MEMORANDUM OF AGREEMENT FOR MEDIA PARTNERSHIP
KNOW ALL MEN BY THESE PRESENTS:
These Memorandum of Agreement (“the Agreement”) is made and entered into and executed by
and between:
The ILOCOS NORTE PRESS CORPS., a Radio Station in Laoag City and in
the whole province of Ilocos Norte serving the latest news FIRST, FAST and RIGHT
with principal address at Provincial Capitol, Ilocos Norte, represented herein by its
President, VICKY ADENA, Filipino, of legal age and hereinafter referred to as the
“First Party”;
-and-
The DEPARTMENT OF EDUCATION – SCHOOLS DIVISION OF

ILOCOS NORTE, an institution duly organized and existing under the laws of the
Republic of the Philippines, having its place of office at Brgy. 7-B Giron Street Laoag
City, represented by its Schools Division Superintendent, VILMA D. EDA, CESO VI,
hereinafter referred to as the “Second Party”;
WITNESSETH, that:
WHEREAS, ILOCOS NORTE PRESS CORPS., playing an outstanding role in

creating and shaping public opinion and strengthening society, the sword arm of democracy, acts
as watchdog to protect public interest against malpractice, create public awareness and also
believes that mass media have basic responsibility to help strengthen and support democratic
processes;
WHEREAS, ILOCOS NORTE PRESS CORPS., enables people to interpret and make
informed judgments as users of information and media, as well as to become skillful creators and
producers of information and media messages in their own right;
WHEREAS, the media is the most powerful tool of communication, it helps promoting
the right things on the right time and it gives a real exposure to the mass audience about what is
right or wrong;
WHEREAS, DEPARTMENT OF EDUCATION of the Republic of the Philippines,

hereinafter referred to as “DepEd”, the primary government instrumentality mandated to
formulate, implement and coordinate policies, plans, programs and projects in the areas of formal
and non-formal basic education, supervise all elementary and secondary education institutions,
including alternative learning systems, both public and private, and provide for the establishment
and maintenance of a complete, adequate and integrated system of basic education relevant to the
goals of national development;
WHEREAS, DEPARTMENT OF EDUCATION-SCHOOLS DIVISION OF

ILOCOS NORTE, in its concern to become aware on the different issues or news coming from
the media that DepEd shall provide the public with the important information on the different
activities of the Office `and Schools through press releases, media interviews and social media;
WHEREAS, both parties recognize the importance of media through television, radio
broadcasting, newspapers by means of press releases, media interviews and social media on the
different issues coming from the different sectors specifically DepEd and Schools.
WHEREAS, the DepEd and the Media, hereinafter collectively referred to as “the
PARTIES”, underscored the need of Mass Media for an accurate, reliable and fast delivery of
NEWS/Information.
NOW, THERFORE, for and in consideration of the above premises, all parties agreed
as follows:
The ILOCOS NORTE PRESS CORPS., through the President of INPC Shall:
1. Disseminate, broadcast, and/or air important and/or necessary announcements,

information, programs, projects and upcoming events/activities of the DepEd Schools
Division of Ilocos Norte;
2. Handle media interviews at least once a month, if necessary or if needed, depending on

the availability and schedule of the focal person to be interviewed, and to update different
schools regarding the Accomplishments of the Department;
3. In cases of live telecast and/or on the air interviews, prepare questionnaires for the
interview, which shall be made known to the interviewee before the live telecast in order
to prepare the necessary and important data and other particulars subject of the said
interview;
4. Refrain and be cautious in airing and/or broadcasting information which falls under the
following category:
a. Pending Cases of any teaching and/or non-teaching personnel of the division;

b. Identities and other particulars of children victim of abuse cases, which can be
considered as a violation of the Child Protection Policy;
c. Internal Management decisions;
d. Confidential Information;
e. Privacy of any personnel of the division, more particular their private lives; and
f. Other circumstances similar to the foregoing,
5. Make validation to the veracity of the unsolicited and/or anonymous complaint to the
proper persons and/or authorities order to avoid false news and oppression of the school
teachers and other personnel of the division;
6. Request for papers, forms and other necessary documents in relation to the issue/s to be
broadcast;
7. Always practice and observe the provisions of the Broad Cast Code of the Philippines (as
amended 2011), Philippine Journalist’s Code of Ethics, Advertising Code and other
related laws in media broadcasting; and
8. Coordinate to the DepEd Ilocos Norte – School Governance and Operations Division for
the conduct of the different activities.
The DEPARTMENT OF EDUCATION – DIVISION OF ILOCOS NORTE, through

the School Governance and Operations Division, Curriculum Implementation Division, Office of
the Schools Division Superintendent and Assistant Schools Division Superintendent Shall:
1. Provide the media/station with efficient and reliable information regarding updates of the
different development programs, projects and services;
2. Provide an update regarding upcoming activities of the Department in order to inform the
schools;
3. Prepare different topics, including available data readily available in the division office,
to be discussed on the Radio during on or off the air radio broadcasting;
4. Maintain and adhere to the transparency principle of the government;
5. Issue the necessary and proper documents to be requested by the media. Except
documents and other pertinent information as previously discussed;
6. Develop advocacy and public affairs strategies; and
7. Coordinate with the Radio Station Manager regarding the different activities of various
schools and other activities of the Schools Division of Ilocos Norte.
Any provision in the foregoing agreement which is inconsistent and/or contrary to

existing and/or future laws, rules of the government and/or internal orders from the higher
authority shall be deemed amended and/or revoke to conform with laws, rules of the government
and/or internal orders.
This Memorandum of Agreement shall take effect immediately upon approval of both
parties. Either party may pre-terminate, upon due notice to the other party. This Agreement on
grounds of breach on any of the terms and conditions set.
