ABSTRACT

This study delves into the dynamics of community adaptation to health-related


disasters, focusing on the insights derived from residents of Aquino Mendoza. The research
aims to provide a comprehensive understanding of the effectiveness of readiness and
recovery strategies implemented by the City Disaster Risk Reduction and Management
Office (CDRRMO) within the community context.

Through qualitative analysis of resident perspectives, gathered via surveys, the study
seeks to elucidate the community's adaptive capacity and strength in the face of health
disasters. Additionally, it aims to evaluate the alignment of CDRRMO health disaster
readiness and recovery strategies with the needs and perceptions of the local residents. The
findings of this research endeavor to inform and enhance future disaster management policies
and practices tailored to the specific needs and dynamics of the Aquino Mendoza
community, thereby fostering more strength and responsive disaster preparedness and
recovery efforts.

THE PROBLEM AND ITS SETTING

Introduction

Disaster risk reduction and managemen officet (DRRM) is a crucial aspect of

ensuring the safety and well-being of communities, particularly in areas prone to natural

hazards and other disasters. (UNISDR, 2018). The City Disaster Risk Reduction and

Management Office (CDDRMO) plays a significant role in implementing DRRM strategies

and coordinating responses during disasters Asian Development Bank (ADB). (2019).

However, the effectiveness of the CDDRMO in disaster response depends on various factors,

including communication strategies, public participation, and interoperability among

agencies. Communication strategies assess the effectiveness of the CDDRMO's

communication strategies in disseminating disaster risk reduction information to the local

community. This includes evaluating the communication channels used, the clarity of

messages, and the community's understanding and response to the information. This involves

examining the factors that influence their involvement and the impact of their participation

on the effectiveness of disaster risk reduction measures. Disaster risk reduction management

evaluate the effectiveness of the CDDRMO's disaster risk reduction management strategies

in addressing the needs of the local community. This includes assessing the adequacy of

resources, the efficiency of response mechanisms, and the impact of disaster risk reduction

measures on the community. Interoperability among agencies Investigate the interoperability

of agencies at the city level, including the CDDRMO, in managing disaster risks. This

includes examining the communication and coordination among agencies, the effectiveness

of information sharing, and the impact of interoperability on the overall disaster response.

The research will employ a qualitative approach, using key informant interviews and focus

group discussions to gather insights and feedback from the local community. The study will

contribute to the understanding of the effectiveness of the CDDRMO in disaster response and

provide recommendations for improving communication strategies, public participation, and

interoperability among agencies.going to have a major effect on your business and the

relationship with your clients and customers.

Statement of the Problem

General Problem

Disaster preparedness and response are crucial parts in preserving Public health in
Brgy 12 Aquino Mendoza during calamities. In order to coordinate health disaster responses,
the Community disaster Risk Reduction and Management Office (CDRRMO) is essential.
However, it is crucial to find out how residents feed about the CDRRMO's work in order to
guarantee the Success of these actions.

Scope and Delimitation of the Study

This study was conducted to determine the insigth of residents in Aquino Mendoza

towards the readiness and recovery strategies of the CDRRMO health disaster response. This

study focuses on knowing what problem the residents of Aquino Mendoza facing and what

strategies in solving. This study is limited to the residents of Brgy.12 -Aquino Mendoza and

non other. Lastly to fully understand their experience of how they solve the problems of their

Barangay. The scope of this qualitative study on cdrrmo health disaster readiness and

recovery strategies at Gingoog City, Misamis Oriental, focuses on investigating the insigth of

aquino mendoza resident regarding readiness and recovery strategies. The research will delve

into their experiences, attitudes, and opinions towards on their experience, exploring factors

such as effectiveness, readiness, engagement, and relevance.

Significance of the Study

This study will be a great help to those people who are concerned about the well-

being of people during disasters. This study benefits the following:

Resident- They can learn about effective communication strategies, evacuation procedures,
first aid techniques, and other life-saving skills to mitigate the impact of disasters on their
well-being
.
Health disaster responder- They can gain insights into the specific health risks and
challenges that communities face during disasters, allowing them to tailor their response
efforts and allocate resources more effectively.

Head of CDRRMO- Can strengthen coordination and collaboration with other stakeholders,
including government agencies, NGOs, community organizations, and private sector
partners, to build a more integrated and holistic approach to disaster management.

Community Safety- The better fire safety training initiatives will help the community as a
whole. Communities can benefit from enhanced safety and lowered risks of fire-related
events by guaranteeing that fire safety personnel receive proper training and are armed with
the requisite knowledge and abilities.

Future Researchers. This study lays a foundation for future research in digital education's

efficacy across safety domains, offering methodological insights and guiding future

exploration, empowering researchers to advance online safety education.

REVIEW OF RELATED LITERATURE

This chapter presents the literature, synthesis of the reviewed literature, theoretical
framework of the study and definition of terms to understand the study further.

Literature

Disaster readiness and recovery strategies are crucial for ensuring the safety and well-

being of communities during times of crisis. Effective disaster response requires coordination

among various stakeholders, including local government agencies, non-governmental

organizations, and community members. Community participation in disaster risk reduction

effectiveness of the City Disaster Risk Reduction and Management Office (CDRRMO) in

responding to health disasters is of paramount importance. Understanding the perceptions of

residents regarding the CDRRMO's effectiveness can provide valuable insights for

improving disaster response strategies and enhancing community resilience Community-led

initiatives for disaster risk reduction and management: A case study of Aquino Mendoza by

L. M. R. Dela Cruz et al. (2022). This literature review synthesizes existing research on

disaster response perception, community engagement, and disaster management to

contextualize the study and identify gaps in the literature.

Perception plays a significant role in shaping individuals' responses to disasters and

their evaluation of the effectiveness of response efforts (Quarantelli, 2019). Research by

Paton and Johnston (2018) highlights the importance of understanding community

perceptions in disaster planning and response, as these perceptions influence risk perception,

decision-making, and preparedness behaviors. Studies have shown that residents' perceptions

of the responsiveness, transparency, and communication of disaster management agencies

significantly impact their trust and confidence in these organizations (Helsloot & Ruitenberg,

2019; Lindell & Perry, 2018).

Community engagement is increasingly recognized as a vital component of effective

disaster management (Kapucu, 2018). Engaging communities in disaster preparedness and

response efforts can enhance resilience, improve coordination, and foster trust between

residents and authorities (Paton et al., 2018). Research by Peek and Stough (2020)

emphasizes the importance of incorporating local knowledge and community resources into

disaster planning and response to ensure relevance and effectiveness. Furthermore, involving

residents in decision-making processes can empower communities and enhance their capacity

to respond to disasters (Comfort et al., 2020).

Local government agencies play a central role in disaster response, as they are often

the first responders in emergencies (FEMA, 2020). Effective coordination and

communication between local government agencies and communities are essential for

ensuring timely and appropriate response efforts (Kendra & Wachtendorf, 2019). However,

challenges such as resource constraints, bureaucratic barriers, and communication

breakdowns can hinder the effectiveness of local government disaster response (Waugh,

2020). Research suggests that building trust, fostering collaboration, and promoting

transparency between local government agencies and communities are critical for enhancing

disaster response capabilities (Aldrich & Meyer, 2019).

While existing research provides valuable insights into disaster response perception,

community engagement, and local government disaster management, there is a lack of

studies specifically addressing the perception of residents in Barangay 12 AM towards the

effectiveness of the CDRRMO's health disaster response. Understanding residents'

perspectives on the responsiveness, communication, and overall effectiveness of the

CDRRMO can inform strategies for improving disaster preparedness and response in the

community.

The literature review highlights the importance of understanding residents'

perceptions in disaster management and the need for effective community engagement and

collaboration between local government agencies and communities. By addressing gaps in

the literature and focusing on the specific context of Barangay 12 , the proposed study aims

to contribute to the existing knowledge base on disaster response perception and inform

efforts to enhance the effectiveness of the CDRRMO's health disaster response.

Synthesis of the Reviewed Literature

The reviewed literature sheds light on critical factors influencing the perception of
residents in Aquino Mendoza regarding the readiness of the City Disaster Risk Reduction
and Management Office (CDRRMO) health disaster response. Residents' perceptions of
disaster response effectiveness are deeply intertwined with their sense of trust and confidence
in local authorities (Quarantelli, 2019; Paton & Johnston, 2021). This trust is heavily
influenced by the transparency, responsiveness, and communication of disaster management
agencies such as the CDRRMO (Helsloot & Ruitenberg, 2022; Lindell & Perry, 2021).
Community engagement emerges as a pivotal element in disaster management, with studies
underscoring its role in enhancing and fostering trust between residents and authorities
(Kapucu, 2018; Paton et al., 2018). Incorporating local knowledge and resources into disaster
planning and response is emphasized as vital for relevance and effectiveness (Peek & Stough,

2019). Effective coordination and communication between local government agencies and
communities are paramount for ensuring timely and appropriate response efforts (Kendra &
Wachtendorf, 2019). However, challenges such as resource constraints and bureaucratic

engagement all play significant roles. Addressing residents' concerns and building trust
requires a holistic approach that prioritizes effective communication, transparency,
community engagement, and collaboration between the CDRRMO and residents of Aquino
Mendoza By integrating these insights, the CDRRMO can improve its responsiveness to
community needs, enhance disaster response effectiveness, and ultimately contribute to
greater community in Aquino Mendoza.

Theoretical Framework of the Study

Disasters, whether natural or man-made, pose significant threats to communities


worldwide, leading to loss of life, property damage, and disruptions to livelihoods. In
response to such challenges, effective disaster response management becomes imperative.
This study focuses on analyzing the insigth of residents in Aquino Mendoza regarding the
readiness of the City Disaster Risk Reduction and Management Office (CDRRMO) health
disaster response. To analyze residents' perceptions effectively, it's essential to utilize a
theoretical framework that encompasses relevant concepts and factors influencing disaster
response effectiveness. One such frameworkl is Community-Based Disaster Risk Reduction.
CBDRR is a participatory approach that involves the community in disaster risk reduction
and management activities. This approach emphasizes the importance of community
participation, empowerment, and ownership in reducing disaster risks and increasing
resilience. The CBDRR framework can be used to analyze the insights from Aquino
Mendoza residents on CDRRMO health disaster readiness and recovery strategies.

Another relevant theoretical framework is health Belief Model (HBM)


The HBM is a psychological model that explains health-related behaviors. It can be
applied to disaster risk reduction and management to understand the factors that influence
individuals' intentions to adopt protective behaviors. The HBM can be used to analyze the
motivational factors that affect the intention of Aquino Mendoza residents to participate in
CDRRMO health disaster readiness and recovery strategies.

Furthermore, by leveraging insights from both CBDRR and the HBM, this study
contributes to the advancement of knowledge in disaster risk reduction and management,
with practical implications for enhancing community resilience and mitigating the impact of
disasters in Aquino Mendoza and similar contexts worldwide.
By employing these theoretical frameworks, the study aims to comprehensively
analyze residents' perceptions of the effectiveness of CDRRMO's health disaster response in
Brgy 12 Aquino Mendoza. Understanding these perceptions is crucial for enhancing disaster
preparedness, response, and resilience at the community level.

Definition of Terms;

Insigth: Is the understanding of a specific cause and effect within a particular context.a

clear, deep, and sometimes sudden understanding of a complicated problem or situation, or

the ability to have such an understanding

Resident: A person who lives or has a home of their own and live somewhere in particular,

or a doctor-in-training who takes care of the patients at a hospital under the supervision of

other doctors.

Effectiveness: Refers to the degree to which something, such as a process, system, or

intervention, achieves its intended goals or produces the desired outcomes. It is a measure of

the efficiency and success of an action or strategy in delivering the intended results. In

various contexts, effectiveness is often assessed based on the extent to which objectives are

met, resources are utilized optimally, and positive outcomes are realized.

CDRRMO: Stands for City Disaster Risk Reduction and Management Office. It is a

government agency responsible for implementing disaster risk reduction and management

programs and initiatives at the city level. This includes activities such as disaster

preparedness, response, recovery, and mitigation to reduce the impact of disasters on the city

and its residents.

Health Disaster Response: Involves the coordinated efforts and strategies implemented by

healthcare professionals and organizations to address and mitigate the health-related

consequences of disasters. This includes preparedness, immediate response, medical care,

public health interventions, and recovery measures to ensure the well-being of affected

populations during and after a disaster.

Recovery Strategies- In the context of disaster management refer to the systematic

plans and actions implemented to restore affected communities, infrastructure, and

systems to a pre-disaster state or a new state of normalcy following a disaster event.

These strategies are designed to address the short-term and long-term needs of

disaster-affected populations and facilitate the recovery process. Recovery strategies

typically encompass various domains, including:

METHODOLOGY

This chapter outlines the method employed in this study to look at how working

students view their experiences.

Research Design

A grounded theory research design will be utilize. Grounded theory is a qualitative

research design that aims to develop theories grounded in empirical data. It is particularly

useful for exploring complex phenomena and understanding the perspectives and experiences

of individuals involved. In this research, the researchers will utilize grounded theory to

investigate the perception based in participants' experiences and perspectives of a

phenomenon (Flynn & Korcuska, 2018). This approach allows researchers to capture the

complexity and richness of social phenomena, grounded theory allows for the exploration of

diverse viewpoints and interpretations, ensuring that the resulting theories are inclusive and

representative of the broader context. In this study, the sample size is typically 30-50

participants. They should be individuals that are part of the resident in Aquino Mendoza.

Research Locale

The study was conducted at Brgy 12 Aquino Mendoza, this place was selected

because the topic focuses on health disaster and the Aquino Mendoza is one of the most cases

in health disaster. This study was been implemented on the resident of Aquino Mendoza. .

This research study was implemented outside the school, Aquino Mendoza, mostly, at the

brgy area since researchers often see them in there barangay. Aauino Mendoza, nestled in

the barangay of Misamis Oriental, provides a diverse demographic of Resident in Aquino

Mendoza who may have varying experiences and perspectives regarding readiness and

recovery strategies in health disaster response. Additionally, the city's urban and rural mix

can offer insights into how readiness in health disaster response may be accessed and utilized

across different contexts within the CDRRMO staf.

Sampling Procedure

A purposive sampling technique will be employed. This method will involve

selecting 30 participants with the criteria of having insigth of readiness or preparedness and

recovery strategies within the Resident of Aquino Mendoza. As stated by Creswell (2018),

this approach ensures that the sample consists of individuals who can offer unique

perspectives or insights based on their experience or expertise in the subject area.. By

selecting participants who possess firsthand knowledge and engagement with the topic, the

study can gather rich and nuanced insights into their perceptions of readines and recovery

strategies in health disaster response.

Respondents of the Study

The respondents of this study primarily consist of Resident in Aquino Mendoza. We

will interview 30 persons and these respondents are chosen for their direct involvement and

expertise in health disaster response. The researchers approached and asked them to

participate after being acknowledged. During the study's data gathering. Information was sent

to the participants’page, informing them of their ability to reject the researcher and to

guarantee that involvement was voluntarily given. Following the contestants' decision to they

were immediately apprised of the information supplied by the researchers were not needed to

assure them that information would be treated in confidence. provide their identity

information. Eventually, they received authorization documents for there. They signed to

indicate their involvement and permission for the survey questioner.

Research Instruments

This study utilizes an survey as a research instrument, particularly an

unstructured survey. Unstructured survey protocol will serve as a valuable research

instrument. Unlike structured surveys, which typically consist of standardized questions with

fixed response options, unstructured surveys allow respondents to provide open-ended

responses in their own words. Questions might explore aspects such as the effectiveness of

the efforts of the CDRRMO in Aquino Mendoza. Specific recommendations do residents in

Aquino Mendoza propose for improving the effectiveness of the CDRRMO’s health disaster

response, According to Zhang and Wildemuth (2018), unstructured interviews are a

qualitative research method used to collect data, particularly in the disciplines of

anthropology and sociology. Researchers can follow-up on interesting points raised by

respondents, probe deeper into specific areas of interest, and allow the conversation to evolve

naturally.

Data Collection Procedure

This study will be conducted in Brgy 12 Aquino Mendoza through a grounded theory

research design, employing purposive sampling as the sampling procedure. Unstructured

survey are utilized to delve into the perceptions of Resident of Aquino Mendoza regarding

the readines and effectiveness in health disaster response. The data collection procedure

involves selecting 30 participants who have direct experience with health disaster and

conducting in-depth survey to explore their lived experiences, beliefs, and perspectives.

Survey will be write with participants' consent and transcribed verbatim for analysis. Probing

questions will be employed to elicit rich, detailed responses, allowing for a thorough

understanding of participants' perceptions towards readines in health disaster response.

Ethical Considerations

When the subjects were identified, their knowledge-based consent was them. This

step was initially completed by reading aloud to both participants. they are asked to sign a

consent form after being given full disclosure of the recording and participation. Recognize
