1. PURPOSE

1.1 This procedure will be applied to meet Petronas to achieve 100% free leak Start-up
and Operation following plant turnaround, shutdown, and normal maintenance
activities.

1.2 The aims of this procedure are to provide mandatory workflow process and
managing in Petronas Bolt Flange Joint Integrity Management Procedure. It specifies
from during plant shutdown to start-up plant.

1.3 This procedure is specified for Train 9 MLNG shutdown.

2. SCOPE

This procedure provides correct HBT method and techniques for Train 9 MLNG
shutdown 2024 for all flanged joint as per table.
Kindly view the full table joint for our scope at the attachment.

5. ROLE, RESPONSIBILITIES & AUTHORITY
5.1 Joint Integrity Inspector
Joint integrity inspector shall be responsible for;
a. Ensure all flange management activities comply with the
requirements.
b. Participate in Quality Assurance Quality Control (QAQC) MLNG
audit.
c. Perform inspection of joints, record findings and propose
recommendations.
d. Perform visual inspection on gaskets, bolt and nut specifications,
flange surface condition, gasket condition, torque value setting.
e. Perform visual inspection (gaskets, bolts and nut, alignment, flange
gap & sound check nut looseness with copper hammer).

5.2 HBT Technician


a. HBT Technician shall have experience and knowledge in HBT
work, qualified by a Qualifying Organization (hydraulic tools
Original Equipment Manufacturer (OEM)) given the responsibility
to execute the joints breaking and joints reinstatement work using
HBT and has attended & passed MLNG Authorized Joint Maker
(AJM) training conducted by MLNG. HBT Technician shall be
responsible of leading the team and able to operate High Pressure
HBT pump.

5.3 HBT Assistant Technician


a. HBT Assistant Technician must attend and pass MLNG AJM
training conducted by MLNG and must be able to recognize HBT

equipment and connect the equipment. He shall be responsible
for assisting the HBT Technician during preparation of
equipment and connecting the HBT equipment.

6. SAFETY
6.1 HBT Technician
The following safety requirements shall be complied by the HBT
Technician:
a. Obtain valid work permit before opening any bolted joint to
ensure the system is completely depressurized.
b. Wear safety glasses and gloves when using Bolt Tensioning
Tools.
c. Only trained competent personnel should carry out the bolt
tension using equipment in good order.
d. Ensure high pressure hose connection are properly connected.
Ensure all fittings used are at a working pressure rate for HBT
pump.
e. Do not exceed load cell piston stroke.
f. Do not attempt to disconnect, tighten, or loosen any pressurized
hydraulic part.
g. Clear all personnel from the area when bolt tension operation is
to be performed.

h. Set up barriers and warning signs or make other adequate


arrangements to prevent unauthorized personnel from
accidentally straying into the bolt tension area.

i. Make certain that nobody is allowed to stand near to a bolt


tensioning tool during pressurization process.

6.2 HBT Tools


The following safety requirements shall be complied with during
handling of HBT tools.
a. Discard and do not use any hose that shows signs of damage.
b. Do not bend the hose tighter that the minimum bend radius of the
hose, or it will be kinked.
c. Be cautious when handling or lifting heavy machinery.
d. Do not pick or carry bolt tensioning tools around flexible hose.
e. Position pump at a safe distance, away from bolt tensioning
tools.
f. HBT tools shall have valid calibration certification and inspected
prior entry into MLNG. MLNG inspection sticker shall be
available.

7. PROCEDURE INSTRUCTIONS
7.1 General
General requirements to be applied during HBT are as per below.
a. Stud bolt protrusions after the nut must not be less than 1.5 -time
diameter of the stud bolt.
b. The nut must be clean and without damage.
c. The flange surface is clean and smooth.
d. The bridge sits level and evenly on flange.

7.2 Site visit


HBT technician shall conduct site visit to verify the following items.
a. Length of thread protrusion – refer to clause 7.1 (a)
b. Accessibility of bolt tensioning equipment
c. Quantity of bolt
d. Site visits need to be conducted by an HBT technician to check

the accessibility of HBT equipment and to identify the type of
equipment to be used.
e. If hydraulic bolt tensioning is not applicable due to above
reason, Hydraulic Torque Wrench (HTW) to be used – filled MLNG
deviation form.

7.3 Hydraulic Bolt Tensioning (25% Coverage)

The process sequence for the 25% HBT coverage is as per below.
a. Mark all bolt 1,2,3,4.
b. Install bolt tensioner at bolt marked by number 1 and applied
PASS 1. Using a tommy bar, turn the rotating disc clockwise
until the nut is tight and release the pressure slowly. The load is
now transferred from the tensioner to the nut.
c. Re-apply PASS 1 and repeat step (b) 2 times to ensure bolts are
stressed according to desired bolt stress.
d. Install bolt tensioner at bolts marked by number 3 and applied
PASS 2. Using a tommy bar, turn the rotating disc clockwise and
release the pressure slowly. The load is now transferred from the
tensioner to the nut. Used tommy bar to turn down the puller to
return the load cell piston to fully retract position.
e. Re-apply PASS 2 and repeat step (d) 2 times to ensure bolts are
stressed according to desired bolt stress.

f. Install bolt tensioner at bolt marked by number 2 and applied
PASS 3. Using a tommy bar, turn the rotating disc clockwise and
release pressure slowly. The load is now transferred from the
tensioner to the nut. Use tommy bar to turn down the puller to
return the load cell piston to fully retract position.
g. Reapply PASS 3 and repeat step (f) 2 times to ensure bolt are
stressed according to desired bolt stress.
h. Install bolt tensioner at bolt marked by number 4 and applied
PASS 4. Using a tommy bar, turn the rotating disc clockwise and
release the pressure slowly. The load is now transferred from the
tensioner to the nut. Use tommy bar to turn down the puller to
return the load cell piston to fully retract position.
i. Reapply PASS 4 and repeat step (h) 2 times to ensure bolt are
stressed accordingly.
j. Install bolt tensioner at bolt 1, apply pressure whilst holding
tommy bar in rotating disc and apply a gentle force to try undo
the nut. The pressure will eventually rise to the point where nut
BREAK LOOSE. Stop the pump and read the BREAK LOOSE
PRESSURE on the pressure gauge. If the BREAK LOOSE
PRESSURE is equal or greater than PASS 4 pressure, the flange
tightening procedure is completed.
k. If the BREAK LOOSE PRESSURE is less than PASS 4
pressure, continue to increase the pressure to PASS 1 pressure
and tighten the nuts. Repeat steps (d), step (f) and step (h) until
the BREAK LOOSE PRESSURE is equal to or greater than
PASS 2 pressure.
l. Repeat step (j) and (k) for bolt marked by number 3.

7.4 Hydraulic Bolt Tensioning (50% Coverage)

a. Mark all bolt with 1 & 2.


b. Install bolt tensioner at bolt 1 and applied PASS 1. Using a

from the tensioner to the nut.

e. Re-apply PASS 2 and repeat step (d) 2 times to ensure bolt are
stressed accordingly.
f. Install bolt tensioner at bolt 1, apply pressure whilst holding
tommy bar in rotating disc and apply a gentle force to try and
undo the nuts. The pressure will eventually rise to the point
where the nuts BREAK LOOSE. Stop the pump and read the
BREAK LOOSE PRESSURE on the pressure gauge. If the
BREAK LOOSE PRESSURE is equal to or greater than PASS
2, the flange tightening procedure is completed.
g. If the BREAK LOOSE PRESSURE is less than PASS 2
pressure, continue increasing the pressure to PASS 1 pressure
and tighten the nuts. Repeat step (d) and step (f) until the
BREAK LOOSE PRESSURE is equal or greater than PASS 2
pressure.
