4. HSE management
HSE management system shall be established by HSE engineer 5 days prior to operation of
the power station.

HSE management plan and emergency plan shall first analyze and evaluate the hazard point
source according to the actual situation of the site and the region, and then formulate targeted
plan。
4.2. HSE regular inspection and rectification
 Scope of Inspection: All facilities (equipment) within the scope of service.
 Inspection period: quarterly inspection, semi-annual inspection, annual inspection.
 Inspector: Main person in charge of O&M, owner's representative.
 Check content: HSE training, emergency system construction and implementation (control
room all kinds of emergency call is complete, the emergency process simple and clear), pv
area and living camp fire, flood, lightning protection, security, small animals, epidemic
prevention, pollution prevention, geological disaster prevention equipment (facilities) such as
integrity and related measures are sound.
 Record and rectification: The inspection report shall be formed for each HSE inspection, the
rectification plan shall be drawn up and the rectification progress shall be reflected in the
monthly report.
5. O&M work
5.1. Monitoring & Operation
The O&M team shall monitor the operation and condition of the Facilities, its power generation,
its Performance Ratio (PR), Availability, faults, warnings and error messages in real time. (24/7
monitoring and response)
O&M team will ensure that any error messages or alarms issued by the Facilities are received and
evaluated and rectified promptly. All error messages and alarms must be logged. The O&M team will
monitor and evaluate the condition monitoring system continuously to ensure that proper operation
of the technical systems is confirmed.
PV power station operate There are 6 operator person in total, 3 shifts per day, 3 operator on day
shift. 2 operator on night shift, 1 operator may leave the plant. Off-duty employees can rest in the
factory, but them have to be on call.
The O&M team will perform operation and maintenance services based on principles of
"Centralized Control Center", to achieve "Centralized monitoring, Independent maintenance, few
people on duty, Intelligent, Professional and Refined operation and maintenance" for the power
station. To all-sided and all-day monitor the functions, power generation and other relevant data of
the PV equipment under operation status through real-time (network-based) monitoring software.

5.2. Inspections & Preventative maintenance


Inspections & Preventative work shall main be completed by the maintenance person. here
are 6 maintenance person in total. 4 maintenance person shall be on duty every day and the other
2 shall be on leave. Under normal circumstances, maintenance staff perform preventive
maintenance activities according to the administrative shift time, and if there are overhaul or
preventive test work at the PV power plant, they shall carry out the corresponding work according
to the requirements.
5.2.1. Inspections
A. Substation
 Routine inspection:
Routine inspection refers to the inspection of the appearance, abnormal sound, equipment
leakage, monitoring system, secondary devices and auxiliary facilities abnormal alarm, elimination
Security system integrity, substation operation environment, defects and hidden dangers tracking
inspection Regular inspection of inspection and other aspects, and specific inspection items shall
be carried out in accordance with the "O&M Manual".
The operator shall be responsible for the routine inspection work, which shall be done not
less than once every day. The inspection situation shall be recorded in the operation log.
 Comprehensive inspection:
Comprehensive inspection refers to the routine inspection items on the basis of the station
equipment for inspection, record equipment operation data, and check equipment contamination.
Check whether there is any leak in fire prevention, small animal prevention, mis-lock prevention,
etc., and check the grounding whether is intact, Record the highest temperature of the
transformer, lightning counter and operation leakage current, SF6 pressure value, use thermal
imager to conduct thermal inspection of the equipment joint, etc.
Comprehensive inspection shall be responsible by maintenance person not less than twice a
month. Inspection tour shall be carried out and filled in according to the "inspection tour Form".
Special inspections (such as: new equipment is put into operation or after major repairs/after
abnormal environment) According to actual conditions.

B. PV area
Maintenance person shall be responsible for the inspection of the PV area, which shall be
completed and recorded in form accordance with the form requirements.

5.2.2. Preventative maintenance
Preventive maintenance refers to all activities carried out by systematic inspection,
maintenance and testing of equipment (facilities) to prevent the occurrence of functional failure
and keep it in a specified state. PV power station main include equipment cleaning, bolts (screws)
fastening, lubrication, corrosion, regular testing etc。
The O&M team shall develop a preventative maintenance plan that is based on the operation
and maintenance manuals of the equipment manufacturers and which accords with good industry
practice so as to maximize the efficacy, efficiency and utility of the installed equipment and
systems for the duration of the operation period (1 year).
The preventative maintenance activities will be planned in such a way as to minimize, if not
avoid, the impact of these activities on the production of energy. The costs related to labor,
services, tools, parts and consumables that are necessary for the correct execution of the
preventative maintenance plan shall be borne by the O&M team.
Preventive maintenance mainly includes equipment(filter) cleaning, bolt (screw) fastening,
lubrication, corrosion, SCADA data, time proofreading, fire plugging, lightning protection
grounding, desiccant replacement, oil change. Etc.

detection. Battery voltage and internal resistance test, according to the manufacturer's
requirements of general testing. etc.

5.3. Corrective maintenance
Corrective maintenance:Maintenance activities that occur when unexpected failures occur,
Or equipment (facility) defects found during inspection and preventive maintenance that require
further treatment.
5.3.1. Minimum response time for failure (accident)

Category 1: High impact events, such as unscheduled shut down of the grid ,shut down of the
Plant caused by failure of main switchgear ,operation of stations safety relevant issues

Category 3: Low All other failures /decreases in performance
5.3.2. Processing flow

Registration: the operation control center is the initiator of corrective maintenance task. The
corrective maintenance task comes from
A. fault (accident) alarm message sent by Scada.
B. O&M equipment (facility) defects found during normal inspection (including CCTV).
C. Equipment (facility) defects found during preventive maintenance work.
After the alarm or defect is found, the operator of the control center should be reported in
time. The operator should register immediately and report to the technical director.
 Confirmation: after receiving the report from the control center, the technical person in charge
shall immediately organize relevant person to confirm the alarm (defect) and preliminarily judge
the nature and cause of the incident.
 Report1: the technical person in charge should report to the project person in charge and the
owner in time according to the size of the incident and its impact.
 Handling: according to the size of fault, accident or defect, in order to ensure the response
time, we should carry out the corrective maintenance work such as temporary repair, overhaul or
rush repair as soon as possible. Treatment methods are generally divided into: O&M treatment or

EPC treatment. However, part of the damage may not be caused by the responsible party (such as
force majeure). In order to ensure the recovery of the equipment (facility) as soon as possible, it
can also be handled by the O&M organization with the approval of the owner and EPC. But the
cost is extra.
 Acceptance check: the equipment (facilities) after the completion of the treatment shall be
accepted and confirmed by the person in charge of O&M technology before it can be put into
operation again.
 Report2: after the corrective maintenance is completed and the operation is resumed, the
technical leader shall report the situation to the project leader and the owner in a timely manner.
5.3.3. Common corrective maintenance

fault/switch trip/fan fault/transformer oil leakage/road damage/cable (wire) stolen/component
(line) heating/drain blockage/inverter shutdown/fence (grid) damage/line short circuit/battery

5.5.3. Weeding
Normally the O&M team shall organize weeding working, the excessively growing plants will
be removed to prevent shadow shading. The arrangement plan is 3 times/year of weeding, each
organized and systematic weeding activity will be completed within two months.
5.5.4. Small animal prevention management
The most important thing to prevent small animals in PV power plant is to regular check and
repair sealing and blocking to ensure the reliability of electrical equipment sealing and blocking;
Secondly, driving and controlling small animals in the power plant area in a pollution-free way is
also one of the effective methods.
5.6. Reporting
5.6.1. Daily report
Daily (monthly cumulative) upper and lower power grid statistics, theoretical grid power,
inverter generation power, PR value, PR value (temperature compensation), equipment availability,
hours of equipment utilization, irradiation-electricity curve, ambient temperature-pv temperature
curve, equipment outage, daily maximum load.
5.6.2. Monthly Report
O&M teams shall submit Monthly Report to the Employer no later than the 6th day of the
month following the month being reported on.
Summary of this month's work and next month's work plan (including operation,
maintenance and comprehensive management), power station HSE analysis, power station
economic operation analysis, equipment (facilities) analysis, this month's important maintenance
work report, this month's use of spare parts and next month's supplementary plan, problems and
Suggestions to be coordinated, etc.
5.6.3. Annual report
The submission time shall not exceed 20 days after the end of the running year.
Annual work summary and work plan next year (including operation, maintenance and
integrated management), power station HSE analysis, power station economic operation situation
analysis, equipment (facilities) situation analysis, important maintenance work report this year,
this year's spare parts usage and next year supplement plan, need to coordinate to solve the
problem and Suggestions, etc.
5.6.4. Other report
Provide all kinds of professional reports according to owner's requirement and actual need.

5.7. Spare parts management

 During the warranty period, the parts and equipment damaged in normal operation shall be
returned to the factory for repair or replacement by EPC (O&M);
 Damages of parts and equipment not caused by EPC or O&M (such as: A. Force Majeure
causes B. the unit approved by the owner enter and work). EPC (O&M) shall be responsible
for assisting the Owner in maintenance or procurement, but the cost shall be borne by the
Owner.
