SIDAW (Social Development Association) is a youth-led civil society organization which was organized
and founded on 12th May 2019, with the aim to empower young people in Rakhine State for social
change. SIDAW works with the most vulnerable communities affected by social and economic
challenges, youth, and women from the marginalized communities and of course the minority people
within the state. Our vision is a peaceful and prosperous Rakhine State where all communities are
empowered to thrive. Our mission is to promote sustainable livelihoods, health, well-being, and
peaceful coexistence among communities in Rakhine State through community-led development
initiatives. SIDAW is focused on health, peacebuilding, livelihood, and youth capacity building. SIDAW
is actively implementing programs in central and northern areas of Rakhine State.

Project Description

Under the funding of a donor organization, SIDAW will collaborate as an implementing partner with
other international humanitarian actors to provide Sexual and Reproductive Health (SRH) services in
Rakhine State. The project, "Continued Support to Address Safety and Health Needs for Conflict
Affected Communities," responds to the urgent and ongoing challenges faced by communities
affected by conflict. In the midst of turmoil, access to essential services like healthcare, sanitation, and
protection becomes severely compromised, exacerbating the already dire circumstances. With a
duration spanning from July 2024 to April 2025, the project aims to provide holistic support across
three critical sectors: Health, WASH (Water, Sanitation, and Hygiene), and Protection. The project goal
is to enhance the resilience and well-being of communities affected by conflict by providing
comprehensive support in the areas of Health, WASH, and Protection.

Position Summary

The Senior WASH Officer will lead the Water, Sanitation, and Hygiene (WASH) initiatives within our
integrated WASH, Health, and Protection project in Rakhine. This senior role involves strategic
planning, coordination, and oversight of all WASH activities, including emergency toilet construction,

hygiene kits distribution, provision of clean drinking water, sanitation activities, advocacy meetings,
capacity-building training, etc. The Senior WASH Officer will report to the Health Project Manager and
supervise the WASH Officer, ensuring that all WASH activities are executed effectively, efficiently, and
in alignment with project goals and standards.

Key Responsibilities

Strategic Planning and Coordination

• Develop and implement strategic plans for WASH activities, ensuring alignment with project
goals and community needs.
• Coordinate with various stakeholders, including local authorities, community leaders, and
local organizations, to facilitate smooth project implementation.
• Provide effective liaison between the organization and local authorities to ensure seamless
project execution.

Program Management

• Oversee the construction of emergency toilets, ensuring they adhere to safety and quality
standards.
• Supervise the distribution of hygiene kits and ensure the provision of clean drinking water
through sustainable solutions.
• Manage regular sanitation activities and ensure compliance with health and hygiene
standards.
• Monitor and forecast the budget for WASH activities, ensuring efficient and effective use of
resources.
• Participate in the procurement process for WASH items, ensuring that all purchases meet
project requirements and standards.
• Mobilize project supplies and ensure they are distributed and utilized appropriately.

Operational Support and Capacity Building


• Participate in and contribute to advocacy meetings to promote WASH and Health initiatives
and secure necessary support.
• Organize and lead capacity-building training sessions (Hygiene Promotion, Community
Mobilization, etc) for staff, community members, and local partners, focusing on best
practices in WASH.
• Supervise that all training materials are up-to-date and relevant to the needs of the
community and project objectives.

Monitoring, Evaluation and Reporting

• Develop and implement monitoring and evaluation systems to track the effectiveness and
impact of WASH activities.
• Prepare and submit detailed reports on WASH activities, including progress, challenges, and
recommendations for improvement.
• Ensure accurate documentation and record-keeping of all WASH activities.
• Lead in the data collection and survey as guided by the line manager or implementing partner
and project manager as required.
• Be accountable for donor reporting, ensuring timely and accurate submission of reports.

Supervision and Coordination
• Supervise the WASH Officer, providing guidance, support, performance evaluations to ensure
high-quality work.
• Foster a collaborate and productive work environment within the WASH team.
• Coordinate with other project staff and stakeholders to ensure integrated and cohesive
implementation of WASH and Health activities.
• Participate, lead, and organize the formal meetings with relevant stakeholders, camp
committees, and community volunteers.
• Ensure effective liaison between the organization and local authorities to facilitate smooth
project implementation.
• Ensure the safety and well-being of all staff involved in WASH activities.

Compliance and Standards


• Ensure all WASH activities comply with organizational policies, donor requirements, and
international standards.
• Stay updated with the latest WASH practices, guidelines, and standards and integrating them
into project activities as appropriate.
• Conduct regular quality checks to ensure all WASH interventions meet the required standards
and are effectively implemented.

Skills and Requirements

• Bachelor’s degree in Environmental Health, Public Health, Civil Engineering, Technological or


a related field.
• Minimum of 2-3 years of experience in implementing WASH projects, preferably in
emergency or humanitarian settings.
• In-depth knowledge of WASH principles, standards, and best practices.
• Proven leadership and team management skills.
• Excellent organizational, communication, and coordination skills.
• Ability to work effectively under pressure and in a multicultural environment.
• Proficiency in MS Office and relevant WASH software/tools.
• Proficiency in English; knowledge of the local language(s) of Rakhine is an asset.
• Willingness to travel and work in remote and conflict-affected areas.
