Opening of the World Climate Action Summit


His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates
has invited Heads of State and Government to participate in the World Climate Action Summit
on Friday, 1 and Saturday, 2 December.
The opening ceremony of the Summit will be held today, Friday, 1 December in the Al Waha
Theatre at 11.45 hrs. and will hear statements from His Highness Sheikh Mohamed bin Zayed
Al Nahyan, Mr. António Guterres, Secretary-General of the United Nations and His Majesty
King Charles III.
The opening will be attended by Heads of State and Government, Party delegations, invited
guests of the Government of the United Arab Emirates, Heads of United Nations and related
organizations and specialized agencies and selected Heads of inter-governmental and non-
governmental organizations.
Attendance to the opening ceremony of the Summit in the Al Waha Theatre will be restricted
to Heads of State and Government with a lapel pin and holders of the relevant overlay badges.
The opening of the Summit can be viewed on IPTVs screens, the COP 28 virtual platform and
webcast.
All invitees to the Summit are encouraged to arrive to the VVIP Lounge in Zone B8 by latest
10.00 hrs. Ushered seating from the Lounge to the Al Waha Theatre will begin at 10.30. No
entrance to the VVIP Lounge or the Al Waha Theatre will be allowed after the arrival of Heads
of State and Government, who are expected to arrive to the Theatre by 11.45 hrs.

Please be advised that security and fire regulations do not permit participants to stand,
and security will enforce this requirement.

Opening of the First Part of the High-Level Segment
for Heads of State and Government
The opening of the First Part of the High-Level Segment of COP 28/CMP 18/CMA 5 for Heads
of State and Government will be held on Friday, 1 December at 13.30 hrs. in Plenary Al Hairat
and live streamed in Plenary Al Ghafat.
Opening remarks will be delivered by His Excellency Dr. Sultan Ahmed Al Jaber, President of
COP 28/CMP 18/CMA 5, His Excellency Dennis Francis, President of the General Assembly,
Simon Stiell, Executive Secretary of the United Nations Framework Convention on Climate
Change and His Excellency Narendra Modi, Prime Minister of India.
To ensure the prompt opening of the sessions, participants are asked to take their seats by
13.15 hrs. in both Plenary Al Hairat and Plenary Al Ghafat.
For the opening of the High-Level Segment and delivery of national statements by Heads of
State and Government on 1 and 2 December, access is open to all Parties including overflow
and United Nations organizations.
Intergovernmental and non-governmental organizations will need a ticket to access the
Plenaries for the opening of the High-Level Segment and to hear delivery of national statements
on 1 and 2 December.
The delivery of national statements can also be viewed on IPTVs screens, the COP 28 virtual
platform and webcast.
Delivery of National Statements by Heads of State and Government will take place in Plenary
Al Hairat and Plenary Al Ghafat.
The list of speakers for Parties whose Head of State or Government will attend the Summit
and deliver a national statement during the First Part of the High-Level Segment of COP 28 on
1 December 2023 can be found here. Heads of State and Government are encouraged to be in
their respective Plenary, as indicated in the list, more than 5 speakers before their speaking slot.
The First Part of the High-Level Segment of COP 28 for Heads of State and Government will
continue on Saturday, 2 December at 09.00 hrs. in Plenary Al Hairat.

Announcements

Rerouted staff and participants circulation arrangements for World Climate Action
Summit
Please note that on 1 December from 06.00 to 12.00 hrs., Al-Wasl Avenue between Zone B8 and Al-Wasl
Dome will be closed for the program with Heads of State and Government.
During this time, all delegates are requested to use the deviation route through the Green Zone as reflected
in blue on the plan below and follow directional signage. In addition, support staff will also be available to
provide guidance on how to find your way around in the venue. Accessibility support will also be offered
inside the Blue and Green Zones.
In addition, kindly note that the Services Hubs located in Zone B4 will be closed from 30 November 00.00 hrs.
to 1 December 12.00 hrs.

Tickets for the high-level ministerial dialogues on climate finance topics


Registered participants can collect the tickets for both events at the Distribution Counter in Service Hub North
on Friday, 1 December, from 14.00 to 18.00 hrs. and on Saturday, 2 December, from 09.00 to 18.00 hrs.
Registered participants who are not able to collect their tickets, can collect them in front of Meeting Room 5,
starting from 1 hour before each event.
Interested participants who have not registered, can collect tickets in front of Meeting Room 5, starting from
1 hour before each event on a first-in-first-served basis.

Tickets for First Annual High-level Ministerial Roundtable on Just Transition


Registered participants can collect the tickets for both events at the Distribution Counter in Service Hub North
on Friday, 1 December, from 15.00 to 18.00 hrs. and on Saturday, 2 December, from 09.00 to 18.00 hrs.

Zero tolerance towards harassment
The UNFCCC secretariat and the COP 28 organizers will apply a zero-tolerance approach to any form of
harassment, including sexual harassment, and will deal with such complaints promptly.
We encourage reporting of any incident either directly to any badged UN Department of Safety and Security
(UNDSS) officer or by calling the United Nations Security Control Centre, which is open 24 hours a day, at

Audio and video recordings


Please note that making audio and video recordings during open or closed official meetings is not permitted
to any delegate. The secretariat provides full audio and video recordings for all official open plenary meetings
in audio format and webcasts them. All webcast recordings are available on the UNFCCC website.

Submission of credentials
Parties are reminded that the credentials of representatives of Parties, as well as the names of alternate
representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening
of COP 28/CMP 18/CMA 5.
Parties are reminded that in accordance with decisions 17/CP.9, 36/CMP.1 and 2/CMA.1, only one set of
credentials is necessary to cover the participation of Parties in COP 28, CMP 18 and CMA 5.
Duly signed original credentials, should be submitted in one of the six official languages of the United Nations
to the Distribution Desk Counter in Service Hub South at the Conference venue. To ensure proper handling
and delivery to the repository, no other office or authority of the secretariat or the host country has been
designated to receive credentials.

The Green Zone


Please consult the UAE COP 28 website for any information on the Green Zone which will open on
30 November 2023.

Welcome Pack for COP 28


All conference participants are invited to retrieve their “COP 28 Welcome Gift (water bottle and Metro Card)’’
at the Distribution Counter in Service Hub South, area B4, along the Al Wasl Avenue. The Service Hub is
open from Thursday, 30 November to Tuesday, 12 December from 08.00 to 18.00 hrs. (except Thursday,
7 December – when the conference premises are closed).

Free Wireless Internet


Please connect to network “PlugNPlay” to access the free wireless Internet on the conference premises.
Kindly report any issues to staff wearing green vests with “ICT SUPPORT STAFF” printed on the back or
visit the nearest ICT Support Desk at one of the two computer centres.

List of participants
The provisional list of registered participants is available on the UNFCCC website. National focal points and
designated contact persons should make corrections using the Online Registration System (ORS) by noon
on Friday, 8 December 2023, at the latest.

Medical and Security emergencies


First aid and emergency medical services (EMS) are available from 30 November to 12 December 2023,
opening hours from 08.00 to 22.00 hrs. Any person may self-present to an EMS point to access medical
care. EMS points are distributed throughout the Blue Zone and indicated on the venue maps.
