ACTIVITY DESIGN
I. ACTIVITY DESIGN

Title : Training for Basic Life Support and Basic First Aid for Barangay
Emergency Responders

Date : July 19-21, 2017

Target : Thirty (31) Barangay Emergency Responders

Funding Requirement : Php23,680.00

Funding Source : BDRRM Fund 2017

II. RATIONALE

Republic Act 10121, otherwise known as the Philippine Disaster Risk Reduction
and Management Act of 2010 was enacted to strengthen the Philippine Disaster Risk
Reduction System. Section 12 of said Act mandates that the existing Municipal Disaster
Coordinating Council shall now be referred as the Municipal Disaster Risk Reduction and
Management Council. Likewise, DILG MC 2010 – 143 was issued mandating every local
government unit to organize the Disaster Risk Reduction and Management Council.

Anent, Executive Order No. 12 was issued and approved on April 12, 2011 by the
Municipal Mayor organizing the Municipal Risk Reduction and Management Council
(MDRRMC) and the Municipal Risk Reduction and Management Office (MDRRMO) of the
Municipality whose members are department heads of different Local and National
Agencies.

Likewise, barangay governments are also mandated to organize their respective


Barangay Disaster Risk Reduction and Management Committee (BDRRMC). The
Barangay Development Council (BDC) shall serve as the BDRRMC. RA 10121 requires the
participation of CSO’s, Private Sectors, and Volunteers in disaster risk reduction.
However, volunteers do not have enough technical knowledge and skills on disaster risk
reduction and/or prevention and management matters. There is a need to train these
volunteers in order for them to be prepared during disaster situations.

III. OBJECTIVES
This activity generally aims to enhance the knowledge and skills of the Barangay
Emergency Responders in the performance of their tasks, functions and duties as
mandated in RA 10121 and other pertinent laws and issuances.

Specifically, at the end of this activity, the participants shall be able to:
 Perform their duties and functions efficiently as volunteers;
 Enhance their skills in disaster risk reduction and prevention;
 Formulate a disaster risk reduction plan that will give direction in their
performance of their functions.
 To gain knowledge on fire firefighting techniques.

IV. METHODOLOGY
For this orientation program the following will be used;
 Listening – where in the participants will listen to the lecture – discussion of the
speaker;
 Sharing – an open forum will also be given in order for them to share, ask questions,
and clarify gray areas or issues that must be settled;
 Workshop- where participants will discuss and formulate their barangay disaster risk
reduction plan; and
 Exercises- where participants will be required to have an actual conduct of exercises
on what to do during disaster situations.

for Barangay Disaster Volunteers
(Basic First Aid, Basic Life Support, Ropemanship and Highline)

 To aim to create a community based disaster preparedness plan, that will
reinforce the spirit of Bayanihan and discard the “Bahala na attitude” of Filipinos.
 To help the community to cope the impact of a disaster to save and protect lives.
