAC shall have the authority
    and responsibility to perform the following:
    1.Plan, strategize implement an evaluate programs on Drug Abuse prevention in the
    barangay;
    2.Organize the BADAC Auxiliary Team and orient then of their roles and functions in
    formulating a plan of action to address the drug problem;
    3.Equip Barangay Tanods and Barangay Auxiliary Team on their roles and functions in
    the campaign against street level illegal drug trade tru seminars or trainings;
    Coordinate and Collaborate with other institutions implementing programs and projects
    on drug abuse prevention at the barangay level;
    4.Conduct information, education and communication campaign activities on illegal drug
    demand reduction;
    5.Conduct regular and consultative meetings at least once a month and call for special
    meetings with organization in the barangay.
    6.Strengthen the family in the Barangay by promoting family affairs and conduct values
    formation on parental care and guidance in coordination with other people’s organization
    and concerned agencies.
    7. Determine and maintain a record of the names and other personal information of actual
    residents of the Barangay, likewise, gather and update all drug related incidents and its
    effects on the peace and order situation in the Barangay including listings of suspected
    drug users/ dependents and users.
    8.Identify drug affected house clusters, work places, streets, puroks and sitios where there
    a re violations of RA9165 and immediately report the same to PNP or PDEA;
    9.Conduct an inventory of drug personalities who were identified to be involved in illegal
    drug activities and identify who were brought to both government and/ or private facility/
    center and community-based rehabilitation centers.
    10.Refer suspected drug users and dependents who voluntarily surrendered to the
    Barangay duty officers to CADAC/MADAC for proper assessment.
    11.Conduct periodic monitoring of those undertaking facility/center and community
    based rehabilitation program.

    Section 3. Composition of BADAC. The Barangay Drug Abuse Council- Committee


    on Operations shall be composed of the following;

    Section 3.1 . Power and Functions of the BADAC. The BADAC Committee on
    Operations shall have the authority and responsibility to perform the following;
    1.Empower and encourage the community in reporting drug-related cases through an
    award/ commendation system.
    2.Extend assistance to law enforcement agencies during the conduct of drug clearing
    operations at the barangay level;
    3.Enact local ordinance,policies and other legislative measures to support the barangay
    drug clearing program;
    4.Set quarterly targets to reduce level of drug affectation and ultimately, to achieve and
    maintain drug cleared status;
    5.Submit monthly report to CADAC/MADAC copy furnished DILG City/Municipal field
    office on the progress of barangay drug clearing programs.
    6.Monitor the progress and disposition of drug related cases filled with courts;
    7.Ensure safety of the community and extend such other necessary assistance to the
    operating units during the conduct of anti-drug operations and;
    8.Perform other related functions.

    Section 4. Composition of the BADAC Auxilliary Team. The following shall be

    Section 4.2 Functions of Barangay Cluster Leader- Designated Cluster Leaders shall
    perform the following duties and responsibilities;
    1.Attend BADAC regular meetings,upon instruction of the Punong Barangay.
    2.Prepare and maintain list of individuals or residents in every household within the
    assigned cluster.
    3. Immediately inform or report to the BADAC any illegal drug related activities
    occurring within the assigned cluster, and
    4.Perform other duties as may be assigned by the Punong Barangay.

    Section 5. Effectivity. This order shall take effect immediately.

    Done this 12th of February 2023 in Barangay Session Hall , Mabuhay Mahaplag
    Leyte.
