Emergency Response Plan
2 SCOPE
This procedure establishes the necessary action to be taken during any Fire,
Gas release, Medical Emergencies, Vehicle accidents, etc. while working
for the Client or away from the job site.
3 NATURE OF EMERGENCIES
Depending on the Areas of work & the nature of work involved, the
emergencies can be categorized as follows.

3.3 MEDICAL EMERGENCIES
3.4 VEHICLE ACCIDENT
3.5 NATURAL CALAMITIES
4 RESPONSIBILITIES
The Project Manager holds the ultimate responsibility for ensuring the
development and effective implementation of this Emergency Preparedness
and Response Plan. The Project Manager will be the focal point of all
information disseminated to WIPL/ SPL representatives and all relevant
Government agencies. Relevant emergency contact numbers will be displayed
at designated site locations.
He will be assisted by the Safety Officer and Safety Manager, who will
oversee the implementation and maintenance of this Emergency Plan and will
ensure that the measures contained within this plan are observed, effectively
executed and communicated to the workforce.
5 ACTIONS TO BE TAKEN
During an emergency or on hearing an “EMERGENCY ALARM” every
supervisor shall ensure the following:
6 REPORTING AN EMERGENCY
7 GENERAL RESPONSE:
A. Fire of Smaller Magnitude.
1. First person to detect the fire warns the others shouting “Fire. Fire
.Fire “& inform to his Site Safety Officer/ Supervisor.
2. Detect the source of fire or the materials involved.
3. In case fire involving Electricity, try & cut off the source of
electricity.
4. Approach the fire with all safety precautions and use appropriate
extinguishing medium (Fire Extinguisher, Water, Sand Pile, and
Fire Blanket) to control & stop the fire.
5. Do not enter an unventilated area without proper respiratory
protection.
6. In case the fire is uncontrollable & spreads out, follow the
procedure as stated in item 6b.
7. Report the incident to the immediate supervisor / Safety
representative.

2. Detect the source of fire or the materials involved.
3. In case fire involving Electricity, try & cut off the source of
electricity.
4. Ask for assistance & inform the immediate supervisor / Safety
supervisors for appropriate action to control or stop the
emergency.
5. In case no action has been initiated follow the Item no. 5 & 6 for
Actions & reporting procedures.
6. Report the incident to the immediate supervisor / Safety
representative.
C. Gas Release.
E. Vehicle Accident.
1. In case of any vehicle accident causing injury to a personnel or
damage to the equipment follow the General Response Procedure
for Medical Emergency Item no 7.E.
2. For damage to the equipment / vehicle report the incident to the
immediate supervisor / Safety Supervisors.
3. Prepare the accident report, investigate, analyze the root causes
and disseminate the findings during the Safety Meetings.
F. Natural Calamities:
1. Heavy Wind- Action to be taken during this alert consists of
securing equipment and materials which cannot be practically
moved. Make final cleanup of construction site
1.1 Welding machines, air compressors, etc., are to be grouped
together and secured to stable objects. All leads, hoses, and
torches are to be rolled up and secured.
1.2 Trailers, Truck, etc., are to be secured from movement
1.3 Crane booms are to be lowered to a safe position
1.4 Earthmoving equipment is to be left on high ground or in shops,
along with pickups, flatbeds, buses, and all are to be secured with
brakes set.
1.5 Onsite vehicles are to be left with brakes set on high ground in the
shop area
1.6 Turn off all electrical power at main switches
1.7 Evacuate jobsite
1.8 Security coverage will be as directed by the Site/ RCM.
2. Rain Protection- Action taken during the rain alert will consist of a
job cleanup activity In general, this alert is to identify locations for
securing objects, materials, etc., trash and loose materials cleanup,
and a notice for supervisors to
2.1 Pick up all loose trash and unused material in all areas.
2.2 Stop crane operation & lower the booms
2.3 Remove any unused scaffolding if any from all areas
2.4 Check and assist subcontractors in cleanup and tie-down,
2.5 Check barricading sheets, Roof sheets & all other temporary
structures
2.6 Make final cleanup of construction site

3. Earthquake
Incase of earthquake, not to be panic and take several action during
this time.
3.1 Move into the open place, away from buildings, street lights,
poles and utility wires.
3.2 Drop down onto your hands and knees.
3.3 Avoid making phone calls except in serious emergencies.
3.4 When the shaking stops, look around. If there is a clear path
out, leave the building and head for an open area.
8 DRILLS
To familiarize with the Emergency procedures of the WIPL/ SPL or the Site
Emergency Response procedure regular emergency Drills should be
conducted. Different scenarios can be assumed to get acquainted with
different types of general response and necessary corrective actions can be
taken to improve the response. All the drills to be conducted on the SPL’s
premises should have a prior approval of the client. Emergency Drills
conducted should be duly recorded in the format a copy of which should be
submitted to the clien WIPL/SPL for information & record with a copy to
the Safety dept.
9 Emergency Siron
Test Siron- Everyday at 10:00 am site siron ringing for testing. It rings for
one minute continue. This siron is only for testing, no action need to take
after hearing this siron.
Emergency Siron- Incase of any emergency, Emergency Siron shall ring in
between short break and it shall continue rings up to 3 minutes. That time all
persons need to evacuate from site to Assembly Point No. 2. Head count
shall be take place and everyone have to wait for instructions from Client’s
side. After instruction of all clear they shall return for their respective works.
10 Emergency Vehicle
12 Surveillance:
All personnel exposed to the hazardous substance/s during the
emergency should be put on medical surveillance for a period until the
doctor is satisfied that no one is adversely affected.
